Forecast irregular construction-material demand from the work that is actually scheduled, not from a static average alone. Map each material to the activities and quantities that consume it, place those requirements in time buckets that match supplier lead times, and revise the forecast whenever progress, sequencing, deliveries or constraints change. For items with many zero-use periods and occasional bursts, compare that schedule-driven view with intermittent-demand methods. Choose the approach with rolling backtests and inventory scenarios that fit your project’s data and decisions; no method has been shown to be universally best for every construction setting.
Why irregular site activity defeats a simple average
Construction materials are usually dependent demand: concrete, reinforcement, pipe, cable, fixtures and finishes are needed because particular activities are planned, not because a warehouse has an independent retail sales pattern. When a work front starts late, pauses for access or inspection, changes sequence, or accelerates, the date of material use moves with it. A monthly average can therefore show a plausible total while being wrong about the week in which a delivery is needed.

Irregularity has two distinct forms. First, the timing of planned work changes. Second, actual consumption may be intermittent: several buckets have zero use, followed by a large issue when an activity finally begins. A useful forecast must represent both the project plan and the uncertainty around that plan. It also must separate site consumption from procurement activity; an order or receipt is not evidence that the material was used.

1. Define the decision and the forecast horizon
Start with the decision the forecast must support. A supervisor deciding whether to replenish a site store needs a different horizon from a buyer placing a supplier order or a commercial manager securing long-lead equipment. Write the decision, owner, lead time and consequence of being late before selecting a model.
Match the horizon to the decision
- Near-term replenishment: cover the time from today until the next practical delivery, including inspection, handling and usable-stock checks.
- Supplier ordering: cover confirmed and probable lead time, order cut-offs, minimum quantities and expected delivery reliability.
- Longer-range procurement: show upcoming work packages far enough ahead to reserve capacity, approve alternatives or release long-lead orders.
Use a time bucket that can be refreshed reliably and is meaningful relative to lead time. A weekly bucket may be appropriate for active trades with dependable progress records; a monthly bucket may be safer when schedules and issues are only updated monthly. Do not create daily precision when the schedule, store issues or progress measurements cannot support it. False precision hides uncertainty rather than reducing it.
Set a visible information cut-off
Each forecast should record its schedule version, update date, data cut-off and assumptions. Someone reviewing a change should be able to see whether it came from a revised activity date, a quantity change, a progress correction, a delivery, a stock adjustment or a supply constraint. This audit trail prevents a new sequence from appearing as unexplained forecast error.

Create the baseline by translating planned work into material requirements. For every material and consuming activity, retain the planned quantity, unit, location or work front, planned start and finish, and the rule that converts progress into usage. A simple time-phased requirement can be represented as:
planned requirement in bucket t = sum of (planned activity quantity × expected material factor × usage share in bucket t)
The material factor may be a bill-of-quantities rate, approved take-off, shop-drawing quantity or other project-controlled basis. The usage share should reflect how the activity consumes material: evenly over its duration, in a release at the start, in staged deliveries, or at a milestone such as testing or installation. Record wastage, cutting allowance and packaging separately so a later change in those assumptions is visible.
Link every requirement to an activity
Do not keep a single undifferentiated total for a material used by several trades. Link each requirement to the activity or work package that creates it. The same pipe may be needed for underground services, risers and fit-out; each has different dates, progress confidence and substitution options. Activity links also allow a planner to move a work package and automatically re-time its dependent material requirements.
Version quantities and sequence assumptions
Freeze the quantity basis used for each update and label provisional quantities. A changed design, approved variation, revised take-off or construction method should create a new assumption record rather than silently overwriting the old one. Keep planned and remaining quantities distinct: a delayed activity may still need the same total material, but in later buckets.

3. Keep demand, orders, receipts and stock separate
Forecast quality collapses when procurement transactions are treated as consumption. Maintain separate fields or ledgers for the following flows:

| Flow | What it means | How it affects the forecast |
|---|---|---|
| Site demand | Material issued or installed for an activity, recorded in the project’s quantity and unit. | Updates actual consumption and the remaining requirement. |
| Purchase order | A supplier commitment that has been placed but may not yet be delivered. | Shows future supply, not usage; retain promised and latest credible dates. |
| Receipt | Material physically received, inspected and accepted into usable stock. | Increases available supply only after quantity and quality checks. |
| Available stock | Usable on-hand quantity after reservations, quarantine, damage and known allocations. | Offsets future requirements; do not count quarantined or reserved stock twice. |
| Transfer or return | Material moved between work fronts or returned to a supplier or store. | Changes the location and availability of supply without implying new demand. |
Reconcile the opening balance each update. A practical net-availability view is:
projected available stock = opening usable stock + accepted receipts + confirmed transfers in - site issues - reservations - transfers out
Use the result to identify the first bucket in which projected stock falls below the requirement or safety allowance. This is more actionable than reporting a forecast error without its stock consequence.
4. Reconcile the plan with site reality at every update
At each update cycle, compare planned and actual progress, re-estimate remaining work, and re-time the associated material usage. A late start should move the requirement; a slower installation rate should spread it; an acceleration may pull requirements forward. Do not simply replace the old forecast with actual issues: preserve the remaining planned quantity and explain the timing change.
- Capture progress by activity and work front. Use installed quantities, approved completion percentages or other controlled measures. Note activities that have started but cannot yet consume their full planned quantity.
- Validate the remaining quantity. Reconcile installed, stored-at-point-of-use, damaged and outstanding quantities with the latest take-off or bill of quantities.
- Re-time the balance. Move remaining requirements to the current expected dates and reflect revised durations or sequence logic.
- Refresh supply facts. Update supplier lead times, open-order quantities, confirmed delivery dates, partial shipments, inspection holds and known shortages.
- Recalculate projected stock and exposure. Identify the earliest shortage bucket, excess stock after completion and orders that can be deferred, split or cancelled under contract.
- Publish the change log. State what changed, who approved it and which schedule or quantity version supports it.
RICS’s 2024 practice information and Navon’s 1996 treatment of cash-flow updating both support this disciplined cycle: forecasts are management instruments that must move as progress and resources move, not one-time estimates.
5. Use intermittent-demand methods when zero-use periods dominate
Some materials have many buckets with no issue and occasional bursts. Examples include a specialist valve released only when a plant room is ready, a finish selected for a later area, or a replacement component held until commissioning. For these items, include methods designed for intermittent demand as benchmarks rather than relying on a moving average that treats every zero as evidence of permanently low demand.
John Boylan and Aris Syntetos’s Intermittent Demand Forecasting: Context, Methods and Applications (first published 28 May 2021) covers methods and inventory implications for this pattern. It is general forecasting and inventory material, not a construction-specific rulebook; apply its ideas to the project’s own history and decision horizon. The book is available from the publisher.
When the schedule signal should lead
A schedule-driven forecast is usually more informative when activity dates, quantities and work logic are credible and maintained. It can anticipate a first use that has not appeared in historical issues, and it explains why demand should occur. Keep a historical intermittent benchmark alongside it so the team can see whether the plan is unusually aggressive or unusually quiet.
When the historical signal is useful
An intermittent baseline is valuable when schedules are unreliable, work is repeatedly resequenced, the item is shared across projects, or issue records are the only consistent signal. It can provide a fallback for timing and a reasonableness check on planned quantities. It should not override a well-supported activity requirement merely because past buckets were mostly zero.

Compare the two views instead of declaring a universal winner
Present the schedule-driven and intermittent forecasts side by side, then explain the operational choice. A blended decision may use the schedule for known upcoming releases and the historical method for unplanned maintenance or uncertain call-offs. The available construction evidence does not establish one universally superior method for every material, project or country.
6. Backtest on information that would really have been available
Evaluate methods with rolling historical cut-offs. For each past cut-off, use only the schedule version, progress, stock, orders and supplier information that existed then; forecast the chosen horizon; and compare with later actual consumption or requirements. A forecast made with today’s revised schedule is not a fair test of what the team could have known at the time.
Measure errors at the decision horizon
Choose an error measure that remains meaningful for the material’s pattern and the decision. Check both magnitude and direction: repeated under-forecasting creates shortage risk, while repeated over-forecasting ties up cash and storage. For intermittent items, inspect errors in non-zero buckets as well as the timing of the first required issue. Report the number of backtest windows and the material and project context rather than presenting a single score as a universal benchmark.

- Earliest projected stockout, by material and work front.
- Quantity short at the required date and the duration of the exposure.
- Excess stock after the associated activity or project completion.
- Orders that must be released now to cover credible lead time.
- Orders that could be deferred, split or redirected without disrupting work.
- Effect of a late, partial or rejected delivery.
This decision-based evaluation matters because a small numerical error can be harmless when stock is abundant, while a modest timing error can stop a critical path activity.
Interpret the 2026 construction procurement study carefully
A study published online 24 June 2026 in the Journal of Engineering Research evaluated regression and machine-learning models on engineered procurement records from three municipal projects in Jordan. It also simulated an (s, S) inventory policy over a 360-day horizon and reported a strong linear-model result for arrival-time prediction in that dataset. The authors’ result supports testing candidate models on relevant local records; it does not prove that linear regression is superior for all materials, firms, countries or project types. The study is available at ScienceDirect.
7. Plan for constrained supply across work fronts
When two or more activities need the same limited material, forecasting alone cannot decide who receives it. Create allocation scenarios that show the project schedule, demand, cost and network consequences of each choice. A 2018 Automation in Construction study examined schedule-based, cost-based, demand-based, schedule-cost and schedule-demand allocation policies in simulated project networks. Its results support scenario analysis, not a ready-made priority rule for every project. See the study.
Build an allocation register
For each constrained item, list competing activities, required dates, quantities, float, contractual or safety implications, substitute options, downstream tasks and the cost of delay. Show the result of allocating available stock to each front. A schedule-priority choice may protect a near-critical activity; a cost-priority choice may protect a high-loss operation; a demand-priority choice may serve the largest requirement. Combined policies can expose trade-offs that a single ranking conceals.

Re-run scenarios when the network changes
Allocation priorities depend on project-network structure. A delay on one predecessor can make another activity the new bottleneck. Re-run the scenario after a major sequence change, material-shortage notice, design revision or confirmed delivery failure, and document the decision owner and expiry date.

8. A practical operating cadence
Use one forecast register with a controlled update rhythm, while allowing urgent exception updates for critical shortages.
Weekly control for active work fronts
- Planner: publish the latest activity dates, progress and remaining quantities.
- Site or store lead: reconcile issues, usable stock, reservations and transfers.
- Buyer: refresh open orders, supplier promises, lead times and partial-delivery risks.
- Project controls: calculate projected stock, shortage dates, excess and cash implications.
- Work-front leads: validate whether the forecast reflects actual access, inspections and readiness.
Monthly horizon review
Extend the forecast through the procurement horizon, review long-lead and design-dependent items, and test alternative sequences. Retire completed activities and preserve their actual consumption for future backtests. Review whether the bucket size still matches data reliability and supplier lead times.
Exception triggers
Escalate outside the normal cycle when a required date moves inside supplier lead time, projected usable stock turns negative, a critical delivery is late or rejected, a quantity change exceeds the approved tolerance, or two work fronts request the same constrained stock.

Using a project-wide average
Symptom: the monthly total looks reasonable, but crews wait for material or stores overflow before work begins. Correction: time-phase requirements by consuming activity and test the first-use date against lead time.
Counting purchase orders as demand
Symptom: apparent demand rises when buyers place orders, even though site issues are unchanged. Correction: keep orders, receipts and issues in separate ledgers and model only accepted receipts as incoming stock.
Leaving a delayed activity in its original bucket
Symptom: the forecast shows a shortage that has already moved, followed by an unexplained later surge. Correction: re-time the remaining quantity when progress or sequence changes and retain the old version for audit.
Overreacting to one zero bucket
Symptom: an item is forecast to zero immediately after a temporary pause, so the next release is missed. Correction: inspect the activity schedule and use intermittent-demand benchmarks across multiple rolling windows.
Optimizing error while ignoring consequences
Symptom: the model has a lower average error but causes more critical-path shortages. Correction: compare shortage exposure, excess, lead-time coverage and order flexibility alongside statistical error.

10. Minimum data structure for a usable forecast
A spreadsheet or system can support this process if each row has enough context to reconstruct the decision. At minimum, retain:
- Material identifier, description, unit and approved specification.
- Consuming project, activity, work front and location.
- Planned, installed and remaining quantities, including documented waste assumptions.
- Time bucket, schedule version, planned date and current forecast date.
- Opening usable stock, reservations, transfers and accepted receipts.
- Purchase-order quantity, supplier, promised date, latest credible date and status.
- Actual issue or installation quantity and transaction date.
- Constraint, substitution, inspection or quality-hold flags.
- Forecast method, assumptions, update date and approving role.
Keep units consistent and record conversions. A forecast that mixes metres, lengths, kilograms, bundles or boxes without an explicit conversion can appear mathematically precise while being operationally wrong.
What the evidence supports—and what it does not
The Construction Industry Institute’s 2012 guidance describes forecasting as central to project controls and reports deficient, often ad hoc practices in its reviewed industry context. That is an institutional finding from that publication, not a current percentage for the entire construction industry; use it as a reason to formalize the process rather than as a benchmark.
Construction-material demand can be stochastic and nonstationary, while supply uncertainty creates mismatch between supply and demand. The 2018 allocation study models these interactions and compares policies within project networks. The 2026 procurement study demonstrates the value of testing models on relevant local records, but its three Jordanian municipal projects and 360-day simulation horizon are study-design details, not general industry statistics.
No broadly transferable named statistic establishes the accuracy that an irregular site-material forecast should achieve. Set performance thresholds around your decisions: acceptable shortage exposure, lead-time coverage, service for critical activities and tolerable excess. Revisit those thresholds when project risk, supplier reliability or storage capacity changes.
A repeatable decision rule
- Choose the decision, horizon and refreshable bucket.
- Map planned quantities to activities, dates and work fronts.
- Separate issues, orders, receipts, stock and transfers.
- Update progress, remaining work, lead times and constraints.
- Compare the schedule-linked forecast with an intermittent-demand benchmark when zero-use buckets are common.
- Backtest each candidate using historical information cut-offs.
- Simulate stockouts, excess and late deliveries at the actual decision horizon.
- Allocate constrained supply with explicit schedule, cost, demand and network scenarios.
- Publish the forecast version, assumptions, exceptions and owners.
This process keeps the forecast tied to what the site is expected to do while giving historical methods a fair role when activity is intermittent or the schedule signal is weak.
