Move construction data as a controlled information-management change, not as a folder-copy exercise. The safe method is to inventory the source, define the destination’s information rules, verify what both platforms can export and import, pilot the mapping, transfer in controlled batches, and reconcile the result before the new platform becomes authoritative.
Your migration plan must reflect the project stage, contract and handover obligations, security classification, jurisdiction, and the actual capabilities of the named source and target products. Common formats such as IFC, COBie, CSV, Excel, or a native document format do not, by themselves, prove that filenames, metadata, revisions, approvals, permissions, links, or audit history will survive.

What does construction data migration actually involve?
A construction platform holds more than files. It may also hold document identifiers, naming fields, revision and suitability status, approval decisions, transmittals, permissions, relationships between drawings and models, issue records, workflow history, and audit events. A migration is successful only when the information needed to deliver, operate, and hand over the project remains understandable and traceable in the destination.
ISO 19650 describes a common data environment (CDE) as an “agreed source of information (3.3.1) for any given project or asset (3.2.8), for collecting, managing and disseminating each information container (3.3.12) through a managed process.” The definition, reproduced by Autodesk University, matters because a CDE is a managed process enabled by technology, not simply a cloud drive.

The sequence below is a practical synthesis of standards guidance and project-control practice. It is not a single, universally prescribed ISO migration procedure. Confirm the contractual information requirements and the current national guidance that apply to your project.
1. Set the migration scope and decision authority
Write down what is moving, why it is moving, and who can approve the result before anyone exports data. Without a defined boundary, teams either omit records that will later be needed or spend time transforming obsolete material that has no retention value.
Define the projects and time period
- List every project, package, asset, or workstream included in the change.
- Separate active projects, recently completed projects, closed projects, and historical archives.
- Set the date or event that defines the migration boundary, such as a design-stage exchange, construction-phase cutover, practical completion, or final handover.
- Identify records that must remain in the source platform for contractual, legal, insurance, warranty, or dispute purposes.
Identify owners and approvers
- Name the appointing party or project owner who accepts the destination as the authoritative location.
- Assign an information manager or migration lead with authority to resolve mapping and exception decisions.
- List the system owners, document controllers, BIM coordinators, model authors, package managers, and key supply-chain users who must test the result.
- Define who may freeze, edit, approve, export, or delete data during the change.
Record information obligations
Capture the project’s information requirements, exchange requirements, employer or asset-owner requirements, retention period, handover deliverables, security classification, and applicable privacy or records rules. The project may require a complete record of superseded revisions even when the delivery team normally works only with the latest issue.

Inventory first. Exporting before you understand the source structure makes it difficult to prove that every record, relationship, and approval was accounted for.
Inventory information containers
Classify the information rather than treating everything as an undifferentiated file list. Typical categories include:
- Contract, procurement, and commercial records.
- Drawings, specifications, schedules, calculations, photographs, surveys, and reports.
- Native BIM models, federated models, coordination files, model views, and model-derived exchanges.
- Registers for assets, spaces, equipment, issues, submittals, RFIs, transmittals, nonconformances, and approvals.
- Site records, inspection evidence, test results, commissioning records, operation and maintenance information, and handover models.
- Templates, reference material, archived revisions, and system configuration records that have an agreed retention value.
Capture the attributes that give a record meaning
For each container or register row, capture the source identifier and the attributes that users will need to search, interpret, approve, and audit it in the destination.
| Inventory field | Why it matters |
|---|---|
| Original filename and unique ID | Preserves traceability and exposes duplicate or missing records. |
| Project, package, discipline, location, and asset reference | Supports destination classification and search. |
| Author, organisation, creation date, issue date, and responsible role | Maintains provenance and accountability. |
| Revision, version, suitability or status, and approval state | Distinguishes current, superseded, shared, published, and rejected information. |
| Relationships and links | Shows connections such as drawing-to-model, issue-to-document, asset-to-maintenance record, or transmittal-to-package. |
| Current permissions and security classification | Prevents over-sharing or loss of access restrictions after import. |
| Audit and workflow history | Provides evidence of who changed, reviewed, approved, or transmitted information. |
| File size, format, checksum if used, and storage location | Enables count, integrity, and duplicate checks. |
| Retention and handover category | Determines what must be migrated, archived separately, or securely disposed of. |
The exact inventory depends on the source product and the project. Ask the vendor whether system-only fields, workflow events, links, and audit records are included in its export or require a separate report or API extraction.

Classify records by use and status
Mark each item as active working information, shared coordination information, published or contract information, superseded information, archive, or temporary material. Autodesk’s summary of ISO 19650 highlights unique identification, naming conventions, suitability status, revision control, controlled WIP-to-Shared-to-Published flow, and an audit trail. Those concepts should appear in your inventory even if the source platform uses different labels.
3. Define destination rules before importing anything
Configure the target CDE and agree its information rules before bulk import. Importing into an unconfigured destination creates inconsistent folders, ad hoc permissions, and filenames that must later be repaired.
Design the container structure and workflow
Document the destination’s project, package, discipline, location, asset, and status structure. Decide how the target represents working, shared, published, and archived information, and which transitions require review or approval. Do not assume that a source folder named “Issued” maps directly to a target status called “Published”; confirm the meaning with the project information requirements.
Set naming and metadata rules
Define the destination filename pattern, allowed characters, field lengths, mandatory metadata, revision syntax, suitability codes, and date format. Singapore’s Building and Construction Authority describes SS ISO 19650:2-2024 as a framework for managing information with BIM during delivery and provides an Excel file-naming conversion tool for existing filenames. That resource is Singapore-specific; use it only where the project has adopted the standard and confirm the current edition and contractual rules.

Configure roles, access, and security
- Create role groups for the owner, lead designer, contractors, consultants, suppliers, reviewers, and administrators.
- Map least-privilege access to containers, packages, or workflows rather than granting broad project-wide access by default.
- Set sharing, download, external-user, two-factor authentication, retention, and deletion controls required by the project.
- Document hosting location and jurisdiction where data residency or client policy matters.
- Test whether permissions inherited from a folder or container behave as intended after import.
NATSPEC’s National BIM Guide, October 2022, recommends that the appointing party establish, implement, configure, and support the project CDE and use data-security protocols and adequate access rights to prevent loss or damage during exchange, maintenance, and archiving. Confirm the current Australian guidance and the requirements of your own jurisdiction.
4. Verify formats, exports, and platform limits
Obtain written answers from both vendors before promising preservation. Ask the source vendor exactly what its export contains and ask the target vendor exactly what its import accepts.
| Information or capability | Questions to ask | Migration risk if unsupported |
|---|---|---|
| Native documents | Can original files be exported without conversion? Are embedded comments, links, and file properties retained? | Files may open but lose context or embedded data. |
| Metadata and naming | Can custom fields, IDs, dates, status, and naming attributes be exported and imported? | Search, classification, and automated workflows may fail. |
| Versions and revisions | Can every version be transferred in order, or only the current file? | Revision history and evidence of superseded information may disappear. |
| Workflow and approvals | Are review decisions, suitability codes, comments, and approval dates supported? | The destination may show a file without proving its approval state. |
| Permissions | Can users, groups, inheritance, and external-access restrictions be mapped? | People may gain access they should not have, or lose necessary access. |
| Audit history | Can event logs and user actions be exported, viewed, or retained separately? | Accountability may depend on an external archive. |
| Relationships | Are links between models, drawings, issues, assets, and transmittals preserved? | Users may have to reconstruct connections manually. |
| BIM and open exchanges | Which IFC, IFCZIP, COBie, Excel, CSV, and native formats are accepted, and which properties are mapped? | Geometry may transfer while classifications, parameters, or asset data do not. |
| API and bulk tools | Is there a documented API, import template, rate limit, or batch-size limit? | Manual transfer may be slower and less auditable. |
| Exit capability | Can the destination export the migrated information later in usable form? | A future platform change may repeat the same lock-in problem. |
A UK Government Digital Marketplace listing for one migration service claims support for exporting asset registers to Excel or CSV or COBie, models as IFC or IFC.zip, and documents in native format, with imports including CSV, COBie in Excel, IFC or IFCZIP, and Excel. This is evidence about that listed service only, not a universal compatibility table. A platform accepting IFC does not necessarily preserve every native model property, workflow event, permission, or audit record.

5. Build a mapping matrix
Translate the source information architecture into destination rules in a controlled mapping document. Every source field should have one of four outcomes: mapped directly, transformed, archived separately, or recorded as a known limitation.
| Source element | Destination treatment | Decision or test |
|---|---|---|
| Folder or container | Target project, package, discipline, or status container | Confirm that the target location has the intended access and workflow. |
| Filename | Retained or converted to the approved naming pattern | Check uniqueness, character limits, and revision syntax. |
| Custom metadata | Mapped field, concatenated field, or controlled vocabulary | Verify field type, required values, and search behavior. |
| Revision and status | Target revision and suitability or workflow state | Test ordering, labels, and approval meaning. |
| User and group | Target user, role, or restricted archive | Resolve missing accounts and external-user rules before import. |
| Link or relationship | Native relationship, recreated link, or relationship register | Open both ends and confirm the link remains usable. |
| Audit event | Native history, exported log, or controlled archive | Record how a reviewer will retrieve evidence after cutover. |
Have the information owner approve the matrix. If a source field cannot be preserved, state the consequence plainly and obtain a decision on transformation or separate retention rather than silently dropping it.
6. Run a representative pilot
Do not make the first bulk upload your test. Select a small but representative sample containing the major document types, at least one native or federated model, multiple revisions, different statuses, restricted records, links, and a realistic approval or transmittal path.
Pilot procedure
- Freeze the pilot sample in the source or record an exact export timestamp.
- Export files, metadata, relationships, and any separate audit or permission reports promised by the source vendor.
- Apply the approved mapping and naming conversion in a non-production area of the target.
- Import the sample using the same tool, API, or batch method planned for production.
- Reconcile source and destination counts by project, container, file type, status, revision, and access class.
- Open representative documents and models. Check that they are readable, complete, and associated with the intended metadata.
- Search by filename, identifier, discipline, status, revision, and asset reference.
- Test user access with administrator, editor, reviewer, read-only, and external accounts.
- Verify workflow transitions, approval display, version ordering, links, and audit visibility.
- Log every exception, obtain a disposition, and repeat the pilot after corrections.
CDE 19650 Cloud describes a provider-led sequence of structure analysis, mapping, bulk renaming, upload with metadata, and final quality checks. Treat that as the provider’s process description, not independent validation or a universal requirement.
7. Transfer in controlled batches
After the pilot is accepted, migrate by logical batches that can be checked and, if necessary, rolled back. A batch might be a project package, discipline, handover container, or date-bounded record set.
Protect active work
- Publish a migration calendar and identify blackout windows for each package.
- Tell authors, reviewers, and subcontractors when editing must stop in the source and when editing may begin in the target.
- Choose one authoritative environment during each phase. Do not allow teams to unknowingly edit competing copies.
- Record the source freeze time, target import time, and cutover owner for every batch.
- Keep a controlled delta process for information created or changed after the initial export.
For active projects, the appointed parties should agree how the destination becomes authoritative. Singapore’s BIM Handover Technical Guide, Version 1, recommends handing contract models through the agreed project CDE using an ISO 19650 file-exchange workflow and says model authors and key users should use the CDE to support a single source of truth. Apply that recommendation to the project’s own requirements and verify the latest edition of the guide.
Keep an auditable transfer log
For each batch, record the source query or container, export package name, item count, file size, checksum method if used, mapping version, operator, start and finish times, target location, warnings, rejected items, retries, and final disposition. Preserve the log with the project record so a later reviewer can understand what moved and what did not.

Plan rollback and exceptions
A rollback plan is more than deleting imported files. Define how to disable target editing, identify the affected batch, restore the previous authoritative location, communicate the change, and preserve any information created during the failed window. For unsupported metadata or relationships, choose in advance between transformation, a separate controlled archive, manual reconstruction, or accepted loss documented by the owner.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Validate and reconcile the destination
Validation should compare the destination with the approved inventory and mapping, not merely confirm that an upload completed.

Ask the project owner and key users to sign an acceptance record that states the inventory boundary, cutover date, known limitations, authoritative location, and retained source records.
9. Complete handover, retention, and go-live controls
Communicate the authoritative location
Publish the target URL or project location, cutover date and time, permitted editing roles, workflow rules, naming convention, support contact, and procedure for reporting a missing or incorrect record. Tell every affected organisation, including supply-chain users who may not attend internal training.
Retain the agreed source and backup records
Do not decommission the source merely because files appear in the target. Retain the source, export packages, audit reports, mapping, exception register, acceptance record, and backups for the period required by contract, law, insurance, warranty, dispute, or asset-management needs. If the source will become read-only, state who can access it and how long it remains available.
Train users on changed meaning
Training should cover where working, shared, published, and archived information now lives; how to find a revision; how to submit or approve information; how permissions work; and how to report a migration exception. A new folder layout without workflow training often recreates the same uncontrolled copies that the migration was intended to remove.
Monitor after cutover
For an agreed stabilisation period, review failed uploads, permission requests, missing links, search issues, duplicate creation, and user workarounds. Resolve defects through the change-control process and update the mapping or user guidance when the approved project rules change.

How should you compare possible destination platforms?
Compare platforms against the project’s information-management obligations, not a generic feature checklist. The exact product versions and editions matter, so request a demonstration using your own export sample.
| Comparison axis | Evidence to request |
|---|---|
| Import and export coverage | Documented source and target formats, API limits, batch limits, and a sample export and import. |
| Information preservation | Demonstration of metadata, identifiers, revisions, statuses, permissions, links, workflow, and audit history after import. |
| Open exchange | Supported IFC, IFCZIP, COBie, CSV, Excel, native formats, property mapping, and documented limitations. |
| CDE workflow | Working, shared, published, archived, review, approval, suitability, and transmittal controls aligned with project requirements. |
| Security and jurisdiction | Role-based access, external-user controls, authentication, encryption information, hosting location, retention, and deletion controls. |
| Migration support | Pilot method, mapping assistance, exception handling, transfer logs, acceptance testing, and named responsibilities. |
| Future portability | Ability to export usable files, metadata, relationships, and audit evidence if the platform changes again. |
| Usability and supply-chain adoption | Performance, search, mobile or field access where required, training effort, and access for smaller organisations. |
Autodesk’s standards summary describes the CDE as a process rather than technology alone. That distinction should guide selection: a technically capable platform still fails if project parties cannot follow the agreed information workflow.
Common failure modes and how to correct them
“The files imported, so the migration is complete.”
File counts do not prove that metadata, revisions, approvals, permissions, links, or audit records survived. Reconcile the full inventory and run role-based and workflow tests.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →“IFC or COBie will carry everything.”
Open exchanges can be valuable, but support varies by product and configuration. Confirm which geometry, properties, classifications, identifiers, and relationships are mapped, and retain native files where the contract requires them.
“We can sort out naming after import.”
Late renaming can break references, duplicate identifiers, and confuse users about revision status. Set the destination convention first and test conversion on representative filenames, including long names and special characters.
“Everyone can access the new project while we test.”
Uncontrolled access exposes restricted information and allows conflicting edits. Use a test area, role-based accounts, and a documented freeze and cutover plan.
“The source can be switched off immediately.”
Decommissioning before owner acceptance can destroy evidence needed for disputes, warranties, audits, or handover. Retain the source or a verified archive for the agreed period.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches“The vendor’s migration service is proof of compliance.”
Provider descriptions can explain a possible implementation process, but they do not certify that it satisfies your contract, national guidance, or information requirements. Require project-specific evidence and acceptance.
Questions to ask both vendors before signing off
- Exactly which native files, metadata fields, revisions, statuses, permissions, relationships, workflow events, and audit records are included in export?
- Which of those elements can the target import natively, and which require a transformation, separate archive, or manual recreation?
- Can we test with a representative sample containing models, superseded revisions, restricted records, approvals, and linked registers?
- What file-size, filename, field-length, API-rate, batch, and storage limits apply?
- How are failed records reported, retried, and reconciled?
- Can imported records retain their original identifiers and dates?
- How are user accounts, groups, external parties, and inherited permissions mapped?
- How will an auditor retrieve the original history if the target cannot display it natively?
- What export can we obtain later if the project leaves the platform?
- Who owns the mapping, logs, exception register, and acceptance evidence after the implementation ends?
The practical answer
Move construction project data only after you know what the source contains and what the target can genuinely preserve. Define the destination CDE, naming, metadata, workflow, permissions, security, and retention rules first; document a field-by-field mapping; pilot with representative documents and BIM models; transfer in logged batches; reconcile counts and meaning; and obtain owner acceptance before cutover. Keep unsupported history or relationships in a controlled archive rather than implying that a familiar file format has preserved them. That approach protects active delivery, traceability, and the quality of the eventual handover.
