Start by proving whether the parcel is inside the City of Greenville or elsewhere in Greenville County. The two jurisdictions use different development codes, zoning maps, permit systems, and planning records. Once you have the jurisdiction, identify the parcel in the correct GIS, read the applicable zoning district and overlays, search issued permits, and then check planning or rezoning records for proposals that may not appear in a building-permit search.
Use online maps for discovery, not as the final word on a purchase, design, entitlement, or construction decision. Greenville County cautions that its web maps are not official records or a land survey, and some property-detail fields may be stale during a software transition. Confirm consequential information with the department that maintains the official record.

1. Establish the parcel’s jurisdiction before searching
A Greenville mailing address does not establish which government regulates the property. A parcel may be in the incorporated City of Greenville, in unincorporated Greenville County, or in another municipality within the county. The City’s Development Code governs property inside the city limits. County parcels must be researched through Greenville County’s GIS, zoning, permitting, and planning resources.
Why the distinction matters
- The City and County have separate zoning ordinances and use tables.
- The map layers, overlay designations, application types, and review procedures differ.
- A permit or planning case in one system does not prove that the same record exists in the other.
- Building-permit records and land-development or rezoning cases are often maintained in different portals.
Before relying on a search result, verify the jurisdiction with the applicable official GIS or property-record lookup. If the boundary is unclear, contact the responsible planning or zoning department rather than assuming that a street address, ZIP code, or nearby city name is decisive.

2. Locate the exact parcel
Begin with the property address in the official system for the jurisdiction you identified. Address searches can return multiple buildings, units, or similarly named roads, so match the result to the correct parcel on the map and in the property details.
Use the parcel or tax map number when the address is ambiguous
The parcel number, often called a tax map number, is a more reliable key than an address. Record it exactly as displayed. Greenville County’s eTRAKiT instructions state that a full or partial address can return matching addresses and parcels; select the correct result to view the linked property information, permits, and projects. County Building Safety also says permit applications require a tax map number or an active permit number.
- Enter the complete street address in the applicable property or GIS search.
- Review every matching result, including unit numbers and similarly named streets.
- Open the map and confirm the parcel shape, street frontage, and general location.
- Record the parcel or tax map number, owner name as displayed, and any alternate situs address.
- Use that parcel number in later permit, planning, or verification requests.
Do not treat an owner name, mailing address, or map label as proof of legal ownership or boundary location. Those details are useful for finding the record; deeds, surveys, and other official land records answer different questions.

3. Find City of Greenville zoning and overlays
For a parcel inside the City, use the City Interactive Zoning Map. Search the address or parcel, then read the result panel rather than relying only on the color of the map. The City says the panel can display the zoning district and information about overlay or preservation districts.
Record every designation shown
- Base zoning district.
- Overlay district, if any.
- Historic or preservation designation, if any.
- Map notes, special annotations, or links to district guidance.
- The date you checked the map.
A base district does not answer every development question. An overlay or preservation district may add design, demolition, site, or review requirements. A use that appears compatible with the base district can still require an additional approval or be limited by overlay standards.
Read the City Development Code with the map
Use the current City Development Code, its use table, and the district and overlay provisions that apply to the parcel. The City identifies July 15, 2023 as the effective date of the current code and says it is updated periodically. Check for amendments before making a design, acquisition, or construction decision.
Interpret the map in this order:
- Identify the base district.
- Find the proposed use in the code’s use table.
- Read any conditions, special-use standards, dimensional rules, and parking or access provisions attached to that use.
- Apply overlay, preservation, or historic-review requirements.
- Check whether the proposal requires a site plan, special approval, variance, rezoning, or another application.
City Manager Shannon Lavrin described the code as “a living code for our community” on the City’s Development Code page. That characterization is a useful reminder to check the current text and amendments instead of relying on an older zoning explanation.
4. Find Greenville County zoning and identify unzoned parcels
For property outside the City, use Greenville County GIS (GCGIS). Search for the parcel, open Map Themes, and select the Zoning layer. Confirm that the parcel boundary and the zoning polygon align; a map layer can be difficult to interpret near roads, rivers, municipal boundaries, or split parcels.

Match the mapped district to the County ordinance
After recording the district shown in GCGIS, consult the current Greenville County Zoning Ordinance and its Use Table. The district name alone is not an approval. The use table may classify a use as permitted, conditional, special, or prohibited, and conditions can require additional standards or review.
- Write down the mapped zoning district and any map notes.
- Locate the proposed use in the County Use Table.
- Read every footnote, condition, supplemental standard, and dimensional requirement attached to the use.
- Check applicable overlay, flood, environmental, access, subdivision, and site-development requirements in the relevant County regulations.
- Ask County planning staff whether the map and ordinance interpretation fits the specific parcel and proposal.
Do not assume an unzoned parcel is unrestricted
Greenville County notes that some properties are unzoned. “Unzoned” does not mean that any use or building is automatically allowed. Land-development regulations, building and safety requirements, subdivision rules, environmental constraints, and other applicable laws can still control the project.
When to request zoning verification
If you need a documented answer for financing, a purchase, design, or entitlement, use the County’s formal zoning verification process. The County describes zoning verification as the route to a letter confirming a property’s zoning. A map screenshot is a research aid; a verification letter is the appropriate county response when a written confirmation is required.
5. Search issued permits and property-linked projects
Permit records answer what has been submitted or issued in the building or permit system; they do not necessarily show every proposed land-development or rezoning matter.
County property lookup and eTRAKiT
In Greenville County’s eTRAKiT property lookup, search by the address or parcel, select the correct result, and review the permits and projects linked to that property. Open individual records to capture the permit type, status, application or permit number, dates, and descriptions. Search variations of the address if an older record is not returned by the current situs format.
County Building Safety says permit applications require either a tax map number or an active permit number. Keep the tax map number available when starting a new search or asking staff to locate a record.
City permit records
For a City parcel, use the City’s applicable building or permit center and search with the address or parcel information requested by that system. Record whether a result is an application, issued permit, inspection-related record, or closed project. A permit marked issued does not by itself establish that all work is complete, that inspections passed, or that the present condition matches the approved plans; check the record’s status and contact the department if that distinction matters.

- It may not show: a pending rezoning, a planning application filed in another system, an unsubmitted concept, or a project associated with a neighboring parcel or different address.

Greenville County planning and rezoning records
Greenville County’s rezoning page supports searches by hearing date and provides current application status. Search the parcel number, address, applicant, or case information available in the tool, then open the case record and note the hearing date, requested district, status, conditions, and any linked documents.
A rezoning request is a proposal, not a final zoning change. Treat the requested district and applicant’s description as pending until the county record shows the action that actually took effect. If a hearing has occurred, check the disposition and effective information rather than assuming approval.
City planning applications
The City lists planning and zoning application types, including site-plan and historic-review applications. Search the planning application or case system for the parcel and review the application type, status, decision, meeting or hearing information, and attached plans when available.

Why one search is not enough
A project can move through separate stages: concept or pre-application discussion, land-development review, rezoning or public hearing, site-plan approval, building permit, inspections, and closeout. Each stage may have a different record number and portal. Search by parcel number and project name, and compare dates so that an older permit is not mistaken for the latest proposal.
7. Compare the City and County systems on the right axes
| Question | City of Greenville parcel | Greenville County parcel |
|---|---|---|
| Primary jurisdiction | Incorporated City of Greenville | Property outside the City, including unincorporated county areas |
| Zoning map | City Interactive Zoning Map | GCGIS with the Zoning layer enabled through Map Themes |
| Controlling code | City Development Code, use table, district and overlay provisions | County Zoning Ordinance, Use Table, and applicable land-development regulations |
| Overlay or preservation information | Shown in the City map result panel when applicable; verify the governing provisions | Check County map layers and ordinances for applicable districts or constraints |
| Permit search | City building or permit center | County eTRAKiT property lookup; applications require a tax map number or active permit number |
| Proposed development | City planning and zoning applications, including site-plan and historic-review cases | County planning applications, rezoning dockets, hearing notices, and status tools |
| Map status | Use as a starting point and confirm consequential conclusions with the City | County warns its web maps are not official records or a land survey |
| Public access or account requirement | Check the current portal’s access instructions | Check the current portal’s access instructions; requirements can vary by record or submission function |
The systems are complementary only after jurisdiction is established. Do not substitute a City map for a County zoning answer or assume a County permit search contains City records.
8. Verify information before relying on it
Use a two-level process: discover online, then confirm through the official record or responsible department.

Account for GIS and portal limitations
Greenville County warns that its web maps are not official records or a land survey. The County also flags some property-detail fields as potentially stale during a software transition. Portal contents, map layers, code amendments, pending cases, submission requirements, and processing information can change. Save the date of your search and the case or parcel number, then recheck the responsible official portal when the decision depends on current information.

When a map, permit record, and planning case appear inconsistent, do not average the results or choose the most favorable interpretation. Ask the department that owns the record which document controls and request the applicable approval, ordinance section, or verification letter.

Keep a short record for every parcel so another person can reproduce the search.
- Jurisdiction: City of Greenville or Greenville County; note how you confirmed it.
- Parcel identity: address, parcel or tax map number, and map date checked.
- Zoning: mapped district, source map, and the ordinance or code section consulted.
- Overlays: overlay, historic, preservation, flood, or other relevant layers and provisions.
- Use analysis: proposed use, use-table classification, conditions, and additional approvals indicated.
- Permits: permit or application numbers, descriptions, dates, and current statuses.
- Planning cases: site-plan, historic-review, rezoning, hearing, or land-development case numbers and status.
- Verification: staff contact, zoning-verification letter, approved plan, or other primary document used to resolve uncertainty.
This worksheet separates facts discovered on a map from conclusions supported by an ordinance, permit record, or official decision. That distinction is especially important when a project is still under review.

10. Common mistakes and how to correct them
Searching only the mailing address
Problem: The address may be formatted differently, shared by multiple units, or associated with the wrong jurisdiction.
Correction: Confirm the city or county boundary, select the correct mapped parcel, and carry the parcel or tax map number through every subsequent search.
Reading the color on a zoning map as the answer
Problem: A color does not explain permitted uses, conditions, overlays, or required approvals.
Correction: Read the current code or ordinance, use table, district standards, and overlay provisions.

Treating a pending request as an approved entitlement
Problem: An application or requested rezoning describes what someone seeks, not what the government has finally approved.
Correction: Check the case disposition, effective date, conditions, and controlling approval document.
Using GIS as a boundary survey
Problem: County GIS is not an official record or land survey, and map accuracy may not resolve a boundary or easement issue.
Correction: Obtain the appropriate recorded document or a qualified survey when the issue affects design, construction, purchase, or dispute resolution.
11. When to contact the authorities directly
Contact the City or County department responsible for the record when the answer affects a purchase contract, financing, construction drawings, a change of use, demolition, subdivision, or a public hearing response. Provide the parcel or tax map number, address, screenshot or case number, proposed use, and the specific question.
Ask for a written zoning verification when you need a County letter confirming zoning. For a pending application, ask which status is controlling and whether conditions or revised plans are available. For a permit, ask whether the displayed status means issued, active, expired, closed, or otherwise limited by inspections or conditions.
A precise question gets a more useful answer than “What can I build here?” For example: “For tax map number [recorded parcel number], is a two-unit residential conversion permitted in the mapped district, and does the overlay require an additional review?” Keep the actual parcel number in the request rather than relying on a street address alone.
