How to Plan a Safer Temporary Pedestrian Route Around a Construction Site

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan the temporary pedestrian route before the work zone is occupied, as a component of the project’s temporary traffic-control plan. Keep the existing sidewalk or path open whenever the work can be staged around it. When closure is unavoidable, provide a continuous alternate route that separates people from workers, equipment and moving traffic; preserves access to buildings, businesses, residences and transit; and remains usable and detectable for people with disabilities.

For projects in the United States, check the current Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, Part 6, applicable accessibility requirements, state and local standards, and the contract’s approval process. The route must work through every construction phase, not just on the day it is installed.

What a temporary pedestrian route must accomplish

A temporary pedestrian route is the designated path people use when construction changes or closes a normal sidewalk, trail, crossing or access point. It may run beside the work, around its perimeter or across the street to a different sidewalk. It is part of temporary traffic control, not an afterthought to be improvised after barriers arrive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The route should provide:

  • Continuous passage between the places people need to reach.
  • Separation from construction operations, vehicles and equipment.
  • A smooth, firm surface without abrupt barriers or trip hazards.
  • Accessible and detectable changes for people using wheelchairs, walkers, canes or vision-based navigation.
  • Safe, understandable crossings where remaining on the original side of the street is impossible.
  • Access to transit stops, buildings, businesses, residences, driveways and accessible pedestrian signals.
  • A layout that remains clear as work advances through each phase.

The MUTCD advises arranging work to avoid disrupting pedestrian routes where practicable. It also states: “A pedestrian route should not be severed and/or moved for non-construction activities such as parking for vehicles and equipment.” See the full context in MUTCD Part 6.

Step 1: Survey the existing route and every construction phase

Walk the route in both directions before selecting a detour. Map the existing sidewalk or path, curb ramps, driveways, property entrances, crosswalks, pedestrian signals, transit stops and destinations people use daily. Mark where excavation, scaffolding, deliveries, cranes, haul routes, temporary fencing and vehicle queues will occur.

Record phase-by-phase changes

Overlay the limits and expected duration of each work phase. A route that is safe during utility installation may be blocked when paving, concrete placement or façade work begins. Identify when barriers, material storage, truck access and lane shifts will move. Include adjacent projects and overlapping utility work so two sets of signs do not direct pedestrians into conflicting paths.

Identify users and access needs

Consider wheelchair users, people with walkers, children, older adults and people who are blind or have low vision. Note steep grades, drainage grates, uneven joints, narrow points, temporary lighting and places where a person may need to turn or pass another traveler. Confirm how people will reach transit boarding areas and accessible pedestrian signals, rather than treating a bus stop or crossing as outside the work zone.

Plan before occupying the zone

FHWA planning guidance calls for pedestrian movement to be addressed in the temporary traffic-control or transportation management plan before construction starts. The amount of detail should match the project’s impacts and complexity. For a project-level example of plan review, FHWA notes describe a contractor submitting a detailed temporary pedestrian traffic-control plan for written approval at least three weeks before implementation. That is an example project requirement, not a universal federal deadline; follow the responsible agency’s contract and permit process.

Step 2: Preserve the existing sidewalk whenever practicable

First test whether the work can be staged on the other side of the path, narrowed without losing required usability, or completed in short sections while a protected passage remains open. Do not move pedestrians simply to create parking or storage space for equipment.

Keeping the original route usually avoids an additional crossing, reduces travel distance and preserves familiar access to storefronts and transit. It is not automatically acceptable, however: a route that passes beneath falling-object exposure, beside moving equipment or through an inaccessible surface is not a safe solution. If the work cannot be separated from pedestrians, design an alternate route and obtain the required approval before closing the facility.

Step 3: Choose the alternate route and crossing strategy

When closure is required, compare feasible routes against the same criteria. Document why the selected option gives people the clearest and safest connection through the work.

Route approach When it can work Checks required
Same-side protected route The sidewalk can remain outside the active work area with a continuous barrier or channelizing line. Confirm usable width, detectable separation, driveway access, work-zone clearance and continuity through later phases.
Route around the work area A nearby path can bypass the closure without requiring a street crossing. Check added distance, surface, grades, lighting, property entrances, transit connections and wayfinding.
Cross to the opposite sidewalk The original side cannot remain open and a compliant crossing is available. Provide advance direction, an appropriate crossing, accessible ramps and signals where required; prevent midblock or work-zone crossings.
Full detour using another street or path Construction occupies the entire local frontage or crossing. Evaluate vehicle conflicts, route continuity, destination access, emergency access and every construction phase.

Compare each option for separation from traffic and operations, accessibility and detectability, crossing and distance burden, access to destinations and transit, continuity across phases and practical constructability. Do not rely on a sign pointing toward a route that disappears at the next closure.

Make crossings deliberate

If people must cross, locate the crossing where drivers can see them and where the route can connect to existing or temporary accessible facilities. Give advance direction before the closure, then provide confirmation at decision points. Arrange barriers and signs so a person cannot naturally skirt the work area into a live lane or make an unplanned midblock crossing.

The U.S. Access Board’s § 1190.1 Accessibility Guidelines and its proposed PROWAG preamble discuss alternate routes when pedestrian facilities or transit stops are closed, including the burden created by additional distance and crossings. The preamble is explanatory proposed guidance, not final binding text; verify the standards adopted for your jurisdiction.

Step 4: Design an accessible, usable surface

The MUTCD calls for a smooth, continuous hard surface that replicates the desirable characteristics of the existing pedestrian facility as nearly as practical. Remove abrupt level changes, exposed edges and unstable plates that can stop a wheelchair or catch a cane. Keep drainage, mud, loose aggregate and temporary utility covers from turning the route into an obstacle course.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the applicable width provision

Where practical, provide the existing facility’s width. One MUTCD provision describes a 60-inch route and, when 60 inches cannot be maintained, 60-by-60-inch passing spaces at least every 200 feet. The sidewalk-detour notes associated with Figure 6P-28 describe a 48-inch route with a 60-inch passing area every 200 feet. These dimensions occur in different portions and contexts of the manual; do not merge them into one universal rule. Confirm which provision, accessibility standard and agency detail applies to the project.

Handle temporary ramps carefully

For the temporary ramp shown in the MUTCD Figure 6P-28 sidewalk-detour application, the manual specifies a 12:1 or flatter slope, a slip-resistant surface, a landing at least 48 by 48 inches and a landing cross-slope of 2% or flatter. Those are specifications for that application. Check the complete current manual and applicable state or local requirements before building a ramp.

Measure the route after installation, including the tightest point, not just the nominal space between plans. Recheck it after barriers move, concrete is placed or a temporary plate is added.

Step 5: Separate pedestrians from work and traffic

Use a continuous, stable line of suitable traffic-control devices between people and the hazard. Select devices that are detectable to a person with a vision disability using a long cane. In the Figure 6P-28 closed-sidewalk application, the MUTCD requires a detectable pedestrian channelizing device across the full width of the closed sidewalk; review that figure and its notes at MUTCD Part 6.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the usable envelope clear

  • Place signs, bases, braces, lighting cables and fence feet outside the pedestrian path.
  • Keep excavated material, pallets, tools and equipment out of the route and its passing spaces.
  • Protect people from vehicle backing, deliveries and equipment swing paths with separation, scheduling or both.
  • Secure devices against wind, contact and displacement, and inspect them after storms or impacts.
  • Use a firm, slip-resistant surface and remove mud, standing water and debris promptly.

A barricade that looks substantial but cannot be detected by a cane, or a sign that narrows the route below its usable width, can make an otherwise well-planned detour inaccessible.

Step 6: Make route changes understandable and detectable

People need to discover the closure, understand the alternate route and know when they have returned to the normal path. Place advance signs before the decision point, directional signs at turns and confirmation signs where the route could be mistaken for a driveway or work entrance. Keep wording concise and consistent from one phase to the next.

Consider how a person who is blind or has low vision will detect a closure and follow the change. A detectable edge, consistent channelizing line, clear orientation and removal of competing paths are more reliable than visual signs alone. Never leave an opening that appears to invite travel into excavation or moving traffic.

Step 7: Keep destinations, transit and property access connected

Trace the route to every adjacent building, business, residence, driveway, school entrance and transit stop, not merely to the nearest corner. Coordinate with the transit agency when a stop, boarding area or accessible path is affected. If a stop must move, provide a clearly signed accessible connection and ensure the detour does not end at a curb or crossing that cannot be used.

Step 8: Install, inspect and maintain the route through every phase

  1. Before installation: obtain the traffic-control, accessibility and agency approvals required by the contract and jurisdiction. Confirm the route on a current phase plan.
  2. At setup: walk the complete path in both directions, verify widths and passing spaces, check ramp slopes and cross-slopes where applicable, and confirm that signs and devices do not intrude.
  3. During work: inspect at the start of each shift and after deliveries, impacts, severe weather or phase changes. Remove stored materials and repair damaged surfaces immediately.
  4. When conditions change: close the old path only after the alternate route is complete, connected and signed. Update signs at every approach, including from transit stops and side streets.
  5. At phase transitions: repeat the full walk-through. A route can become unsafe when a barrier moves a few inches, a new curb is poured or a truck access point opens.
  6. At removal: restore the permanent path, remove temporary hardware and verify that no holes, edges, plates or residual signs remain.

Use the FHWA Pedestrians Checklist and Considerations as a review aid, alongside the project’s approved traffic-control drawings and local inspection requirements.

Common failure modes and corrective actions

The detour sends people into traffic

Cause: a closure sign is installed without a complete connected route, or barriers leave a tempting gap. Correction: close the original path only after the alternate is continuous; add advance direction and physically separate the route from live lanes and equipment.

The route is technically open but inaccessible

Cause: loose stone, a steep temporary ramp, an abrupt lip, a narrow sign base or a blocked passing space. Correction: provide a firm smooth surface, verify the applicable dimensions in the MUTCD and accessibility rules, relocate obstructions and remeasure the tightest point.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

People cannot detect the closure

Cause: visual-only tape or a barrier that stops short of the sidewalk edges. Correction: use a detectable channelizing device across the closed width, maintain a consistent edge and remove misleading openings.

Access disappears at a driveway or transit stop

Cause: the plan ends at the work parcel rather than following the trip to its destination. Correction: map each entrance and stop, coordinate with affected operators and extend signs and accessible connections through the decision point.

The plan works for one phase only

Cause: signs and barriers were designed around the initial excavation, not later deliveries, paving or utility work. Correction: show each phase, assign inspection responsibility and require a fresh walk-through before every change.

Approval and jurisdiction checklist

Federal MUTCD material provides a baseline for temporary traffic control, but adoption and enforcement occur through the responsible agencies. Before implementation, confirm:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which edition and state supplement of the MUTCD applies.
  • Local public-works, highway, transit and accessibility standards.
  • Permit conditions, contract drawings and the agency’s plan-review deadline.
  • Who may authorize a sidewalk closure, crossing change or transit-stop relocation.
  • Inspection, maintenance, complaint-response and emergency contact procedures.
  • How adjacent projects will coordinate signs, barriers and route changes.

Where requirements conflict, resolve the issue with the responsible agency and document the approved design rather than selecting the least demanding dimension by assumption.

Equipment categories to evaluate

The relevant equipment categories are detectable pedestrian channelizing devices or barricades and, where a level change requires it, a temporary pedestrian access ramp. Evaluate any device against the complete MUTCD application, local agency requirements, dimensions, intended use, site conditions, stability and the manufacturer’s documentation. A generic retail listing is not evidence that a product is approved or compliant.

Final field review before opening the route

  • Can a person travel from each approach to each affected destination without entering the work area or a live traffic lane?
  • Is the surface continuous, firm, slip-resistant and free of abrupt barriers?
  • Are the applicable width, passing-space, ramp and cross-slope provisions satisfied?
  • Are channelizing devices detectable and continuous across every closure?
  • Are signs placed before decisions and repeated at turns and crossings?
  • Are transit stops, driveways, entrances, crossings and accessible signals still reachable?
  • Are equipment, materials, sign bases and cables outside the usable route?
  • Will the design remain safe in the next construction phase, and is someone assigned to inspect it?

A safer temporary pedestrian route is the result of deliberate phasing, accessible design, detectable separation and continuous maintenance. Treat pedestrian movement as a core traffic-control function from the first plan review through final restoration.
