Plan your Annapolis trip around a specific date, arrival time and destination—not simply “downtown.” Check the City of Annapolis’ current City Dock construction and event notices immediately before leaving, determine whether your destination lies inside an affected block, and choose an approach, parking location and exit that do not depend on restricted streets. If driving into the core is impractical, use a garage connected to the City’s free trolley after confirming the current route, hours and weather policy.
Construction controls, emergency-access routes and event closures can change quickly. A detour published for one race or festival is valid for that event and date only; it is not a permanent construction route.

Start with the trip you are actually making
Downtown Annapolis is not one traffic condition. A weekday visit to a restaurant, a delivery to City Dock, a walking trip to the State House and a race-day arrival can use different streets and have different restrictions. Write down the details below before opening a map:
- Date and time: Include the intended arrival and departure windows, not just the day.
- Destination: Use the exact street address, garage, loading area or venue entrance.
- Mode: Decide whether you will drive all the way, park outside the core and continue by trolley, walk from a garage, or arrive by another transit option.
- Vehicle needs: Note delivery equipment, trailer dimensions, accessibility requirements and whether you need curb access.
- Exit plan: Identify where you will leave downtown; a route that works inbound can be blocked in the opposite direction.
This brief prevents a common mistake: selecting a route to “Annapolis” when the final few blocks are controlled by City Dock construction or an event.

Check official conditions immediately before departure
Use both construction and event notices
The City of Annapolis says the City Dock redevelopment has altered public-space availability, traffic circulation and emergency-access routes in the downtown core. Read the City’s current project and news notices for the day you travel, then check its special-events information for races, parades, festivals and other temporary controls.
Do not rely on an old screenshot, a map saved months ago or a route suggested for another date. The available official information does not establish a single, comprehensive street-by-street closure map for every future day. On-site signs, barricades and traffic personnel take precedence over a preplanned route.
Separate ordinary construction controls from event detours
A notice can publish a special approach or detour for one event. For example, a race notice may direct participants toward Rowe Boulevard. That instruction applies to the named race and its stated date and times; it does not prove that Rowe Boulevard is the best approach for routine construction traffic or for a later event.
| Situation | What the notice can establish | What it cannot establish |
|---|---|---|
| City Dock construction update | Current project activity, affected circulation and announced changes | A permanent route that will remain valid after conditions change |
| Special-event notice | Date-specific closures, controls and any published detour for that event | The everyday construction route on another date |
| Posted sign or traffic officer | The control in force at that location and time | That the same control applies elsewhere in downtown |
Understand what the City Dock project means for routing
Construction changes access, not just travel time
Work around City Dock can remove normal turns, reduce available public space and change emergency access. A route that appears open on a general-purpose navigation app may still be unsuitable for a box truck, a pedestrian using an accessible path or a vehicle that needs to reach a specific frontage.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Build a route that stays outside the affected blocks whenever your destination allows it. If you must enter the core, choose one approach and one alternate, and decide in advance where you will turn around or leave if a control point rejects the planned movement.
Treat project milestones as forecasts
The City’s August 25, 2026 construction and business-support update listed the following projected milestones. They are targets from that update, not guarantees that a facility is open today:
| Project element | City projection in the August 25, 2026 update | Routing implication |
|---|---|---|
| Barry Gate | Expected to reopen in December 2026 | Do not assume the gate is available before the City confirms reopening; after December, verify that the forecast became an actual opening. |
| Ego Alley boardwalk | Expected to reopen to pedestrians in March 2027 | Until confirmed, plan walking access around the closure rather than depending on the boardwalk. |
| City Dock Park and Maritime Welcome Center | Targeted for July 2027 | Use the current entrance and circulation information for your travel date, not the target configuration. |
| Revised Phase Two work | Planned from summer 2027 through spring 2028 | Expect another period in which access and traffic controls may change; recheck notices for each trip. |
The same update described more than 120 community meetings and public hearings during planning. That figure is background on the project process, not a measurement of congestion or a promise about route performance.

- Set the arrival window. Include unloading, parking, walking and the time you expect to leave. A route open at 9 a.m. may be controlled during an afternoon event.
- Pin the final destination. Confirm the exact building entrance, garage or loading point. “City Dock” covers several blocks with different access conditions.
- Read the City Dock notice for that date. Note work zones, changed circulation, emergency-access restrictions and any stated reopening that affects your block.
- Read event notices separately. Look for races, parades, festivals, ceremonies and scheduled road controls that overlap your arrival or departure.
- Test the route against the restrictions. Remove any turn that enters a closed block, crosses a work zone without an authorized access instruction or depends on a facility whose reopening is only projected.
- Choose an approach and an exit. Select a primary route that minimizes affected blocks and an alternate that approaches from a different direction. Record the first safe place to reroute if a barricade is added.
- Decide whether to park outside the core. Compare the certainty of a garage-and-trolley connection with the need to drive directly to the destination.
- Recheck immediately before leaving. Review the City pages again, allow time for a changed control, and follow signs and traffic personnel when you arrive.
Choose between driving to the destination and parking for the trolley
Drive into the core when direct access is necessary
Direct driving can be appropriate when you have mobility equipment, heavy tools, a scheduled loading window or a destination that is not served conveniently from a garage. Confirm that your vehicle is permitted to use the intended approach and that a legal loading or drop-off location remains available. Do not assume that a familiar curb is usable during construction.

For a contractor, stage materials outside the controlled area when possible and make the final movement only after confirming the day’s access instructions. Keep the vehicle moving if signs prohibit stopping; a planned delivery that blocks a lane can create a safety problem and an avoidable enforcement issue.
Use a garage and the free trolley when the core is difficult to drive
The City’s trolley page lists a Maryland Avenue/State Circle loop connecting garages with downtown destinations. It also lists a Dock Street loop connecting Mills Hillman Garage, Dock Street, Barry Gate, Main Street, Market Space and Mills Hillman Garage. The City describes the Dock Street change as temporary during construction.
| Option | Useful when | Check before relying on it |
|---|---|---|
| Maryland Avenue/State Circle loop | You can park at a connected garage and walk or ride toward central downtown destinations. | Current route, stop pattern, operating season and any construction-related change. |
| Dock Street loop | Your destination is near Dock Street, Barry Gate, Main Street or Market Space, or you are using Mills Hillman Garage. | Whether the temporary construction routing and the stop you need are operating on your date. |
| Drive directly | You need vehicle access for equipment, accessibility or a specific loading point. | Current street controls, legal stopping space and a viable exit. |
The City lists Saturday and Sunday trolley service from 11 a.m. to 5:30 p.m. during the spring and summer season, with loops every ten minutes. Those are posted seasonal details, not a permanent timetable. The open-air trolley does not operate in inclement weather, including temperatures below 40 degrees, heavy rain, snow or ice. Check the City’s current trolley page on the day of travel for seasonal hours, weather cancellations and route changes.

Delivery, service call or construction visit
Ask the recipient for the exact permitted approach, delivery window and staging point. Carry the City notice or access instruction that applies to your date, but obey the physical controls at the site. If the vehicle cannot legally stop near the destination, arrange a remote handoff or smaller final movement rather than improvising in a travel lane.
Race or festival attendance
Use the event’s own closure and detour notice. Record the event’s start and end times, because controls can remain while crowds clear. Do not substitute the event detour for a normal construction route on a different day. Plan both arrival and departure; outbound streets may close later than inbound streets.
Walking from a garage
Check whether your planned sidewalk, boardwalk or crossing lies inside the work area. The projected March 2027 Ego Alley boardwalk reopening is not proof that the boardwalk is open before the City confirms it. Follow signed pedestrian routes and allow for a longer accessible path if a crossing is closed.
Permits for planned closures and diversions
If you are a contractor, event organizer or property manager who will block or divert vehicular or pedestrian traffic, City right-of-way rules require an obstruction or closing permit. Apply for the permit before placing equipment, fencing, dumpsters or event infrastructure in the public right of way. The permit requirement is separate from checking active City Dock and event notices; having a permit does not make an unrelated street closure disappear, and reading a notice does not replace obtaining required authorization.

Day-of checks and recovery when the route fails
At the departure point
- Reopen the City project, news and special-event pages.
- Verify trolley hours, loop frequency and weather operation if using a garage connection.
- Save the destination address, garage name and alternate approach offline in case mobile service is unreliable.
- Allow a buffer for parking, walking and a possible detour.
At the first control point
Read the sign and ask the traffic officer for the authorized movement instead of driving around a barricade. Do not enter a lane marked for emergency access, pedestrians or authorized vehicles only. If the officer’s instruction differs from an old notice, follow the instruction in force and adjust the exit plan.
If the trolley is unavailable
Weather, seasonal hours or a temporary route change can remove the garage-to-downtown option. Keep the vehicle at the garage and walk only if the signed pedestrian route is practical, or select another legal parking and access plan. Do not assume that a ten-minute posted frequency means a vehicle will arrive during a weather suspension.
If the destination is unreachable
Stop at a legal location outside the controlled block, contact the destination and request the current entrance or handoff point. For a delivery, document the failed access attempt and reschedule rather than blocking a lane. For an event, use the event’s designated approach and do not follow a general navigation reroute into a closed street.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Allow for conditions that change congestion
An older City master-plan traffic study notes that downtown volumes vary with school schedules, legislative sessions, weather, holidays and special events. Use those factors as planning context, not as a current congestion forecast. A route that is usually quiet can be slow or restricted during a legislative session or holiday weekend, while construction controls can change independently of traffic volume.
Common planning mistakes
- Searching only for “downtown Annapolis.” This hides the difference between City Dock, Main Street, State Circle and a particular garage.
- Treating a target reopening as completed. December 2026, March 2027 and July 2027 dates in the City’s August 25 update are projections until confirmed.
- Using an event detour every day. A race-specific Rowe Boulevard instruction has no automatic validity outside that event.
- Assuming the trolley is always running. Service is seasonal, weather-limited and subject to route changes during construction.
- Ignoring the exit. A destination may be reachable while the return direction is controlled by a later event closure.
- Relying on an app instead of field controls. Navigation software may not reflect a new barricade, emergency-access lane or temporary pedestrian route.
- Skipping permits for a planned obstruction. Contractors and organizers need the required right-of-way authorization before blocking or diverting traffic.
A compact decision rule
Use direct driving only when the destination, vehicle and current notice all support it. Use a garage and trolley when avoiding the controlled core is more reliable and the City confirms service for your time and weather. If neither option is confirmed, delay the trip, choose a legal staging point outside the affected blocks or obtain a current instruction from the destination and traffic personnel. The safest construction-friendly route is the one that remains legal and usable when conditions change—not necessarily the one that looks shortest on a map.
