Measure cement-production emissions by separating calcination (the release of carbon dioxide from carbonate raw materials) from fuel combustion, then adding other direct sources inside the facility boundary. Report purchased electricity, heat and steam as Scope 2, and relevant value-chain sources as Scope 3 under the GHG Protocol. Publish both absolute tonnes and an intensity value per tonne of clinker or cementitious product, with the boundary, period, gases, data sources and denominator stated. A plant inventory is not automatically a life-cycle footprint for a bag of cement.
What you are measuring
A cement plant’s inventory normally covers carbon dioxide released while raw materials become clinker, fuels burned in the kiln system and other equipment, and any additional direct sources within the organizational boundary. The result can be reported as tonnes of CO₂, or as tonnes of CO₂e when other greenhouse gases are included under the selected reporting standard.

The accounting boundary determines what the number means. An operational plant inventory may include quarrying, raw-material preparation, the kiln and calciner, clinker cooling, cement grinding, on-site generation and transport. Those stages must be listed explicitly; two facilities can report different totals while both are correct if their boundaries differ.
Do not present avoided emissions from replacing a conventional fuel as a reduction in the plant inventory unless the saving is inside the stated boundary and calculation method. The cement-sector tool treats external fuel-substitution savings as supplementary information rather than netting them into direct emissions.

Step 1: Define the boundary and reporting basis
Choose the organizational boundary
Identify the reporting company, each facility included, the reporting year and whether control or equity share is used. Apply the same consolidation approach across the period. If a kiln, grinding unit, quarry or power installation is operated by another entity, decide whether it is inside the organizational boundary or an indirect activity.
List the process stages
- Quarrying and delivery of limestone or other raw materials
- Raw-material crushing, drying and grinding
- Raw-meal storage and feeding
- Calciner, kiln and clinker cooling
- Clinker storage and cement grinding
- On-site electricity or heat generation
- Internal handling and transport, where included
Record inclusions and exclusions in the inventory statement. Purchased clinker needs special treatment: state whether it is included in production totals and whether it enters the intensity denominator.
Specify gases, period and units
State whether the result is CO₂ only or CO₂e, name the reporting year, and use consistent units such as tonnes of CO₂. Keep the production period aligned with the emissions period. Retain records showing how monthly or batch data were reconciled to the annual total.

Collect measured quantities rather than relying on production estimates where meters, weighbridges or purchasing records are available. The core data set includes:
- Raw meal and other carbon-bearing inputs consumed
- Clinker produced and cementitious products manufactured
- Cement kiln dust (CKD) and bypass dust generated or returned to the process
- Materials transferred into or out of the facility
- Fuel purchases, stock changes and actual consumption by equipment
- Fuel carbon content and, where relevant, the fossil and biogenic fractions
- Electricity, heat and steam purchased
- Laboratory analyses, sampling dates, methods and quality-control results
Reconcile raw-material, clinker and cement records with the reporting period. Keep sampling plans and laboratory certificates so an auditor can trace a reported factor back to the sample and analytical result. Australia’s current measurement determination is a detailed example of clinker sampling, analysis and kiln-dust treatment; its requirements are jurisdiction-specific, not universal rules.
Step 3: Calculate process CO₂ from calcination
Calcination is separate from combustion. Carbonates in limestone, dolomite and other raw materials decompose in the kiln system, releasing CO₂ as clinker minerals form. Calculate this process source independently before adding fuel emissions.
Method A1: simple raw-meal input
A1 uses raw-meal consumption and loss-on-ignition (LOI) analysis. It is practical where reliable mass-flow and LOI data exist but detailed total-carbon and chemistry data do not. Document the LOI sampling frequency, laboratory method and treatment of moisture and non-carbonate losses.

- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Method A2: detailed raw-meal input
A2 uses total-carbon analysis and an input CO₂ balance for raw meal. It can represent the actual carbonate composition more closely than a simple LOI approach when sampling and analysis are sufficiently accurate. Include all relevant carbon-bearing inputs and avoid counting carbon that has already been included as fuel.
Method B1: simple clinker output
B1 multiplies clinker production by the Cement CO₂ and Energy Protocol Version 3 default factor of 525 kg CO₂ per tonne of clinker. This is a protocol default, not a measurement of any particular plant. Label it as the B1 default whenever it is used, and do not present it as a plant-specific factor.
Method B2: detailed clinker output
B2 starts with clinker production and uses CaO and MgO analyses of clinker and input materials to derive a corrected calcination factor. It is preferable when chemistry data are available with sufficient accuracy and the reporting purpose justifies the additional work.
| Method | Primary data | When it fits |
|---|---|---|
| A1 | Raw-meal consumption and LOI | Reliable mass-flow and LOI results are available |
| A2 | Total-carbon analysis and input CO₂ balance | Detailed raw-meal carbon data can be collected and controlled |
| B1 | Clinker output × 525 kg CO₂/t clinker | A consistent output-based estimate is needed without detailed chemistry |
| B2 | Clinker output with CaO and MgO analyses | Detailed clinker and input chemistry supports a corrected factor |
The protocol prefers detailed methods when the required data can be obtained accurately and within practical limits. Select the method to match the purpose, data quality and assurance requirements, then document why it was chosen. Do not switch methods between years without explaining the effect on the trend.

Jurisdiction-specific carbonate factors
Australia’s current measurement determination illustrates why regulatory factors must be qualified by jurisdiction. Under its specified method, it lists 0.440 tonnes CO₂ per tonne of calcium carbonate, 0.522 tonnes CO₂ per tonne of magnesium carbonate and 0.477 tonnes CO₂ per tonne of dolomite. These values require the Australian method’s sampling, analysis and treatment rules; they must not be substituted blindly into another country’s regime.
Step 4: Calculate fuel-combustion emissions
For each fuel, multiply the consumed quantity by an emission factor based on its total carbon content, keeping the factor’s unit, heating-value basis and source version with the calculation. Use plant-specific or supplier-specific carbon data where reliable; default factors are a fallback that must be identified.
Separate kiln and non-kiln fuels
| Category | Examples and treatment |
|---|---|
| Kiln fuels | Fuels used in clinker production, including fuels that dry or process raw materials or kiln fuels |
| Non-kiln fuels | Fuels for mineral-component drying during cement grinding and fuels for power generation in a separate installation |
This distinction matters because clinker-specific indicators can include kiln fuels while treating non-kiln uses differently. Assign each meter, purchase record or consumption estimate to the correct category before calculating totals.

Mixed and waste-derived fuels
Where a mixed fuel contains fossil and biogenic carbon, split the quantities only when reliable composition data support the split. If the biogenic share is uncertain, use a conservative approach rather than overstating the biogenic fraction and understating fossil CO₂. Record the sampling basis, laboratory method and uncertainty.
Avoid double counting fuel ash
Some fuels leave carbon-bearing ash that enters the raw-material stream. If the detailed input method is used, count only the remaining inorganic carbon when the organic portion has already been counted as fuel. A reconciliation between fuel carbon, ash and raw-material carbon helps prevent the same carbon atom being counted twice.
Step 5: Assign emissions to corporate scopes
Scope classification is separate from the process calculation. On-site calcination and combustion are direct emissions inside the organizational boundary. Purchased electricity, heat and steam are Scope 2. Other indirect activities are Scope 3 when they are relevant to the company’s boundary and reporting purpose.
| Source | Typical classification | Accounting note |
|---|---|---|
| Calcination in the plant kiln system | Direct emissions | Report inside the organizational and process boundary |
| Fuel burned in the kiln or on-site equipment | Direct emissions | Keep kiln and non-kiln categories distinct |
| Purchased electricity, heat or steam | Scope 2 | Use the applicable electricity or energy data and factor approach |
| Purchased materials and fuels | Potential Scope 3 | Include when relevant to the chosen value-chain inventory |
| Third-party transport or outsourced operations | Potential Scope 3 | Define the activity and organizational boundary |
| Lime used to make clinker by an external party | Potential Scope 3 | The cement tool identifies this as an outsourced activity that may belong in Scope 3 |
Do not net external fuel-substitution savings against the plant’s direct inventory. Present such savings separately, with the method and boundary that produced them.
Step 6: Produce absolute and intensity results
Absolute emissions
Report total direct emissions in tonnes of CO₂, or tonnes of CO₂e if additional gases are included. Show at least the calcination and fuel-combustion components separately, then identify other direct sources. Add Scope 2 and relevant Scope 3 totals in their own sections rather than blending them into a direct-emissions figure.

Clinker intensity
The cement protocol’s gross direct clinker indicator is total direct emissions, excluding CO₂ from on-site power generation, divided by the facility’s own clinker output. State that exclusion when using the indicator and publish the calcination and fuel components alongside it.
Cement or cementitious-product intensity
If the denominator is cement rather than clinker, define the product, cementitious additions and treatment of purchased clinker. State whether grinding fuels, on-site generation, purchased electricity and other indirect emissions are included. A value per tonne of cement cannot be compared with a clinker value without converting the denominator and boundary.

| Result | Formula structure | Required qualification |
|---|---|---|
| Total direct emissions | Calcination CO₂ + fuel CO₂ + other direct sources | Organizational boundary, gases and reporting year |
| Gross direct clinker indicator | Direct emissions excluding on-site-power CO₂ ÷ own clinker output | Protocol indicator definition and clinker ownership |
| Cement intensity | Selected emissions ÷ defined cementitious-product output | Product definition, bought-clinker treatment and included scopes |
Publish absolute tonnes as well as intensity. Intensity alone can fall because production rises, even when total emissions increase.

Before comparing two plants, years or suppliers, check five dimensions:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Chemistry data: Is one result based on measured CaO/MgO or carbon balance while the other uses the B1 default?
- Fuel mix: Are fossil and biogenic shares measured on the same basis, and are kiln fuels separated from non-kiln fuels?
- Boundary: Do both inventories include the same quarry, grinding, transport and on-site-generation activities?
- Denominator: Are both values per tonne of clinker, or both per tonne of a similarly defined cementitious product?
- Electricity and power: Is purchased electricity Scope 2, and is on-site generation included or excluded from the stated indicator?
If any answer differs, label the comparison as non-equivalent or restate both results to a common boundary before drawing a conclusion.
Data quality, controls and audit trail
Retain source records
- Production logs, weighbridge records and inventory reconciliations
- Fuel invoices, stock movements, meter readings and consumption allocations
- Laboratory reports for LOI, total carbon, CaO, MgO, carbonate composition and fuel fractions
- Emission-factor names, units, publication versions and effective dates
- Electricity, heat and steam invoices or meter data
- Estimation methods for missing data and the dates or equipment affected
Apply quality checks
Reconcile fuel purchases plus opening stock minus closing stock with recorded consumption. Compare raw-meal feed, clinker output and dust flows for unexplained mass differences. Check that a fuel’s carbon factor uses the same quantity basis as the activity data. Investigate abrupt year-to-year changes in clinker factor, fuel carbon, production or intensity rather than silently averaging them.
Document uncertainty
Identify measurements that are sampled rather than continuously metered, fuels with uncertain composition, estimated production periods and factors transferred from another facility. Explain whether uncertainty affects the total, the intensity denominator or both. The GHG Protocol calculation guidance covers activity data, emission factors, scopes and quality-control practices; it recommends custom factors where reliable values are available while allowing documented defaults.
Common errors and how to correct them
Treating calcination as fuel combustion
Problem: All kiln CO₂ is placed in a single fuel line.
Correction: Calculate carbonate decomposition separately using A1, A2, B1 or B2, then add fuel emissions.

Calling the B1 factor a measured result
Problem: The 525 kg CO₂ per tonne of clinker value is reported as if laboratory testing produced it.
Correction: Identify it as the Cement CO₂ and Energy Protocol Version 3 default and use a detailed method when accurate chemistry data justify it.
Mixing bought clinker into the denominator without disclosure
Problem: Cement output includes purchased clinker while direct plant emissions are divided only by internally produced clinker.
Correction: State how purchased clinker is treated and use a denominator consistent with the reported boundary.
Overstating biogenic content
Problem: An uncertain waste-fuel composition is assigned an optimistic biogenic share.
Correction: Use reliable composition evidence or a conservative fossil/biogenic split, and preserve the supporting analysis.
Double counting fuel ash
Problem: Carbon in fuel ash is counted once as fuel and again as raw material.

Pick the symptom - the matching free tool is one click away.
Correction: Under the detailed input approach, remove the organic portion already counted as fuel and account for the remaining inorganic carbon only.
Comparing unlike intensities
Problem: A clinker-only direct indicator is compared with a cement value that includes purchased electricity and grinding.
Correction: Align boundary, scope, denominator, on-site-power treatment and method before comparing.
