How to Plan a Safe Route Around Roadworks and Temporary Traffic Diversions

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safest way to deal with roadworks is to plan before you reach the closure: check the current information from the responsible road authority, allow additional time, test at least one realistic alternative, and identify restrictions that could make a route unsuitable for your vehicle or passengers. Once you are driving, treat temporary signs, cones, lane markings and traffic controllers as the controlling instructions. A navigation app can be useful for context, but it cannot override a temporary traffic layout.

This method applies the principles in US Federal Highway Administration (FHWA) work-zone guidance and UK Department for Transport (DfT) and Transport for London (TfL) guidance. Those sources describe different legal and administrative systems, so local road-authority instructions and the signs at the site take priority in every country.

Why roadworks need a different route plan

A normal route plan assumes that the road layout, lanes and junction movements shown on your map will still exist when you arrive. Roadworks can invalidate that assumption. A lane may be closed, traffic may be moved to the opposite carriageway, a turn may be prohibited temporarily, or a road may be closed altogether. The work zone can also move between the time you plan and the time you drive.

Advance information exists to give drivers time to choose. The FHWA work-zone strategy guidance describes advance notice as a way to let motorists select an alternative, while the UK’s road-works sign guidance says signs can identify current or future works so drivers can allow more time or use another route.

A diversion is not simply a line on a map. The UK Traffic Signs Manual says, “Diversions for planned works or temporary layouts normally increase both journey distance and time, and for non-urban roads often require the use of routes with higher accident rates than the closed road.” That is a planning warning, not a claim that every alternative is more dangerous. It means you should compare the route’s conditions rather than assuming the shortest detour is automatically the best one.

Before departure: a safe planning sequence

1. Find the current official information

Start with the road authority, highway agency, toll-road operator or traffic-management centre responsible for the affected area. Look for the closure limits, dates and times, direction of travel, vehicle restrictions, signed diversion, access for residents or businesses, and any change expected during your journey. Check again shortly before leaving if the trip is important: temporary arrangements and incident conditions can change.

FHWA explains the wider purpose of a Transportation Management Plan (TMP) as follows: “A TMP lays out a set of coordinated transportation management strategies and describes how these strategies will be used to manage the work zone impacts of a road project.” The public-facing implication is that a closure is normally part of a broader traffic plan, not an invitation to improvise through the work area. See the FHWA introduction to Transportation Management Plans for that definition and context.

2. Mark the closure and the point where you must leave the original route

Identify the last junction at which you can leave safely, not just the blocked point itself. If you wait until the barrier, you may have to make a sudden turn, reverse, or enter a queue that has no convenient escape. Note where the signed diversion should return you to the original road. FHWA describes detour signs as directing motorists onto the detour, through it, and back to the route they left.

3. Build one primary route and one credible backup

Choose the official signed diversion as your baseline when one is provided. Then check a second route that could work if the first is congested or another restriction appears. A backup is credible only if it has suitable junctions, enough road capacity for the vehicle, and no conflicting closure or restriction of its own. Do not create a theoretical shortcut that depends on driving through a signed closure.

4. Allow time for the whole trip, not just the extra kilometres

Include the additional distance, lower speeds through the work zone, queueing at diversion junctions, and time to find a safe stopping place if you need to re-check information. The guidance does not establish a universal percentage or number of minutes to add. Use the route comparison, the authority’s stated timings and your knowledge of the traffic period instead of relying on a generic allowance.

5. Check the vehicle and passenger fit

Before selecting an alternative, confirm that it accommodates your vehicle’s dimensions, weight, propulsion type and intended use. A route that works for a small car may not work for a van, caravan, coach, agricultural vehicle or delivery truck. Also consider passengers who need step-free access, a safe crossing, a rest stop or a particular form of public transport.

6. Save the decision in a form you can use safely

Set the destination and any planned intermediate junctions before moving. If you print or write directions, mark the diversion entry and rejoin points. Do not handle a phone while driving; if conditions differ from the plan, pull over legally before checking information.

How to compare genuine route options

When two or more alternatives are actually available, compare them on the same criteria. The following framework synthesizes the FHWA, DfT and TfL material; it is not a formal risk score or a substitute for local instructions.

Criterion Questions to ask Why it can change the decision
Time and distance How far is the route, and where are likely queues, low-speed sections or difficult junctions? Planned diversions normally add both distance and travel time, so the nominal map distance is only a starting point.
Legal and physical restrictions Are there height, width, weight, emissions, vehicle-type or access limits? A route is unsuitable if your vehicle cannot legally or safely use it.
Tolls and charges Does it enter a toll road, congestion area, clean-air zone or other charge zone? An unexpected charge or prohibited entry can turn a viable-looking alternative into a poor choice.
Road capacity and layout Can the receiving roads handle diverted traffic? Are signals, lane arrangements or parking controls changed? FHWA planning material identifies capacity, geometry, signals, signs, markings, parking and message signs as possible measures where diverted traffic affects surrounding roads.
Accessibility Can everyone in the travelling party pass the area safely and conveniently? TfL says temporary routes should suit all road users, not only drivers in cars.
Current controls Do the signs and traffic-control arrangements on the ground agree with the planned route? Temporary signs can change, and a conflicting sign must be resolved in favour of the current traffic control.

Restrictions to check before choosing a diversion

The UK Traffic Signs Manual’s planning guidance says a proposed motorised route should be checked for suitability and conflicting temporary signs. It identifies restrictions that can make a planned route inappropriate, including weight, height, width, emissions and vehicle-type limits, as well as tolls or other charge zones. Those are UK planning requirements and useful questions elsewhere, but they are not a promise that every real-world diversion is free of restrictions.

  • Dimensions: Compare the route’s clearance and width limits with the vehicle, mirrors, load and trailer. Treat an unfamiliar narrow bridge or temporary lane as a serious fit check, not an assumption.
  • Weight: Include the vehicle and load, and check restrictions applying to the class of vehicle rather than only the road’s normal appearance.
  • Vehicle type: A signed route may distinguish cars from heavy goods vehicles, buses, motorcycles, cycles or pedestrians.
  • Emissions and access zones: A diversion can pass through a regulated area even when the closed road did not.
  • Charges: Confirm whether a toll, congestion charge or other fee applies and whether payment or registration is required.
  • Load and stability: A route with steep gradients, tight turns or exposed conditions may be unsuitable for a high-sided or heavily loaded vehicle even when no formal restriction is posted.

If you cannot verify a critical restriction, do not treat the route as confirmed. Select the signed alternative or obtain clarification from the responsible authority before departure.

Reading temporary signs and changed layouts

Advance warning signs

Warning signs may identify works ahead, a lane closure, a temporary signal, a changed priority or a forthcoming diversion. Use the warning distance to reduce speed, choose the correct lane and create space before the restriction begins. Waiting for the last sign increases the chance of a sharp manoeuvre.

Lane changes and sharp deviations

Temporary signs can direct traffic across the normal carriageway, into a narrower lane or around a sharp deviation. Follow the temporary lane arrows, cones and markings in their sequence. Do not assume the permanent road marking or your memorised route still governs where it conflicts with the temporary arrangement.

Works access and slow-moving vehicles

The DfT’s sign guidance covers works access and warns drivers to take care around slower works vehicles. Expect plant, maintenance trucks or site vehicles to enter and leave the work area. Leave room to stop, do not overtake into a closed lane, and never follow a works vehicle through a barrier or into an area marked for site access.

Temporary signals, people directing traffic and barriers

Obey a person legally controlling traffic, a temporary signal and a barrier in the order required by local law. If a signal is red or a controller stops you, remain stopped even if a navigation instruction says to continue. Do not move a cone, drive around a barrier or enter a lane marked closed to save time.

Should you follow diversion signs or your satnav?

Follow the temporary traffic controls and the signed diversion when they differ from an app or pre-set route. Official guidance is built around the work-zone layout that drivers encounter, while consumer navigation services may not reflect a newly installed barrier, a short-term lane shift or a restriction applying only to certain vehicles. The sources cited here do not evaluate any particular navigation service, so no service should be assumed to have complete or immediate roadworks coverage.

Use navigation as a supporting tool: it can show where the signed route is taking you, help you identify the intended rejoin point and provide an overview of the backup route. If it repeatedly attempts to send you back toward the closure, cancel that manoeuvre and continue following the signs. Stop in a lawful, safe location before changing the destination or checking a notification.

What to do when a road is closed unexpectedly

  1. Slow down and create space. Approach the queue, barrier or diversion decision without a last-second lane change.
  2. Read the full instruction. Identify whether the sign requires a turn, a U-turn at a designated point, a lane change or a complete diversion.
  3. Choose the legal movement available now. Do not enter a closed road, restricted access or work-site entrance because it appears empty.
  4. Rebuild the route from your current position. Use the next safe junction and check vehicle restrictions before committing to a new road.
  5. Expect the first alternative to be busier. Diverted traffic can affect surrounding roads, signals, parking and lane capacity; allow room for stop-start conditions.
  6. Escalate genuine danger. If signs are missing, contradictory or creating an immediate hazard, stop only where lawful and safe, then contact the relevant road authority or emergency service as appropriate.

Accessibility and people outside the car

A route that is convenient for a driver may be unsuitable for someone walking, cycling, using a wheelchair, pushing a pram or transferring between public-transport services. TfL’s Temporary Traffic Management Handbook emphasizes that routes around works should suit all road users.

For a mixed group, check whether the temporary arrangement preserves a usable footway, crossing point, cycle route and transit stop. Look for abrupt kerbs, narrow passages, missing tactile paving, steep temporary ramps, unprotected crossings or a stop moved farther than the passenger can manage. Do not drop a passenger in a live traffic lane or ask someone to cross between barriers simply because the car route remains open.

Businesses and site managers should also consider deliveries, visitors and emergency access. Tell drivers the correct entrance and any time window rather than relying on a landmark that may be inside the closure. If access is only possible from one direction, include that approach in the written instructions.

How planned diversions affect surrounding roads

Closing one road transfers traffic to others. FHWA’s TMP Strategy Matrix describes possible responses such as additional capacity, altered geometry, signal changes, temporary signs and markings, parking adjustments and message signs. For a driver, that means the receiving road may have a layout or signal timing that differs from an ordinary day.

Do not use residential streets, bus lanes, private access roads or shoulders as an unofficial shortcut. They may not have the capacity, sight distance or permissions needed for diverted traffic. If you are responsible for planning a project diversion, the receiving network must be reviewed—not just the closed link—and any necessary controls should be installed before traffic is released onto the route.

Country and date qualifications

FHWA material addresses US Federal-aid projects and US work-zone policy. FHWA states that updated Work Zone Safety and Mobility and Temporary Traffic Control Devices rules were published on November 1, 2024, and took effect on December 2, 2024, within the federal-aid context described on its Work Zone regulation and policy page. These dates do not replace state, county or municipal requirements.

Common planning mistakes and their fixes

Leaving only when the barrier is visible

Problem: The driver reaches the closure before selecting a lane or turn. Fix: Mark the last safe decision point during planning and act on the advance sign.

Assuming the shortest detour is the safest

Problem: A short route may add a height limit, charge zone, unsuitable bridge or difficult junction. Fix: Compare time, distance, restrictions, road fit, accessibility and current signs together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Following a familiar permanent marking

Problem: The normal lane or turn conflicts with temporary cones and arrows. Fix: Treat the temporary layout as the operative arrangement and reduce speed before it begins.

Trusting a route that has not been checked for the vehicle

Problem: A car route is given to a tall, wide or heavy vehicle. Fix: Check dimensions, weight, vehicle class, emissions rules and charges before departure.

Using an app to challenge a signed closure

Problem: Re-routing sends the driver back toward the work zone. Fix: Follow the signposted diversion, then safely stop and update the route away from the closure.

Ignoring people who are not driving

Problem: The car can pass but a pedestrian, wheelchair user or cyclist cannot. Fix: Inspect the temporary walking, cycling and transit arrangements and choose a route everyone can use.

A practical departure and driving checklist

Before starting

  • Check the responsible road authority’s current closure and roadworks information.
  • Record the closure limits, operating times, diversion entry and rejoin points.
  • Allow for extra distance, lower speeds, queues and a possible safe stop.
  • Compare a primary and backup route for restrictions, tolls, charges and road capacity.
  • Confirm clearance, width, weight, emissions and vehicle-type requirements.
  • Check accessible paths and transit arrangements for every passenger.
  • Set navigation instructions before moving and keep a written fallback if needed.

Approaching and passing the work zone

  • Read advance signs early and move into the required lane without forcing other traffic.
  • Follow temporary arrows, cones, barriers, signals and traffic controllers.
  • Expect narrowed lanes, changed priorities, temporary obstructions and slow works vehicles.
  • Leave stopping space and never enter a closed lane or works access.
  • If the app conflicts with the signs, obey the signs and stop safely before re-planning.

After an unexpected change

  • Use the next lawful decision point rather than reversing or stopping in live traffic.
  • Check the new route for vehicle and passenger suitability.
  • Assume surrounding roads may be congested or operating under temporary controls.
  • Report missing or dangerous controls to the relevant authority when it is safe to do so.

Final decision rule

Choose the route you can legally and safely complete with your vehicle and passengers, using current authority information and the temporary signs on the road. A route that is slightly longer but clearly signed, suitable for the vehicle, accessible to the people travelling and free of conflicting restrictions is preferable to an improvised shortcut. Plan before the closure, leave a realistic time margin, and let the work-zone controls—not habit or a screen—direct your movements through the affected area.
