1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsTo object effectively, find the live application notice on your local planning authority’s register, check its stated closing date and submission method, then make a concise case about planning harm. Link each concern to a specific part of the proposal, relevant development-plan policy or other material consideration, and reliable evidence. In England, anyone can respond to a planning consultation, but only planning merits—not every personal disadvantage—can influence the decision.
What a planning objection can achieve
A representation is your opportunity to explain how a proposed development would affect the use, appearance, safety or environmental quality of a place. You can object, support the proposal or comment without taking either position. The local planning authority (LPA) must consider relevant representations when deciding the application, but a comment does not guarantee refusal and the authority may give a relevant issue little weight.

Planning decisions are made in accordance with the development plan unless material considerations indicate otherwise. Relevant national planning policy is also a material consideration. The decision maker decides which matters are material in the circumstances and how much weight each deserves. A persuasive objection therefore does more than list annoyances: it shows why a particular feature of this particular scheme creates a planning conflict or unacceptable effect.
This guide covers England. Scotland, Wales and Northern Ireland have different legislation and procedures. Even within England, the application notice and the LPA’s own instructions control the practical process.

Check the application notice before you write
Find the authoritative deadline
The publicity accompanying the application states the consultation period and how comments must be sent. Start with that notice, not a neighbour’s message, an old letter or a general webpage. Submit before the printed closing date so the representation can be taken into account. If the notice has been corrected or reissued, use the latest version.
Government guidance describes an ordinary publicity period as “not less than 21 days”. Where the notice is published in a newspaper, the guidance refers to 14 days. For specified publicity of an environmental-impact-assessment application accompanied by an environmental statement, the Town and Country Planning (Development Management Procedure) (England) Order 2015, article 33, provides a 30-day period. These are statutory frameworks, not a replacement for the date on the individual notice: periods vary with the application and the method of publicity.
| Situation | What controls the process | Your action |
|---|---|---|
| Application stage | The application publicity, statutory consultation rules and the LPA’s submission instructions | Send planning-merits comments by the deadline printed on the notice. |
| Appeal stage | The appeal procedure and the Planning Inspectorate’s notice | Check whether further comments are allowed and meet the appeal deadline stated for that case. |
Use the planning register
Search your LPA’s online planning register by site address, application number or postcode. Confirm the proposal description, site boundary and consultation status. Download the location plan, existing and proposed drawings, design statement, transport information, flood material, tree documents, ecology reports and any amended plans that are shown.
Some authorities provide a comment button on the register. A Kingston example asks the user to select the application, choose a position—object, support or neutral—and enter written comments; it also provides postal instructions. That is an illustration rather than a universal rule. If your authority requires an online form, email address or postal address, follow that method exactly.
Save the application reference, site address, the documents you relied on and your submitted text. Keep the confirmation screen, receipt or sent email. This record helps if plans change, the authority asks for clarification or an appeal is later lodged.
Decide whether your concern is a planning matter
A useful test is whether the concern relates to land use, development, the public interest or the effect of the proposal on its surroundings. Materiality is case-specific, so describe the connection rather than assuming that a label such as “privacy” or “traffic” is automatically decisive.
| Potential issue | Questions to ask | Useful supporting material |
|---|---|---|
| Design, appearance, scale and dominance | Is the height, massing, layout or detailing out of character with the street or landscape? Would it appear overbearing from a public place or neighbouring property? | Annotated plan references, verified dimensions, photographs showing the surrounding context and the relevant design or local-plan policy. |
| Highway safety, access and parking | Would vehicle movements, visibility, turning, servicing or parking create a demonstrable safety or capacity problem? | Transport documents, an accurate description of existing conditions, photographs taken safely from public land and a clear explanation of the conflict. |
| Flood risk and drainage | Does the proposal place vulnerable use in a flood-prone area, remove permeable ground or leave drainage consequences unexplained? | Relevant flood information in the application, site levels or drainage proposals, and the applicable policy or guidance. |
| Noise, dust, fumes and similar effects | What activity, plant, deliveries or construction arrangement would cause the effect, and when would it occur? | Submitted acoustic or environmental reports, a plan showing sources and receptors, and factual observations rather than speculation. |
| Privacy, outlook and light | Which windows, gardens or public spaces would be affected, at what distance and by which part of the design? | Window and balcony positions, section drawings, orientation, measured separation where genuinely measured, and a policy-based explanation. |
| Trees, habitats and nature conservation | Would the works remove, damage or shade important trees, disturb habitat or affect a protected or valued feature? | Tree or ecology documents, photographs, plan references and information from the relevant conservation designation. |
| Archaeology and sustainability | Could ground works affect a known heritage asset or does the scheme leave a material sustainability issue unresolved? | Heritage or sustainability statements and the applicable development-plan policies. |
Issues that usually do not decide a planning application
Some real disadvantages are generally not material planning considerations. Loss of property value, loss of a private view, business competition and private rights such as a right to light normally belong outside the planning merits assessment. Building-regulation compliance, structural safety and many construction-management disputes may be controlled by other regimes.

That does not mean every concern involving a home or business is irrelevant. Recast it, where the facts support doing so, as a land-use effect: for example, a proposed access may raise highway-safety issues, while a relationship between windows may raise privacy or overlooking concerns. Do not turn a private grievance into a planning argument unless you can explain the relevant public or environmental consequence.
Build evidence that a case officer can check
Start with the proposal, not a general principle
Identify the drawing, document or paragraph that creates the concern. “The building is too large” is weak on its own. A stronger explanation identifies the additional storey or projection, the public or neighbouring environment affected, the resulting harm and the design policy that addresses scale, massing or character.
Use precise, honest observations
Refer to a plan number, drawing title, page, dated photograph or measured observation when one exists. Say what you know and label what you infer. Do not claim to have measured a distance, tested noise, visited a site or consulted a professional if you have not. An accurate observation with a modest conclusion is more credible than an unsupported technical assertion.
Connect evidence to policy
Use the adopted local plan or neighbourhood plan where you can identify the relevant policy. Explain the policy requirement in your own words and show how the proposal meets or conflicts with it. National policy may also be relevant. You do not need to cite every policy in the plan; one well-matched provision is more useful than a long list of unrelated references.
Recommended Free Tools
Suggest a proportionate response
If the harm could be addressed without refusing the whole scheme, identify a practical change: reducing height, moving a window, altering a boundary treatment, improving visibility, retaining a tree, providing drainage information or imposing a condition. A suggested mitigation does not weaken an objection; it shows precisely what outcome would make the proposal acceptable to you on planning grounds.
A practical structure for your written representation
Use a short opening followed by one planning issue per paragraph. The form may already capture the reference and address, but including them in the text prevents your comments being separated from the correct application.
- Identify the application. Give the application reference and site address if the online form does not automatically attach them.
- State your position. Say that you object, support or are commenting neutrally.
- Describe the relevant proposal feature. Name the building element, access, activity or site operation concerned.
- Explain the likely effect. Describe who or what would be affected, where, when and how.
- Give the planning basis. Refer to the development-plan policy or other material consideration that makes the effect relevant.
- Point to evidence. Identify the exact drawing, report, photograph, policy passage or factual observation supporting the point.
- Request an outcome. Ask for refusal, a design change, additional information or a condition only where that request follows from the issue explained.
A clear representation can be several paragraphs or a page or two. More words do not add weight if they repeat the same point. Avoid personal attacks, allegations about the applicant’s motives and copied form letters that contain no site-specific analysis.

Illustrative wording pattern
Application reference and site: [insert the reference and site shown on the notice]
Position: I object to the proposal on the planning grounds set out below.
Issue: The proposed upper-floor extension shown on drawing [insert drawing number] would project above the established roofline and appear dominant from [identify the public view or affected setting]. This conflicts with [identify the relevant design or local-plan policy] because [explain the policy connection]. The submitted section on page [insert page] shows [state the factual evidence]. Reducing the height or setting the extension back would address this concern.
Replace the bracketed instructions with verified information or remove them. Never leave template wording that does not apply to the actual application.
How to submit the objection
- Open the LPA’s application page and confirm that the consultation is still open.
- Read the authority’s instructions for online comments, email or post. Use the method and address stated there.
- Enter the application reference and select your position if the form asks you to do so.
- Paste or upload your written representation, checking that attachments open and that page references match the submitted documents.
- Review names, contact details and factual statements. Remove anything irrelevant or personally abusive.
- Submit before the stated deadline and save the confirmation or postal proof.
If the register shows amended plans or a fresh consultation, read the new notice carefully. Comment on the changes as well as any continuing concern. Do not assume that an earlier submission automatically covers a materially revised scheme.
What happens after you comment
The case officer assesses representations alongside the plans, consultee responses, development plan and other material considerations. The officer may recommend approval, refusal or approval subject to conditions; the final decision is made under the authority’s delegated or committee arrangements. A relevant issue can be acknowledged but given limited weight if the evidence is weak, the effect is minor or another consideration outweighs it.
You may not receive a detailed response to every sentence. Check the register for the officer’s report or decision notice when it is published. If the application is amended, withdrawn or decided, those entries should identify the next procedural step.
Application comments and a later appeal are different stages
An applicant can appeal a refusal, a condition or certain delays. In some appeal procedures, the LPA forwards application-stage letters of support or objection to the Planning Inspector. That is not a promise that you will receive a second full consultation.

Whether interested parties may make additional representations depends on the appeal procedure. Many planning appeals allow no further comments. Where further comments are permitted, the appeal notice gives the deadline; the cited guidance commonly refers to five weeks from the appeal start date. Treat that period as case-specific and confirm it from the notification and current Planning Inspectorate information.
Make your complete planning case at application stage. If an appeal is opened, check the notice immediately, see whether further comments are invited and address only the matters the procedure allows. Do not wait for a possible appeal to supply evidence that could have been submitted to the LPA.

Arguing only about property value or a view
Problem: presenting a private financial or aesthetic loss as the main reason for refusal.
Correction: explain any genuine privacy, overlooking, design, highway or environmental effect, and support it with proposal-specific facts.
Listing every possible policy
Problem: quoting a long policy list without showing how the proposal conflicts with it.

When specialist help may be worthwhile
Most residents can make a useful representation from the application documents and adopted policies. Independent planning advice may be sensible where the proposal is technically complex, involves an environmental statement, raises difficult heritage or ecology questions, or affects a large group of residents. A professional can help identify the relevant policy framework and test evidence, but paid advice is not a prerequisite for commenting and does not replace the LPA’s published instructions.
