How to Find Pune Development Plan Maps and Check Road-Widening Reservations

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check whether a Pune property is affected by a planned road widening, first identify the responsible planning authority—Pune Municipal Corporation (PMC), Pimpri-Chinchwad Municipal Corporation (PCMC), or Pune Metropolitan Region Development Authority (PMRDA). Then locate the applicable official development-plan sheet, read its legend and road line against the parcel boundary, and check every sanctioned modification or later notification for the locality and survey number. A general map is useful for investigation, but a purchase, building or design decision should be confirmed in writing by the responsible authority.

Why the correct Pune map depends on jurisdiction

“Pune” is not a single planning-map jurisdiction. Different authorities publish different plans, sheets and amendments. A road reservation shown on a PMC sheet cannot automatically be applied to a parcel governed by PCMC or PMRDA, and a map for the old PMC limits does not automatically cover areas added to an extended boundary.

Authority or source Where it applies Material available Status caution
PMC Pune Municipal Corporation areas covered by the relevant old-limit or extended-boundary plan Sanctioned Development Plan sheets, modification sheets, legends, tables and notification references Check the sheet title and boundary. Old-limit sheets do not automatically cover extended areas.
PCMC Parcels within Pimpri-Chinchwad Municipal Corporation Town Planning information and PCMC map resources Use PCMC material for a PCMC parcel rather than substituting a PMC sheet.
PMRDA Areas in the Pune Metropolitan Region administered for regional planning Regional maps and the 2021–2041 Development Plan portal The 2021–2041 plan is identified as draft; extracts are not final until Government approval.
Third-party interactive viewer Convenience search across Pune plan information Parcel search and an overlay intended to help locate plan features Use it as a locator only. Verify the result against the responsible authority’s sanctioned documents.

Before opening a PDF, write down the property’s village or locality, survey number and subdivision if available, and CTS or city-survey number where applicable. The same street name can occur in multiple jurisdictions; the parcel identifier and authority boundary are more reliable starting points.

Sanctioned, modified and draft maps are not interchangeable

Sanctioned PMC sheets

PMC map sheets in the source set identify the old-limit Development Plan as sanctioned under Section 31(1) of the Maharashtra Regional and Town Planning Act, 1966. The sheets cite a 5 January 2017 sanction and subsequent corrigenda or modification references. A sanctioned sheet is the appropriate starting document for a current planning conclusion within the area it covers, but it must still be read with later amendments.

PMRDA draft material

PMRDA’s regional portal labels the Pune Metropolitan Region Development Plan for 2021–2041 as draft and states that extracts are not final until Government approval. A draft road line may show a proposal under consideration; it should not be described as a sanctioned reservation. Record the word “draft,” the plan period and the date you accessed the material whenever you rely on it.

Why dates and amendments matter

A plan sheet can be accurate when issued yet incomplete for a later decision if a notification changes a road, reservation or zoning entry. Compare the sheet’s sanction date, modification table and listed corrigenda with later Government or planning-authority notifications for the same locality. The map image alone is not a complete legal history.

Step 1: identify the authority before searching

  1. Confirm the municipal or regional boundary. Check the property’s village, locality and survey records against the PMC, PCMC or PMRDA planning area. Do not select a map merely because the postal address says Pune.
  2. Check whether the parcel is in an old or extended boundary. PMC’s old-limit sheets and material for an extended boundary can have different plan coverage and modification records.
  3. Note the planning document type. You may need an old-limit Development Plan sheet, a sanctioned modification sheet, a PCMC Town Planning map, or a PMRDA regional plan. Keep the authority name with your parcel notes.
  4. Use the authority’s own planning page. Search its Development Plan, Town Planning, sanctioned map, modification map and notification sections. A commercial viewer can help you discover a likely sheet, but it does not replace the issuing authority’s record.

Step 2: locate the relevant official sheet

Official PMC plans are divided into numbered sheets. Use the locality or village and the parcel identifier to narrow the search, then open the PDF that covers the property. A sheet title block usually provides the plan name, sector, sheet number, scale and sanction or modification references. Capture those details in your notes before interpreting any line on the map.

Sheet details to record

  • Issuing authority and plan title.
  • Old-limit or extended-boundary designation.
  • Sector, village or locality and sheet number.
  • Scale, north arrow and map date or sanction reference.
  • Legend, reservation codes and road-line conventions.
  • Modification table, notification numbers, corrigenda and dates.

Do not rely on a low-resolution screenshot. Download or view the highest-resolution official sheet available so that survey labels, boundary lines and modification symbols can be distinguished. If the PDF has several pages, check whether the legend or modification table is on a separate page rather than assuming the first map image contains all explanatory information.

Step 3: read the legend before reading the road line

Map colours and line styles are authority-specific. Read the legend on the same sheet before deciding that a line is a road widening. A map may distinguish an existing road, a proposed Development Plan road, a reservation boundary, a zoning boundary and a modification or deletion. Similar colours on different authorities’ maps do not necessarily have the same meaning.

Trace the line to the parcel

  1. Find the parcel’s survey, subdivision or CTS/city-survey identifier on the sheet.
  2. Trace the parcel boundary, not merely the nearest named street.
  3. Follow the road line through the locality and note whether it is marked as an existing road, proposed DP road, widening or another designation.
  4. Compare the line’s position with the parcel boundary at the map scale. A line that appears to touch a parcel on a small screen may be separated from it at the sheet’s proper scale.
  5. Check the legend and notes for any special line style, reservation code or modification symbol.

Record the apparent relationship precisely: for example, the line crosses the parcel, follows one boundary, lies outside the parcel, or cannot be resolved at the published scale. “Near the property” is not a parcel determination.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Step 4: distinguish a road reservation from an existing road

An existing street and a future reservation can occupy different footprints. The plan may show a widening strip alongside an existing carriageway, a new DP road through currently private land, or a road line that has later been reduced or deleted. The question is not simply whether a road is visible today; it is whether the applicable plan reserves land affecting the identified parcel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to answer on the sheet

  • Is the notation an existing road, a proposed DP road, an existing-road widening or another reservation?
  • What width is stated in the plan, schedule or modification table?
  • Does the line overlap the parcel boundary shown on the same sheet?
  • Does a note refer to a notification, corrigendum or later modification?
  • Is the sheet sanctioned, modified or still draft?

Never infer the reserved width by measuring a line on a screen. Use the width stated in the plan or notification. If no width is stated for the particular entry, write “not stated” in your due-diligence record rather than estimating from the drawing.

Step 5: read the modification table and notifications

A modification table can change the meaning of the map. Read it alongside the drawing and follow every notification or corrigendum identified for the road, reservation or locality. Search later Government and planning-authority notices for the same survey numbers, village or reservation code.

PMC example: a widening reduced to 15 metres

One official PMC map-sheet entry records the widening of an existing road from Moti Chowk to Sonya Maruti Chowk as reduced to 15 metres. The example shows why a reader who sees only a broad road corridor on an older or isolated map can reach the wrong conclusion. The 15-metre figure belongs to that specific modification entry; it is not a general width for Pune roads.

Balewadi notification dated 9 December 2024

A Government of Maharashtra Urban Development Department notification dated 9 December 2024 illustrates a locality-specific change to the extended-boundary plan. It states: “The 24-meter wide DP road in Survey Nos.42, 43, 44, 45, and 47 of Mouje Balewadi is deleted and the area under it is included in the residential zone and river protection belt, also the area of HDH-1 reservation is reduced from 24,500 square meters to 24,200 square meters, as shown on the plan”.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This notification has three separate effects that must be read together: deletion of the specified 24-metre DP road, inclusion of the road area in the residential zone and river protection belt, and reduction of the HDH-1 reservation from 24,500 square metres to 24,200 square metres. It applies to the named Balewadi survey numbers and should not be generalized to another village, survey number or road.

How to apply an amendment to your parcel

  1. Match the notification’s village or locality with your parcel records.
  2. Match every listed survey number and subdivision, not just the road name.
  3. Check whether the notification deletes, narrows, shifts, adds or changes the zoning or reservation.
  4. Compare the notification plan with the original sheet and note exactly which map feature changed.
  5. Save the notification date and reference with your parcel file.

Step 6: compare competing map sources

Comparison axis What to check Why it changes the answer
Authority and jurisdiction PMC, PCMC or PMRDA; old or extended boundary A map from the wrong authority may not govern the parcel.
Status Sanctioned, sanctioned modification, corrigendum or draft Draft material is a proposal, while a sanctioned sheet is the operative planning record for its area, subject to later changes.
Plan and sheet date Sanction date, plan period, sheet number and scale Older sheets may precede a later road deletion, reduction or reservation change.
Modification coverage Tables, notification numbers and later Government notices A map image without its amendment history can show an obsolete road line.
Parcel reference Village, survey number, subdivision or CTS/city-survey identifier A street name or nearby landmark is not enough to establish parcel impact.

When two maps appear to conflict, do not average the lines or choose the one with the clearer graphics. Determine which authority, plan status and date apply, then trace the later sanctioned modification or seek written clarification.

Using an interactive map without treating it as proof

DPPlans describes an interactive Pune Development Plan overlay with parcel searching. Such a viewer can save time when you are trying to discover a likely sheet or inspect a broad locality. It is still a third-party presentation, not the issuing authority’s sanctioned record.

  1. Use the viewer to locate the approximate village, survey number or road corridor.
  2. Note the sheet, reservation or road feature it appears to display.
  3. Open the corresponding PMC, PCMC or PMRDA document from the authority’s own planning resources.
  4. Check the official legend, title block, modification table and notifications.
  5. Base your construction or transaction decision on the official material and any written confirmation, not on the overlay alone.

Parcel-level verification for construction and property decisions

A development-plan map is a planning record, not by itself a title certificate or a universal parcel-impact certificate. For a consequential decision, prepare a short evidence file that another professional can audit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minimum evidence file

  • Property address, village, survey number and subdivision, or CTS/city-survey number.
  • Authority and boundary category: PMC old limit, PMC extended boundary, PCMC or PMRDA.
  • Official plan title, sector, sheet number, scale and sanction or publication date.
  • Marked copy showing the parcel boundary and road or reservation line.
  • Legend page and the relevant modification-table entry.
  • Every applicable Government notification, corrigendum or planning-authority amendment, including date and reference.
  • A written note stating whether the line crosses, borders or appears outside the parcel, and what remains uncertain.

If the result affects a purchase, building permission, setback, access design, subdivision or financing decision, ask the responsible planning authority for current written or certified confirmation tied to the parcel identifier. The reviewed planning sources show where maps and some amendments are published; they do not establish a single universal online certificate procedure.

What the map can and cannot establish

The map can show the planning authority’s depicted road line, reservation, zone and recorded modification for the sheet and date. It can help you decide which questions to put to a planner, architect, surveyor or authority. It cannot, without parcel-specific verification, establish the exact legal boundary on the ground, prove title, guarantee that construction approval will be issued, or replace a later sanctioned notification.

For a reliable conclusion, keep the authority, plan status, sheet details, parcel identifier and amendment history together. The strongest answer is not simply “there is” or “there is not” a road widening; it is a dated statement identifying the governing plan, the exact parcel reference, the mapped feature and any later change that affects it.
