Start by watching where water comes from and where it goes during rain. Clear clogged gutters and downspouts, then choose a fix that moves water away from your foundation while keeping it on your property or within an intended drainage path. A downspout extension may solve a roof-discharge problem; a rain garden or vegetated swale may help where the soil and site support infiltration. Do not redirect runoff onto a neighbor’s land, a sidewalk, or a right of way, and check local rules before changing grades or installing drainage.
Why yard drainage needs to be fixed without exporting the water
Standing water can damage landscaping, erode soil, make parts of a yard difficult to use, or threaten a building if water collects near its foundation. But moving water out of one problem spot is not a complete fix if the new flow floods a neighboring yard, a roadway, a basement, a septic leach field, or a municipal drainage system.

The Massachusetts Office of Coastal Zone Management puts the principle plainly in its homeowner rain-garden fact sheet: “Stormwater management practices must be designed to responsibly manage runoff from your property without transferring problems to neighboring properties, roads, and municipal drainage systems.” That is a useful design test for any project: where will the water go after the work is done, including during a heavy rain?
Local requirements and recommended dimensions differ. Portland’s downspout guidance, Massachusetts’ rain-garden recommendations, Fairfax County’s permit rules, and Ottawa’s lot-grading advice apply to their respective jurisdictions; none should be treated as a nationwide standard. Before construction, check the current rules where the property is located.

How to trace the water before choosing a fix
Watch the yard during rain
Follow the water from its source to its destination. Note which roof sections drain to each downspout, where water first appears, which direction it flows, and where it stands or leaves the property. If it is safe to do so, observe the site during more than one rain event: a small puddle after a brief shower may behave differently from persistent pooling after longer rain.
Look for signs that water is following an existing route, such as a shallow swale, a low strip along a boundary, or a drain or catch basin. These features may be part of the way the lot was designed to drain. Changing them without understanding where they lead can shift the problem elsewhere.
Check roof drainage and visible blockages
Inspect gutters for debris and damage, and check downspouts for clogs. Portland’s guidance on caring for a rain garden or other stormwater facility advises keeping gutters clean and in good repair and checking downspouts for blockages. A blocked or poorly maintained outlet can make a drainage problem appear to be a grading problem.

Do not assume an underground pipe is safe to modify or disconnect: its destination and applicable plumbing or drainage rules may need to be confirmed first.
Record the conditions that affect a solution
Before digging, identify nearby foundations, property lines, wells, septic systems, easements, sidewalks, and rights of way. Note the slope, the apparent direction of flow, and whether water drains away or remains standing. For a proposed infiltration feature, soil behavior, groundwater depth, bedrock, and available overflow space matter too. If you cannot tell where water travels, or whether a proposed outlet affects another property, get site-specific advice before changing the yard.

Choose a measure that fits the source and the site
These approaches solve different problems. A downspout extension addresses roof water at its outlet. A rain garden or vegetated swale can slow and infiltrate runoff, but only if the location is suitable and overflow can be managed on site. A professional assessment is appropriate when the flow path, permitting, or potential off-site effects are uncertain.
| Approach | Best fit | What to check |
|---|---|---|
| Downspout extension and splash block | Water discharged at a roof outlet needs to be moved away from a building. | Safe outlet location, distance from structures and property lines, erosion, and trip hazards. |
| Rain garden | Runoff can be collected in a suitable area and infiltrated with a safe overflow route. | Soil infiltration, groundwater, bedrock, setbacks, and where overflow will go. |
| Vegetated swale | A suitable shallow route can slow and infiltrate concentrated surface flow. | Existing slope and flow path, infiltration, nearby boundaries, and the destination of overflow. |
| Professional assessment | The drainage route is unclear, infiltration is poor, regrading is substantial, or off-site effects are possible. | Local qualifications and permits, site conditions, and the proposed design’s effects beyond the work area. |
These options cannot be ranked by a universal cost figure: the official guidance covered here does not establish comparable costs. Site preparation, material choices, existing drainage, and local requirements affect what a project involves. The first decision is whether the measure suits the actual source and destination of the water.
Use a downspout extension only when its outlet is safe
If roof runoff is pooling beside the house, an extension may move the discharge away from the building. A splash block at the outlet can reduce the force of the water and help limit erosion. Portland advises that a disconnected downspout should direct water away from buildings and recommends a splash block; its care guidance also warns against allowing runoff to pool at a building.
The extension does not make the water disappear. Check that it sends water to a suitable place on the property rather than toward a neighbor, sidewalk, right of way, or easement. Consider whether the outlet could erode soil, create a tripping hazard, or leave water standing in another part of the yard. A placement that is acceptable in one city may not meet another city’s guidance or rules.
Portland’s example clearances are local guidance
The City of Portland’s “Downspout Disconnection” guidance recommends discharging at least 6 feet from a basement, at least 2 feet from a crawl space or slab foundation, and at least 5 feet from a neighbor’s property line. These are Portland recommendations, not universal clearance requirements. Check local guidance for the property before using any of these dimensions.

Portland also says the landscaped soakage area should be at least 10% of the roof area draining to it. Its example pairs 500 square feet of roof with 50 square feet of landscape. Treat this as Portland’s sizing guidance for its context, not a general rule for designing a soakage area or rain garden elsewhere.

A rain garden is a planted area intended to collect runoff and allow it to infiltrate. It can be a useful option when the soil and site can accept the water, but it is not simply a low spot to fill. If water cannot soak in, the feature may remain saturated or overflow where it causes another problem.
Check setbacks and subsurface conditions
The Massachusetts Office of Coastal Zone Management’s rain-garden fact sheet recommends locating a rain garden at least 10 feet from a home foundation and 50 feet from septic systems or wells. It also says that at least 2 feet of soil between the bottom of the rain garden and the water table is generally needed to filter pollutants and protect groundwater. These are recommendations in that Massachusetts fact sheet; local requirements and conditions still need to be checked.
Soil and subsurface conditions can rule out or constrain a proposed location. Massachusetts’ guidance cautions that poorly drained or clay soils, shallow groundwater, ledge, and setbacks matter. Fairfax County’s guidance likewise says rain gardens and dry wells are not suitable everywhere and identifies soil infiltration, groundwater, bedrock, and local permit rules as considerations. Do not assume a feature will work just because it fits in the available space.
Plan the overflow before construction
A rain garden needs a safe route for water that exceeds its capacity or cannot infiltrate quickly enough. Keep that overflow on the property or within an intended drainage route; do not direct it at a neighboring lot, road, or municipal system. The Massachusetts fact sheet warns that runoff redirection and regrading can cause flooding in neighboring yards, roadways, basements, or septic leach fields.

If you are unsure whether the proposed location or overflow could affect property beyond your own, Massachusetts recommends consulting a civil engineer or landscape architect. A site-specific assessment is more useful than selecting plants or materials before determining that the location can safely manage water.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a vegetated swale to manage flow only along a suitable route
A vegetated swale is a planted surface channel that can slow concentrated runoff and support infiltration. Its success depends on the existing slope and flow path, the soil’s ability to absorb water, and a safe destination for any water that continues through or overflows the feature. The Massachusetts Office of Coastal Zone Management’s vegetated-swale fact sheet is a local technical reference, not a substitute for evaluating the property and rules where the work will take place.
Before creating or reshaping a swale, check whether it would change where water crosses the site or leaves it. A route that carries runoff toward a boundary can transfer flooding or erosion to a neighbor. Preserve existing drainage paths unless you understand their function and have confirmed that a change is allowed and will not create off-site effects.
Get local approval before grading or installing underground drainage
Small maintenance and substantial drainage work are not the same. Clearing a gutter is different from changing the grade of a yard, altering a swale, adding a catch basin, or connecting or changing stormwater piping. Because those changes can affect other properties and public drainage, check with the local municipality before excavation or construction.

Fairfax County identifies local permit rules as relevant to rain gardens and dry wells and has a disturbed-area permit threshold. That threshold is specific to Fairfax County and should not be applied to other jurisdictions. The exact approval path depends on location and project scope.

Before work begins, ask the relevant local department whether the project needs a permit, review, or inspection, and whether there are rules for grading, discharge, easements, or connections. Confirm the current requirements rather than relying on an old plan or on another city’s dimensions. If a contractor will perform the work, verify applicable local licensing and permit requirements as part of selecting the professional.
A practical sequence for reducing pooling responsibly
- Observe during rain. Trace runoff from roof outlets and across the yard; note where water pools and where it continues to flow.
- Inspect and maintain existing drainage. Clear gutters, check downspouts for clogs, and identify existing swales, drains, and other intended routes.
- Set boundaries for a safe solution. Identify foundations, property lines, wells, septic systems, easements, sidewalks, and rights of way that affect placement or discharge.
- Match the intervention to the water source. Consider an extension and splash block for a roof outlet; consider a rain garden or swale only if infiltration and a safe overflow route are feasible.
- Confirm local rules before changing the site. Ask about permits and grading or drainage requirements before digging, redirecting flow, or modifying underground drainage.
- Recheck the result in rain. Confirm that water no longer pools at the problem location and that the change has not created a new flow or erosion problem elsewhere on the property.
Know when to stop and ask for technical help
Seek local technical assistance or a qualified drainage professional if you cannot identify the flow path, the soil drains poorly, the proposed work requires substantial regrading, underground connections are involved, or water could affect a neighboring property or public drainage system. Massachusetts specifically recommends professional advice when off-site effects are uncertain. Fairfax County’s guidance underscores that soil, groundwater, bedrock, and local permitting all affect whether infiltration measures are appropriate.
For a professional assessment, explain where water comes from, when it pools, and what happens during rain. Ask how the proposed work will handle overflow, whether it changes an existing drainage path, and what approvals apply. Those questions focus the assessment on the outcome that matters: controlling water on the property without shifting the problem elsewhere.
What to do if water remains pooled or comes from a neighbor’s downspout
Persistent pooling in Ottawa
The City of Ottawa advises contacting 3-1-1 if water has not disappeared after 48 hours. This is Ottawa-specific advice, not a universal wait time or reporting procedure. In other locations, contact the local authority responsible for lot grading or stormwater drainage and follow its current guidance.
A neighbor’s downspout drains onto your property
Ottawa’s lot-grading FAQ recommends speaking with the neighbor first and contacting 3-1-1 if the issue is not resolved. That is municipal advice for Ottawa, not a universal legal remedy. If you are in another jurisdiction, use the local government’s process and avoid responding by redirecting the water back onto another property.
