Start by checking whether the signal is weak everywhere or only inside the building. If reception improves outdoors or beside an upstairs window, the structure is probably attenuating a usable network signal; Wi‑Fi calling, a carrier femtocell, or a compliant repeater may solve it. If reception is poor outside as well, changing network or using broadband-based calling is usually more effective than buying a booster. For a multi-floor office or many users, ask the network operator for a site assessment and a managed small-cell or distributed-antenna design.
Why a phone can work outside but fail indoors
Mobile radio has to travel through walls, roofs, windows and internal partitions before it reaches a handset. Ofcom identifies thick stone walls, slate roofs, newer glazing and insulating materials as examples that can reduce indoor reception. These features do not prove the cause at a particular property: the result also depends on the mobile band, distance to the serving site, terrain, network load and the position of the phone.

There are two different problems to separate:
- Coverage problem: the network is weak at the property, including outdoors.
- Building attenuation: a usable signal exists outside, but the building blocks enough of it to make calls, texts or data unreliable indoors.
The distinction determines what will work. A repeater can redistribute an existing outdoor signal, but it cannot create coverage where the donor antenna receives no usable signal. Wi‑Fi calling and a femtocell use fixed broadband instead of relying on an indoor cellular path.

Run an indoor-versus-outdoor check
- Test the same phone and SIM in the problem room, immediately outside the building, and near an upstairs window if one is available.
- Repeat the check at more than one time of day. A temporary network fault or congestion can look like a building problem.
- Record whether calls fail, texts are delayed, mobile data drops, or all three occur. A phone can show bars while data remains unusable, so test the service you actually need.
- Try another network if you can do so without changing your main contract, such as a spare SIM or a colleague’s phone. This is an indication, not a guarantee, because phones and bands differ.
If the phone is materially better outdoors or upstairs, indoor attenuation is plausible. If it is poor in every test location, investigate network coverage first rather than assuming a booster will help.

Check predicted coverage at the exact address
Ofcom recommends comparing the predicted coverage maps of different providers at the specific location. Predictions are not guarantees of indoor performance, particularly in buildings with heavy masonry, metalwork, specialist glazing or substantial insulation. Use the maps to shortlist networks, then confirm with an on-site test before committing to a change.
Map the building, not just one room
Mark the rooms, floors and work areas where service fails. Note window orientation, roof construction, plant rooms, lift shafts, basements and any internal areas surrounded by reinforced concrete or metal services. This map is useful whether you choose Wi‑Fi calling, a repeater or a professional system, because each has a different coverage footprint.
Choose the right remedy
| Option | What supplies the signal | Best fit | Main checks and limits |
|---|---|---|---|
| Change mobile network | A different operator’s nearby radio coverage | Reception is poor indoors and outdoors, or another network is clearly stronger at the address | Coverage maps are predictions; test the candidate network at the property |
| Wi‑Fi calling | Fixed broadband through a supported phone and mobile service | One household or small team with reliable broadband and compatible handsets | Carrier, tariff, handset, activation and SMS support vary; confirm emergency-call behaviour with the carrier |
| Femtocell | Fixed broadband connected to a provider-supplied small cell | Good broadband but poor indoor cellular signal, where the operator offers the device | Availability, charges, supported users and setup are carrier-specific |
| Indoor repeater | An existing outdoor mobile signal captured by a donor antenna | Outdoor reception is usable but the building blocks it indoors | Must meet local radio rules; no repeater can manufacture a signal absent at the donor point |
| Managed small cell or distributed antenna system | Operator-managed radio equipment and a designed antenna network | Large offices, several floors, many users or multiple operators | Requires a site survey, design, installation and ongoing support; prices and suitability are site-specific |
Try Wi‑Fi calling first when broadband is reliable
Wi‑Fi calling routes calls through a supported mobile service over the building’s broadband connection. Ofcom says some providers offer it on a range of smartphones, that activation may be required, and that calls typically use the customer’s normal minutes allowance. SMS support is not universal, so check it explicitly if text messages matter.
Activation checklist
- Check the mobile provider’s current compatibility list for your exact handset model, operating-system version and tariff.
- Install pending phone software updates and connect the phone to the building’s trusted Wi‑Fi network.
- Enable the provider’s Wi‑Fi calling feature in the account or app if required, then enable Wi‑Fi calling in the phone’s cellular settings. The wording differs by manufacturer.
- Place a test call from the room where cellular service is weakest. Walk between Wi‑Fi coverage areas to see whether the call hands over reliably.
- Send and receive a test SMS and test voicemail. Ask the carrier how emergency calls are handled when the phone is registered over Wi‑Fi, especially at a fixed business address.
Wi‑Fi calling depends on the broadband connection and local wireless network. Congestion, restrictive firewalls, captive portals and poorly placed access points can cause one-way audio or dropped calls even when the mobile service itself supports the feature. For an office, give voice traffic adequate wireless coverage and keep guest Wi‑Fi separate from staff devices.

Ask the carrier about a femtocell
A femtocell is a small provider-connected cellular device that normally plugs into the router and uses fixed broadband to reach the operator’s network. It can suit a property with good broadband and poor indoor mobile coverage. Ofcom notes that not every provider offers femtocells and that charges may apply.
Questions to ask before ordering
- Is the device available for your tariff, address and country?
- Which phones, numbers and operators can register with it?
- Does it support calls, SMS and mobile data, or only selected services?
- Are there activation, rental, replacement or broadband requirements?
- What happens if the broadband connection fails?
- Does the provider handle emergency-call location information differently when the device is used?
Because the operator controls the radio configuration, a femtocell avoids the compatibility and interference risks of an uncertified generic booster. It is still dependent on broadband and on the provider continuing to support the product.
When an indoor repeater is appropriate
An indoor repeater receives a mobile signal at a donor point, amplifies or conditions it, and rebroadcasts it inside. The donor antenna is often placed near a window, on an upper floor or externally; an indoor service antenna then covers the selected rooms. Ofcom’s consumer guidance states: “A repeater works best when there is a good outdoor signal that can be boosted indoors.”

Confirm the donor signal
- Stand at the proposed donor location with the phone connected to the target network.
- Make a call and run a data test, not just a visual bar check.
- Check more than one operator if the building needs service for different networks.
- Ask an installer to measure the relevant bands if the signal is marginal or changes sharply around the building.
A very weak donor signal may require an external antenna, a longer low-loss cable run or a professionally designed installation. Increasing gain without controlling the donor and service antennas can create oscillation or interference rather than useful coverage.

Plan the physical installation
- Choose a donor position with the strongest stable outdoor signal, while respecting roof access, weatherproofing and safe working-at-height procedures.
- Keep donor and indoor service antennas sufficiently separated and oriented to prevent feedback. The equipment manufacturer or installer should specify the separation.
- Route coaxial cable away from damage, water ingress, hot plant and sharp bends; provide a suitable power outlet and accessible equipment location.
- Define the rooms to be covered. A single-room installation is a different design from a multi-floor building with reinforced slabs and fire compartments.
- After installation, test calls, SMS and data in every target area and check that the system does not degrade nearby outdoor service.
UK repeater legality: check the exact model and conditions
Repeater law is jurisdiction-specific. In the UK, equipment and use must either meet Ofcom’s licence-exemption conditions or operate under an appropriate licence. Ofcom’s radio-equipment guidance explains that non-compliant repeaters remain illegal and that a device must be covered by a specific licence or comply with the exemption regulations and conditions. Readers elsewhere must use their own regulator’s rules; a statement such as “FCC” or “CE approved” does not establish compliance in another country.
Ofcom maintains a list of repeaters it understands to meet the technical requirements of the UK licence-exemption regime. The list has included models such as Huaptec Hi10-3S-Pro, Hi10-4S-Pro and Hi10-5S-Pro; several Multiboost PRO UK models; Nextivity G41-9E, Quatra 4000e, Connect C41 and Quatra Evo; StellaHome SD-RP1002; and Wilson Pro 5143 U. Treat these as examples from a regulator list, not as a recommendation. Ofcom says: “These are not repeaters that we promote or endorse, simply those that have been tested against our requirements by an accredited test house.”
Re-check Ofcom’s live list, the exact model and the installation conditions immediately before purchase. A similar-looking marketplace product, a different regional variant or a generic seller’s compliance claim is not proof that the equipment is lawful. Operator-controlled femtocells and smart repeaters can operate under the host operator’s licence, so end users do not normally need their own licence for those devices; confirm the arrangement with the provider.

A consumer repeater is rarely the right starting point for a large workplace. The requirements may include several operators, multiple frequency bands, hundreds of users, fire-rated cable routes, lift and basement coverage, and monitoring after installation. Ofcom identifies managed small-cell providers and distributed antenna systems (DAS) as possible approaches and advises contacting the network provider about site requirements.

What a site survey should establish
- Which operators and bands must be supported.
- Outdoor signal strength and quality around the building and at possible donor locations.
- Floor plans, wall and slab construction, risers, plant rooms and fire compartments.
- Number of simultaneous users and the required services: voice, SMS, data or all three.
- Areas that must be covered, including reception, meeting rooms, stairwells, basements and loading areas.
- Available power, broadband backhaul, equipment rooms, roof access and maintenance routes.
- Whether the objective is one operator’s service or neutral-host coverage for several networks.
A provider-led small cell may be simpler where one operator dominates. A DAS can distribute radio coverage through a designed antenna network, but it involves more cabling, coordination and maintenance. The appropriate architecture and price cannot be determined from floor area alone; insist on a written design and acceptance test.
Construction-stage provisions
If a building is being refurbished or constructed, resolve mobile coverage before ceilings and risers are closed. Ask the designer and network providers to identify possible antenna and equipment locations, reserve power and broadband points, and provide accessible routes for compliant coaxial or data cabling. Coordinate penetrations with fire stopping, waterproofing, structural details and mechanical services. Do not install an unapproved repeater simply because cable pathways are available; the radio equipment still has to meet local requirements and the operator’s technical conditions.

Calls fail indoors but work outside
Test Wi‑Fi calling, then ask the carrier about a femtocell. If you need cellular service independent of broadband, measure the outdoor donor signal and investigate a compliant repeater or professional survey.
Calls and data are poor indoors and outdoors
Compare another network at the exact address and check the provider’s predicted coverage. A network change or broadband-based calling is more likely to help than a repeater that has no usable donor signal.

Wi‑Fi calling is enabled but calls still drop
Check broadband stability, Wi‑Fi coverage in the room, phone software, account activation and SMS support. Test without a captive portal or guest network and ask the carrier whether its service requires particular router settings.
A repeater shows power but coverage does not improve
Re-measure the donor location, verify that the unit supports the operator’s bands, check antenna connections and separation, and look for alarms indicating oscillation or overload. Stop using the unit if it causes interference and have a qualified installer assess it.
Only one floor or room remains weak
Map the service area again. The building may need an additional service antenna, a different cable route or a designed system rather than more amplifier gain. In an office, update the site survey instead of adding consumer units ad hoc.

A practical decision sequence
- Measure. Compare the problem areas with outdoors and an upstairs window, using calls and data.
- Check networks. Review predicted coverage at the precise address and test an alternative operator where possible.
- Use broadband. Activate Wi‑Fi calling if the carrier and handset support it; verify SMS and emergency-call behaviour.
- Ask the operator. Confirm whether a femtocell or another provider-controlled device is available.
- Assess a repeater. Only proceed when outdoor reception is usable, the exact model is lawful locally, and the installation can be designed safely.
- Escalate at scale. For multi-floor premises, many users or several operators, obtain a provider or specialist survey for a managed small cell or DAS.
- Verify. Test every required room and service after installation, document the settings and retain the installer and regulator information.
There is no universal “strongest booster.” The reliable fix follows the cause: a better network for weak external coverage, broadband calling for a connected building, a provider femtocell where offered, a legally compliant repeater when a good outdoor signal is being blocked, and a designed commercial system when the building or user count exceeds a household installation.
