How to Keep a Playground Open and Safe During Construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A playground can remain open beside construction only when the project team can maintain effective physical separation, control vehicles and other hazards, secure the work area whenever it is unattended, and preserve a safe, observable play area and accessible route. There is no universal clearance distance or single fence design that makes every site safe. The keep-open decision must be specific to the work phase, site layout, children’s likely behavior, and the laws and standards that apply where the project is located.

Use the Health and Safety Executive’s public-protection guidance for UK projects and the U.S. Consumer Product Safety Commission’s Public Playground Safety Handbook, Publication 325 (July 2025) for U.S. playground guidance. Neither document replaces a site-specific assessment by the project owner and competent safety and design professionals.

Can a playground stay open during construction?

Sometimes. Continued operation is reasonable only if the construction zone can be isolated from children and caregivers, public routes remain safe and accessible, and the controls can be maintained for the entire activity. A project should restrict part of the playground or close it temporarily when a task creates a hazard that cannot be effectively separated or controlled.

The choice is operational, not a permanent entitlement. Reassess it whenever the construction phase, delivery pattern, site boundary, weather exposure, or public route changes.

Operating choice Use it when Typical controls
Continue with controls Work is physically separated, routes are safe, and supervisors can observe children without entering the work zone. Suitable fencing or hoarding, controlled gates, protected pedestrian routes, vehicle management, daily security and inspections.
Partial closure or rerouting A defined part of the site or a particular activity cannot be safely separated from users, but another area can remain protected. Close the affected play equipment or route, move the public entrance, add barriers and signage, and keep emergency access clear.
Temporary full closure Safe separation, access, supervision, or emergency response cannot be maintained during the work phase. Close the playground until the hazard is removed and the agreed reopening checks are complete.

This framework is a practical application of public-protection guidance, not a universal statutory threshold. The responsible project and local authorities must determine the lawful arrangement.

Map people, work and hazards before deciding

Start with a plan that shows how children, caregivers, staff, contractors and vehicles will move. Draw the playground boundary and every construction activity that could affect it. Include:

  • Construction work areas, temporary buildings, scaffolds and overhead work.
  • Excavations, pits, trenches, hoists, cranes, plant and material-storage locations.
  • Delivery entrances, vehicle turning areas, reversing zones and temporary traffic controls.
  • Public entrances, accessible pedestrian routes, crossings, sidewalks and emergency access.
  • Potential sources of falling objects, dust, noise, vibration, fumes, mud, standing water or trip hazards.
  • Places where a child could approach, climb, squeeze through, crawl under or bypass a proposed barrier.

Consider the attraction of the work itself. The HSE notes that “Some children are drawn to construction sites as exciting places to play.” A barrier plan should therefore address curiosity and impulsive access, not just an adult who deliberately enters a prohibited area. The HSE also says project information should cover boundaries, adjacent land use, access and measures to exclude unauthorised people; apply that information to the playground’s actual approaches and sight lines.

Trace hazards that cross the boundary

A line on a drawing is not enough. Ask whether a reversing vehicle can enter the public route, whether a load can fall beyond the fence, whether wind can carry dust, whether noise prevents a caregiver from hearing a child, and whether a blocked sidewalk pushes people toward traffic. Check drainage and ground conditions around excavations, because water, mud and unstable edges can create hazards outside the nominal work area.

Test child access, not only adult access

Walk the proposed perimeter at a child’s eye level. Look for low gaps, climbable rails, stacked materials, nearby objects that act as steps, open gates, loose panels and routes around the end of a fence. Remove anything stored against the boundary that could help a child climb or reach through it.

Install a physical boundary suited to the work

Signs warn; they do not physically separate people from construction. The HSE advises that boundaries should be defined physically where necessary, with suitable fencing, and that fencing must be planned, provided and maintained. The form and strength of the boundary depend on the work, surroundings and public-access risk.

Choose the barrier from the hazard assessment

For populated areas, the HSE gives a two-metre-high small-mesh fence or hoarding as a typical example. That is an example, not a universal playground-construction specification. It does not by itself establish resistance to climbing, vehicle impact, falling objects, excavation collapse or local code requirements. A competent designer should select the height, mesh, anchorage, stability and any screening required for the actual hazards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Temporary construction fence panels may be one component of a plan, but a product description does not prove that the assembly is adequate for children, vehicles, wind, falling materials or local regulations. Verify the complete installed system, including bases, connections, returns at corners and protection against undermining.

Preserve caregiver visibility

The CPSC’s July 2025 handbook says that when a nearby accessible hazard could draw a child out of the play area, a containment method such as a fence should be provided while supervisors retain a view of children. Avoid opaque screening where it creates blind spots, unless the project’s hazard assessment requires screening and an alternative observation arrangement is provided. Position the barrier so caregivers can see gates, the play surface and the approach to the work zone.

Control gates and openings

Keep construction gates separate from public gates. Use self-closing, secured gates where appropriate, prevent latches from being reachable by young children, and keep gate swings from entering an accessible route. The CPSC handbook advises that fences or barriers conform to local building codes and/or ASTM F2049, and that gates conform to local codes and/or applicable ASTM gate standards. Those references are guidance for U.S. public playgrounds; other jurisdictions may use different requirements.

Protect public and accessible routes

Do not make families share a path with delivery vehicles or force them into a roadway because a sidewalk is closed. Provide a continuous route that is separated from construction traffic, stable underfoot, adequately lit for the hours of use, and usable by people with mobility, vision or hearing disabilities. Route changes should be planned before work begins, not improvised when a truck arrives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate vehicles from people

Schedule deliveries to avoid peak playground use where possible, designate a controlled entry point, and use trained personnel or other approved traffic controls for vehicle movements. Keep reversing areas outside the public route. A driver’s view is not a substitute for separation: children can move unpredictably and may be hidden behind equipment or barriers.

Deal with overhead and ground hazards

Where scaffolds, lifting, demolition or other overhead work could release material, establish a protected exclusion zone or stop the affected public access. Cover or barrier excavations and pits so they cannot be entered or become trip points. The HSE identifies barriers or covers as necessary for openings and excavations and lists falling materials, plant and unsafe routes among public-risk issues.

Manage dust, noise and vibration

Dust can travel beyond a fence and settle on play surfaces. Use the project’s approved suppression and cleaning methods, prevent contaminated runoff, and inspect equipment and seating before reopening after dusty work. Noise and vibration can impair supervision, communication and children’s comfort. If they prevent caregivers from hearing warnings or create an unacceptable exposure, change the work method, schedule the activity outside opening hours, restrict the affected area or close the playground for that phase.

Secure the site whenever work pauses

Children may enter after contractors leave, so end-of-day security is part of the operating plan rather than an optional extra. The HSE’s child-specific advice includes the following controls:

Check that temporary lighting, alarms and locks work as intended. A barrier that is secure at 5 p.m. but loosened by wind, impact or a delivery is no longer a control; repair it before public access resumes.

Keep the play area usable and observable

Construction controls must not create a new playground hazard. Keep the play surface free of screws, wire, sharp fragments, mud, standing water and tracked debris. Prevent dust or runoff from entering sand, loose-fill surfacing, drainage channels and drinking-water points. Do not store materials, waste containers or plant where they reduce the fall zone around equipment or obstruct a caregiver’s view.

Use the site’s normal playground inspection process, plus checks for construction-related contamination and damage. The CPSC publishes a general Public Playground Safety Checklist and states that more than 200,000 children go to U.S. hospital emergency rooms each year with injuries associated with playground equipment. That figure is general playground-injury context; it does not measure construction-related injuries or prove that keeping a playground open is safe.

Set reopening criteria after each task

Before users return after demolition, deliveries, concrete work, utility work or dusty operations, verify that the work area is stable, the route is clear, barriers and gates are intact, no tools or materials remain, and the play equipment and surfacing are clean and undamaged. Record who made the check and what was corrected. If any criterion fails, keep the affected area closed.

Inspect, communicate and document the controls

Assign a named person with authority to stop public access and correct defects. The inspection plan should cover the playground edge, every gate, barrier connections, accessible routes, traffic interfaces, excavation protection, overhead exclusion zones and the condition of play surfaces. Inspect at agreed intervals and after deliveries, barrier moves, severe weather, incidents or changes in the work. The cited HSE and CPSC materials do not prescribe one inspection interval for this situation, so the project team must set a frequency appropriate to its risk.

Give caregivers clear information

Place signs at every public approach showing which entrance is open, which route to use, what area is closed and whom to contact about a defect. Use plain language and visual information where helpful. Tell caregivers why a route or piece of equipment is unavailable without suggesting that a sign alone makes an unsafe area safe.

Coordinate contractors and playground operators

Include the playground operator in daily planning, delivery scheduling and change control. Contractors should know the public opening hours, emergency contacts, no-storage zones and the rule that barriers may not be moved without approval. Playground staff should know the closure trigger and how to report a damaged fence, open gate, spill, noise problem or unauthorised entry.

Plan emergencies

Keep emergency services’ access route unobstructed and identify an alternative route if construction changes the normal approach. Make sure staff can summon help without crossing the work zone. A barrier layout that protects children but blocks evacuation or emergency access is not an adequate layout.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Know when to pause or close operations

Restrict the affected area immediately when a barrier is breached, a gate cannot be secured, a vehicle route conflicts with public access, an excavation loses its protection, overhead work creates a falling-object risk, dust or fumes enter the play area, or supervision and communication are impaired. Close the whole playground if the hazard cannot be isolated without leaving another unsafe route or blind spot.

Reopen only after the responsible person confirms that the task is complete or the controls have been restored, the route is usable, the play area has been checked and the operator has communicated the change. Treat each major construction phase as a new assessment rather than carrying forward an old approval.

Apply the correct local rules and professional review

The HSE guidance is UK-specific. The CPSC handbook and ASTM references address U.S. public playground safety. Elsewhere, building codes, accessibility rules, occupational-safety requirements, traffic regulations and playground standards may differ. Confirm barrier design, gate details, emergency access, pedestrian routing and any permit conditions with the authority having jurisdiction and the project’s competent safety and design professionals.

No reviewed source establishes a universal setback from a playground, a guaranteed fence height, or a construction-related injury rate for open playgrounds. A responsible decision therefore rests on demonstrated separation and control at this site, during this phase, under the rules that govern it.
