Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A successful roof replacement is a defined project, not just a choice of shingles. Start with a documented inspection, turn the findings into comparable written bids, verify contractor credentials and local requirements, sign a detailed contract, prepare the property, control changes during installation, and withhold final payment until the agreed work is complete and satisfactory.
1. Establish whether the roof needs replacement
Begin with a qualified inspection and a written record of the observed condition. Ask the inspector or roofer to explain the evidence supporting replacement instead of repair. The conclusion should be tied to what was actually observed, not to a sales deadline or a generic age claim.

What the inspection should document
There is no single inspection protocol that applies to every roof, but ask for clear observations about:
- Damaged, missing, loose, curled or deteriorated roofing.
- Flashing at walls, valleys, chimneys, skylights, vents and other penetrations.
- Ventilation and signs that heat or moisture is accumulating in the roof assembly.
- Drainage, gutters, downspouts and areas where water may pond or back up.
- Interior evidence such as stains, dampness, mold-like growth or recurring leaks.
- Visible deterioration of decking or other structural components, while recognizing that concealed damage may not be known until the covering is removed.
Photographs and a dated written report make later bids easier to compare. They also give you a baseline if a contractor proposes additional work after tear-off.

Define the project boundary before requesting prices
Decide what you want each contractor to price. State whether the project is a full tear-off or an overlay, and ask the bidder to identify any limits on the number of existing layers permitted by local code or manufacturer instructions. Require separate language for underlayment, ice- or water-protective details where applicable, flashing, ventilation, penetrations, ridge or edge details, and disposal.
Ask how concealed damage will be handled. A useful estimate distinguishes known work from an allowance or unit price for damaged decking, framing or other conditions that cannot be confirmed before removal. It should also list exclusions, such as interior repairs, gutter replacement or electrical work, so an apparently low bid is not simply incomplete.
2. Obtain and compare contractor estimates
Ask people you trust for recommendations, then independently check each candidate’s relevant license with the state or county authority that regulates the work. Request current evidence of liability insurance and workers’ compensation coverage where applicable. References can help you assess communication and cleanup, but they do not replace credential and insurance checks.

The Federal Trade Commission advises that “A written estimate should include a description of the work to be done, materials, completion date, and the price.” Use that as a minimum, then require roof-specific detail:
| Comparison area | Questions to answer in every bid |
|---|---|
| Scope | Is it a tear-off or overlay? How many layers are removed? What are the included components, exclusions, cleanup and disposal terms? |
| Roofing system | What surface material, underlayment, flashing, ventilation products and fasteners are specified? Are manufacturer installation documents identified? |
| Concealed conditions | What allowance or unit price applies to damaged decking or other hidden work? Who approves work beyond that allowance? |
| Price and payment | What is the total price, deposit, milestone schedule, tax treatment and price for each likely change? What amount remains until completion? |
| Timing | What are the estimated start and completion dates, and how are weather delays communicated? |
| Accountability | What license and insurance evidence is provided? Who handles permits and inspections? What workmanship and product warranty documents will be delivered? |
Investigate major price differences
The lowest total is not automatically the best value. A large difference may reflect missing tear-off, thinner or unspecified components, no allowance for decking, inadequate site protection, or a schedule that is not realistic. Ask bidders to revise unclear items in writing rather than trying to normalize the numbers yourself. Compare the proposed system and scope, credentials, payment terms and timing alongside the price.

Recognize pressure and scam signs
- An unsolicited visitor claims to have leftover materials and insists on immediate action.
- The contractor demands the entire amount before work starts, insists on cash only, or refuses a written estimate.
- You are told to obtain a permit that the contractor should be coordinating, without a clear explanation of local law.
- Blank spaces remain in a contract, estimate or financing document.
- A contractor-arranged financing offer is presented without time for you to understand and compare its terms.
Pause when any of these occur. Verify the business and credentials through the appropriate local or state authority, obtain another written bid, and do not sign incomplete paperwork.
3. Put the agreement in writing before scheduling
Do not rely on a proposal, text message or verbal promise that leaves important terms unstated. Before work begins, read a contract that identifies the contractor’s legal name, address, telephone number and license number, along with estimated start and completion dates.
Roof-specific contract checklist
- Roof areas included, whether the work is a tear-off or overlay, and how many layers are removed.
- Specified roofing material and the underlayment, flashing, ventilation, edge, valley and penetration details included in the system.
- Protection for siding, windows, landscaping, driveways, attic contents and other property.
- Removal, hauling, disposal and magnetic or other fastener cleanup responsibilities.
- Procedure, photos and pricing for damaged decking or other concealed conditions.
- Change-order approval method, including who may authorize added work and how the price is calculated.
- Payment milestones, deposit amount, retainage if any, and the condition for final payment.
- Permit and inspection responsibility, including who schedules required municipal visits.
- Workmanship warranty, manufacturer product warranty, exclusions and the documents supplied at closeout.
Fill every blank before signing and keep a complete copy with the estimates, insurance evidence and approved changes. Contract requirements differ by state. For certain contracts signed in your home or away from the seller’s permanent place of business, federal consumer guidance describes a three-business-day cancellation right; confirm whether that rule and any state cancellation provision applies to your transaction.
Set payment protections
Never pay the full contract amount up front. State deposit limits and payment rules differ, so check the law where the property is located. Tie progress payments to identifiable stages rather than calendar promises, and keep enough unpaid to cover completion and accepted punch-list work. FTC guidance supports waiting on final payment until the work is complete and satisfactory.
4. Choose a roof system for the building and climate
Select a complete, compatible system rather than choosing a surface material in isolation. The roof’s form and slope, structure, local weather, appearance, maintenance expectations, warranty terms and code all affect the appropriate specification. Have the installer and manufacturer documentation confirm compatibility; the available consumer guidance does not establish a universal ranking of asphalt shingles, metal, tile or low-slope membranes.

Questions to resolve with the installer
- Does the proposed system suit the roof slope and drainage design?
- Are the deck, fasteners, underlayment and flashing details compatible with the chosen covering?
- How will attic ventilation be balanced with air sealing and insulation?
- What maintenance, appearance changes and warranty conditions should you expect?
- Does local code, a historic-district rule, a condominium or homeowners-association rule, or an insurer impose additional requirements?
When a cool roof makes sense
Cool-roof performance comes from reducing solar heat gain. Solar reflectance describes how much sunlight a surface reflects; thermal emittance describes how effectively it releases absorbed heat. ENERGY STAR explains that an ideal cool roof combines high reflectance and high emittance. Possible materials include membranes, shingles, coatings, stone or rock, metal and tile, but a product must still be suitable for your roof and installation.
These roofs generally provide greater energy benefit in hot, sunny climates and in buildings with low levels of roof insulation. In a cool or heating-dominated climate, the reduced winter solar gain may change the result. Discuss climate, insulation, roof assembly and any local incentive or requirement before paying a premium for a reflective product.
For perspective, the Lawrence Berkeley National Laboratory Heat Island Group comparison cited by ENERGY STAR says a clean white roof reflecting 80% of sunlight may be about 50°F cooler than a gray roof reflecting 20% on a typical summer afternoon. That is an attributed illustrative comparison, not a guaranteed temperature or household energy saving for every product or home.
5. Confirm permits, inspections and property rules
Permit and inspection obligations depend on your jurisdiction, the extent of the work, the building and sometimes the material. Before signing or scheduling, contact the local building department and ask:
- Whether the planned tear-off, overlay or structural repair requires a permit.
- Which inspections are required and at what stage they occur.
- Whether approved materials, fastening patterns, ventilation details or energy provisions apply.
- Whether historic-district, condominium, homeowners-association, insurance or utility approvals are needed.
Put the agreed permit and inspection responsibility in the contract, including who pays fees and coordinates access. A contractor telling you to obtain a required permit can be a scam warning, but that warning does not create a nationwide rule about who legally must pull a permit. Only the relevant local authority can settle the requirement for your property.

6. Screen for asbestos and other hazards
Do not identify asbestos-containing material by appearance or disturb a suspect roof component casually. The Environmental Protection Agency says suspect material generally cannot be identified just by looking and recommends trained professionals and laboratory analysis when assessment is needed. Do not take your own sample.
If asbestos is suspected or confirmed, obtain a written plan from an appropriately qualified professional that describes the work area, containment, removal or other treatment, cleanup, waste handling and required documentation. State and local rules may apply to a homeowner’s own renovation even though federal renovation or demolition rules do not apply to a homeowner’s renovation of their own home. Confirm the rules for your location and project before any disturbance.

Agree on logistics before materials arrive. Record the plan in an email or project meeting note so everyone has the same expectations.
- Where workers, deliveries, dumpsters and vehicles may park.
- How landscaping, siding, windows, outdoor equipment and paved surfaces will be protected.
- Which doors, gates, attic areas and electrical outlets the crew may use.
- Where pets, children and fragile belongings will remain during tear-off.
- How daily updates, weather delays and urgent decisions will be communicated.
- How nails, dust and debris will be controlled and who performs final cleanup.
Photograph attic conditions before work. ENERGY STAR recommends this record and suggests asking the contractor to report wet insulation or leaks discovered during attic work. Move stored items away from areas where dust or vibration could affect them, while preserving the photographs and access needed for inspection.

Handle damaged decking with a written change order
If tear-off reveals rot, delamination or another concealed condition, ask for photographs, the affected quantity, the proposed repair and its price. Require a written change order before approving added work, except where immediate stabilization is necessary to protect the home. The change should state whether the original completion date or any payment milestone changes.
Agree on weather and temporary protection
Before removal begins, ask what conditions will pause work, how exposed areas will be covered, how water will be kept out overnight, and how a delay will be reported. These are project-control questions rather than a universal installation schedule; the appropriate plan depends on the roof, crew and forecast.
9. Complete a documented closeout
Do a final walk-through with the contractor in daylight. Compare every roof area and approved change order with the finished work, and record any remaining punch-list item in writing with a target correction date.

- Confirm that the agreed roofing system and visible flashing, edge and penetration details are installed.
- Check that removed materials, packaging and loose fasteners have been collected and disposed of as promised.
- Inspect landscaping, siding, windows, driveways and other protected areas for damage or debris.
- Verify any required municipal inspection, sign-off or permit closure.
- Collect the final invoice, paid receipt, product registration information, workmanship warranty and manufacturer warranty documents.
