Saudi Human Resources and Social Development (HRSD) issued a 2021 procedural guide for preventing harm from direct sun and heat stress. National Center for Occupational Safety and Health (NCOSH) materials also identify a ministerial prohibition on work in direct sunlight during specified periods. For dust, wet methods, local exhaust, enclosed equipment, traffic controls and monitoring should be designed before relying on worker-worn PPE.
The procedures below are suitable for contractors, subcontractors and site managers. Confirm the current direct-sun schedule and any client, municipality or project-specific requirements for the site’s Saudi jurisdiction before mobilizing crews.

Start with the Saudi requirements and a site-specific risk plan
Saudi HRSD’s Procedural Guidelines for Occupational Safety and Health for preventing the effects of direct sun and heat stress was issued in 2021. Its purpose is to prevent the adverse effects of working in hot environments. NCOSH materials list a ministerial prohibition on work under direct sunlight during specified periods. The materials do not establish one permanent timetable for every project, so the site team must check the current ministerial instruction that applies to the location, season and activity.
Do not treat the direct-sun restriction as the whole heat program. A compliant plan still has to address workload, weather, acclimatization, shade, drinking water, recovery, training, emergency response and records. Dust controls likewise begin with a task and material assessment rather than a blanket instruction to wear masks.

- Map concrete, masonry, stone, sand and soil that may contain respirable crystalline silica.
- Mark cutting, drilling, crushing, grading, demolition, excavation, loading and unloading points.
- Draw haul routes, unpaved roads, stockpiles, vehicle exits and areas where settled dust can be re-aerosolized.
- Determine whether equipment cabs are enclosed, maintained and capable of being kept positively pressurized where the design or applicable requirement calls for it.
Build the heat-management playbook before work starts
Schedule high-risk tasks around restricted periods
Use the current direct-sun prohibition as the first scheduling constraint. Move heavy manual work and other high-exertion activities to cooler periods whenever practicable. Plan deliveries, inspections, lifting and equipment moves so that workers are not left waiting in direct sun. If a task must occur during a restricted period or during unusually severe conditions, stop and obtain the required project-level decision rather than quietly continuing.
Publish the day’s heat plan at the site entrance and during the toolbox briefing. It should show the work windows, shaded recovery locations, planned breaks, water points, supervisor assignments and the stop-work process. Update it when weather, workload or crew composition changes.
Provide shade and planned recovery
Place shaded rest areas close enough to the workface that workers will actually use them. Shade should protect workers from direct solar radiation and be large enough for the crew’s planned recovery periods. Schedule recovery breaks before workers show symptoms; do not make a worker request every break individually. Rotate people away from the most strenuous or radiant tasks while preserving adequate staffing and supervision.
Inspect shade structures at the start of each shift. Secure them against wind, keep access clear and prevent them from becoming a trip or vehicle hazard. Where a task changes location, provide mobile shade or move the recovery point with the crew.
Make cool potable water continuously available
Provide potable drinking water at or near each active work area and keep it available throughout the shift. Assign a person to check supplies, clean dispensing equipment and replenish water before a point runs dry. Saudi HRSD information also requires employers to provide potable and washing water; include washing facilities in the same inspection system.
Do not rely on a single tank or a distant welfare unit. Map every water point, provide a backup for equipment failure and record inspections and replenishment. Supervisors should remind workers to drink during the shift rather than waiting until they feel unwell.

Acclimatize workers and train supervisors
Introduce new and returning workers to heat gradually. Match the initial workload and exposure to their acclimatization status, then increase it under supervision. The site induction should explain the work schedule, shade locations, water points, break signals and the right to stop for symptoms.

Train workers and supervisors to recognize heat exhaustion and heat stroke. Use a buddy system so that a person who becomes confused, weak, unsteady or otherwise unwell is noticed quickly. Supervisors must be empowered to stop the task, move the affected worker to a cooler location, start first aid and escalate for medical transport under the site emergency plan.
Define emergency response and records
Write a heat-emergency procedure with named roles for first aid, cooling, notification, transport and access for emergency services. Practice the procedure with the crews that work farthest from the site gate. Keep routes clear and identify the nearest point where an ambulance or other transport can reach the worker.
Record heat symptoms, first-aid cases, near misses, work stoppages, weather conditions, break schedules, water inspections and corrective actions. Saudi HRSD information also calls for medical examinations for workers exposed to listed occupational diseases. Coordinate those examinations and retain the required records through the project’s occupational-health process.
Choose clothing and PPE without adding unnecessary heat
Use breathable, sun-protective workwear that remains compatible with helmets, eye protection, gloves, high-visibility garments and other required PPE. Avoid adding layers or equipment that are not needed for the task. Check whether a respirator, face shield or chemical-resistant garment is increasing heat load, and compensate with scheduling, shade and recovery rather than removing required protection.

Wet cutting and drilling
Apply water directly where the tool contacts concrete, masonry or stone. Use wet-cutting or wet-drilling equipment, hoses, water trucks, nozzles or another approved suppressant system. Flow must be sufficient to prevent visible dust; a dry blade with an occasional splash is not an effective control.
Inspect hoses, pumps, nozzles and connections before the shift. Keep water aimed at the generation point, not several metres away. Prevent runoff from creating slip, electrical or traffic hazards, and plan drainage so that dust control does not contaminate work areas or overload the site’s water system.
Capture and isolate dusty processes
Use local exhaust ventilation, tool-mounted extraction and suitable dust collectors where wet methods are impracticable or insufficient. Enclose crushers, transfer points and other fixed sources where feasible. Keep doors, seals and filters in serviceable condition; a collector that is disconnected, full or leaking is not a control.
Recommended Free Tools
Keep heavy-equipment cabs enclosed and maintained. Where specified by the equipment design or applicable requirement, use a positively pressurized cab with effective filtration. Keep doors and windows closed while operating in dusty zones, and repair damaged seals promptly.
Control roads, vehicles and track-out
Stabilize exposed surfaces and use water or an approved dust suppressant on unpaved roads and active traffic areas. Limit vehicle speeds on unpaved roads to the site’s posted limit and the applicable authority’s requirement. Lower speed reduces the disturbance of settled material and gives water or stabilizer time to work.
Install tire-washing systems at exits where vehicles can carry soil onto public roads. Keep the wash system maintained, provide a safe route through it and inspect the exit for track-out. Sweep or wash contaminated paved areas using a method that does not create a new airborne-dust problem.

Manage crushers, stockpiles and high-risk zones
Equip crushers with spray systems and direct the spray to feed, discharge and transfer points. Control stockpile drop heights where possible and keep exposed piles stabilized or otherwise managed for the site conditions. Separate high-dust operations from offices, welfare units and pedestrian routes.
Riyadh’s procedure dated 19 February 2026 specifically includes dust stabilizers, speed limits on unpaved roads, tire-washing systems, crusher spray systems and real-time air-quality monitoring in high-risk projects. It also emphasizes water conservation. Design the control system to use water where it has the greatest effect, repair leaks quickly and consider approved stabilizers or enclosure where repeated watering would waste water or fail in wind.
Housekeeping without re-aerosolizing dust
Remove settled dust before it becomes airborne again. Prefer wet cleaning or a suitable vacuum equipped for the material and task. Do not use dry sweeping, compressed air or leaf blowers where they would put respirable particles back into the breathing zone. Empty collectors and waste containers using a method that keeps the captured dust contained.
When an N95 respirator is appropriate
Respirators are supplemental PPE, not a substitute for wet methods, extraction, enclosure or traffic control. For residual particulate exposure, OSHA identifies NIOSH-certified filtering facepieces with an assigned protection factor of at least 10 in applicable conditions. An N95 can therefore be part of the solution when the hazard is particulate and the selected respirator is appropriate for the measured or expected exposure.
OSHA’s construction silica standard, 29 CFR 1926.1153(c)(2), states: “When implementing the control measures specified in Table 1, each employer shall:” The standard is a United States rule, so its legal application to a Saudi project depends on the contract, client requirements and governing jurisdiction. Use it as a technical reference only where the project adopts it or another applicable requirement calls for it.
Set up a respiratory-protection program
- Confirm that engineering and work-practice controls are installed, operating and maintained.
- Characterize the remaining particulate hazard and select a NIOSH-certified respirator or higher level of protection that matches the task and program requirements.
- Arrange the required medical evaluation before a worker is assigned to wear a respirator.
- Perform fit testing for the selected tight-fitting facepiece and repeat it when the applicable program requires, including after a change in model, size or facial characteristics.
- Train workers on donning, seal checks, cleaning, storage, limitations and the signs that a control has failed.
- Keep compatible eye, head and hearing protection from breaking the face seal. Facial hair or other conditions that prevent a seal require a different approved solution.
A nuisance-dust mask chosen without fit, selection and training controls does not demonstrate that respirable silica is controlled. Conversely, issuing an N95 while allowing visible dust from an uncontrolled saw, crusher or haul road leaves the primary hazard in place.

Compare control options before choosing equipment
| Control option | Where it acts | Silica and particulate use | Water demand | Maintenance and verification | Production and traffic considerations |
|---|---|---|---|---|---|
| Wet cutting, drilling or spraying | At the dust source | Strong when water reaches the generation point and flow prevents visible dust | Continuous or repeated demand; plan for Saudi water availability and conservation | Inspect pumps, hoses, nozzles, drainage and runoff | May affect electrical safety, footing, visibility and curing; coordinate with the work sequence |
| Local exhaust and dust collection | Captures dust before it enters the work area | Suitable for tools and fixed sources when correctly sized and connected | Low water demand | Filters, seals, ducts and collection containers require inspection and servicing | Can require power, space and planned connection points |
| Enclosure or pressurized cab | Separates workers from the dusty atmosphere | Useful for operators and fixed processes when doors, seals and filtration remain effective | Low water demand | Check seals, doors, filters, pressure and cab cleanliness | Supports production but can fail when doors are left open or equipment is poorly maintained |
| Road stabilization, speed control and tire washing | Prevents traffic-generated dust and track-out | Important for nuisance dust and silica-bearing soil or aggregate on roads | Water or approved stabilizer; tire washing adds a managed water stream | Inspect road condition, signs, wash equipment and public-road cleanliness | Can slow haul cycles; design safe bypasses and queue space |
| Respirator | Protects the individual from residual airborne particulate | Use only after source controls, with the required certification, fit and program | No process water | Medical evaluation, fit testing, training, inspection, storage and replacement | Can add heat, breathing resistance and communication difficulty |
Use a commissioning and daily-verification workflow
- Before mobilization: identify heat tasks, dust materials, direct-sun restrictions, traffic routes, water sources, shade locations, emergency access and the responsible supervisors.
- Before each shift: brief the crew on work windows, breaks, water, shade, symptoms, dust controls, respirator requirements and stop-work authority.
- During setup: test wet-cutting flow, extraction, crusher sprays, cab seals, road stabilizer, speed signs, tire washing and monitoring equipment before production begins.
- During work: observe whether water reaches the source, whether visible dust escapes, whether cabs remain closed, whether workers use recovery areas and whether water is available at every active face.
- When conditions change: pause and reassess after a wind event, equipment failure, water shortage, route change, new material, unusual heat or a crew change.
- At shift end: clean with wet methods or suitable vacuums, secure dust waste, inspect controls, replenish water, record incidents and correct defects before the next shift.
Monitoring, measurements and records that prove the controls work
Use direct observations and, where required for a high-risk project, real-time air-quality monitoring to verify that controls remain effective. Riyadh’s 2026 procedure calls for real-time monitoring in high-risk projects; define alarm, response and recordkeeping rules before installing the instrument. A monitor is not a control by itself: it tells the team when source controls, enclosure, traffic management or work scheduling need correction.
Keep a daily heat log containing the work schedule, restricted-period decision, shade and water inspections, breaks, acclimatization status, training and any symptoms or stoppages. Keep a dust log containing material and task assessments, wet-method checks, extraction and filter maintenance, cab inspections, road and tire-wash checks, crusher sprays, monitoring results, respirator records and corrective actions.
Review records at the supervisor and project-manager level. Repeated visible dust, empty water points, failed pumps, open cab doors, missed breaks or recurring symptoms indicate a system problem, not an individual-worker problem. Correct the source, revise the plan and document who verified the fix.

Troubleshoot common failures
Workers are still hot despite water and breaks
Check whether the work is occurring during a restricted direct-sun period, whether the recovery area is actually shaded, whether the task workload is too high and whether new workers were acclimatized. Move high-exertion work to a cooler period, increase supervision and stop the task for anyone with symptoms. Follow the site emergency procedure for first aid, cooling and transport when symptoms are severe or worsening.
Wet cutting produces a visible plume
Stop and inspect nozzle alignment, flow, pump pressure, blocked lines and blade condition. Confirm that water reaches the point of contact throughout the cut. Add local extraction or enclosure if wet control alone is insufficient, and prevent other workers from entering the plume while the fault is corrected.
Dust appears inside an equipment cab
Check that doors and windows close, seals are intact, filters are installed and the pressurization system operates. Clean the cab with a suitable vacuum or wet method, not compressed air. Keep the operator out of the dusty area until the cab is restored or another effective control is provided.
Water is scarce or runoff creates hazards
Prioritize water at the generation point, repair leaks, use correctly aimed nozzles and consider an approved stabilizer or enclosure where repeated watering is ineffective. Manage drainage and electrical interfaces so dust suppression does not create slips, standing water or equipment damage. Riyadh’s 2026 procedure specifically requires attention to water conservation, so record consumption and corrective actions.

Then verify the residual exposure and administer the respiratory-protection program, including medical evaluation, fit testing and training where required.
Responsibilities by role
- Project manager: provide resources for shade, water, engineering controls, monitoring, maintenance and emergency transport; confirm the applicable Saudi and client requirements.
- Site safety professional: maintain heat and dust assessments, training, inspections, respirator-program records, incident reviews and corrective actions.
- Supervisors: enforce work windows and breaks, observe symptoms, keep controls operating and stop work when conditions are unsafe.
- Equipment and maintenance teams: maintain pumps, nozzles, collectors, filters, cab seals, pressurization, tire washers, sprays and monitoring instruments.
- Workers: use shade and water, follow wet-method and traffic instructions, wear assigned PPE correctly, report symptoms or failed controls and stop when directed.
A Saudi construction site is ready to work when the direct-sun schedule has been checked, high-exertion tasks are timed and supervised, shade and potable water are available, workers understand symptoms and emergency actions, dust is controlled at cutting, drilling, crushing and traffic sources, and any remaining particulate exposure is covered by a documented respiratory-protection program. That combination protects people more reliably than a stand-alone mask or an informal midday break.
