You can reduce paper’s tendency to keep burning by using a flame-retardant product made for paper or by buying specialty treated paper. You cannot make an honest blanket promise that paper is “fireproof”: performance is limited to a particular product, paper, treatment, test and use. Treated paper is not a substitute for fire protection or a way to protect people, documents or property in a real fire.
Choose the right approach for the job
For a small craft or display project, a paper-specific treatment may be an option if the paper is compatible and the manufacturer’s directions cover your intended use. For production or industrial applications, buying treated paper or consulting the supplier may provide better-defined specifications. Neither choice establishes suitability for a building or public-use application without evidence for that exact use.

- Treat paper yourself: consider only a product whose manufacturer identifies paper or paperboard as a suitable substrate. Check whether your paper is coated or sealed, how to apply and dry the treatment, and whether the product’s test evidence matches the intended setting.
- Buy treated paper: ask the supplier for current technical documentation and the tested configuration. A product name such as “flameproof” is not, by itself, a safety guarantee.
Using a paper-specific treatment
Paper Seal Concentrate
Flame Seal describes Paper Seal Concentrate for paper and paperboard. Its manufacturer directs users to dilute it 1:1 with water for normal use, thoroughly wet the paper and let it dry. The manufacturer lists coverage of 300–400 square feet per gallon of diluted product for common applications; actual uptake depends on the paper and application. It says sealed or coated paper cannot be treated with this product and recommends testing a small sample for penetration and color fastness before treating the full item. These are the maker’s directions and claims, not independent verification of suitability for every paper or use. See the Paper Seal Concentrate product information.
Kiilto Fireproof P 60/150
Kiilto describes Fireproof P 60/150 for paper and carton weighing 60–150 g/m², applied by spraying or dipping. The manufacturer states an application amount of approximately 10% of the finished product’s weight and says treated product can achieve classification according to SFS-EN ISO 11925-2. The listed package sizes—115 kg and an IBC container—point to a specialist or industrial supply route, rather than a casual household treatment. Confirm current technical documentation for the exact paper and end use with Kiilto.

Kiilto Pro Fireproof I 20
Kiilto describes Fireproof I 20 as suitable for paper and cardboard when hydrophobic properties are not needed, with surface application for those materials. The product page primarily positions it for insulation material, so do not assume it is the right default for crafts or general paper treatment. Check its current documentation and intended-use guidance at Kiilto.
Buying specialty treated paper
Industrial flame-resistant grades
Paper Dimensions describes treated grades for uses such as spray-booth liners, masking and industrial finishing. The supplier says performance varies with grade, treatment, application and conditions, and that applicable flame-resistance documentation is available on request. Request the documentation for the specific grade and application rather than relying on a general product description: Paper Dimensions fire-resistant paper.

- Certified Class A fire retardant spray creates clear, dry, fire-resistant barrier that prevents the spread of flames.
- Verified Class A performance: SGS ASTM E84 testing of treated wood produced a Flame Spread Index of 15 and Smoke Developed value of 55, earning a Class A rating.
- NFPA 701 and California recognized: SGS testing of treated absorbent fabric passed NFPA 701-2019 Test Method 1; registered with the California State Fire Marshal under Title 19 for interior use.
- For absorbent materials: Treats unfinished wood, paper, cotton, fabric furnishings and other porous surfaces; not for painted, sealed, waterproof, polymer, nylon, silk or other nonabsorbent materials.
- Clear, water-based formula: Non-toxic and not classified as hazardous under OSHA HazCom 2012; dries clear and leaves little to no residue when properly applied.
Specialty “Flameproof Paper”
ITC lists a specialty flameproof paper in a 27–52 GSM range and describes food-grade and packaging claims. Its page says specifications may change and advises buyers to request the latest sheet. Treat “Flameproof” as the product name, not proof of universal protection or approval for a particular packaging use: ITC Specialty Papers.

Ask what was tested, how it was tested, and whether the evidence applies to the paper and installation you plan to use. “Fire-resistant” or “flame-retardant” does not describe performance independently of the product’s conditions and configuration.

- Straightforward application: Spray evenly on all sides or soak smaller items, allow 24 hours to dry and repeat as needed; one gallon covers up to 200 square feet, depending on absorption.
- Paper compatibility: confirm the paper type and weight are within the maker’s stated range. Check whether coatings, sealants, inks or other finishes affect treatment or performance.
- Application and drying: follow the named product’s instructions for dilution, coverage, application method and drying. A generic recipe is not established for all paper treatments.
- Water exposure: find out whether the test or documentation addresses water leaching. ASTM D777-97 describes methods for treated paper with and without water leaching; the presence of a test result does not mean every treatment remains effective after wetting.
- Test configuration: look for the exact paper, substrate, orientation, fixings and combination of materials represented by a classification or test report.
- Maintenance and jurisdiction: check whether performance depends on maintenance and which local requirements govern the intended application. UK government guidance is specific to its regulatory context.
What laboratory results do—and do not—show
ASTM D777-97 describes controlled laboratory methods for flame-treated paper and paperboard up to 1/16 inch (1.6 mm) thick, including procedures with and without water leaching. ASTM explicitly says the standard measures properties under controlled conditions and “should not be used to describe or appraise the fire hazard or fire risk” under actual fire conditions. ASTM labels D777-97 historical, so do not assume it is the current governing standard; check the publisher’s current catalog and the applicable jurisdiction: ASTM D777-97.
For building products, UK government guidance explains that reaction-to-fire classification is derived from multiple test standards and depends on the tested system, not just the material. Forms, fixings, orientation and substrates can matter, as can maintenance conditions. Designers should use the tested field of application rather than generalizing a result to a different installation: Approved Document B fire-safety FAQs.

When not to rely on a craft treatment
Do not use a home-treated sheet as evidence that a building finish, public display, packaging or other regulated application complies with local fire requirements. Do not test a treated sample with a household flame and treat the outcome as certification. For regulated construction or public-use settings, obtain the relevant test documentation and competent assessment for the actual installation. A paper treatment can reduce flame spread or continued burning under specified conditions; it cannot establish safety in a real fire.
