1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA terrace drain needs two kinds of attention: clear the openings before a storm, then verify after the rain that water has actually left the surface and has not entered the building. Remove leaves and other loose debris only from places you can reach safely. If the outlet remains slow, water keeps pooling, or walls, ceilings and finishes show dampness or damage, cleaning the grate is no longer enough: a blockage, inadequate drainage fall or waterproofing defect needs professional assessment.
What a well-functioning terrace drain should do
During heavy rain, water should reach an open inlet or overflow, pass through the drainage system and leave the terrace without prolonged pooling. A clean grate is only the visible part of that system. Debris can cover the inlet, but a clear opening does not prove that the pipe below is open or that the terrace has enough fall toward the drain.

The Building and Plumbing Commission in Victoria describes ponding as water that neither drains nor evaporates in a reasonable time. It says ponding can indicate inadequate fall and/or drainage and can increase the potential for water damage. The same guidance says a slow or incomplete discharge after rain may indicate a blocked outlet or drainpipe.

That principle applies to terraces, balconies and decks, but inspection intervals and licensing terms differ by jurisdiction. The routine below separates simple surface maintenance from warning signs that call for investigation.
Before heavy rain: a practical preparation routine
1. Inspect from a stable, safe position
Before the forecast storm, look at every accessible drain grate and visible overflow opening. Stand on a stable surface and keep your body away from terrace edges. Check whether leaves, dirt, plant matter, sediment or other loose material covers the openings. Also look for objects that could be blown across the surface and block an inlet.
Do not lean over a parapet, climb onto a fragile cover or work from an unsecured ladder just to reach a drain. Slippery surfaces and falls from height are recognised inspection hazards in drainage-asset guidance. If an opening cannot be reached without exposure to those hazards, leave it for a qualified person.
2. Remove loose debris from the surface and grate
Lift or brush away material that is loose and accessible around the inlet. Keep the drain opening and any overflow path visibly clear so rainwater can reach them. Government drainage guidance for England identifies leaves, sediment and debris as materials to remove from drainage assets.
Surface clearing is basic maintenance, not pipe repair. A brush cannot prove that an underground outlet is clear, restore a blocked pipe or correct a terrace that does not slope adequately toward its drain. Do not prise up fixed grates, dismantle plumbing or insert improvised rods into a pipe you cannot see.
3. Clear the terrace and secure loose items
Move stored materials, dead leaves and other clutter away from drainage paths. Secure furniture, pots and decorations that could become airborne or slide into an inlet during strong winds. New South Wales Government storm-season advice specifically recommends maintaining balconies, cleaning up debris and securing loose items. Its seasonal warning that strong winds and heavy rain are more likely from October through March applies to New South Wales, not to every climate.

Photograph a cracked grate, damaged finish, rust stain, recurring debris pile or existing damp mark before the rain. Note the date and the location. A simple record helps distinguish a new problem after the storm from a condition that was already present and gives a plumber, builder or engineer a clearer starting point.
After heavy rain: what to check
1. Confirm that water has drained away
Once the terrace is safe to enter, look for remaining water and note how far it extends. A shallow film immediately after intense rain may disappear as the surface drains or evaporates; water that remains for an unreasonable period is ponding. Persistent ponding can point to inadequate fall, a blocked outlet or a broader drainage-design problem.
Observe the outlet rather than judging only the grate. Water that trickles slowly, backs up, or stops before the surface is clear is a reason to arrange an assessment. The Victorian regulator advises engaging a licensed plumber when a balcony outlet discharges slowly or incompletely after rain because the outlet or drainpipe may be blocked.
2. Inspect the building below and around the terrace
Check nearby walls, ceilings, soffits and the level below where you have lawful and safe access. Look for:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- new or spreading water marks;
- efflorescence or white salt deposits;
- cracked or discoloured concrete;
- damaged flooring;
- cracked grout or tiles that move;
- damp, musty or persistently wet areas;
- peeling paint or other finishes;
- swollen or soft timber;
- rust stains or corrosion on metalwork and fixings.
These signs can indicate water ingress. They do not identify the exact failed component: the cause may involve drainage, falls, joints, flashing or waterproofing. Repeatedly cleaning the grate while ignoring these symptoms can allow concealed damage to continue.

3. Remove only the debris you can safely reach
After the storm, clear leaves and other loose material deposited on an accessible grate. Wait until surfaces are stable enough to walk on and keep clear of slippery algae, standing water and damaged finishes. If the blockage recurs, the outlet remains slow, or ponding continues after visible debris is gone, stop treating surface cleaning as the solution.
General drainage-asset guidance lists professional rodding or jetting as methods for internal maintenance. That does not make either method a universal household DIY instruction; the correct method depends on the installed pipework, access points and the cause of the restriction.
4. Compare the post-storm condition with your record
Take photographs from the same positions used before the rain. Record where water remained, how long it was visible, whether the outlet discharged fully and whether any interior mark changed. For a rental or managed property, send the record promptly to the landlord, managing agent or building committee. A dated sequence is more useful than a statement that the terrace was “wet.”
How to interpret common symptoms
| What you observe | What it may indicate | Practical response |
|---|---|---|
| Leaves or dirt covering the grate | Restricted access for rainwater at the surface | Remove loose material from a safe position before and after rain. |
| Outlet discharges slowly or incompletely after rain | Possible outlet or drainpipe blockage | Arrange a licensed plumber in Victoria, or the locally equivalent qualified drainage professional. |
| Water remains pooled after a reasonable drainage period | Possible inadequate fall and/or drainage, as well as a blockage | Document the location and duration; request an assessment rather than repeatedly brushing the grate. |
| Water marks, dampness, peeling finishes or musty areas | Possible water ingress into the building | Seek advice from an appropriately registered building professional; investigate the source. |
| Cracked grout, moving tiles, damaged flooring or cracked concrete | Possible moisture-related damage or a defect requiring rectification | Keep records and obtain professional advice, especially if the condition is worsening. |
| Rust stains or corrosion near the terrace | Moisture reaching metal components or fixings | Have the affected area inspected; do not conceal it with paint alone. |
The word “possible” matters: these observations are warning signs, not a diagnosis. A professional may need to assess the drainage path, falls, joints and waterproofing to establish the cause.
When to call a professional
Slow or incomplete discharge
Victoria’s Building and Plumbing Commission states: “Engage a licenced plumber if you notice that the balcony outlet does not discharge completely or is slow to discharge after rain, as this may indicate outlet or drainpipe blockage.” The spelling “licenced” follows the wording on that official guidance. Use “licensed plumber” here as a Victoria-specific example; trade names, registration systems and licensing requirements vary elsewhere.
Signs of water ingress
The Victorian guidance recommends professional advice from a registered builder or structural engineer when water-ingress signs require rectification advice. That escalation is different from calling a plumber for a restricted outlet. A builder or engineer can help determine whether the problem involves falls, construction detailing, movement or waterproofing, and what rectification is appropriate.

Structural or immediate safety concerns
Do not continue using an area if you see severe cracking, loose materials, unstable balustrades, a visibly damaged ceiling below, or conditions that make access unsafe. Keep people away and use the building’s emergency or maintenance process. New York City Department of Buildings guidance on severe weather similarly treats suspected structural compromise as an emergency-response issue rather than routine cleaning. Its advice is broader building guidance, not a terrace-specific inspection rule.

How often should terrace drains be inspected?
No single interval is established here as a universal legal requirement for every private terrace. The appropriate frequency depends on exposure to trees and windblown debris, the drainage design, occupancy, past blockages and local rules. The figures below are reference points from named authorities, not a substitute for the requirements applying to your property.
| Authority and jurisdiction | Reference interval | Scope and use |
|---|---|---|
| Building and Plumbing Commission, Victoria | Annual visual inspection | Balconies, decks and terraces; use as a baseline visual check for private properties in Victoria. |
| UK Government and Environment Agency, England (2025) | Quarterly or semi-annual visual inspections | Good-practice guidance for drainage and flood-risk assets; frequency varies with location, system type, usage and local priorities. |
| UK Government and Environment Agency, England (2025) | Clear leaves, sediment and debris at least twice a year, before and after the rainy season | Broader drainage-asset maintenance guidance, not a mandatory household terrace schedule. |
| UK Government and Environment Agency, England (2025) | Professional jetting or rodding every one to two years | Reference for broader drainage assets; do not treat it as an automatic terrace-household requirement. |
| UK Government and Environment Agency, England (2025) | CCTV drainage survey every three to five years | Reference for broader drainage assets where condition and risk justify internal inspection. |
Increase attention when a terrace is under trees, has a history of blockages, serves several dwellings or is approaching a known wet season. Conversely, a protected terrace with little debris may need less frequent surface clearing, subject to local building-management requirements. Keep the storm-triggered check—before the forecast event and after heavy rain—even when a routine calendar inspection is up to date.
Safe limits for do-it-yourself cleaning
- Work only from a stable, dry position with a clear route back indoors.
- Remove loose surface material; do not dismantle fixed plumbing or waterproofing components.
- Do not lean beyond a parapet or reach over an edge to access an opening.
- Stop if the surface is slippery, uneven, structurally damaged or too close to a fall hazard.
- Do not assume that a visible grate is the only drain serving the terrace; check visible overflows without blocking them.
- Do not cover an inlet with an unverified screen or leaf guard. Fit and flow effects depend on the installed system.
A long-handled drain-cleaning brush may help lift loose material from an accessible grate, but the suitability depends on the grate design and surrounding finish. It is not evidence that an internal pipe blockage has been removed and should not be marketed as a waterproofing or drainage repair.
Advice for tenants and property managers
Tenants
Report slow discharge, recurring ponding, damp marks or damaged finishes in writing, with dated photographs. Do not remove fixed grates or attempt pipe-clearing that could affect the building or your tenancy obligations. Ask who controls the terrace and whether access by a licensed trade is required.
Recommended Free Tools
Property managers and building committees
Assign responsibility for the pre-storm check, the post-storm observation and escalation. Maintain a simple log showing the inspection date, weather event, condition of each inlet, ponding duration, photographs and action taken. Common terraces may need coordination with the occupants of the level below, because water-ingress evidence can appear away from the drain itself.

Use local registration requirements when appointing a plumber, builder or engineer. In Victoria, the titles cited above are the relevant examples; they should not be copied uncritically into another jurisdiction’s maintenance specification.
A concise before-and-after checklist
Before the storm
- Check every reachable grate and overflow opening from a safe position.
- Remove leaves, sediment, plant matter and other loose debris.
- Clear clutter from drainage paths.
- Secure furniture, pots and objects that wind could move.
- Photograph existing defects or damp marks and note the date.
After the storm
- Wait until access is safe, then check whether water has drained away.
- Observe whether the outlet discharges fully or remains slow.
- Inspect nearby walls, ceilings, floors, concrete, grout, timber and metalwork for ingress signs.
- Remove only loose debris that is safely reachable.
- Record persistent ponding or new damage and arrange the appropriate professional assessment.
What this routine cannot fix
Cleaning prevents a visible layer of debris from obstructing an inlet, but it cannot correct an undersized or poorly positioned drain, inadequate fall, a blocked pipe below the grate or a failed waterproofing detail. Persistent symptoms are therefore more important than the apparent cleanliness of the opening. Escalate when the water does not leave, the outlet does not discharge properly or the building shows signs of moisture entry.
Frequently Asked Questions
Is a terrace drain the same as a roof drain for maintenance purposes?
They can share similar debris and blockage risks, but their construction, access and waterproofing details differ. Apply terrace-specific safety and building-management requirements rather than assuming a roof-drain procedure is suitable.
Should I install a leaf guard over the terrace drain?
Not without confirming compatibility with the installed system. An added cover can alter the available flow area or interfere with an overflow, and fit and flow effects depend on the drain design.
What should I tell a plumber after a storm?
Provide the outlet location, when the rain occurred, whether discharge was slow or incomplete, how long water remained, photographs and any nearby dampness, staining or finish damage. That information helps separate a surface obstruction from a deeper drainage or water-ingress problem.
