Keep the station operating by treating continuity as a design requirement, not a construction afterthought. Start by mapping essential services, restricted areas, staff and public movement, technology and utility dependencies, and vehicle operations. Then compare renovation with temporary relocation, adaptation of another building, and new construction; select a phased strategy; approve contractor access and security controls before work starts; and publish clear service-location information for staff and the public.
An occupied renovation can work, but only when every phase has a defined operating arrangement, a safe route, a responsible decision-maker, and a tested fallback if the sequence changes.

What a continuity-first renovation plan must accomplish
A police station is not an ordinary occupied office. Patrol deployment, emergency communications, public reporting, custody-related functions, evidence and property handling, secure information, staff welfare, and vehicle movements may all depend on the same building. Construction can affect any of them through noise, dust, vibration, utility shutdowns, blocked routes, loss of secure separation, or uncontrolled contact between workers and police operations.

- Which services must remain continuously available?
- Which functions can move temporarily, operate at reduced capacity, or be provided from another site?
- Where will staff, visitors, detainees where applicable, contractors, deliveries, and police vehicles travel?
- How will restricted information, evidence, weapons, keys, credentials, and communications systems remain protected?
- What utility, technology, fire-safety, accessibility, or security change must be completed before a space can be occupied?
- Who can stop work or change the sequence when operational risk becomes unacceptable?
Document these answers before detailed design. The International Association of Chiefs of Police (IACP) planning model, summarized by the Office of Justice Programs (OJP), places facility-problem documentation, internal team formation, space-needs analysis, option evaluation, and funding before design and construction. That order prevents a visually attractive scheme from becoming impossible to operate.
Build the operational brief before the design
Map functions and critical dependencies
List every function performed at the station, not just rooms shown on an existing floor plan. Include public counters and interview rooms; patrol briefing and deployment; report writing; communications and information technology; evidence and property intake, storage, and transfer; records; secure staff areas; training; break and welfare spaces; vehicle access; loading; waste removal; and any custody-related or other restricted operations.
For each function, record its minimum acceptable space, hours, staffing, equipment, data and power requirements, security classification, and relationship to other functions. Identify dependencies that can make a seemingly small intervention operationally significant—for example, a ceiling replacement that disconnects a network cabinet, or a plumbing shutdown that affects a secure processing area.

Classify what can move
Use three practical categories:
- Must remain on site and continuously available: functions for which interruption would create an unacceptable public-safety, legal, safeguarding, or deployment risk.
- Can operate from a temporary on-site location: functions that can use a decanted room, modular accommodation, or a completed phase elsewhere in the building.
- Can move to another facility or be provided differently: appointments, administrative work, training, or selected public services that have an approved alternative and clear communications plan.
Do not assume that a function is movable merely because its furniture is movable. Confirm secure storage, records access, communications, accessibility, staffing, public privacy, and emergency response implications at the receiving location.
Form a decision-making team
Give the project a standing internal group with authority to resolve conflicts between construction progress and operations. Include police leadership, facility and real-property representatives, security, information technology, occupational health and safety, procurement, communications, finance, and the project manager. Add fire, accessibility, labor, custody, evidence, or emergency-management specialists when the scope affects them.
The 2001 IACP/OJP framework describes an 18-step planning sequence:
Rank #2
- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Identify and document problems with current facilities.
- Build the police internal planning team.
- Build political support.
- Identify and secure planning funds.
- Document policing philosophy.
- Establish the pre-design project team.
- Establish community support.
- Conduct a space-needs analysis.
- Evaluate facility options.
- Conduct site evaluations.
- Develop preliminary project costs.
- Obtain funding.
- Secure and purchase the site.
- Deliver design and construction services.
- Select an architect.
- Design the facility.
- Build the facility.
- Move in and occupy.
The sequence is a planning framework, not current code or a mandatory procurement method. Use it to make sure operational decisions and funding are resolved before construction commitments.
Compare renovation, temporary relocation, adaptation, and new construction
Renovating the existing station is only one continuity strategy. The IACP handbook identifies three broad options: renovate the current building, adapt another existing building, or construct a new facility. Compare them before committing to occupied work.
| Decision axis | Questions to answer | Why it affects continuity |
|---|---|---|
| Building systems | What is the condition and capacity of mechanical, electrical, plumbing, fire-protection, communications, and technology systems? | Hidden deficiencies can cause shutdowns, redesign, and unplanned moves. |
| Layout and function | Can public, staff, vehicle, contractor, and restricted flows be separated? | A technically sound renovation can still create unsafe or insecure circulation. |
| Implementation time | How long will design, approvals, procurement, enabling work, and each construction phase take? | A shorter build may reduce the duration of temporary arrangements. |
| Interim relocation | What must move, for how long, at what cost, and to what standard? | Temporary premises may need security, technology, accessibility, parking, and public-service adaptations. |
| Staff efficiency | Will temporary routes, split teams, or remote work reduce response or administrative capacity? | Lost efficiency can outweigh an apparently lower construction price. |
| Service quality | Can residents still report incidents, attend appointments, and obtain assistance privately and accessibly? | Public access must remain understandable and dependable. |
| Life-cycle value | Will the option solve recurring maintenance and capacity problems, or defer them? | A cheaper initial intervention may create repeated disruption later. |
| Approvals and risk | What local building, fire, accessibility, security, labor, environmental, and procurement requirements apply? | Unresolved approvals can stop a phase after staff have moved. |
Prepare a written option appraisal with assumptions, capital cost, temporary-site cost, schedule, operational risk, and life-cycle implications. The IACP criteria specifically include implementation time, interim relocation needs and costs, systems, functionality, staffing efficiency, service quality, and life-cycle considerations. Local site conditions and threat assessments determine how those criteria score for your station.
Choose an occupied-phasing strategy
Divide the building into secure work zones
Draw a phasing plan that shows the construction boundary, occupied boundary, temporary partitions, controlled doors, emergency exits, fire compartments, public route, staff route, contractor route, deliveries, and vehicle movements. Keep construction access physically and procedurally separate from police operations wherever possible. A barrier is not sufficient if workers can reach a secure corridor through an unmonitored door or shared welfare area.
Use a phase control sheet
Create one approved sheet for every phase. It should identify:
- the rooms, systems, and exterior areas under construction;
- the functions affected and their temporary locations;
- staff, public, contractor, emergency, and delivery routes;
- planned utility, network, alarm, access-control, or fire-system changes;
- noise, dust, vibration, hazardous-material, and infection-control measures where applicable;
- security controls, escorts, credentials, hours, and incident reporting;
- the start and finish conditions, responsible owner, and handover evidence;
- a contingency if the phase overruns, a utility fails, or an operational emergency requires the space.
Set objective handover gates
Do not release a space because construction appears complete. Before occupation, verify life-safety systems, access control, cameras and alarms, communications and data, power, heating and cooling, lighting, acoustics, accessibility, cleaning, signage, secure storage, and defect status. Conduct an operational walk-through with the people who will use the space. Record who accepted the area and what outstanding work is isolated from operations.

Plan for a second site when it reduces risk
A temporary facility can protect continuity when the work zone would otherwise intersect essential services. The Peterborough police-station project describes sequencing one site ahead of another and temporarily moving some services to another police building to reduce disruption. A receiving site must be assessed as rigorously as the main station: confirm secure connectivity, records and evidence controls, public access, parking, accessibility, staff welfare, emergency procedures, and the date on which the arrangement ends.
The Southern Construction Framework case study for Charing Cross describes refurbishment of a 120,000-square-foot police station in three phases while occupied, with services maintained. That demonstrates that phased occupancy is feasible for a large facility; it does not guarantee that every station can remain open during every type of work.
Protect security while contractors are on site
Construction access is a security decision as well as a logistics decision. The Royal Canadian Mounted Police (RCMP) operational physical-security guide says security should be integrated through planning, design, and modification by a multidisciplinary team including security, occupational health and safety, real-property, program, and project-management roles.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For work in restricted-access zones, the guide calls for advance consultation between security and real-property officials of the custodian and tenant departments. Agree contractor access arrangements in writing before mobilization, including:
- which people and subcontractors are approved, screened, badged, escorted, or prohibited;
- when access is permitted and how after-hours entry is authorized;
- which doors, keys, cards, lifts, loading areas, and parking spaces may be used;
- how tools, cameras, phones, removable media, drawings, and photographs are controlled;
- how evidence, records, weapons, credentials, and unattended work areas are protected;
- how police staff report a concern and who can suspend work;
- how incidents, lost credentials, damaged barriers, and suspected information exposure are documented.
The RCMP guide is Canadian federal guidance published in 2022. Apply your jurisdiction’s threat assessment, building and fire requirements, accessibility rules, labor obligations, privacy law, procurement terms, and agency security process rather than treating it as a substitute for local requirements.
Investigate the site before fixing the sequence
Existing-condition uncertainty is a major cause of disruption. Commission investigations proportionate to the building and proposed work before finalizing the phase plan. The Peterborough project lists the following preparatory work as examples:

- traffic and parking analysis;
- building energy-efficiency study.
Add surveys of structure, mechanical and electrical capacity, plumbing, fire protection, communications, access control, alarms, cameras, roof and envelope, drainage, and accessibility when those systems may be affected. Confirm required permits, utility-owner approvals, environmental controls, and emergency-service constraints with the relevant authorities. These are project-specific investigations, not a universal checklist; the design team should confirm what the site and jurisdiction require.

Utilities
Build a shutdown register covering electrical feeders, generators and uninterruptible power, water, drainage, heating, cooling, ventilation, fire alarm, suppression, security systems, elevators, and communications rooms. Every shutdown should have an approved window, affected function, temporary protection, test procedure, restoration confirmation, and named authorizer. Avoid scheduling a planned outage during peak public demand, major events, severe weather, or known operational surges.
Technology and communications
Map network paths, radio and telephone dependencies, servers, recording systems, access-control panels, camera coverage, duress alarms, printers, and secure storage. Use temporary circuits and equipment only after information-technology and security owners approve configuration and testing. A room is not operational merely because it has power; confirm connectivity, authentication, logging, recording, and backup procedures in the temporary arrangement.
Fire, evacuation, and accessibility
Recalculate evacuation routes whenever partitions, doors, corridors, stairs, or occupancy change. Keep exits, fire equipment, alarm notification, accessible routes, and emergency vehicle access available and clearly signed. Train staff on each temporary route and account for visitors, mobility needs, contractors, and people who may not know the building. Obtain required inspections and approvals before changing occupancy or isolating a life-safety system.
Keep public services understandable
Residents should not have to discover a temporary entrance by walking around a hoarding line. Before each relocation, publish the effective date, address or entrance, opening hours, accessibility information, appointment arrangements, parking and transit notes, and the services available there. Update the station website, telephone greeting, signage at the old entrance, appointment confirmations, social channels used by the agency, and partner communications. Give staff a single approved script and escalation route for questions.
Peterborough states that it will communicate temporary relocation details to the public when available. That is a useful principle: announce confirmed information promptly, identify what has not changed, and update it when the sequence or date changes. Do not publish a move until the receiving site is ready and the responsible service owner has accepted it.

When to bring in specialist help
Use a police-facility planning consultant when the agency lacks capacity to model space needs, service moves, security zoning, or long-term options. An architect experienced in justice or secure facilities can translate the operational brief into separations, adjacencies, technology pathways, and code-compliant design. An occupied-site construction manager can coordinate barriers, logistics, shutdowns, phasing, commissioning, and handovers without treating police operations as an afterthought. A security specialist can test threat assumptions, contractor access, information protection, and temporary controls.
Specialist advice supports decisions; it does not replace the agency’s legal, code, procurement, labor, or security approvals. Include the specialists in the multidisciplinary team early enough to influence the phasing strategy, not only to inspect completed work.
Common failure modes and recovery actions
Starting design before operations are mapped
Symptom: rooms fit on paper but staff cannot reach them securely, or a service has nowhere to operate during construction. Recovery: pause detailed coordination, complete the operational brief, and re-test the option and phase boundaries with service owners.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Assuming a temporary room is automatically suitable
Symptom: a decanted team lacks secure connectivity, records access, privacy, storage, or accessible public entry. Recovery: use the receiving-site acceptance checklist and do not move staff until every critical dependency is tested.
Allowing uncontrolled contractor movement
Symptom: shared doors, badges, lifts, or welfare areas create unobserved contact with restricted operations. Recovery: redesign the route, tighten credentials and escort rules, add physical separation, and give security authority to stop work.
Publishing dates that are not operationally ready
Symptom: residents arrive at a closed counter or staff move before technology and life-safety systems work. Recovery: make communications a handover gate, publish only approved dates, and provide a staffed fallback.
Treating the schedule as fixed
Symptom: a delayed phase consumes the next temporary space or collides with a major operational demand. Recovery: maintain a look-ahead plan, reserve contingency capacity, and define who can resequence work without bypassing security or safety approvals.
How to judge whether the plan is ready
The plan is ready when each phase can be explained in operational terms, not just on a construction programme: what is closed, where each affected function works, how people and vehicles enter, what systems change, who controls access, what evidence proves the space is safe, and what happens if the date slips. Leadership should be able to approve or reject a phase using documented risk and service information.
Occupied renovation is a viable strategy demonstrated by major projects such as Charing Cross, but continuity is earned through disciplined sequencing, secure access, tested temporary arrangements, and timely communication. If those conditions cannot be met, a temporary second site, adaptation elsewhere, or new construction may provide better operational value than forcing work into an unsuitable occupied building.
