1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsA CIO transition does not have to stop active IT projects. The safest approach is to preserve delivery authority while the incoming CIO learns the business: write interim decision rules, create one credible portfolio baseline, reconfirm sponsors and outcomes, protect dependencies and handover knowledge, and use a review cadence matched to risk. Treat the first portfolio review as a visibility and continuity exercise—not an automatic stop-or-go event.
Why a CIO transition can knock projects off track
Projects often lose momentum during a leadership change even when the schedule, team and statement of work have not changed. The disruption usually comes from governance rather than engineering. An executive sponsor may stop making decisions, business priorities may be interpreted differently, escalation routes may become unclear, or suppliers and operational teams may wait for a new approval.

Construction companies are especially exposed because technology projects are tied to live projects, field operations, estimating, procurement, safety, finance and customer commitments. A delay in a project-management platform, document-control system, mobile field application, identity rollout or enterprise-resource-planning integration can affect site productivity and reporting far beyond the IT department.
There is no published universal figure showing how much project performance changes during a CIO succession. The available guidance is practical rather than a controlled study. It consistently points to clear decision ownership, current information about cost and performance, stakeholder alignment and explicit transition planning.

Define what “on track” means before changing anything
“On track” should be a decision-ready description, not a green status color. For each initiative, agree which outcomes, dates, costs, risks and acceptance conditions matter. A project can be on schedule but still be failing if a critical construction region will not adopt it, if cybersecurity testing is incomplete, or if operations cannot support it after launch.
- Business outcome: the measurable result, such as faster subcontractor payment approval, fewer re-keyed field records or reliable cost-to-complete reporting.
- Delivery health: approved scope, forecast completion date, milestone confidence, quality and unresolved decisions.
- Financial position: approved budget, actual spend, estimate at completion, committed supplier costs and resource assumptions.
- Risk and control: material delivery, cyber, privacy, safety, operational, staffing and supplier risks, with an owner for every response.
- Readiness: testing, data migration, training, support coverage, site connectivity, user adoption and operational acceptance.
- Decision latency: how long a blocked item can wait before it affects a milestone or contractual commitment.
Label each fact as confirmed, forecast or needs validation. This prevents an inherited estimate from being treated as an approved commitment and shows the incoming CIO where learning is still required.
Set interim decision rules during the handover
Do not leave authority implicit while the new CIO is learning the organization. Publish a one-page interim protocol and attach it to the portfolio register, steering-committee agendas and project manager communications.
- Name the acting executive sponsor. If the normal sponsor is unavailable, assign a person with authority over the business outcome and budget. Record the start and review date of the temporary arrangement.
- Keep routine delivery decisions at project or program level. Examples include sequencing approved tasks, resolving minor design questions within tolerance and accepting work that meets agreed criteria.
- Define escalation triggers. Escalate a forecast breach of an agreed cost, date, scope, risk or quality tolerance; a material cyber or operational risk; a supplier failure; or a decision that affects another program.
- Reserve strategic decisions for the incoming CIO and executive governance. These include changing the target operating model, reallocating major capacity, approving a new strategic dependency, or stopping an initiative with significant business consequences.
- Set an urgent-risk route. State who can authorize an emergency response outside normal meetings, how quickly the decision must be acknowledged and where the decision is logged.
- Record decisions and expiration dates. Every interim authority should show the decision, owner, rationale, affected work, communication audience and date on which it will be reviewed.
UBC’s public IT governance model is a useful example of separating three layers: executive leadership owns strategic alignment and institutional risk; project or program leadership owns scope-level priorities; operational leadership owns delivery and day-to-day alignment. It is a university model, not a mandatory template for a construction business, but the separation helps prevent the CIO from becoming the approval point for every minor issue.
Build one credible project portfolio view
The incoming CIO needs a portfolio that can be understood in one sitting and investigated without opening a dozen disconnected spreadsheets. Consolidate active projects and programs into one controlled register, then link detailed schedules, risk logs, financial records and supplier documents where they belong.
| Portfolio field | What to capture | Why it matters during a transition |
|---|---|---|
| Outcome and accountable sponsor | Business result, owner, affected functions and measurable benefits | Shows whether the work still has an accountable customer |
| Delivery ownership | Project manager, program lead, product owner and technical lead | Preserves a route for decisions when executive roles change |
| Scope and forecast | Approved scope, current forecast, next milestone and decision date | Separates the baseline from the latest expectation |
| Cost and capacity | Budget, actuals, estimate at completion, committed spend and key people | Exposes funding or skills that could disappear during reorganization |
| Dependencies | Other projects, data, integrations, site connectivity, suppliers and contract dates | Prevents a decision on one project from silently breaking another |
| Material risks | Delivery, cyber, operational, staffing, safety, privacy and supplier risks | Makes escalation and response ownership visible |
| Readiness and handover | Testing, training, support model, acceptance criteria, data and knowledge transfer | Shows whether “complete” means usable in operations |
| Confidence status | Confirmed, forecast or needs validation, with evidence date | Stops uncertain inherited information being presented as fact |
HHS policy for information-technology portfolio management requires timely information about investment progress and uses cost, schedule, performance and risk analysis. Those requirements apply to a U.S. federal agency, not every private construction company, but they provide a strong test for whether a portfolio view is decision-ready. NIH’s summary of related federal investment processes also links cost, schedule, performance milestones and expected benefits across an investment lifecycle.
Validate the portfolio instead of restarting every project
Ask each project owner to confirm the source and date of the most important fields. Reconcile forecast dates with the integrated schedule, approved changes and supplier commitments. Compare reported progress with completed deliverables and acceptance evidence. Where data conflicts, preserve both the reported value and the validation action rather than silently overwriting the record.

The initial review is for visibility and continuity. Change, pause or stop work only when evidence, risk, business priority, capacity or operational readiness justifies it. If work is paused or reset, log the decision, decision-maker, rationale, financial and schedule impact, dependent work and communication plan.
Confirm sponsors and decision-makers with structured interviews
In the first conversations, ask for facts and expectations rather than a presentation of the CIO’s preferred operating model. Meet executive sponsors, business owners, project and program leads, operations, cybersecurity, procurement, finance, legal where relevant, site representatives and key suppliers.
- What business outcome is this project meant to produce, and who is accountable for realizing it?
- Which commitment cannot slip because it affects a live construction project, customer, regulator or contractual obligation?
- What decision is currently blocked, who has the authority to make it and what is the latest safe decision date?
- Which assumption in the plan is least reliable?
- What dependency, supplier commitment or operational constraint is not visible in the main schedule?
- What would users, site teams or customers regard as a failed outcome even if the technical scope were delivered?
- What should the new CIO understand about how the company actually makes money and delivers work?
Deloitte’s material on transitioning to the CIO role emphasizes understanding how the company operates, aligning with executive peers and pacing change to organizational culture. Its 2023 Global Tech Leader Survey included more than 1,150 CIOs and technology leaders: 54% of respondents identified “soft” leadership traits such as inspiration, communication and executive presence as important qualities for the technology function over the next two years, compared with 18% citing software-engineering capabilities as a key quality. These figures describe survey respondents, not a causal effect on project delivery. Deloitte also describes work with more than 650 business stakeholders in CIO transition labs; that participant count should not be read as a representative population estimate.
One practical warning from Darrell Riekena, quoted by Deloitte, is: “You have to know and understand the way the management or executive team operates the company. Who are the key decision-makers? Is it the executive team or is it a subset of that executive team? What are the dynamics with the board of directors?” Map those decision-makers explicitly instead of assuming the formal organization chart tells the whole story.

A CIO transition can expose dependencies that were previously handled through personal relationships. Create a dependency map for each material initiative and identify the person who can authorize a response.
- List upstream and downstream systems, including estimating, project controls, finance, HR, procurement, document management, identity and field applications.
- Mark interfaces with active construction projects, regional offices, job sites and customer or subcontractor portals.
- Record contract milestones, renewal dates, termination notice periods, service levels, data-return obligations and named supplier contacts.
- Identify single points of failure such as one integration specialist, site network engineer, product owner or supplier technician.
- Check whether a planned change collides with peak site activity, financial close, bid season, safety reporting or regulatory submissions.
When work includes a vendor change, insourcing or movement into operations, maintain a live transition plan. UK Government digital and technology guidance recommends recording activities, milestones, resources, roles, risks, timelines, interfaces and the transfer of digital, data and knowledge assets. It also emphasizes retaining the right resources through completion and handover. This is UK public-sector guidance, not a universal legal requirement, but the continuity practices are broadly useful.
Do not release key people immediately after technical delivery. Keep the people who understand configuration, data decisions, integrations and known defects through acceptance and handover. If the new arrangement is uncertain, evaluate phased introduction or a period of dual running against cost, risk, support capacity and reversibility.

Make knowledge transfer an explicit deliverable
“The system is live” is not the same as “the organization can operate it.” Treat knowledge transfer as a deliverable with an owner, evidence and acceptance criteria.

The Project Management Institute describes transition into maintenance or another operating model as a mini-project within the larger project. For a construction business, that can include support for field devices, site connectivity, document retention, mobile workflows and integration with project-control systems.
Choose a review rhythm that matches risk
There is no evidence-based universal daily, weekly, 30-day or 100-day CIO-transition schedule. Use the existing governance rhythm when it works, then increase attention where blocked decisions or dependencies can cause harm. Set frequency using four tests: material risk, dependency criticality, decision latency and the organization’s capacity to absorb change.
| Situation | Useful review pattern | What the meeting must decide |
|---|---|---|
| Critical project with a near-term milestone | Short, focused review until the decision or milestone passes | Owner, decision, evidence required and escalation date |
| Stable project with low dependency risk | Existing project and portfolio cadence | Whether assumptions and tolerances remain valid |
| Cross-program dependency or supplier transition | Joint dependency review with affected owners | Sequence, interface acceptance, contingency and accountable resolver |
| Material cyber, operational or compliance risk | Risk review at the interval required by the control owner | Risk treatment, residual exposure and executive acceptance |
| Portfolio-wide capacity conflict | Executive portfolio decision session | Continue, change, pause or stop, with downstream impacts recorded |
Keep agendas decision-oriented. A status meeting that produces no owner or due date simply records delay. Publish decisions, actions and escalation dates quickly enough that project teams do not wait for an absent sponsor.
Decide what to continue, change, pause or stop
Evaluate significant initiatives with the same questions, while allowing the answer to differ by project. A new CIO should not assume that every inherited project is wrong, nor that every existing commitment is still justified.

| Test | Evidence to examine |
|---|---|
| Strategic fit | Current business strategy, construction-market priorities, regulatory needs and executive commitments |
| Benefits and cost | Expected benefits, remaining investment, operating cost and benefit owner |
| Delivery confidence | Completed evidence, milestone trend, quality, unresolved decisions and team capability |
| Capacity | People, funding, site availability, supplier capacity and competing change |
| Dependencies | Interfaces, sequencing, data, integrations and contractual commitments |
| Operational readiness | Support, training, adoption, security, resilience, data quality and acceptance |
| Risk and reversibility | Downside of proceeding or stopping, recovery options and cost of delay |
Use four outcomes:
- Continue: the outcome remains valuable, evidence supports the plan and risks are within accepted tolerance.
- Change: adjust scope, sequence, funding, ownership or controls while preserving the core outcome.
- Pause: stop new delivery temporarily to resolve a specific dependency, decision or evidence gap, with a restart condition and date.
- Stop: terminate work when the outcome no longer justifies remaining cost or exposure, or when a safer and more valuable alternative is approved.
Record the rationale and downstream effects. A pause can strand licenses, suppliers, data or dependent projects; a stop can create operational workarounds and contractual costs. Those impacts belong in the decision record, not in an informal conversation.
Protect projects that are close to completion
Near-complete initiatives are vulnerable when leadership attention shifts to a new strategy. Resist removing the people needed for testing, adoption, defect resolution, data migration and operational acceptance merely because the build is nearly finished.

Deloitte describes stakeholder expectations around business strategy, an IT roadmap, talent and culture during the first six to 12 months of a CIO transition. That does not establish a universal timetable; it suggests why a CIO should first understand the company’s operating context and executive dynamics.

A practical operating template is:
- Handover period: publish interim authorities, identify at-risk decisions, secure sponsor coverage and freeze only changes that are genuinely unsafe.
- Portfolio understanding: build and validate the common view, interview stakeholders and map dependencies, suppliers and operational constraints.
- Targeted decisions: resolve blocked work and make evidence-based continue, change, pause or stop decisions; avoid redesigning every process at once.
- Operating-model improvement: after the baseline is trusted, propose durable changes to governance, architecture, talent, funding and delivery methods, with a transition plan.
The sequence is an editorial operating template, not a prescribed CIO-transition formula. The right pace depends on risk, organizational tolerance for change and the reversibility of each decision.
Choose reporting tools only after defining the information need
Portfolio or project reporting software can help maintain visibility, but a tool cannot repair unclear ownership or unreliable data. Define the minimum information and decision workflow first.
- Can project owners update scope, forecast dates, cost, risks and decisions without duplicating records?
- Can executives see exceptions while delivery teams retain the detail they need?
- Can the system distinguish approved baseline, current forecast and unvalidated information?
- Can it show dependencies across programs, suppliers and construction sites?
- Does it preserve an auditable decision and change history?
- Can it support access controls, data retention and integrations with finance, procurement and service management?
- Can teams export a usable record if the tool or supplier changes?
HHS and NIH guidance illustrates the underlying reporting need—cost, schedule, performance, risk and benefits over an investment lifecycle—without validating any particular commercial product. Select a tool against those requirements and the organization’s capacity to maintain the data.
Common failure modes during a CIO transition
Making every project re-justify itself immediately
This consumes delivery capacity, delays committed milestones and creates uncertainty without improving evidence. Start with a common baseline and focus executive attention on material exceptions.
Letting the new CIO approve every decision
Centralizing routine decisions creates a queue and teaches teams to wait. Keep decisions at the lowest competent level within written tolerances.

Using a traffic-light dashboard with no evidence
A green status is not useful if the forecast date, cost estimate or risk owner is missing. Require dated evidence and identify what still needs validation.
Assuming the organization chart reveals real authority
Informal influence, board dynamics, business-unit ownership and supplier relationships can determine whether a decision succeeds. Ask stakeholders who actually decides and confirm the answer in the governance record.
Removing people at technical completion
Knowledge of configuration, data and defects is often needed during acceptance and handover. Plan retention through the point at which the receiving team can operate independently.

- Every active project has an outcome, sponsor and delivery owner.
- Scope, milestone, cost, capacity, dependency and risk fields are populated.
- Information is labeled confirmed, forecast or needs validation.
- Material risks have response owners and dates.
Continuity and handover
- Critical people are retained through acceptance and handover.
- Supplier obligations, interfaces and contract dates are visible.
- Data, configuration, support and knowledge assets have owners and locations.
- Operational acceptance criteria and hypercare are funded.
Stakeholder alignment
- Executive, business, delivery, operations, security, finance, procurement and supplier views have been heard.
- Non-negotiable commitments and unreliable assumptions are documented.
- Site and regional impacts are included in readiness planning.
- The cadence reflects risk and decision latency rather than a one-size-fits-all calendar.
Frequently asked questions
Frequently Asked Questions
Should an incoming CIO pause all inherited IT projects?
No. Build a common, evidence-based portfolio view first. Pause or stop only when strategic fit, risk, capacity, delivery evidence or operational readiness justifies the decision, and record the effects on dependent work.
What should be in a CIO-transition handover?
At minimum, document interim decision rights, sponsors, delivery owners, milestones, cost and resource assumptions, dependencies, supplier commitments, risks, open decisions, operational-readiness work and the transfer of data, configuration and knowledge assets.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →How often should projects be reviewed during the transition?
There is no universal schedule. Match the cadence to material risk, dependency criticality, decision latency and organizational capacity. Critical or blocked work may need focused reviews; stable projects can remain on their existing governance cycle.
Who should own project decisions while the CIO is settling in?
Keep routine decisions with project or program leadership within agreed tolerances. Escalate material cost, schedule, scope, risk, cyber, operational or cross-program issues to the named sponsor or governance board, reserving strategic changes for the CIO and executive leadership.
When is an IT project really complete?
When the approved deliverables are accepted and the receiving operation can support them. Include testing, training, data reconciliation, security, monitoring, support procedures, knowledge transfer, residual-risk acceptance and a named benefits owner.
