Open its official 511 or highway-conditions service, verify the closure or incident details, then use a route planner to estimate delay and compare alternatives. A navigation app can suggest a route, but the agency’s notice is the better evidence that a road is officially closed.
Before you leave, check the report’s source, road and direction, affected segment, event type, and update time. Recheck immediately before departure, and never handle a phone while moving.

What makes a road update reliable?
“Reliable” does not mean an update is guaranteed to be perfect or instantaneous. It means the information is useful for the decision you need to make and current enough for a changing situation. A dependable report should identify the affected road, direction, and location; name or clearly identify its data source; distinguish an official closure from a user report; and show when the information was created or updated.
No single map, camera, or app should be treated as infallible. Transportation agencies can experience reporting delays, a camera can be offline, and a third-party service can display an event before the responsible agency has verified it. The safest approach is to use the official transportation source for status, then use route-planning tools for traffic and travel-time context.

Find the transportation authority for your route
Identify the jurisdiction first
Determine which state, county, city, or regional agency operates the road segment. Interstate and state highways are generally covered by a state department of transportation, while county roads and city streets may be reported by local authorities. A route can cross several jurisdictions, so the agency for your starting point may not cover the entire trip.
Search the responsible agency’s official website for “511,” “current highway conditions,” “road closures,” “incidents,” or the route number. The California Department of Transportation explains that 511 calls are routed to regional services and lists regional traveler-information systems rather than presenting one universal portal. The 511 three-digit code was designated by the Federal Communications Commission in 2000; that history does not mean every location has identical coverage or features today.
Use the agency’s own alert page
Open the agency’s incident, closure, construction, or road-condition page instead of relying only on a search-result snippet or a colored line on a map. A map is useful for orientation, but the alert detail contains the information needed to decide whether the road is actually passable.
Verify the alert details before planning around it
Read the road, direction, and segment
Check all of the following before accepting a closure or delay as relevant to your trip:
- Road identification: route number, highway name, or local street name.
- Direction: northbound, southbound, eastbound, westbound, or both directions.
- Location: cross streets, exits, mile markers, county line, or named segment.
- Extent: a single lane, shoulder, ramp, frontage road, or complete roadway.
- Event type: collision, emergency closure, construction, weather hazard, restriction, or congestion.
- Timing: posted time, last update, expected reopening, and whether the event is ongoing.
- Instructions: an agency-specified detour, access restriction, chain requirement, or other condition.
A report that says only “traffic” or shows a red line does not tell you whether a lane is blocked, whether the opposite direction is affected, or whether the road is officially closed.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Check who supplied and verified the report
Prefer a notice from the agency responsible for the road when you need to establish closure status. Regional portals often combine several feeds, so distinguish the portal displaying an item from the organization that reported or verified it.
West Virginia 511 provides a useful model: it labels an “Official DOH Road Closure” separately from an “Unverified Google-Provided Road Closure” and warns, “Waze events are not verified by WVDOH.” A crowdsourced or third-party report can be an important early warning, but treat it as a signal to verify rather than as proof of an official closure.
Look for corroboration
When the consequences of being wrong are high, compare the agency alert with a work-zone notice, an electronic message sign, a nearby camera, or a second official channel. Corroboration is especially useful when a report is new, unusually severe, or conflicts with what your route planner shows.
Use 511 services for official conditions and phone access
Web and map features
Many regional 511 services layer incidents, closures, construction, traffic speeds, cameras, and message signs. Bay Area 511, for example, describes separate incident, closure, construction, and message-sign layers and identifies California Highway Patrol incident data and Caltrans lane-closure data among its inputs. Click the individual map icon to read the event details; do not infer the event’s full meaning from the color or icon alone.
Voice 511 when you cannot safely view a screen
Where available, call 511 for voice information before driving or use the service’s hands-free features. Availability, menus, and coverage depend on location. If you need to inspect a smartphone, pull over in a safe, legal place first. 511.org recommends checking before leaving, using voice 511, or stopping before looking at a phone.

Use route planners for travel times and alternatives—not closure proof
What a route planner does well
Navigation services are useful for estimating current travel time, comparing routes, viewing traffic speeds, and identifying likely delay around an incident. Go511’s directions feature, for instance, is powered by Google Maps and presents incidents and real-time travel times for its Southern California coverage area.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use those estimates to answer questions such as:
- How much longer is the trip if the official detour is used?
- Is a parallel highway moving faster than the primary route?
- Will a closure force a long backtrack or affect only one ramp?
- Should the departure time change?
What it cannot establish
A suggested route does not establish that a road is officially open. A map may lag an agency’s closure notice, interpret a restriction as a passable route, or send traffic onto a local road with limited capacity. Confirm the agency’s status first, then use the route planner to understand delay and alternatives.
Compare estimates intelligently
Record the estimated travel time, route, and time of the check. If two services disagree, inspect the underlying incident and closure notices rather than choosing the shorter number automatically. Estimates change with traffic and are not promises of arrival time.
Choosing the right source for each question
| Question | Best starting point | Useful cross-check | Important limitation |
|---|---|---|---|
| Is a highway closed or restricted? | State DOT highway-conditions page or official 511 closure and incident layer | Agency alert detail, work-zone notice, or electronic message sign | Coverage and update practices vary; check the exact route and direction. |
| What detour should I take? | Official closure notice and any agency-specified detour | Route planner showing current traffic and travel time | A navigation recommendation does not itself verify the closure or constitute an official detour. |
| How long will the trip take? | Route-specific 511 or navigation travel-time feature | Another route or agency view, if available | Travel-time estimates change and are separate from closure verification. |
| What if mobile data is unavailable? | 511 phone service, where offered | Pull over and check the agency website when safe | Phone availability and voice features depend on jurisdiction. |
| Can I see conditions directly? | Official camera layer near the affected segment | Agency incident notice and message-sign information | A missing or poor camera image is not evidence that the road is clear. |
Understand cameras, feeds, and coverage limits
Cameras can help confirm queues, snow, standing water, or visibility, but they are supporting evidence. 511.org states: “The quality, availability and reliability of the traffic cameras are outside MTC’s control.” A camera may be offline, pointed away from the problem, delayed, or located far enough from the closure that it shows normal conditions.
Use another nearby camera or the agency’s written alert if a feed fails. Do not interpret a blank image, an old timestamp, or a normal-looking frame as proof that a road is open.

Coverage also differs by region. Bay Area 511 describes a traffic-event API covering freeways and state highways in that region, while a Work Zone Data Exchange feed is intended for participating jurisdictions’ local streets, freeways, and state highways. Go511 describes its own Southern California county coverage. These examples are not a nationwide guarantee; verify that the service actually includes your road.
How quickly should official information update?
Federal rules provide performance requirements for covered state real-time traveler-information programs, not a guarantee that every app, local road, or third-party display updates instantly. The cited 2023 edition of 23 CFR §§ 511.309–511.311 requires covered programs to include, at minimum, Interstate highways operated by the state and sets specified timeliness, accuracy, and availability targets.
| Information type | Target in the cited 2023 CFR edition | Scope and qualification |
|---|---|---|
| Construction closure or reopening | Within 20 minutes outside metropolitan areas; within 10 minutes inside metropolitan areas | Covered state real-time information programs |
| Verified roadway- or lane-blocking incident | Within 20 minutes outside metropolitan areas; within 10 minutes inside metropolitan areas | Covered programs and verified blocking incidents |
| Hazardous roadway-weather condition | Within 20 minutes of observation | Covered program information |
| Travel time on a limited-access roadway segment | Within 10 minutes after calculation | Covered metropolitan-area segments |
| Designed accuracy | At least 85%, or no more than a 15% error rate | Program design requirement, not a measured guarantee for every alert or app |
| Designed availability | At least 90% | Program design requirement, not proof that a particular camera or map layer is online |
These figures help set expectations about covered state systems. They do not show that a commercial map, a local street, or a specific alert has met the target, and they should not be presented as a guarantee of instantaneous accuracy. Because the legal figures come from a 2023 CFR edition, check the current codification before relying on them for a legal or compliance decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical check before every departure
- Define the trip. Note the route number, direction, entry and exit points, departure time, and any critical appointment or delivery window.
- Find the responsible authority. Open its official 511 or highway-conditions service and confirm that the service covers the route segment.
- Read active alerts. Open each relevant icon or notice and record the road, direction, segment, lanes affected, event type, source, and update time.
- Verify closure status. Give priority to an official closure or restriction notice. Treat an unverified map or user report as a lead requiring confirmation.
- Read the detour instructions. Follow an agency-specified detour when one is provided; note restrictions such as ramps closed, local-access-only sections, weight limits, or weather controls.
- Estimate the trip. Use a route planner or regional directions tool to compare travel times and current traffic on the permitted alternatives.
- Check again close to departure. Incidents, weather, and reopening decisions can change after your first check.
- Save a safe access method. If you must recheck while traveling, use voice 511 where available or stop before viewing a screen.
When sources disagree
Official closure versus a route that still appears open
Follow the official closure notice. A navigation service may not have ingested the closure yet, may be routing to a blocked ramp, or may be displaying a stale map state. Do not enter a roadway that the responsible agency reports as closed.

User report versus no agency alert
Check the agency’s incident page, message signs, and nearby camera. If no official confirmation exists, treat the user report as unverified and allow extra time or choose a route that avoids the affected segment when the consequences of delay are serious.

Old agency alert versus current normal-looking camera
Inspect timestamps and event details. A camera view can be stale or geographically removed from the obstruction. Look for a reopening notice or a current agency update; do not infer reopening from one image.
Two official services show different travel times
Compare the measurement time, route definition, traffic coverage, and whether one estimate includes a known closure or detour. Use the estimate that matches the exact permitted route, and allow a buffer when the difference cannot be explained.
Examples of good source selection
Interstate crash blocking two lanes
Start with the state DOT or 511 incident record to confirm the highway, direction, blocked lanes, and last update. Check a message sign or agency camera if available. Then compare travel times on the official detour and alternate highways. Do not rely on a third-party map’s red segment alone to decide whether the interstate is closed.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPlanned construction closure
Look for the agency’s construction or work-zone notice, which may contain advance dates, nightly hours, ramp details, and an official detour. A route planner can estimate the added time, but it may not know that a closure begins at a specific hour unless the agency feed has been integrated.
Winter weather on a rural route
Check the state road-condition service for hazardous-weather information and restrictions, then examine the report’s observation or update time. A clear camera image from earlier in the day does not override a current weather warning. If mobile coverage is poor, use the jurisdiction’s phone service before setting out.
Limits you should explain to passengers, dispatchers, or customers
- 511 is a U.S. traveler-information convention, not one nationally uniform service. Routing, phone access, map layers, and road coverage differ by jurisdiction.
- Regional portals may combine agency, law-enforcement, contractor, camera, and user-generated feeds. The portal’s branding does not make every item equally verified.
- Official sources can be delayed, especially during rapidly developing incidents. A delay does not make an unverified report official; it means you should cross-check and recheck.
- Travel times are estimates based on changing traffic conditions. They are not reopening times and do not prove that a route is legal or safe to use.
- A camera outage, blank frame, or missing layer is an information failure, not evidence of normal road conditions.
- The federal targets above apply to covered state programs and specified information. They do not promise a particular result for every local road, app, camera, or alert.
The decision rule
Use the responsible transportation authority to answer, “Is this road officially closed or restricted?” Use the 511 or agency detail to identify the exact segment, direction, source, and update time. Use a route planner to answer, “What will the permitted alternatives likely cost in travel time?” Recheck both close to departure, and access them only when stopped or through a safe voice service while driving.
