Start with the area you are legally allowed to build, not the size of your Greater Noida plot. A defensible budget comes from a sanctioned or sanction-ready plan, a written specification, an itemised bill of quantities (BOQ), separate project-cost allowances and a visible contingency. A square-foot rate applied directly to plot area can be seriously misleading because setbacks, parking, circulation, balconies, projections, basements and floor-area permissions change the actual covered area.
For an initial sense check, a July 2026 market guide puts indicative Noida and Greater Noida construction rates at ₹1,300–1,550 per sq ft for economy work, ₹1,800–2,000 for standard work and ₹2,500–2,900 for premium work. Those are secondary-market estimates, not GNIDA tariffs or guaranteed contractor prices. Your final number should come from comparable local quotations based on the same drawings and specifications.

1. Confirm the plot facts before calculating anything
Create a one-page plot brief before speaking to contractors. Record the dimensions, total area, sector or locality, road width and frontage, title or allotment conditions, existing water and sewer lines, electricity availability, surrounding construction, intended number of floors and whether you want a stilt, basement, lift, solar system, air-conditioning or rental accommodation.

- Note the road-side direction, corner-plot status, adjacent buildings and access for trucks and concrete mixers.
- Identify any easements, service corridors, drains, trees or utility lines that can restrict the building envelope.
- Decide whether your brief is for a single ground-floor home, a future-ready structure, or several floors built in stages.
GNIDA’s investor material sets out the building bye-laws, plan-submission procedure, document checklist, approval-system manual, construction-permit process, inspection process and completion-certificate route. Use the current material for your sector and plot rather than treating a generic internet plan as approval advice.

The 21 × 45 ft example
A 21 × 45 ft plot contains 945 sq ft of land area. If an owner says they want a 2BHK ground floor with a 7 ft front open area and 4 ft at the rear, that still does not establish the permitted construction area. Side setbacks, the applicable building envelope, parking, stair access, ventilation and other requirements may reduce or rearrange the covered footprint. The arithmetic is useful for checking a survey; it is not a sanction calculation.
2. Establish the lawful, plan-based built-up area
Ask a qualified local architect to prepare a concept plan that can be developed into the submission drawings. Have the architect show, floor by floor:
- Covered or built-up area included in the quotation.
- Open-to-sky areas, setbacks, courts and required circulation.
- Parking, stilt or basement areas, if applicable.
- Balconies, projections, shafts, staircases and lift space, with their treatment under the applicable rules.
- Existing and proposed water, drainage and electrical service lines.
The UP building-plan checklist dated 12 June 2024 refers to site plans, plot-area bands, setbacks, the building envelope, drainage and water lines, and details such as boundary wall, plinth, ramp and trees. Treat dimensions in that older checklist as items to verify against the current bye-laws and your plot, not as universal dimensions.
Your first budget sheet should therefore have a separate area for each floor and a note identifying whether the figure is carpet area, covered area, plinth area or another measurement. If a contractor quotes only “₹X per sq ft,” ask which definition is being used and whether stairs, balconies, shafts, parking, parapets and service rooms are included.
3. Define the construction scope and quality level
Two contractors can quote different rates for apparently identical houses because their scopes differ. Send every bidder the same drawings, room schedule and specification. At minimum, define the following items:
| Cost component | Questions to settle in the written scope |
|---|---|
| Structure and foundation | Is the foundation based on a soil investigation? What structural system, concrete grades, reinforcement grade, slab thickness and seismic detailing are assumed? |
| Masonry and plaster | Which wall material, thickness, mortar, internal plaster and external plaster are included? |
| Waterproofing | Are toilets, terraces, balconies, roof tanks, basements and external walls covered? What testing and defect responsibility apply? |
| Doors and windows | Specify frames, glazing, hardware, mosquito mesh, grills and finish. State whether main-door and internal-door allowances are fixed or open-ended. |
| Flooring and wall finishes | List tile or stone sizes, price allowances, skirting, kitchen dado, bathroom wall tiles and stair finishes. |
| Paint | State surface preparation, putty, primer, interior coats, exterior system and brand or equivalent grade. |
| Plumbing and sanitaryware | Identify pipe material, concealed or exposed routing, fixtures, water heaters, pumps, tanks, traps and testing. |
| Electrical | Define wiring, conduits, DBs, breakers, earthing, points per room, light fixtures, fans, inverter provision and testing. |
| Kitchen and storage | Clarify whether cabinets, countertop, sink, hardware, wardrobes and lofts are included and specify their material. |
| Equipment | State separately whether a lift, solar plant, HVAC, water softener, CCTV, intercom or automation is included. |
Require a BOQ with quantities, unit rates and allowances. A “turnkey” label does not automatically mean that approvals, utility connections, boundary works, appliances or loose furniture are included.

4. Calculate the core construction cost
For a first comparison, multiply each floor’s included built-up area by the quoted rate for the defined scope, then add the floors. Use the following formula:
Free tools Windows power users keep installed
One-click scans. No signup required.
Core construction cost = Σ (included built-up area of each floor × applicable quoted rate)
Do not mix a rate based on plinth area with an area measured as carpet area. Mark any rate that includes only labour, only materials or a partial package.
Indicative Greater Noida market ranges
| Quality tier | Indicative rate | How to use it |
|---|---|---|
| Economy | ₹1,300–1,550 per sq ft | Initial market sense check from Ghar Ka Budget, July 2026; not an official rate or quotation. |
| Standard | ₹1,800–2,000 per sq ft | Use only after matching the included finishes, services, taxes and exclusions. |
| Premium | ₹2,500–2,900 per sq ft | Check whether premium fixtures, joinery, façade work and equipment are actually included. |
The same guide says that soil, access, design complexity and contractor choice affect the result, and recommends obtaining multiple local quotes. Reconcile any guide range with an itemised Greater Noida BOQ before using it for funding or a contract.
Illustrative calculation
Suppose a plan shows 900 sq ft of included ground-floor area and 600 sq ft of included first-floor area. The total included built-up area is 1,500 sq ft. At an illustrative standard rate of ₹1,900 per sq ft, the core construction arithmetic is ₹28,50,000. This is not a quotation and does not establish the cost of a particular plot; it simply shows how to apply a rate consistently. The specification, taxes, approvals, site works, design and other exclusions must still be added or confirmed.

For Q3 2026, the same secondary guide reports ₹355–395 per 50 kg OPC 53 cement bag, ₹60,000–66,000 per metric tonne of TMT Fe500 steel, ₹38–52 per sq ft for sand and ₹5–7 per fly-ash brick, with mason wages of ₹650–900 per day. These are published market indicators, not locked prices. Re-quote them locally, record the date and identify whether delivery, loading, taxes and wastage are included.

5. Add costs that a headline rate may exclude
Put non-core items on separate lines instead of hiding them in a rounded square-foot figure. For each line, mark “included,” “excluded,” “allowance,” or “to be priced after design.”
| Cost head | What to budget or verify |
|---|---|
| Architecture and structural design | Concept, sanction drawings, working drawings, structural calculations, revisions and site visits. |
| Soil investigation and survey | Topographic or boundary survey, soil report and any additional testing requested by the structural engineer. |
| Approval and statutory charges | Application, scrutiny, permit, inspection, completion and other charges shown in the current application process. |
| Utility connections | Water, sewer, electricity, meter, transformer or temporary connections, deposits and internal service works. |
| Boundary and external works | Boundary wall, gate, ramp, paving, drainage, rainwater arrangements, landscaping and site lighting. |
| Temporary works | Site office, storage, labour facilities, temporary power and water, protection, watchman and debris removal. |
| Interiors and appliances | Wardrobes, modular kitchen, curtains, fans, lights, geysers, air-conditioners, appliances and loose furniture. |
| Finance and holding costs | Construction-loan interest, insurance, rent during construction and other time-dependent costs. |
Review the BOQ line by line before adding these amounts. A turnkey proposal may already include some design, supervision, debris removal or external works, while a labour-only contract may include none.
6. Handle GNIDA approvals and fees correctly
The Nivesh Mitra service listing identifies GNIDA building-plan approval as a pre-establishment service with a fee calculated from application inputs. It does not establish one fixed universal approval fee for every private house. Run the current application calculation for the individual plot and confirm the applicable fee heads with GNIDA.
GNIDA’s building-plan scrutiny portal supports sanction and completion verification, but its availability can vary; a maintenance notice was displayed when it was accessed. Keep copies of the submitted drawings, payment receipts, objections, revised drawings, inspection records and completion documents. Do not commit to construction on the assumption that a broker’s verbal estimate of approval charges is final.
7. Use benchmarks without mistaking them for your contract price
CPWD’s Plinth Area Rates 2025 is an official preliminary-estimate reference based on completed-building data and cost indices. Its base date is 1 April 2025, set as index 100. It is useful for understanding how a benchmark estimate is structured and adjusted, but it is not a Greater Noida private-house quotation.
CPWD also lists a Delhi building cost index as on 1 April 2026 using Plinth Area Rates dated 1 April 2025 as base 100. That is a Delhi index, not a Greater Noida index. Use it to understand the effect of time on benchmark costs, not to substitute for current local rates. In your own budget, state the price date, validity period and escalation treatment for every major quote.

8. Compare contractor bids on an identical basis
Obtain at least three written estimates using the same plan and specification. A low rate is not cheaper if it omits steel, waterproofing, electrical points, external works or taxes.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Issue the same drawing set, room schedule and specification to each bidder.
- Request a BOQ showing quantities, unit rates, labour and material splits.
- Ask each bidder to list inclusions, exclusions, taxes, testing, supervision and warranty obligations.
- Require a work programme with start conditions, milestones, completion date and dependencies.
- Compare payment milestones with measurable completed work rather than calendar dates alone.
- Check escalation, price-validity and change-order clauses for steel, cement, finishes and labour.
- Record defect-liability periods, rectification times, insurance and responsibility for damage.
- Seek client references for comparable residential work and verify who will supervise the site.
| Comparison field | Bid A | Bid B | Bid C |

| Escalation and variation rules | Quote clause | Quote clause | Quote clause |
| Programme and defect liability | Quote clause | Quote clause | Quote clause |
9. Set contingency and escalation as visible lines
There is no responsible universal contingency percentage for every Greater Noida plot. A nearly complete design on a tested site needs a different allowance from a project with uncertain soil, incomplete drawings, difficult access or a long construction period. Set the contingency after your architect, structural engineer and quantity surveyor identify the uncertainties, and show the amount as its own line.
Separate design changes from market escalation. A client-selected tile upgrade is a variation; a documented change in material pricing under the contract’s escalation clause is a different event. Record the basis, approval and date for each adjustment.
10. Track the budget throughout construction
A budget is useful only if it is updated. Create a cost-code register covering structure, masonry, finishes, services, design, approvals, utilities, external works, interiors and finance.
- Planned: the approved budget or BOQ value.
- Committed: the value of signed orders and contracts.
- Paid: money actually disbursed, with invoice and receipt references.
- Forecast to complete: the latest estimate for unfinished work.
- Variance: the difference between the approved budget and the latest forecast.
Update the forecast monthly and whenever a variation is approved. Do not approve extra work verbally. Attach a sketch, quantity, rate, tax treatment and effect on completion date to every change order.
11. Common budgeting failures and how to correct them
Using plot area as construction area
Symptom: the initial budget is based on 945 sq ft simply because the plot measures 21 × 45 ft. Correction: replace it with the floor-by-floor area shown on a compliant plan, including a note about what is excluded.

Comparing bare rates
Symptom: one contractor quotes ₹1,600 per sq ft and another ₹2,000, but neither states whether the figures include taxes, steel, electrical work, wardrobes or boundary works. Correction: issue a common BOQ and analyse the total scope, not the headline number.
Ignoring ground conditions
Symptom: the foundation allowance changes after excavation. Correction: commission a soil investigation and have the structural engineer state the foundation assumptions before final pricing.
Leaving approvals until the end
Symptom: drawings, fees or service requirements change after work begins. Correction: budget design, submission, inspection and completion steps at the start and keep documentary records.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Hiding uncertainty inside the rate
Symptom: the contractor says the rate is “all inclusive,” but the contract has no exclusions or variation mechanism. Correction: demand a BOQ, written exclusions, price validity, escalation terms and a formal change-order process.
12. A practical worksheet for your Greater Noida project
- Enter verified plot dimensions, location, road access and intended floors.
- Attach the architect’s concept or sanction-ready plan and record each floor’s included built-up area.
- Choose one specification tier and write every material, fixture and service assumption.
- Enter at least three comparable core-construction quotes.
- Add design, engineering, survey, soil, approvals, utilities, external works, temporary works, interiors and finance as separate heads.
- Set a documented contingency based on known design, site and programme uncertainty.
- Record the quote date, tax treatment, validity period and escalation clause.
- Convert the approved estimate into planned, committed, paid and forecast-to-complete columns.
- Review the forecast monthly and approve all variations in writing.
The resulting figure is a project budget tied to a lawful plan and a stated scope. It is substantially more useful than multiplying the plot area by a rate copied from an unrelated house.
