The Planning Portal is an information service; it does not accept application comments itself.
A useful objection is not a petition or a statement of personal dislike. It identifies the proposal, explains a specific planning harm, links that harm to the development plan or another material consideration, and asks the council for a lawful outcome such as refusal or a planning condition.

1. Confirm the application and the deadline
Start with the council that decides the application. Every English LPA has a planning register or planning-application search page. You may also find the case through a site notice, a neighbour notification letter or the Planning Portal’s local-authority finder. Use the council register as the controlling record, because consultation arrangements and dates are set for the individual application.
Where to find the closing date
- Open the application record on the council’s planning register and read the consultation or publicity section.
- Check the site notice and any neighbour letter delivered to your address.
- Look for a date and, where stated, a closing time. Do not infer the deadline from another application in the same street.
- If the council record, notice and letter appear inconsistent, contact the case officer or the planning service immediately and ask which date applies. Keep a written record of the answer.
Planning Portal guidance accessed in 2026 says public consultation generally lasts three to eight weeks, but that is only a general range. The application-specific deadline published by the council controls. A late representation may still be read if the officer has time, but you have no entitlement to that treatment, so send it before the published closing time.

Record the identifying details
Copy the application reference, site address, applicant or proposal description and the current consultation deadline into your notes. Applications can receive amended plans or additional documents, and the reference number is how the council matches your comments to the correct file.
2. Read the complete application before writing
Download the plans and the supporting documents that relate to the issues you intend to raise. At minimum, check the proposed site plan, floor plans, elevations, block or location plan, design and access statement and planning statement. Depending on the site, the register may also contain transport information, a flood-risk or drainage assessment, an ecological appraisal, an arboricultural report, a heritage statement, noise information, an environmental statement or revised drawings.
Make a fact sheet
- Write down the site address and the application number.
- Describe what is proposed: use, number of homes or other units, floors, height, access points, parking and external works.
- Note distances and relationships shown on the plans, such as a new window facing a garden, a driveway near a junction or construction close to a tree.
- List revisions and the date they were uploaded. Read the latest plan rather than relying on an earlier version.
- Mark any factual uncertainty. Ask the case officer a precise question instead of presenting an assumption as fact.
Do not treat the applicant’s description as proof that an effect is acceptable. Compare the drawings and technical reports with the council’s local plan, supplementary guidance and validation requirements. Planning Portal guidance says the range of relevant objections varies by council and that there is no single comprehensive list of grounds for objection.

The LPA determines the application mainly in accordance with its development plan, unless material considerations indicate another decision. Your representation should therefore explain a planning consequence, identify the policy or adopted guidance that is relevant, and show how the submitted information supports your point.
Development-plan compliance and site design
Check the adopted local plan and any neighbourhood plan that covers the site. Explain whether the proposal conflicts with a policy on the principle of development, land use, density, settlement pattern, design quality or efficient use of land. A conclusion is stronger when it cites the policy subject and then points to a feature of the drawings: for example, a height, massing or layout that does not respect the established character identified in the policy or design guidance.
Character, scale and appearance
Describe the observable effect on the street scene, landscape or townscape. Address the relationship between building height, roof form, materials, setbacks, boundary treatments and neighbouring buildings. Distinguish a documented effect on character from a general dislike of the design.

Privacy, overlooking, daylight and living conditions
Use the plans to identify proposed windows, balconies, roof terraces, entrances, plant or an enlarged building that could affect nearby occupants. Explain the direction of views, separation distance, screening and whether the council’s guidance sets a relevant standard. Noise, disturbance, odour, light spill and construction impacts may also be relevant where the proposal and evidence indicate a likely effect. A private view or a reduction in property value, without a planning connection, is unlikely to determine the application.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHighways, access and parking
Raise a highway point when it relates to a demonstrable risk or capacity issue: visibility at an access, pedestrian safety, conflict with cyclists, vehicle manoeuvring, servicing, emergency access, parking layout or the effect of additional traffic on a constrained road. Refer to the submitted transport material and identify what is missing or inconsistent. Avoid claiming that any increase in traffic is automatically unacceptable.
Drainage, flood risk and water
Check the flood-risk assessment, drainage strategy, levels and proposed outfalls. Explain a specific concern, such as whether runoff would be directed toward neighbouring land, whether the submitted information addresses the site’s flood zone or whether maintenance of a sustainable drainage system is secured. Ask for a condition or further information when a technical issue could be controlled rather than asserting an unsupported certainty.
Biodiversity, trees and ecology
Identify trees to be removed or harmed, root-protection areas, habitat loss, protected species surveys and proposed planting. Link the concern to the ecological or arboricultural report and the council’s relevant policy. If information appears incomplete, state exactly what survey, mitigation or management detail is absent.
Heritage and archaeology
For a listed building, conservation area, registered park or other heritage asset, explain the asset’s significance and the effect of the proposal on that significance. Use the heritage statement and drawings, and distinguish harm to a designated asset from a general preference for a different appearance.

Air quality, climate and other technical effects
Where the site or council policy makes these issues relevant, address air quality, emissions, contaminated land, lighting, energy performance, waste storage or construction impacts. 4. Build an evidence-based representation
Organise the submission so an officer can test each point against the plans and policy. A short, numbered representation can be more effective than a long narrative that repeats the same concern.
A practical structure
- Heading and identification: state the application reference, site address and proposal.
- Your position: say clearly whether you object, support or comment, and whether your position relates to the current plans or a particular revision.
- Numbered planning reasons: give one issue per paragraph or numbered point. For each, identify the plan or document, describe the effect, cite the relevant policy or guidance and explain the planning consequence.
- Requested outcome: ask for refusal where the harm cannot be acceptably mitigated, or identify a specific condition or amendment that would address a controllable problem.
- Contact details: provide the name and contact information requested by the council.
Use precise language
Separate what you can see from what you infer. For example, say that the proposed first-floor side window is shown within a stated distance of a neighbouring garden, then explain the likely privacy effect and the policy standard you believe applies. Do not allege dishonesty, criminal conduct or a technical breach unless you have evidence. If a report contains an apparent error, quote the relevant page or drawing and explain why it matters.
Ask for a proportionate remedy
A refusal request is appropriate when the identified conflict is fundamental or cannot be mitigated. For a manageable issue, request a condition such as obscure glazing, a revised access arrangement, a drainage maintenance scheme, tree protection, construction-hour controls or an approved landscaping plan, provided the condition would meet the legal tests for planning conditions. The council, not the objector, decides whether a condition is necessary and enforceable.

5. Submit to the local planning authority
The Planning Portal states: “The Planning Portal does not offer the facility to comment on applications directly.” Use the submission method specified by the council’s notice or application page.
Online form
Open the council’s comment form from the application record, enter the reference number and complete every required field. Paste your numbered representation into the comments box and upload supporting documents only where the council permits them. Check the preview before sending; some forms impose character or file-size limits.
Email or post
If the notice gives an email or postal address, address the representation to the planning service or case officer named there. Put the application reference in the subject line and on every attachment. For post, allow delivery time and use a method that gives you evidence of sending.

Publication and personal information
Planning representations are normally placed on the public file. Assume that your name, address or parts of your comment may be published in accordance with the council’s privacy notice. Do not include unnecessary personal data, medical details about other people, allegations or offensive language. If you need to provide sensitive information, ask the council how it should be submitted and whether it can be withheld.
Save proof
After submitting, save the completed text, attachments, screenshots and the confirmation email or receipt. Record the date and time, method and any reference generated by the council. A delivery record does not prove that every attachment was readable, so retain the exact files you sent.
6. Handle revised plans and factual errors
Applications can change during assessment. Monitor the council register until the consultation closes and check whether a new consultation notice has been posted. If revised drawings materially alter the proposal, send a focused response explaining what changed and how it affects your earlier points. Ask the council whether a further consultation period applies; do not assume that a revision extends the deadline.
If you discover that your original comment contains a factual error, contact the case officer promptly, identify the incorrect sentence and provide the correction. If a document appears to omit a relevant fact, explain the omission and ask how the issue will be recorded. Keep copies of both the original and corrected correspondence.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Participate in a planning committee
Some applications are decided by planning committee rather than under delegated officer powers. The council may notify neighbours directly or publicise the meeting separately. You may be able to attend and speak briefly, but speaking rights, registration deadlines, time limits and whether supporters and objectors speak are governed by local rules.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →How to prepare
- Check the committee agenda and officer report when published.
- Register to speak by the council’s stated deadline; submitting a written objection does not automatically reserve a speaking slot.
- Prepare a concise statement focused on the material planning points already submitted.
- Do not introduce an allegation or technical claim that you cannot support at the meeting.
- Follow the chair’s instructions and stop when your allotted time ends.
Speaking at committee supplements a written representation; it does not replace the need to put your planning reasons on the application file.

8. What happens after consultation closes
The case officer assesses representations alongside the plans, consultee responses, development plan and other material considerations. Councils do not have a universal response time, and there is no authoritative national statistic showing what proportion of objections succeed. You can monitor the register for the officer report, delegated decision or committee decision.
If the council asks for clarification, answer the specific question and keep the application reference in your reply. A lack of a personal response does not necessarily mean that your representation was ignored; the decision notice and officer report are the records to check.
9. If permission is granted
In England, a neighbour cannot lodge a third-party appeal against the LPA’s decision. The Planning Portal states: “In England, it is not possible for a third party to appeal against a local planning authority’s decision.”
If the applicant appeals
If the applicant appeals an LPA refusal or condition, the LPA forwards application-stage representations to the Planning Inspectorate. Depending on the appeal procedure, interested people may receive a further opportunity to comment. GOV.UK guidance states that where commenting is allowed, the deadline is five weeks from the appeal start date. Read the appeal notification for the exact procedure and date; an appeal is a separate process from the original consultation.
Judicial review and legality
A court challenge is not a second assessment of whether the development is desirable. It concerns the legality or procedure of the decision, such as a failure to apply the correct legal test, a material procedural error or an irrational approach on the evidence. GOV.UK guidance says a challenge to a planning decision must normally be brought within six weeks. The period is strict and the correct defendant and grounds matter, so obtain specialist planning-law advice promptly if you are considering this route.
Administrative fault
The Local Government Ombudsman may investigate administrative fault, such as a service failure, but cannot change the planning decision. An Ombudsman complaint is therefore different from an appeal or a court challenge and does not extend the six-week legal period.
10. Choose the route by timing, issue and remedy
| When | Decision-maker | Issue addressed | Possible outcome |
|---|---|---|---|
| Before the council’s consultation closes | Local planning authority | Planning merits, policy conflict and effects of the proposal | Permission refused, permission granted, or conditions and amendments |
| During an applicant’s permitted appeal window | Planning Inspectorate | Planning merits and conditions under the appeal procedure | Inspector decision after considering eligible representations |
| Normally within six weeks of the planning decision | Court | Legality or procedural error, not a re-hearing of planning merits | Potential quashing of the decision if legal grounds are established |
| After an administrative service failure | Local Government Ombudsman | Administrative fault | Administrative recommendation; it cannot alter the planning permission |
Use the route that matches the problem. A disagreement with the design belongs in the consultation or, where available, the appeal process; a claim that the council acted unlawfully belongs in legal advice about a court challenge; a complaint about administrative handling belongs in the council’s complaints process and potentially the Ombudsman route.
11. A final submission checklist
- Have you used the correct council register and application reference?
- Have you checked the application-specific closing date and time?
- Have you read the latest plans and relevant supporting documents?
- Is each reason a material planning consideration rather than a private dispute or unsupported assertion?
- Have you linked each concern to a local-plan policy, guidance document or identifiable planning effect?
- Have you distinguished observed facts from assumptions and identified any evidence gap?
- Have you stated whether you seek refusal, an amendment or a specific condition?
- Have you included the name and contact details the council requires?
- Have you removed unnecessary personal information and allegations?
- Have you submitted through the council’s stated channel before the deadline?
- Have you saved the exact text, attachments and confirmation of submission?
- Will you check for revised plans, a committee agenda or an appeal notice?
12. The key point
The council’s published deadline for the individual application is the date that matters. Submit a clear, policy-linked representation directly to the LPA, preserve proof that it was received and respond promptly if the proposal changes. If permission is later granted, a third party has no ordinary appeal against that decision; any further step depends on whether the applicant appeals, whether there is an arguable legal error within the six-week period, or whether the issue is administrative fault rather than planning merit.
