1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsNuclear construction material traceability is a controlled chain of identity, requirements, evidence, status and records. A heat number, batch code, part number or serial number must remain linked to the applicable specification, purchase order, supplier certifications, inspections, tests, nonconformance decisions and installation record from receipt through turnover. Build that chain under the project’s approved quality-assurance (QA) program; no generic checklist or software system can replace the project’s governing requirements.
Start with the requirements that govern this project
Traceability begins before procurement. Establish which rules apply to the facility, system, component and activity, then make those rules visible in procurement and construction documents.

- Identify the jurisdiction and regulator. In the United States, NRC Appendix B to 10 CFR Part 50 applies to activities affecting safety-related plant equipment. The licensee’s approved QA program and license commitments determine how Appendix B is implemented.
- Identify the applicable design specifications, drawings, code edition, material standards, seismic or environmental classifications, inspection plans and acceptance criteria.
- Translate those requirements into the purchase order, supplier quality clauses, approved procedures, inspection and test plans, hold points and records lists.
- Confirm the required retention period, record format, approval authorities and turnover package with the project quality organization. The cited guidance does not establish one retention period for every project or material category.
ASME NQA-1 is one relevant consensus framework. The IAEA’s TE-1910 listing of NQA-1 (2017) criteria includes procurement-document control, document control, purchased material control, material, part and component identification, handling, storage and shipping, inspection and test status, nonconforming items and QA records. Verify the edition and scope adopted by the project rather than treating NQA-1 as automatically applicable.
Choose the correct identity level for each material
Traceability is only useful when the identity level matches the governing specification. Do not impose a single numbering scheme on every item.

| Identity level | Typical use | Evidence that should remain linked |
|---|---|---|
| Piece or item | Fabricated components, valves or fittings with individual identification | Item number, drawing, material grade, inspections, tests and installation location |
| Heat | Metal products produced from one melt, such as plate, pipe or forgings | Heat number, grade, dimensions, mill certificate or material test report (MTR), examinations and receiving acceptance |
| Batch or lot | Products made or tested as a defined production group, including some consumables and coatings | Batch or lot number, manufacturer certificate, shelf-life or test data, storage conditions and usage record |
| Part number | Commercial or engineered parts controlled by a catalog or design definition | Part number, revision, supplier, purchase-order line, certificate and configuration record |
| Serial number | Individually serialized equipment or instruments | Serial number, model, calibration or test records, inspection status and final location |
The IAEA-hosted presentation on the 18 criteria of ASME NQA-1 gives grade, heat, batch, lot, part and serial number as examples of identification, together with the applicable specification and specified inspection, test or other records. The governing specification decides which of these identifiers is mandatory and whether substitution or mixing is permitted.
Build a traceability chain from requirement to installed item
A reliable chain lets an auditor move in either direction: from a requirement or purchase-order line to the installed item, and from a material mark in the field back to the requirement and objective evidence.
- Requirement: identify the design specification, drawing, code paragraph, material grade, service classification and acceptance criteria.
- Procurement: assign the purchase order and line item, supplier, approved manufacturer, required certificates, inspection points and document-submittal obligations.
- Supplier evidence: obtain the MTR, certificate of conformance, test reports, examination reports, heat-treatment charts, calibration evidence or other records required by the procurement specification.
- Receipt: record the received quantity, physical condition, markings, dimensions, shipping documents, certificate identifiers and inspection result. Resolve discrepancies before release.
- Storage and issue: preserve the identifier, status and required environmental or packaging controls. Record transfers, cuts, spools, kitted parts or other transformations that could break the identity chain.
- Construction: link the material identifier to the fabrication traveler, weld map, installation record, work package, inspection and test reports and approved changes.
- Disposition: connect accepted, rejected, repaired, reworked or conditionally accepted status to the authorized nonconformance record and final decision.
- Turnover: compile the approved records so the owner can retrieve evidence by item, system, location, drawing, purchase-order line or record number.
A certificate alone does not prove that every project requirement was met. The receiving or quality organization must compare the certificate with the purchase order, specification and approved acceptance process.

How to trace a heat number to a material test report
Use a controlled verification sequence rather than relying on a filename or a supplier’s statement.
- Read the physical heat mark on the plate, pipe, forging or other product. Photograph or transcribe it according to the project procedure.
- Match the heat number to the MTR identifier and confirm that the document is for the same manufacturer, product form, grade, dimensions and quantity.
- Check the MTR against the purchase-order line and material specification: chemical composition, mechanical properties, heat treatment, testing, examination and applicable code edition.
- Verify required signatures, certifications, revision or issue information and any independent inspection or source-surveillance records specified by procurement.
- Record the acceptance decision in the receiving inspection report, including the document number and the controlled location of the MTR.
- If the material is cut, re-marked, spooled or divided, preserve a parent-to-child relationship. The new piece or spool identifier must point back to the original heat and MTR.
- Place any mismatch, illegible mark, missing certificate or out-of-tolerance result into the approved nonconformance process. Do not erase, overwrite or “correct” the supplier record informally.
For welding materials, coatings, gaskets or other lot-controlled products, use the applicable batch or lot identifier and record storage, expiration, conditioning and issue controls required by the specification.

What documents should accompany nuclear construction material?
The exact package depends on the item and procurement classification. A practical document list is below; the purchase order and approved QA procedures control what is actually required.
| Lifecycle point | Records commonly linked to the material identifier | Control question |
|---|---|---|
| Design and procurement | Approved drawings, specifications, design changes, purchase order, line item, supplier approval and inspection plan | Does the procurement package state the grade, identification, tests, documents and acceptance criteria? |
| Supplier manufacture | MTRs, certificates of conformance, test and examination reports, heat-treatment records, process certifications and source-surveillance reports | Were records produced by an approved source and reviewed against the purchase requirements? |
| Receipt | Packing list, bill of lading, receiving inspection report, quantity and dimensional checks, condition photographs and status label | Can the received item be identified and its condition and acceptance status distinguished? |
| Storage and issue | Location history, environmental checks, preservation logs, shelf-life checks, transfer or issue records and identity-transfer records | Was identity retained while the item was moved, repackaged, cut or issued? |
| Fabrication and installation | Travelers, weld maps, welder or operator qualifications where applicable, inspection and test reports, torque or alignment data, and installation location | Can the installed item be tied to the accepted material and current drawing or work instruction? |
| Changes and discrepancies | Requests for information, approved changes, nonconformance reports, corrective action, repair or rework procedures and disposition approvals | Is the effect of a change or discrepancy evaluated and authorized by the responsible organization? |
| Turnover and retention | As-built drawings, final data books, indexes, release records, test packages and electronic-record metadata | Can an authorized user retrieve a complete, legible and durable record later? |
IAEA procurement guidance identifies vendor material and test records and material traceability as supply-chain subjects. Use that principle to define supplier submittals, but do not assume every listed record is mandatory for every item.
Control documents, revisions and distribution
Traceability fails when the evidence is correct but the wrong revision was used. Document control should make the current, approved information available where work occurs and prevent superseded information from being mistaken for current direction.
- Assign a unique identifier and revision or issue to specifications, drawings, procedures, inspection plans, forms and reports.
- Require review and approval by defined authorities before release. Record the approval and effective date.
- Control distribution to suppliers, inspectors, construction teams and records personnel. Withdraw or clearly mark superseded copies.
- Cross-reference associated documents, such as the drawing revision used for an inspection report or the procedure revision used for a test.
- Record the effect of changes on material acceptance, inspection points, installed configuration and turnover records.
- Provide retrieval by identifier, revision, item, system, location and purchase-order line where practical.
NRC Appendix B identifies document control and QA records as explicit QA criteria. NRC guidance on electronic QA records explains accepted practices but does not supersede commitments already made in the licensee’s QA program description.
Maintain identity and status from receipt through installation
Receiving
At receipt, compare markings, quantities, dimensions, packaging and condition with the shipping and procurement documents. Apply a status that personnel can understand under the project procedure, such as pending inspection, accepted, rejected or released for a defined use. Segregate or otherwise control material that cannot be accepted.

Storage and preservation
Keep the original mark legible and use a controlled supplemental identifier when the shape, coating or packaging makes the mark vulnerable. Record storage location and preservation checks. Environmental limits, desiccant, corrosion protection, cleanliness, shelf life and packaging requirements come from the item specification and project procedure.

Inspection, testing and installation
Show the material identifier and applicable drawing or specification on inspection and test reports. Identify hold points and witness points, record results and link failed results to the nonconformance process. At installation, capture the final location, orientation or component designation required for configuration control.
IAEA’s NQA-1 criteria separately address handling, storage and shipping; inspection, test and operating status; nonconforming items; and QA records. Treat those as connected controls rather than as a single label on the item.
Use a requirements traceability matrix as an index, not as the evidence
A requirements traceability matrix can connect each requirement to the responsible plan, procedure, record and evidence of fulfilment. Useful columns include:

- Inspection, test, certificate or approval record number
- Acceptance status, nonconformance reference and disposition
- Record location, retention class and final turnover package
Use the matrix to find gaps and guide audits. It must not replace the approved procedure, original test data, signed inspection report or controlled source record. IAEA material describes matrices as a common approach for simple systems and cautions that they can become impractical as complexity grows; formal requirements-management tools may be more appropriate for large, highly interconnected projects.
For test and inspection documentation, give each approved procedure a unique identifier, cross-reference associated documents and control its distribution. IAEA commissioning guidance also calls for identifying information needed for permanent records and tabulating data and test results. Apply those concepts to construction materials only where the project procedure makes them applicable.

A spreadsheet can be adequate as an index for a small, stable scope only when surrounding QA controls address approval, revision, access, backup, audit trail and source-record retention. A formal document or quality-management system may be justified when many suppliers, locations, revisions, interfaces, status states or turnover packages must be coordinated.
| Control objective | Spreadsheet or matrix approach | Formal controlled system |
|---|---|---|
| Revision and approval | Requires disciplined check-in, approval logs and protection against uncontrolled copies | Usually provides configured workflows, permissions and revision history; verify that they meet the QA program |
| Identity-to-evidence links | Flexible for a limited number of items, but vulnerable to broken references or duplicate entries | Can enforce relationships among items, certificates, tests, drawings and locations |
| Search, retrieval and audit trail | Depends on naming conventions, indexing and manual change history | Can provide indexed search and event history when configured and validated |
| Status and nonconformance | Often requires separate controlled logs and careful reconciliation | May link inspection status, holds, nonconformance and disposition in one workflow |
| Electronic records and retention | Requires documented backup, format, access and migration controls | Can support configured retention and preservation, but the project remains responsible for compliance |
| Permissions and work-location access | Simple sharing can create unauthorized edits or expose obsolete copies | Role-based access and controlled distribution may reduce that risk |
| Scale and complexity | Practical for a bounded scope with few relationships | Better suited to large, multi-contractor or long-duration projects if validated and integrated |
Select the method that fits the approved QA program, project scale, record volume, supplier network and work-location needs. The cited authorities do not identify a particular commercial platform or establish that one category is universally acceptable.

Test retrieval using realistic searches: heat number to MTR; purchase-order line to all supplier records; installed location to material and inspection evidence; and nonconformance number to the affected items and final disposition. A record that exists but cannot be located, opened or interpreted when needed is not an effective QA record.
NRC RIS 00-018 provides guidance on managing QA records in electronic media while noting that existing QA-program commitments remain controlling. Configure electronic controls around those commitments rather than adopting a generic records policy.
Common failures and controlled responses
- Heat number and certificate do not match: place the material on hold, verify whether a transcription or shipment error occurred, document the investigation and obtain an authorized disposition. Do not edit the certificate.
- Marking is illegible or lost: segregate the item, use objective evidence to establish identity only under an approved procedure and re-mark with an authorized, documented method.
- Supplier document is missing a required test or approval: identify the unmet procurement requirement and obtain acceptable evidence or process a nonconformance; do not release by assumption.
- Material status is unclear: restore visible status control, reconcile the receiving and storage records and prevent use until the approved decision is documented.
- Superseded drawing or procedure was used: determine affected items and activities, evaluate the technical impact, document corrective action and update the record set.
- Spreadsheet links or indexes are broken: reconcile the index to controlled source records, protect formulas and permissions, and consider a more formal tool if the failure reflects scale rather than an isolated mistake.
- Nonconforming material was mixed with accepted stock: identify all potentially affected items, segregate or otherwise control them and complete the approved evaluation and disposition.
Audit and implementation checks
Use these checks during readiness reviews, supplier audits, receiving audits and turnover verification:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Can personnel retrieve a record from the material identifier and trace from a requirement or purchase-order line back to the item?
- Does every controlled record show its identifier and revision, required approval and relationship to the applicable specification or acceptance evidence?
- Were supplier records checked against procurement requirements, with discrepancies entered into the approved nonconformance and disposition process?
- Is identity preserved through storage, handling, cutting, fabrication and installation?
- Can personnel distinguish accepted, pending-inspection and nonconforming status as required by procedure?
- Are electronic records controlled under the licensee’s current QA commitments and retention arrangements?
- Is the matrix or software formality proportionate to system and project complexity?
These checks support implementation; they do not replace a licensed project procedure, regulator-approved acceptance criterion or responsible quality organization’s decision.
Define ownership before work starts
Assign responsibility for each handoff. Procurement should state requirements and supplier deliverables; suppliers should create truthful, legible evidence; receiving should verify identity and condition; materials control should preserve status and storage; construction should maintain parent-child links and installation records; quality assurance should approve procedures, audits and dispositions; records management should preserve and retrieve the final set.
Review the controls at contract award, first receipt, major material transformation, pre-installation release and turnover. Those gates expose broken links while correction is still possible, rather than after evidence has been dispersed among suppliers, field files and obsolete electronic copies.
