How to find planning applications and submit an objection or comment in England

What’s actually slowing this PC down?

To comment on a planning proposal in England, find the local planning authority’s register for the site, open the application record, read the plans and supporting documents, and use the comment route shown on that record before its consultation deadline. You do not have to live next door: anyone can respond to a planning consultation.

Make your representation specific, civil and evidence-led. Explain how the proposal affects land use or the public interest, identify the relevant planning consideration or policy, and refer to the drawing, site feature or document that supports your point. The authority decides the application against the development plan and other material considerations; submitting an objection does not guarantee refusal.

What a planning comment does

A representation is written evidence for the local planning authority’s decision process. The authority must determine an application in accordance with the development plan unless material considerations indicate otherwise. The National Planning Policy Framework can be a material consideration where relevant to the case.

Government planning guidance says, “Anyone can respond to a planning consultation.” You can therefore support, object to, or take a neutral position on a proposal. The consultation is about planning effects in the public interest, not about proving that the applicant has bad motives or settling a private dispute.

This guide covers England. Planning systems, publicity periods and submission rules in Scotland, Wales and Northern Ireland are different, so use the relevant national and local guidance if the site is elsewhere.

Find the correct planning application

1. Identify the local planning authority

Planning applications are handled by the authority responsible for the land where the development would take place. Search that council’s website for planning applications, planning register or view applications. A parish or town council may be consulted, but it is usually the district, borough, city or unitary authority that keeps the statutory register and makes the decision.

2. Search the register using the information you have

Registers use different search forms. Try several of the following:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the application reference number, if it appears on a site notice or neighbour letter;
  • the postcode;
  • the street or road name;
  • the first line of the address; and
  • the council’s map search, if available.

For example, Kingston’s register lists postcode, road, reference number and first line of address as search options. Another authority may require a wider date range or a different spelling, so try variants and remove punctuation when a search returns nothing.

3. Verify that the record is the right one

Open the full record rather than relying on a map pin or a familiar street name. Check all of these details:

  • the complete site address and, where shown, the plan boundary;
  • the proposal description;
  • the application type, such as householder, full, outline or another category;
  • the current status; and
  • the consultation closing date printed on the record or public notice.

Large sites can have several applications with similar descriptions. Confirm that the reference and proposal match the development you have seen.

Read any amendments, officer updates or consultee responses that the register makes available.

Compare the drawings with the actual site. Note dimensions, levels, windows, access points, parking spaces, trees, boundaries and neighbouring uses rather than relying on a general impression. Application documents are supplied for consultation; follow any copyright notice displayed by the council and do not republish protected drawings without permission.

5. Use the council’s fallback contact if the register fails

If the online form will not load, the record is inaccessible or you need an accessibility adjustment, follow the contact or alternative-submission instructions on the council’s planning page. Bristol, for example, publishes an email route for people who have difficulty submitting online. Do not send a comment to a general council inbox unless the published instructions say that route is accepted.

Check the consultation deadline

The date on the individual application notice or register controls your response. Government guidance says the publicity period is normally at least 21 days, subject to legal exceptions. Submit before the stated deadline so the authority can take the representation into account.

Publicity situation Period described in England guidance How to use it
Usual consultation Normally not less than 21 days Use the closing date on the application record or notice, even when it differs from a typical three-week window.
Specified public service infrastructure applications 18 days Check that the application is one of the specified cases and follow its own notice.
Where notice is published in a newspaper 14 days Use the date and instructions in that publicity notice.

Councils commonly describe the ordinary period as 21 days or three weeks, but the case-specific date is the one to follow. Record the deadline immediately; websites can display dates in different formats and a consultation may close at a stated time rather than at midnight.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if you miss the date?

Late representations are discretionary. Woking says it may accept a comment after 21 days while an application remains under consideration. Birmingham says it cannot guarantee that a late comment will be accepted. Treat those policies as a possibility, not as extra time: send a late representation as soon as possible, explain the application reference, and do not assume it will be read.

Submit your objection, support or neutral comment

Online submission

  1. Open the verified application record in the planning register.
  2. Select the control labelled Comment, Make a comment, Submit comments or equivalent.
  3. Choose the position offered by the form: object, support or neutral.
  4. Write the planning grounds in the text box, following any word or character limit.
  5. Enter the name, address or other identity details the council requires in its separate fields.
  6. Review the privacy notice and submit before the consultation deadline.
  7. Save the confirmation page, reference number or email receipt.

Kingston’s instructions, for example, ask the commenter to select an opinion and provide a written comment with name and address. Your council may ask for different fields, so use the labels on the live application page.

Email, post or another council-approved route

Some councils provide an email address or alternative method for people who cannot use the register. Use only the route identified in the application notice or the authority’s published instructions. Include the application reference, site address, your position and the full planning grounds. If the council requires a postal address or signed form, provide it through that channel rather than putting unnecessary personal data in a public comment box.

Keep proof of what you sent

Save a copy of the exact text and any attachments, together with the submission date and application reference. A screenshot or confirmation email is useful if the register later changes or you need to show that you responded before the deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write a planning comment that can be used

Use a four-part structure

  1. State your position. Say whether you object, support or are neutral, and identify the application.
  2. Name the specific feature. Refer to the proposed extension, access, height, use, lighting, tree removal or other element you are addressing.
  3. Describe the effect. Explain the likely planning impact on the site, neighbours, highway or wider public interest. Give observable facts such as a distance, vehicle movement, level difference or affected route where you can substantiate them.
  4. Connect it to policy. Cite the relevant local plan policy, supplementary guidance, design code or other material consideration, and identify the drawing or page that shows the issue.

A short, precise representation is more useful than a long list of unsupported assertions. Separate facts you have observed from predictions, and explain why the effect matters in planning terms.

Material considerations

Government guidance describes a material planning consideration as a matter relevant to making the planning decision in question. Its relevance depends on the proposal and the site. Common examples include:

  • highway safety, access, traffic generation and parking;
  • flood risk, drainage and water management;
  • design, appearance, scale, massing and the proposal’s dominance;
  • noise, dust, fumes, lighting and hours of operation;
  • daylight, sunlight and privacy;
  • trees, wildlife, habitats and nature conservation;
  • archaeology and heritage assets;
  • sustainability and energy or resource effects; and
  • the relationship to the development plan and other adopted policies.

That list is illustrative, not a checklist that applies to every application. Choose the topics that the submitted plans and the site conditions make relevant. A highway objection should identify the access or visibility problem; a design objection should point to height, bulk, materials or its effect on the street; a flood objection should refer to the drainage proposal or known flow path.

Issues that usually do not carry planning weight

Do not rely only on dislike of the applicant, personal attacks, business competition or a general statement that the development will reduce property prices. Government guidance gives a neighbour’s property value and loss of a private right to light as examples of private interests that are not normally material planning considerations. A private right, boundary dispute, nuisance claim or party-wall issue may require separate legal advice and is not automatically a reason to refuse planning permission.

Instead of writing “this will devalue my house,” describe a demonstrable planning effect such as an overbearing relationship, loss of privacy caused by a particular window, unsafe vehicle access or conflict with an adopted policy. The authority can weigh a relevant public-interest effect even when it cannot determine a private legal right.

Privacy and public access to comments

Assume that a representation may be seen by other people. Publication practices differ between authorities, and the local privacy notice governs what happens to your submission.

Authority example How comments are handled Practical precaution
Woking Comments are published online with telephone numbers, email addresses and signatures removed. Keep contact details and signatures out of the planning grounds unless the form specifically requests them.
Birmingham Comments are not currently published online, but are available for public inspection and copies can be provided on request. Write as though the representation could be read by the applicant or another member of the public.
Bristol Text entered in the online comment box is published in full immediately after submission. Do not put identifying or sensitive information in the free-text box.

Provide required identity or address details only through the council’s designated fields or process. Do not include telephone numbers, email addresses, signatures, medical information or other sensitive personal data in a public narrative unless the authority specifically requires it. Read the privacy notice before pressing submit; once published, a comment may be difficult to withdraw or edit.

What happens after you submit

Monitor the application record

Use the reference number to check for amended plans, new documents, officer reports, committee dates and the eventual decision. An amendment can change the issue you commented on, so read the updated material and follow any further consultation instructions shown by the authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the decision process

The authority weighs valid representations alongside the development plan, national policy where relevant, consultee responses and other material considerations. It does not have to agree with every comment or send an individual response to each point. A representation is part of the evidence considered, not a vote that determines the result.

Committee meetings and appeals are separate steps

Some councils publish arrangements for speaking at a planning committee; those arrangements and deadlines are separate from submitting a written comment. If the applicant later appeals, the appeal has its own procedure and timetable. Check the authority’s or appeal body’s instructions rather than assuming your original comment automatically transfers or that you will receive a personal invitation.

Common problems and practical fixes

The search returns too many applications

Narrow the date range, add the postcode or first line of the address, and verify each record’s proposal description. Similar street names and older applications can otherwise lead you to the wrong case.

The search returns nothing

Try the application reference without spaces, search by road or postcode, and check whether the site falls under a neighbouring authority. If the register remains inaccessible, use the council’s published planning contact or alternative submission route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The plans are difficult to understand

Start with the location and block plans, then compare existing and proposed floor plans, elevations and sections. Look for a scale, north arrow, dimensions and the drawing revision. Use the supporting statement to understand the stated use, access and constraints, but test those claims against the drawings and the site.

You have only a general concern

Turn it into a site-specific planning question. Identify what would change, who or what would be affected, how the effect would occur and which policy or material consideration makes it relevant. If you cannot connect the concern to land use or the public interest, it is unlikely to assist the planning decision.

The deadline is today

Submit through the online record immediately and save the confirmation. If the form fails, use the council’s stated email or alternative route, include the reference and explain the technical problem. Do not wait for a possible late-comment allowance.

Final checklist

  • Have you identified the authority responsible for the development site?
  • Did you verify the address, proposal, application type, status and reference?
  • Have you read the relevant plans, statements, amendments and reports?
  • Did you record the case-specific consultation closing date?
  • Is your position clear: object, support or neutral?
  • Does each ground explain a planning effect and connect it to policy or another material consideration?
  • Have you removed personal attacks, unsupported claims, property-value arguments and private-right disputes?
  • Did you follow the council’s privacy instructions and keep sensitive information out of public text?
  • Have you saved your submission and checked the register for later updates?

This is practical information, not case-specific planning advice. The appropriate policies, evidence and legal issues depend on the proposal and site. Confirm the live application record, current council guidance and the notice attached to that application before relying on any deadline or submission method.
