A low-cost decoration is not automatically safe: consider what could burn, detach, be chewed or swallowed, or get in someone’s way.
Choose decorations with hazards in mind
Start with decorations you already own or simple homemade materials, then consider how each item will be used and where it will sit. Paper, fabric, and other combustible materials should be kept well away from open flames. A material’s low cost or homemade status does not establish that it is flame-resistant.

For accessible displays, avoid designs that invite children or curious pets to mouth small pieces. The U.S. Consumer Product Safety Commission (CPSC) warns about choking hazards from small items and separable parts for young children; ASPCA and the American Kennel Club (AKC) also caution that pets may chew or swallow decoration components.

Use safer lighting for pumpkins and displays
Choose flameless lights where children or pets can reach
CPSC recommends flameless, battery-operated lights in jack-o’-lanterns and other places children can reach. This also avoids the open-flame risk of a candle in a pumpkin that a pet might knock over; ASPCA warns that lit pumpkins can burn pets, including kittens that get too close to a candle flame. A suitable search phrase is “battery operated flameless LED tea lights,” but no particular model is established as tested or endorsed by these recommendations.

If you use a candle, manage the flame
Keep candles away from combustible decorations and from spots where someone could brush against them. Never leave a burning candle unattended. In a household with children or pets, a flameless light is the more appropriate choice for an accessible display.
Keep small parts, batteries, and cords out of reach
Before setting out a decoration, check whether its small embellishments can come loose, whether batteries are accessible, and whether a child or pet can reach its wiring. Put detachable pieces, batteries, dangling accessories, and cords beyond reach; supervise pets around decorations. AKC identifies glow products, batteries, candles, and small decorative components as potential hazards to dogs if chewed or swallowed.

Avoid placing decorations that look like food or toys where a young child or curious pet could try to mouth them. Keep wires away from paws and chewing reach, and do not leave small components where they can be pulled off and swallowed.

Check strands before plugging them in
CPSC advises using decorative light strands tested by a recognized laboratory. Before use, inspect each strand for cracked sockets, frayed or bare wires, and loose connections; discard damaged sets rather than trying to use them. Do not overload extension cords.

Keep entrances and walking routes unobstructed
Arrange decorations so they do not block porches, steps, lawns, or walkways. Clear routes matter for trick-or-treaters and household members, especially where low light can make an obstacle harder to see.

If a pet is uncomfortable around visitors, ASPCA recommends keeping it in a comfortable room away from the front door during busy trick-or-treat activity. This reduces exposure to the commotion and keeps the pet away from decorations and cords near the entrance.

A quick placement check
- Lighting: Is there an accessible open flame? Replace it with a flameless battery-operated light where children or pets can reach.
- Combustibles: Are paper, fabric, or other combustible decorations near a candle? Move them well away from the flame.
- Small parts: Could an embellishment detach, or can a child or pet reach a battery, glow product, or accessory?
- Cords and access: Can a child or pet chew or pull a wire, or knock over a lit display?
- Condition and paths: Are light strands intact and tested, and are porches, steps, and walkways clear?
