If road construction is approaching your driveway or business entrance, contact the project owner or road agency before work reaches it. Ask for the current access plan, the construction phase and schedule, the approved route for residents, customers, deliveries and pedestrians, and the person to call if conditions change. Do not assume a “road closed” notice either permits or prohibits local access: follow the project’s posted instructions and confirm any uncertainty with project staff.

What to expect when construction affects your entrance

Temporary traffic control planning is meant to account for both movement through a work zone and access to nearby property. The Federal Highway Administration’s MUTCD 11th Edition, Part 6: Temporary Traffic Control says road-user and worker safety and accessibility should be considered throughout project planning, design and construction. It also recognizes continuity of traffic movement and property and utility access as planning considerations when normal road function is suspended.

That does not guarantee uninterrupted access to every driveway or business. The permitted route, timing and available accommodations depend on the project plan, site conditions and applicable state or local requirements. The MUTCD is a federal standard; state and local authorities may adopt it with supplements, and the responsible agency sets project-specific arrangements.

FHWA’s work-zone transportation-management training emphasizes that employees, customers and delivery drivers need to be able to reach businesses affected by road work. The practical step is to raise your access needs with the project team early enough for them to consider them in sequencing and temporary traffic control.

For a resident whose driveway leads directly onto a road that is closed for construction, the key question is not what the word “closed” means in the abstract. It is whether the project plan allows local access at that location, which route is approved, and during what hours or phases it is available. A closure could affect through traffic differently from access to a particular property, but that cannot be assumed from a sign alone. Confirm directly with the project staff and follow the posted instructions.

The same distinction matters to businesses. A normal entrance may be obstructed, moved or hidden during a work phase even if another approved way to reach the property remains. Conversely, a route that appears passable may not be authorized or safe. Ask for the current plan rather than relying on past conditions or informal directions from someone who may not know the latest phase.

Get the current access plan and a reliable contact

Start with the project name and the agency or owner responsible for the road. Look for posted construction notices, check the road agency’s website, or contact the municipal public works office. Request the project manager or construction contact and ask for the latest phase and access information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the request specific enough that the project team can answer for your property, not just describe the overall road closure. If you own or manage more than one entrance, name each one. If a business entrance and delivery area are in different places, identify both. Ask for a current map, written directions or other project information if available, and keep the contact details somewhere you can find them during construction.

  • Which entrance or route is approved for residents, customers, deliveries and pedestrians during the current phase?
  • When will work affect your driveway or business entrance, and what are the expected work hours and dates?
  • Will access remain available, shift to a temporary entrance, or be interrupted during a particular operation? If interrupted, what is the expected duration?
  • How will the project notify you before a phase change, and who should you contact if the schedule or access conditions change?
  • What arrangements apply to mobility access and emergency access?

Ask for the current plan or directions in writing where possible. Construction schedules and access conditions can change, so retain the contact details and reconfirm the arrangement before each phase.

It may help to ask the project contact to distinguish between the current condition and the next planned condition. For example, confirm what route is approved now, what is expected to change in the next phase, and how you will be told if the timing or route changes. Ask who should receive updates if several people need the information, such as a property manager, business owner, tenant or delivery coordinator. FHWA training advises keeping affected business owners informed and notifying them when project phases change.

Do not assume a general project update answers a property-specific question. A notice may describe work on a road segment without spelling out which entrance remains available. If the directions do not clearly identify your entrance or the people who need to reach it, ask the project team to clarify before the change takes effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Explain how people need to reach your property

Give the project team specific information rather than simply saying that access matters. Identify each affected driveway or entrance and describe who uses it, when they arrive and what they need to reach. For a business, include opening hours, customer peak periods, delivery windows and any other schedule constraints. FHWA’s work-zone transportation-management-plan training, Module 5, advises keeping business owners informed and notifying them when project phases change.

  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
  • Residents can identify the household driveway, regular arrival patterns, pedestrian needs and any mobility-access requirements.
  • Businesses can map the customer entrance, staff access, loading area and delivery route separately.
  • Property managers can identify multiple tenants or entrances and give the project contact a way to distribute updates to each one.

Be clear about essential access and preferred options, but let the project team determine what is feasible and safe. A route suitable for a passenger car may not work for a delivery vehicle, wheelchair user or pedestrian.

For a business, explain the operating pattern in practical terms: when the doors open, when customer traffic is busiest, what delivery windows matter, and whether staff or customers use different entrances. Give the team enough information to see which work periods create a particular problem. If a business has several tenants, identify who needs updates and how the contact can reach them. The point is not to dictate a construction method; it is to make the access requirements visible while the project team is planning phases and temporary arrangements.

Describe the kinds of users separately rather than treating access as a single vehicle route. Customers in passenger cars, larger delivery vehicles, pedestrians and people with mobility needs may have different requirements. Likewise, a residential driveway may serve both vehicles and pedestrians. Asking the project team to consider each movement can reveal that a proposed route works for one user but not another.

It is useful to state both what is essential and what is preferred. For example, you can explain that deliveries must reach a loading area during a stated window, while a particular customer entrance is the preferred route. The project team can then assess whether the request is feasible and safe, and whether a different approved route or work sequence is needed. Avoid promising customers or drivers that an entrance will remain open until the project team has confirmed it.

Ask about work sequencing and temporary access options

Raise the issue before crews reach the entrance. Depending on the site and project plan, the team may be able to phase work to preserve access, provide a temporary entrance, relocate access, or direct motorists to an available entrance. FHWA’s Work Zone Impacts Management Strategies, Section 4.0, and its Designing for Transportation Management and Operations primer, Chapter 3, discuss strategies for managing access and work-zone impacts. None is suitable at every location.

When you discuss alternatives, compare them against the actual needs of the site:

Project approach What to confirm
Phased work Whether access can remain available between operations, and when any interruption would occur.
Temporary entrance or route Where it is, when it can be used, which vehicles and pedestrians it accommodates, and how it will be marked.
Relocated access Which entrance becomes the approved route and how customers, deliveries and emergency responders will be directed to it.
Customer-direction information What directions the project approves and when they should be shared, especially if the usual entrance is obscured.
Advance notice How the agency will communicate phase changes and who receives each update; no universal notification period is established by the cited federal guidance.

Ask the project team to confirm the approved arrangement, its expected timing and how changes will be communicated. The best option depends on safety and feasibility at the site, continuity of access, pedestrian and disability access, delivery needs, the length and timing of interruptions, customer clarity and construction sequencing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no one solution that fits every driveway or storefront. A temporary entrance may help when the usual entrance is unavailable, but you will need to know its location and which users it serves. Relocated access can help direct customers to an available entrance, but only if the project identifies that entrance and approves the route. Phased work may preserve access between operations, but it may still involve a planned interruption. Customer-direction information can reduce confusion when the usual entrance is obscured, but it cannot make an unsafe or unauthorized route acceptable.

Use the discussion to compare the options on several practical points:

  • Continuity: Does the arrangement keep access available, or does it involve an interruption? If interrupted, when and for how long is it expected to last?
  • Who can use it: Does the route work for vehicles, deliveries and pedestrians, including people with mobility needs? Ask about emergency access as well.
  • Timing: Does the work phase coincide with business opening hours, peak customer periods or delivery windows? Can the project team account for those constraints in sequencing?
  • Clarity: Can residents, customers and drivers understand which entrance is open and how to reach it? What directions should be shared if the regular entrance is obscured?
  • Safety and feasibility: Is the approach approved by the project team and workable at this particular site? A route that sounds convenient is not necessarily feasible.
  • Coordination: What notice and updates will be provided, who will receive them, and how does the arrangement fit with the construction schedule?

Ask questions early enough for the project team to consider alternatives. The research guidance does not establish a universal deadline for making a request, and it does not promise that a preferred option will be possible. The practical reason to raise the issue before work reaches the entrance is to give the team the opportunity to consider the access need while planning phases and temporary traffic control.

When an arrangement is agreed, ask the project contact to state what it covers: the approved route, the users it is intended to serve, the expected timing, and how you will hear about changes. Keep that information with the project contact details. If a later phase makes the directions unclear, check again rather than assuming that the previous arrangement still applies.

Coordinate signs and customer directions

If customers need a different route, use only the entrance and directions authorized by the project team. Share those directions through customer notices, your website, social channels and delivery instructions. A sign on your own property saying that the business is open or pointing to an approved entrance may help, but it is not a substitute for official work-zone traffic control.

Before placing any sign visible from the road, ask the project contact or relevant authority for approval. The MUTCD Part 6 calls for coordination with appropriate authorities so temporary traffic-control signs do not confuse or mislead road users. It also addresses advance warning signing where traffic enters a work zone from a major driveway. Leave official signs, barriers and traffic-control devices to the authorized project team.

Customer information should match the approved route and the current phase. If the project confirms a temporary entrance, share that entrance and the directions the project approves; if the route changes, update customer notices, website information, social posts and delivery instructions. Avoid sending customers toward an entrance just because it is familiar or appears open. If the project has not clarified the directions, ask before publishing them.

Signs can help people notice an open business or find an approved entrance, but confusing or misleading signs can make a work zone harder to navigate. The federal guidance supports coordination with appropriate authorities, not adding unapproved signs to the roadway. Do not place signs, barriers, cones or other traffic-control devices in the road, and do not alter official signs. A business-open sign on the business’s own property is only a modest customer-information aid; it does not replace the project’s traffic-control plan, official signs, barriers or flaggers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a customer asks whether the road is closed or where to enter, use the current project-approved directions rather than improvising an answer. You can point them to the published information you have confirmed, or direct them to the project contact if the instructions are unclear. That keeps customer communications consistent with the route the project team has approved.

What to do if the route is blocked or unsafe

  1. Stop before the barrier or work area. Do not drive around a closure, enter an active work zone or move barricades.
  2. Contact the project or agency representative using the number provided on the notice or access plan. Explain which entrance is affected and whether the issue involves a vehicle, delivery, pedestrian, mobility or emergency route.
  3. Ask for the currently approved alternate route and whether the access plan or work phase has changed. Do not improvise a route through the work area.
  4. Follow the authorized directions and ask how the team will address the blockage or communicate a revised arrangement.

Do not place traffic-control devices in the road or change official signs. If a route presents an immediate danger, keep clear of it and contact the responsible project or road authority.

It helps to describe the problem clearly when you call: identify the affected entrance, say what route is blocked or unsafe, and explain who needs access. A delivery issue, a pedestrian route concern and an emergency-access concern may require different information from the project team. Ask which route is currently authorized and whether the work phase or instructions have changed. If you do not have a project contact, use the information on the posted notice or contact the responsible road agency or municipal public works office.

Do not treat a gap in a barrier, an apparent opening or another person’s informal directions as permission to enter the work area. Do not move or bypass barricades, drive through active work, or install your own traffic-control devices. If the approved directions are not clear, pause and get confirmation from the project or agency representative.

Access rights and local rules depend on the project

Federal guidance supports planning for access and accessibility, but it does not establish a universal right to uninterrupted driveway access, a standard notification deadline, compensation or one complaint process for every project. Those questions depend on the jurisdiction, local rules, project documents and property conditions. Ask the responsible road agency for the current written plan and the applicable local requirements if you need a definitive answer for your location.

The MUTCD 11th Edition was published in December 2023, but state and local authorities may adopt it with supplements and apply project-specific requirements. The federal material discussed here is planning guidance, not a ruling about what any one road agency must provide at a particular property. It therefore cannot answer whether a specific closure entitles an owner to a particular accommodation, how much advance notice must be given, or whether compensation applies.

If you need a definitive answer about your location, ask the responsible agency which local requirements and project documents govern access. Keep the request focused on the current plan, the approved route and the contact for questions. Do not assume the same access rule applies across jurisdictions or projects.

Frequently asked questions

What should I do if my driveway leads onto a road closed for construction?

Do not assume the closure permits local access or that it blocks every property entrance. Follow posted instructions and contact the project owner or road agency to confirm whether local access is allowed, which route is approved and when it is available. Do not drive around barriers or enter an active work area.
