For unpaved coal-mine haul roads, start with a maintained road surface and controlled, repeated wetting—not a single heavy watering. Inspect and repair the road, apply water according to changing traffic and weather, and consider a site-appropriate suppressant only after road preparation. Manage truck spacing and worker location where feasible. Treat drilling and other work activities separately: watering a road does not control dust from every operation.

The guidance cited here is principally from the U.S. National Institute for Occupational Safety and Health (NIOSH). Follow the mine’s exposure-control plan and applicable requirements for the project’s jurisdiction.

How to control dust on an unpaved mine haul road

NIOSH describes surface wetting with water as the most common haul-road dust-control method. It can reduce dust while the surface remains suitably damp, but traffic, dry weather, road deterioration, and spilled material can weaken the effect. NIOSH notes that a road wetted in the morning may produce more dust later as it dries. Build inspection and maintenance into the control plan rather than assuming one application will last the shift. NIOSH haul-road dust guidance (last reviewed November 16, 2018) and the 2021 second-edition coal-mining dust-control handbook provide the basis for the steps below.

1. Inspect, grade, and prepare the road

Identify dry or dusty sections, potholes, corrugations, loose or unsuitable large material, and places where water stands. Repair the surface before applying a chemical suppressant. The NIOSH handbook recommends backfilling and blading potholes or corrugations, blading unsuitable large material off the road, and establishing a crown so water drains rather than collecting and contributing to road degradation.

2. Water regularly, but avoid overwatering

The handbook says regular light watering may be more effective than infrequent heavy watering. Set the application pattern and timing in response to observed dust, weather, traffic, and road material; the cited guidance does not give one watering rate or schedule that suits every mine. Too much water can make ramps slick, increase tire-slippage risk, and damage the roadway. NIOSH describes speed-sensitive systems and spot watering as ways to manage application. A water truck or spray system should be selected and operated by qualified personnel for the site’s road, vehicle, and operating conditions.

3. Evaluate chemical treatments for the prepared road

NIOSH identifies hygroscopic salts, surfactants, soil cements, bitumens, and polymer films as haul-road treatment categories. Such treatments may extend the interval between applications—in cited cases, up to several weeks—but that is not a performance guarantee for a particular product, climate, or road. Prepare the surface first, then assess the product’s instructions and suitability for the road material and mine conditions. The cited sources do not establish a universal best treatment or a complete comparison of cost, environmental compatibility, water use, and performance.

Reduce exposure through traffic and layout

Dust suppression is not the only road control. Consider how roads, work areas, and traffic patterns place workers relative to dust sources, and whether truck spacing can reduce exposure for following drivers. NIOSH reports that concentrations in cited research rapidly approached ambient levels 100 feet from the road; this is a study finding, not a safe setback or universal dispersion distance.

NIOSH also reports a study finding of more than a 40% reduction in respirable-dust exposure for a following truck when it was not allowed to follow within 20 seconds of the lead truck. That result is associated with the cited study, not a guaranteed reduction at every mine. Any spacing procedure must fit site traffic management and operating requirements. NIOSH’s haul-road guidance summarizes these findings.

Control dust from drilling and other activities separately

Road watering addresses dust generated from the road surface; it does not establish that worker exposure is controlled during drilling, loading, crushing, or other operations. Match controls to each source and use exposure assessment where applicable.

Drilling

NIOSH describes dry collection systems and wet suppression that injects water into the bailing airflow for surface-mine drilling. Wet suppression may be limited by cold weather or lack of accessible water, and it can shorten bit life. Increasing water excessively can create operational problems without appreciable improvement in dust control. See NIOSH guidance on wet suppression systems (last reviewed November 16, 2018).

Visible improvement on a haul road alone is not evidence that exposure from other work activities is acceptable.

What the reported dust figures do—and do not—show

NIOSH’s 2010 haul-road guidance reports several findings from earlier studies. They describe particular research and historical samples, not current conditions at every mine.

Best Value

  • Research cited by NIOSH found that up to 20% of airborne dust generated from unpaved mine haul roads was in the respirable size range. NIOSH attributes this finding to Organiscak and Reed (2004).
  • In research cited by NIOSH, airborne dust concentrations rapidly approached ambient levels 100 feet from the haul road. This is not a setback rule or a guarantee that workers at that distance are protected.
  • NIOSH reports that a following truck’s respirable-dust exposure was reduced by more than 40% when it was not allowed to follow within 20 seconds of the lead truck. The guidance attributes the finding to Reed and Organiscak (2005); it should not be assumed to predict results at a different site.
  • NIOSH reports that 11% of coal-mine dust samples in MSHA data from 2004–2008 exceeded applicable or reduced respirable-dust standards because of silica. This is historical sampling information, not a current prevalence estimate.

These figures are reported in NIOSH’s haul-road guidance; they should be interpreted in the context of the underlying studies and sampling period.

Plan the control program around site conditions

  • Inspect the road and repair defects before treatment.
  • Set watering frequency and pattern using observed dust, drying, traffic, and road condition; avoid both letting the road dry out and applying enough water to create traction or drainage problems.
  • Use chemical treatments only after suitable preparation and evaluation of product instructions and site conditions.
  • Consider traffic spacing and road layout alongside surface treatment.
  • Assess and control dust from drilling and other operations independently of haul-road dust.
  • Check the current mine plan, project requirements, and applicable local regulations; the cited sources are U.S. NIOSH guidance, not a substitute for jurisdiction-specific duties.
