Choose care-home flooring room by room, not by material name. Start with each space’s spill and wet-cleaning exposure, resident mobility and vision, wheeled traffic, contamination risk and cleaning products. Then require product evidence for cleanability, slip performance in the conditions that actually occur, wear resistance, chemical compatibility and installation details such as sealed joints and floor-to-wall coving. Have the proposed specification reviewed by the home’s infection-prevention, facilities, cleaning and safety leads before ordering.
Why a single “best” care-home floor does not exist
A bedroom, corridor, entrance, kitchen and assisted bathroom place different demands on a floor. A quiet bedroom may need a different balance of comfort, glare control and spill response than a wet room or a busy dining route. UK adult social-care refurbishment guidance therefore focuses on performance: finishes should be resilient and readily cleanable, and flooring should be slip resistant and easily cleaned.

NHS England technical flooring guidance (HBN 00-10 Part A, published in 2013) likewise says to assess the environment, contamination, appearance and performance before specifying a new or replacement floor. It does not identify one material, price, service life or slip rating that is right for every care-home room. Product data and a site-specific risk assessment are more reliable than a universal recommendation.

Begin with a room-by-room risk map
Record the practical conditions before comparing samples. Include ordinary use and foreseeable exceptional events such as a bodily-fluid spill, a leaking appliance or a deep-clean closure.
| Space | Questions to record | Specification emphasis |
|---|---|---|
| Resident bedrooms | How often are drinks, food or continence-related spills likely? Are residents using walkers, wheelchairs or hoists? Do patterns or reflections confuse residents? | Cleanable surface, comfortable and stable transitions, controlled glare, adequate wear resistance and repairability. |
| Corridors and communal routes | What is the peak wheeled and pedestrian traffic? Are residents moved between different floor finishes? Where will equipment turn or park? | Traffic durability, clearly identifiable transitions, slip performance for tracked-in moisture, and detailing that does not trap dirt. |
| Entrances | How much rain, grit and de-icing residue enters? Can a matting zone be kept flat, clean and secure? | Slip resistance in contamination-prone conditions, robust wear layer, drainage and a transition that does not create a trip. |
| Kitchens and servery areas | Which oils, food residues, detergents and disinfectants are present? How frequently is the floor wet-cleaned? | Evidence for wet and contaminated slip conditions, chemical compatibility, sealed joints and a cleaning method that leaves the surface dry. |
| Bathrooms, assisted bathrooms and wet rooms | Where does water spread? Are residents or staff barefoot? How are falls and emergency access managed? | Slip resistance appropriate to wet use, water-ingress protection, sealed or welded seams, coving where specified, and safe access while cleaning. |
| Clinical or treatment areas | Is the space subject to healthcare-style contamination controls or frequent body-fluid spills? | Smooth, cleanable, wear-resistant flooring with hygienic joints and edges; apply clinical guidance only where the local risk assessment says it fits. |
For every room, note traffic intensity, likely contaminants, wet-cleaning frequency, resident mobility and vision needs, fixed fittings, thresholds and access for future repairs. This record becomes the brief against which suppliers’ claims are checked.
Specify cleanability as a system, not a marketing adjective
Surface, seams and edges
“Easy clean” describes the installed assembly, not just the top surface. Dirt and moisture can remain at open seams, damaged edges, penetrations, loose thresholds or an unsealed wall junction even when the field of the floor is smooth.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →NHS England HBN 00-09, written for healthcare built environments, recommends seamless and smooth, slip-resistant, easily cleaned and appropriately wear-resistant flooring in the clinical areas it covers. It recommends coving at the wall junction and welded or sealed joints to limit dirt accumulation and water ingress. It cautions against wood and flooring with unsealed joints in those clinical areas. Confirm whether the same level of detailing is required in each care-home room rather than applying the hospital guidance automatically.
Transitions and penetrations
Ask the installer to show how thresholds, changes in material, drain surrounds, pipe penetrations, corners and the perimeter will be finished. A transition must resist movement and moisture while remaining clearly visible and flush enough for walkers, wheelchairs and cleaning equipment. If a level change is unavoidable, make it identifiable to residents who have impaired vision and check it with the safety lead.
Substrate and repairability
A durable finish can fail early if the substrate is damp, uneven or inadequately prepared. Put substrate moisture checks, preparation tolerances, seam treatment, curing time and handover records in the installation scope. Request the manufacturer’s repair method and the process for replacing a damaged section without leaving an unhygienic edge or an abrupt visual change.
Match slip resistance to real wet and contaminated conditions
HSE guidance for health and social care says to use slip-resistant flooring in bathrooms, kitchens and places where contamination cannot be effectively controlled. The relevant question is not whether a product has a single impressive number; it is what evidence supports its performance in the actual dry, wet or contaminated conditions, with the cleaning regime and footwear that will be present.

- Ask for the test method, test surface condition and whether the evidence represents wet, soiled or contaminated use.
- Check that a more textured surface can still be cleaned effectively; roughness that holds soil is not a substitute for a managed cleaning system.
- Consider tracked-in rain, food oils, soap, body fluids and detergent residues separately rather than treating “wet” as one condition.
- Review areas where residents stand up, turn, transfer or are assisted, since a slip risk can be consequential even when the floor is only briefly wet.
Cleaning itself can create a temporary hazard. HSE advises restricting access to damp floors until they are dry, spot-cleaning localized contamination and segregating areas during traditional mopping. Plan barriers, warning signs, alternative routes and staffing so that a wet-cleaning operation does not expose residents to an avoidable slip.
Check compatibility with the home’s actual cleaning regime
Before approving a finish, give the supplier the detergents, disinfectants, dilution ranges, contact times, water temperature, equipment and maintenance products used or planned in the home. Obtain written confirmation that the surface, seams, adhesive and finish tolerate those agents and methods. NHS flooring guidance calls for material compatibility with likely cleaning agents and for cleaning and maintenance to be considered during design.
Routine and periodic work
Ask the cleaning team to describe a normal shift, a spill response, a scheduled deep clean and a repair shutdown. The answer should identify who cleans, how often, with which product, at what dilution, and how the area is reopened. NHS Scotland’s care-home infection-prevention manual recommends schedules that state responsibilities, frequencies and methods, with staff following manufacturer instructions.
That manual also says flooring in poor repair can harbour microorganisms in cracks or crevices. It recommends maintaining a clean, dry environment and keeping finishes in good repair. In its care-home context, routine environmental disinfection is not recommended; disinfection is used for sanitary fittings. Follow the home’s current local protocol and product instructions, because a clinical room or an outbreak response may require a different control.

Specify how long a wet-cleaned area may remain closed, where residents will be redirected and how staff will verify that it is dry. Fast drying is a useful performance objective in UK adult social-care guidance, but obtain product- and process-specific information rather than assuming any particular floor dries at a guaranteed rate.
Protect residents from visual and movement hazards
HSE notes that surface changes can cause stumbles or slips, particularly for people with impaired vision or mobility. Evaluate every junction between products, including doorways, lift lobbies and temporary repair patches. A transition that is technically level can still be difficult to perceive if contrast, lighting or pattern makes its edge disappear.
Highly reflective materials may be a barrier for people with dementia, according to HSE guidance. Inspect full-size samples under the home’s real lighting, not only under a showroom’s lights. Look for glare, mirror-like reflections, confusing directional patterns and colour changes that could be mistaken for a step, hole or wet patch. Involve residents or an appropriate representative where possible, and document the decision with the safety and care teams.

How to compare flooring products and materials
Compare candidate products against the same evidence checklist. A sheet format may reduce the number of seams compared with a modular format, but that is an engineering inference, not a verified universal finding. Either format can be unsuitable if its joints, edges, substrate or cleaning compatibility are wrong.
| Comparison axis | Evidence to request | Decision question |
|---|---|---|
| Room and exposure | Recommended-use statement, limitations and installation locations. | Does the product fit this room’s traffic, moisture and contamination profile? |
| Slip performance | Test standard, conditions, specimen construction and maintenance assumptions. | Does the evidence cover the conditions that staff and residents will encounter? |
| Cleanability and detailing | Joint, edge, cove, threshold and penetration details; cleaning instructions. | Can the installed assembly be cleaned without leaving reservoirs for soil or water? |
| Wear and repair | Wear classification or other technical performance data, warranty, repair procedure and spare-material advice. | How will damage be found, isolated and repaired while the home remains operational? |
| Chemical compatibility | Approved detergents, disinfectants, dilutions, contact times and prohibited products. | Will the proposed routine degrade the finish, seams or adhesive? |
| Resident experience | Visual sample, gloss or reflection information, transition details and accessibility review. | Is the route legible and comfortable for residents with mobility, vision or cognitive impairments? |
| Whole-life cost | Installation scope, preparation, routine and periodic maintenance, repairs, downtime and replacement assumptions. | What will the home spend and lose operationally over the floor’s useful period? |
Do not fill an evidence gap with a sales phrase. If a supplier has not stated a value or test condition, record it as “not stated” and ask for clarification before approval.
Use carpet only after a documented local assessment
NHS England HBN 00-09 says carpet should not be used in the clinical areas it covers, and says it may be considered in certain non-clinical areas only after a documented local risk assessment, infection-prevention involvement and a defined cleaning and maintenance programme. A care-home bedroom is not automatically a clinical area, so the hospital rule should not be copied without considering the resident, spill, infection and cleaning risks in that room.
Where frequent spillage or body-fluid contamination is foreseeable, verify that the proposed finish and its detailing can be cleaned and restored to service under the home’s procedures. If the answer depends on specialist equipment or a cleaning interval the home cannot deliver, the product is not easy-clean in practice.
Procurement checklist for a defensible specification
- Map the building. List each room and route, recording use, traffic, likely contaminants, wet-cleaning frequency, resident mobility and vision needs, fixed fittings and transitions.
- Bring the right people in early. Include the infection-prevention lead, facilities or specification lead, cleaning manager, care staff and resident-safety stakeholders. NHS flooring guidance emphasises infection-prevention involvement and risk analysis during design.
- Demand a complete technical pack. Obtain the product data sheet, slip-resistance evidence with test conditions, wear or performance classification, cleaning and disinfectant compatibility, maintenance instructions, applicable fire information and warranty terms.
- Write the detailing into the scope. Specify joints, perimeter coving where required, thresholds, transitions, access around fixed fittings, drain and penetration treatment, and protection against water ingress.
- Verify installation controls. Ask how substrate condition and moisture will be checked, how seams and edges will be inspected, what curing or handover conditions apply and what records the installer will provide.
- Test the cleaning plan. Have cleaning staff review daily, periodic and spill-response methods against the manufacturer’s instructions. Confirm who supplies products, measures dilution and releases an area after wet cleaning.
- Plan wet-work segregation. Define barriers, warning signs, alternative routes and drying checks for mopping, extraction or repairs. HSE warns that damp floors remain a slip hazard.
- Review a full-size sample in place. Check glare, pattern, contrast, wheeled movement and transitions under the home’s lighting and with representative equipment.
- Compare whole-life effects. Include preparation, installation, routine and periodic maintenance, repairs, resident relocation or route closures, and eventual replacement. Official guidance supports a lifecycle view but supplies no universal price or lifespan.
- Approve by room, then document exceptions. Keep the risk assessment, product evidence, agreed details, cleaning schedule and sign-off together so future staff know what may and may not be used.
Common selection mistakes and their remedies
Choosing one finish for the entire home
Problem: A product selected for a dry bedroom is carried into a wet room or entrance without checking exposure and slip evidence.
Remedy: Use the room map and approve products by use case, with a documented reason for each exception.

Ignoring joints and perimeter details
Problem: The field material is cleanable, but open seams, damaged edges or an unsealed wall junction collect soil or admit water.
Remedy: Put welded or sealed joints, coving where appropriate, thresholds and penetration details in the written installation scope.
Using a finish the cleaners cannot maintain
Problem: The approved detergent or disinfectant attacks the finish, or the required maintenance equipment is unavailable.
Remedy: Share the real chemical list and cleaning process with the manufacturer and have cleaning staff approve the routine before purchase.

Problem: Reflections or abrupt patterns are difficult for residents with dementia, low vision or impaired mobility.
Remedy: Inspect full-size samples in the actual lighting, assess transitions with residents’ needs in mind and select a visually legible route.
Assuming antimicrobial treatment proves infection control
Problem: An antimicrobial claim is treated as a substitute for cleaning, maintenance and repair.
Remedy: NHS England HBN 00-09 states: “Although a range of antimicrobial-impregnated products (such as surface coatings, paints and curtains) is available, there are, at present, no definitive data to support their efficacy in reducing HCAIs.” Treat such claims cautiously and require the ordinary performance and maintenance evidence.
Keep the guidance in its proper jurisdiction
UK adult social-care guidance, HSE advice and NHS Scotland’s care-home manual are the primary context for a UK care home. NHS England HBN 00-09 and HBN 00-10 Part A provide useful technical principles, but HBN 00-09 is written for healthcare built environments and clinical areas; check current revisions before relying on a 2013 document. Apply its detailing and material lessons through a local risk assessment rather than declaring every care-home room clinical.
CDC environmental-cleaning guidance is United States healthcare guidance, not a UK care-home rule. It describes routine patient-area floors as low-touch and generally recommends daily cleaning, with disinfection depending on higher-risk circumstances. It can provide context, but the home must follow its own jurisdictional requirements, outbreak procedures and infection-prevention policies.
What a good decision looks like
A defensible choice is one the home can clean, inspect, repair and explain. The file should show why the finish suits each room, what evidence supports slip and wear performance, which chemicals are permitted, how joints and transitions are built, who maintains the surface and how wet work is controlled. It should also record resident-experience checks for glare, contrast and movement.
No official source reviewed establishes a universal care-home flooring material, price, lifespan, fall-reduction figure or infection-reduction figure. Select against the building’s risks, obtain product-specific documentation and have the final specification reviewed locally before installation.
