To object to a planning application, find the live application on the relevant council’s planning website, read the consultation notice and supporting documents, then send a concise representation through the channel the council specifies before the stated deadline. In England, anyone can respond to a planning consultation, but an objection is persuasive only when it identifies a relevant planning issue and explains the evidence or policy behind it. The normal formal consultation period is 21 days, subject to exceptions, so the date on the live notice—not a general rule—controls your case.
Planning is devolved across the UK. The procedure below uses England as the main example and flags where Scotland and Northern Ireland differ. Confirm the nation, local planning authority, application type and notice before relying on any deadline or appeal route.

1. Confirm which planning system and application you are dealing with
Start by identifying the nation in which the site is located and the authority handling the application. England, Scotland, Wales and Northern Ireland have separate planning legislation, forms and appeal procedures. The council’s publicity notice normally names the authority, application reference, proposal, consultation closing date and method for sending comments.

Information to record immediately
- Application reference exactly as displayed by the authority.
- Site address and a short description of the proposed development.
- Name of the local planning authority and its online planning-record address.
- Consultation closing date, time and submission instructions.
- Whether the documents are an original submission, an amendment or a re-consultation.
The Planning Portal FAQ explains that it does not accept planning comments itself. It directs respondents to the local authority, so do not assume that posting a comment on the national portal has registered an objection.
2. Find and read the live application record
Use the council’s planning-search page to locate the application by reference, address or map. Download the application form, site and location plans, existing and proposed drawings, design and access statement, planning statement, transport or ecology reports, and any other supporting material. Read the officer’s material if it has been published, but check the publication date because reports can be added or revised during processing.
Check the proposal against the drawings
Write down what is actually proposed: use, number of homes or other units, height, footprint, access, parking, servicing, trees, boundary treatment, lighting and hours of operation. Compare the proposed and existing plans rather than relying on a description in a neighbour’s message. Note drawing numbers and revision letters so the authority can verify the point you raise.
Identify the policy framework
Find the adopted local plan, neighbourhood plan where applicable, design guidance and any site-specific policies listed in the officer material. In England, the decision framework requires the authority to follow the development plan unless material considerations indicate otherwise. The national explanation is set out in Determining a planning application. A representation is stronger when it connects the observed effect to a named policy or recognised planning consideration instead of simply stating that the scheme is undesirable.
3. Work out the real deadline
For England, the Ministry of Housing, Communities and Local Government’s 2018 guidance says the formal consultation period will normally last 21 days and that the publicity specifies the period for comments. Exceptions include certain public service infrastructure cases and newspaper notices. Amendments, special procedures and re-consultations can also change the practical date.
Use the date and instructions on the live notice as the controlling deadline. If the website shows different dates in the search result, notice, application form or amendment letter, contact the planning authority promptly and ask which date applies. Keep a screenshot or downloaded copy of the notice for your records.
| Location or stage | What can safely be said about timing | What to verify |
|---|---|---|
| England, initial application consultation | Normally 21 days, subject to statutory exceptions and the wording of the publicity. | The closing date and submission method on the application’s live notice. |
| Scotland, initial application | The application notice and the relevant Scottish authority set the commenting period; the 21-day and 14-day periods often quoted in official guidance relate to a particular appeal stage, not an initial objection. | The local notice and current Scottish procedure for that application. |
| Northern Ireland, initial application | The planning application notice gives the deadline for comments. | The notice and the instructions from the responsible planning authority. See nidirect’s commenting guidance. |
| Wales | Do not import an English deadline; the Welsh authority’s notice and procedure control. | The application record and current Welsh guidance for the site. |
| Appeal rather than initial application | Appeal timetables depend on the procedure, application date and directions issued in the appeal. | The appeal notification and the current national procedural guide. |
Submit early enough to allow for account problems, attachment limits or a council website outage. A comment that remains in your drafts or outbox is not evidence of a valid submission.

4. Decide whether your point is a planning consideration
Authorities assess effects that are relevant to planning policy and the use or development of land. Typical material considerations can include the proposal’s effect on neighbouring amenity, daylight and outlook, privacy, noise, traffic generation, highway safety, access, parking, design, landscape, heritage assets, biodiversity, flood risk, drainage, air quality, land use and the character of an area. The relevance of a particular issue depends on the facts, the policies and the evidence for that application.
Turn a personal concern into a planning point
Describe the planning effect, where it occurs and how the proposal creates it. For example, instead of saying that a rear extension is “too big”, identify the additional height or depth shown on a drawing, the rooms or garden affected, and the local design or residential-amenity policy that you believe is not met.
Personal circumstances can help explain an effect, but they do not automatically make it a material consideration. A concern about a private view, a possible reduction in property value, competition for a business, or a general dislike of development is unlikely to carry weight on its own. The number of people objecting is also not, by itself, a planning reason for refusal.
Issues that need careful qualification
- Construction disruption: temporary noise, dust or deliveries may matter when they are controlled by a planning condition or reveal a wider planning issue, but ordinary inconvenience is not automatically decisive.
- Boundary and neighbour disputes: ownership, covenants, party-wall rights and trespass are generally private-law matters. Raise a planning consequence only where the proposal affects a planning consideration such as access, safety or the character of the area.
- Building-regulation compliance: planning permission and building regulations are separate systems. State a planning effect rather than asking the planning officer to enforce building-control rules.
- Technical impacts: identify the question and refer to the relevant report, drawing, official record or qualified evidence. Do not present an unverified calculation as a fact.
5. Assemble evidence that the authority can check
A useful representation is short enough to follow and specific enough to verify. Gather material before writing, then distinguish what you have directly observed from what you infer.
Recommended Free Tools
Useful evidence types
- A drawing number, revision and the dimension or feature you are discussing.
- A dated photograph showing the existing relationship between the site, a road, building, tree or neighbouring property.
- A measured distance or height, with the measurement method and limitations explained.
- An adopted-policy paragraph, design guide or other official planning document relevant to the issue.
- An existing official record, such as a highway restriction, heritage listing, flood designation or previous planning decision, where it is directly relevant.
- A specialist report or professional opinion when the issue cannot responsibly be assessed from ordinary observation.
Do not manufacture measurements, copy an assertion that you cannot substantiate or claim that a proposal will cause a technical failure without evidence. If you cannot establish an impact, frame it as a question for the authority to investigate and identify the document or specialist input that would answer it.
Organise the evidence by issue
Use one issue per paragraph. State the existing condition, describe the proposed change, explain the likely planning effect, cite the policy or document and ask the authority to consider a specific remedy. Remedies might include refusal, a reduction in scale, a relocated window, an access change or a condition, but do not insist on a remedy that the evidence does not support.
6. Write an objection the case officer can use
Begin with the application reference, site address and a clear statement that you object (or support the application with conditions). Then present the issues in descending order of importance. A practical structure is:

- Identification: quote the reference and proposal exactly as shown in the notice.
- Issue: give the heading or first sentence that tells the reader what planning matter is at stake.
- Effect and location: explain who or what is affected, where and under which circumstances.
- Policy and evidence: name the relevant policy or document and point to the drawing, measurement, photograph or official record supporting your view.
- Request: ask the authority to address the issue in its assessment and, where appropriate, specify a proportionate change or condition.
Use neutral, factual language. Separate an observation (“the proposed first-floor window is shown on drawing X”) from an inference (“it may allow overlooking of the neighbouring garden”) and from a request (“please assess the relationship against the relevant privacy policy”). Avoid allegations about the applicant, political statements, copied petitions and demands that the authority ignore its policy framework.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesKeep the submission readable
- Put the strongest, best-evidenced point first.
- Use headings and short paragraphs rather than one block of text.
- Quote only the policy wording needed to identify the test, then explain how the proposal relates to it.
- Check names, measurements, drawing numbers and dates before sending.
- Remove duplicate points; ten versions of the same concern do not create ten separate planning reasons.
Comments submitted to a council may form part of the public planning record under that authority’s process. Do not include unnecessary personal information, confidential material or allegations that you would not want published. If you are submitting on behalf of an organisation, state your role and the basis on which you speak.
7. Submit online or by another permitted channel
The local authority determines how representations are accepted. Many councils provide an online comment form linked from the application record; others identify email, post or an alternative form in the notice. Follow the stated route rather than sending the same text to unrelated addresses.
- Open the live application record and select the council’s comment or representation option.
- Enter the application reference and your contact details exactly as requested.
- Choose whether you support or object, if the form asks for that distinction.
- Paste or upload your reasoned representation and any permitted evidence. Check file formats, size limits and whether photographs need dates or captions.
- Review the declaration about publication and personal data, then submit before the stated closing date.
- Save the confirmation page, reference number, email receipt or a PDF copy of the completed form and attachments.
If the online form fails, capture the error and use the alternative channel identified in the notice or contact the authority immediately. Ask how to submit before the deadline and keep proof of the enquiry. Do not assume that a message sent through a general council contact form has been routed to the planning file.
8. What happens after the consultation closes
The planning authority considers representations alongside the application, development plan, national policy and other material information. A comment is part of the evidence and policy picture, not a vote. Officers may ask the applicant for amended drawings or further information, and an amended proposal can lead to a further publicity period.

Local schemes of delegation determine whether an officer or a planning committee makes the decision. Some applications are reported to a committee because of their type, scale, local rules or a councillor call-in; others remain delegated to officers. There is no reliable universal objection count that guarantees committee consideration or refusal. Follow the application record for the report, meeting date and decision route.
Possible decisions
- Permission granted: the notice may list conditions, approved plans and information required before work starts.
- Permission granted subject to conditions: conditions can control matters such as materials, access, drainage, landscaping, hours or construction details; read their wording and trigger points.
- Permission refused: the decision notice should give the reasons, normally linked to planning policy or other material considerations.
- Application not determined at that stage: the record may show an extension of time, withdrawal, appeal or another procedural change.
Check the council’s live record and the formal decision notice rather than relying on an informal message or a headline about the application. The notice is the document that states what has been approved or refused and on what terms.

9. If permission is granted: understand appeals correctly
An objector cannot normally appeal simply because they disagree with a grant of permission. In England, the appeal right described in GOV.UK Appeals belongs to an applicant in specified circumstances, including a refusal, disputed conditions or non-determination.
Interested people may be able to comment on an applicant’s appeal, but the opportunity, format and timetable depend on the appeal procedure and the application date. Existing representations may be forwarded to the Inspector. Read the authority’s appeal notification and the applicable guidance, including the England procedural guide for applications dated on or after 1 April 2026, to see whether and when further comments are invited.
Scotland has its own appeal process. The Scottish Government’s After you submit an appeal guidance describes an appeal stage in which the authority has 21 days to respond and a participant has 14 days to comment on that response. Those periods are an example of appeal procedure, not a deadline for objecting to an initial application.
10. Common mistakes and how to correct them
Using the wrong deadline
Problem: treating 21 days as a guaranteed period for every UK application or counting from the date you first heard about it.
Correction: use the closing date and instructions on the current notice; ask the authority about conflicting dates or amendments.
Sending comments to the wrong place
Problem: posting on the Planning Portal or emailing a councillor without submitting through the council’s stated channel.
Free tools Windows power users keep installed
One-click scans. No signup required.
Correction: submit to the local planning authority and retain the acknowledgement.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

Relying on volume instead of substance
Problem: assuming a petition or a large number of identical objections compels refusal or a committee hearing.
Correction: provide distinct, evidence-based planning points. The authority assesses relevance and weight, not a simple headcount.
Arguing private-law matters as planning reasons
Problem: focusing on ownership, covenants, party-wall rights, private views or property value without identifying a planning consequence.
Correction: separate those issues from planning matters and explain any effect on access, safety, design, amenity or another recognised consideration.
Making unsupported technical claims
Problem: asserting a flood, structural, traffic, ecological or daylight result without a reliable basis.
Correction: cite the relevant application report or official record, state the uncertainty and ask the authority to obtain or assess appropriate technical evidence.
Ignoring amendments
Problem: commenting on an earlier drawing after the proposal has changed.
Correction: check revision letters, amendment notices and any re-consultation, then update your representation so it addresses the current scheme.
11. A final submission checklist
- You have confirmed the nation, local planning authority and application stage.
- You have copied the correct application reference and site address.
- You have read the current notice, plans and relevant supporting documents.
- You know the actual closing date and permitted submission channel.
- Each objection point concerns a planning matter and explains the effect.
- Measurements, photographs, drawing references and policy citations are accurate and identifiable.
- Observation is separated from inference, and uncertain matters are presented as questions for assessment.
- You have removed repetition, personal attacks and unnecessary private information.
- You have submitted early enough to resolve technical problems.
- You have saved proof of submission and will monitor the application record for amendments, the officer report and the decision notice.
The practical test is simple: could a planning officer locate the proposal feature, understand the planning effect, check your evidence and explain how the point was addressed in the report? If so, your representation is doing the job an objection can realistically do—putting relevant evidence and policy considerations before the decision-maker.
