How to find planning applications and decisions for a development near you

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The authoritative record is normally the planning register run by the council or other planning authority responsible for the site. In England and Wales, start with the GOV.UK postcode service, which sends you to the correct council. In Northern Ireland, use the Northern Ireland Planning Portal. In Scotland, use the relevant council register for applications and the Scottish Government’s DPEA portal for appeals.

Search the exact address or postcode first, then try the application reference, a shortened address, site name, applicant or description. Open the application record to find the decision notice, officer report, plans and consultation material. If the decision was appealed, search the appeal portal separately: an appeal record can contain documents that are not on the original council page, and neither portal necessarily publishes every document.

The quickest route to a planning application near you

Planning records are organised by jurisdiction, not in one complete UK-wide database. Identify the authority that decides applications for the site, open its register and search with the most precise information you have. A postcode is usually the best starting point when you do not know the authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Locate the authority. In England and Wales, use GOV.UK’s Search the register of planning decisions service and enter the site postcode. It directs you to the relevant council. The service applies to England and Wales only.
  2. Run a precise search. Enter the full address or postcode. If you have one, use the application reference as well.
  3. Broaden only when necessary. Try a nearby street, partial address, site name, applicant or a distinctive phrase from the development description. Widen the date or status range if the portal offers those filters.
  4. Read the record, not just the result list. Check the application type, proposal description, decision, decision date and attached documents.
  5. Check for an appeal. A refusal, permission with conditions or non-determination may be followed by an appeal. Search the relevant appeal portal using the case reference, site or authority.

The official GOV.UK service describes the purpose plainly: Plans for all new developments that need planning permission are made public by the council. That does not mean every historical document is online or that every kind of development appears in the same way; publication and search fields vary by authority.

Which planning register should you use?

Location Primary route for an application What the national or devolved route covers Important limitation
England The responsible local planning authority’s register, reached through the GOV.UK postcode service GOV.UK identifies the council; the council register holds the application record GOV.UK is an entry point, not a single database containing every council document
Wales The responsible local planning authority’s register, reached through the GOV.UK postcode service GOV.UK’s register search covers Wales as well as England The service is not a UK-wide search and does not replace the council record
Northern Ireland The Northern Ireland Planning Portal’s online Planning Register New, decided and historical applications for a property or site Only applications where public views are being sought are published; some legacy documents are supplied in a downloaded zipped folder
Scotland The local council’s planning register for the application The Scottish Government’s DPEA portal searches appeal cases and offers alerts DPEA is an appeals resource, not a complete register of ordinary council applications

England and Wales: planning permission search by postcode

1. Start with the GOV.UK postcode route

Enter the postcode for the development, or the nearest reliable postcode if the site is new and has no postal address. GOV.UK then points you to the council whose register you need. This is useful when a site sits near a boundary, because the council that serves nearby homes is not always the authority responsible for the proposal.

Once you reach the council site, look for labels such as planning applications, planning register, search planning applications or planning decisions. Councils use different layouts and names, so follow the council’s own search page rather than assuming the GOV.UK page is the record itself.

2. Search the exact address or reference

Use the complete address first: building number, street, town and postcode. For a large housing scheme, the record may use the site’s name rather than a street number. An application reference is normally the most reliable key once you have it from a neighbour, consultation letter, site notice or previous correspondence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Many council forms also expose filters for description keywords, application status, decision, application type, ward, parish and date range. These fields are shown on some local-authority portals, not guaranteed features of every council system. Select only the filters you understand; an incorrect status or date can hide the record.

3. Broaden the search without losing the site

If an exact-address search returns nothing, change one variable at a time:

  • Use the street name without the building number.
  • Search the nearest postcode or a neighbouring street where the site has no settled address.
  • Try the developer or applicant’s name.
  • Use a distinctive description, such as “conversion of barn”, “65 dwellings” or “substation”, rather than the whole sentence from a notice.
  • Remove a restrictive date, status, ward or parish filter and search a wider period.
  • Check spelling variations, old property names and the name of the parcel or estate.

These tactics are practical responses to the way council forms index records; they are not a guarantee that a missing result has been located. If the authority’s register still does not identify the proposal, contact the planning department with the site plan or address and ask which register or reference applies.

4. Open the full record

A result title is only an indication. Open the record and establish:

Northern Ireland: use the Planning Portal register

What the register contains

The Department for Infrastructure’s Northern Ireland Planning Portal provides an online Planning Register for new applications, decisions and historical applications relating to a property or site. Search the portal by its available address, reference or site fields, then open the individual record for the proposal and decision information.

The portal is not presented as a complete publication of every possible planning matter. Northern Ireland states that only applications for which public views are being sought are published on the Planning Portal. A search with no result therefore does not prove that the property has no planning history.

Tracking and commenting

You must register an account to track or comment on an ongoing application. Comments are published with the commenter’s name and postal address; the email address is not published. Decide what contact details you are comfortable submitting before posting a representation, because the name and address form part of the public record.

Legacy documents

Documents transferred from the legacy system may appear as a downloaded zipped folder rather than as individual browser-readable files. Download it only from the official record, extract it locally and check the contents for plans, notices and decision material. If the archive is incomplete or cannot be opened, quote the application reference when asking the Department for Infrastructure or the relevant authority for help.

Scotland: separate applications from appeals

Find the original application at the council

For a proposed development or a council decision in Scotland, begin with the local authority that covers the site. Use its planning register and search by address, reference or the fields that authority provides. The Scottish Government’s DPEA portal should not be treated as a national register of ordinary applications; it is designed for appeal cases handled through the Directorate for Planning and Environmental Appeals.

Use DPEA for an appeal case

DPEA allows searches by appeal reference and/or planning authority and can provide alerts for new or existing cases or for specified developments. If you know that an appeal has been lodged, the appeal reference is the quickest route. If you do not, search by the authority and site information, then check the case description against the council application.

An appeal entry answers a different question from the application register. The council record shows what was applied for and what the council decided; DPEA shows the appeal process and its outcome where the case falls within its remit.

Has planning permission been granted nearby? Check appeals as well

England and Wales appeal searches

The Planning Inspectorate’s Appeals Casework Portal supports searches using a case reference and site or authority information. Search it after finding a council decision, and also when a council record indicates an appeal, an inquiry, a hearing or an appeal against non-determination.

Planning Portal guidance explains that an appeal case record may include the decision and selected documents, but not every document is necessarily available online. Some material may need to be viewed at the local planning authority. Treat the council record and the appeal record as complementary rather than assuming that one supersedes the other.

Match the two records

Confirm that the appeal concerns the same site by comparing the address, proposal wording, appellant, local authority reference and dates. A similar-looking case in the same town can relate to a different parcel. Record both references in your notes so that a later search can distinguish the original permission, refusal or non-determination from the appeal decision.

What to do when a search returns no result

A blank result is a search problem to investigate, not proof that no application exists. Work through these checks in order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm the geography. Make sure the site is inside the authority you searched. Use the England and Wales postcode route or ask the relevant authority if the boundary is unclear.
  2. Remove filters. Clear status, application type, ward, parish and date limits, then run a broad address search.
  3. Change the address format. Try the street without the number, the old property name, a nearby postcode or the development’s marketing name.
  4. Search by reference or applicant. A reference from a notice or neighbour is often indexed more consistently than a new address.
  5. Check the appeal portal. An appeal may be recorded separately from the council application.
  6. Ask the authority directly. Supply the site address, a map or plan, approximate submission date and any names or references you have. Request clarification about archived or transferred records.

Do not infer that a proposal has no planning history solely because a broad web search produced nothing. Interfaces, indexing rules and publication practices differ between authorities.

How to read a planning record

Identify the legal outcome

Look for the formal decision notice rather than relying on a portal badge or a search-result status. Distinguish between permission, permission subject to conditions, refusal, withdrawal, invalidation, non-determination and an appeal outcome. The decision date matters because an appeal or later amendment may change the practical position.

Read conditions and reasons

A permission can be conditional. Open the decision notice and list each condition, including those requiring approval of materials, access, drainage, landscaping, construction management or other details before work begins. For a refusal, read the stated reasons; they explain the planning issues considered decisive at that stage.

Use the officer report and plans together

The officer report explains how the authority assessed the proposal, while the approved plans define what was permitted. Compare the plan numbers and revision dates in the decision notice with the drawings on the portal. Consultation responses can show concerns raised by residents or statutory bodies, but they do not themselves grant or refuse permission.

Check dates and document versions

Record the submission or validation date, decision date, appeal date and the revision date of important plans. A later document can replace an earlier drawing without changing the application title. If the portal lists multiple files with similar names, use the decision notice to identify the approved or formally considered version.

Compare the available search routes

Route Jurisdiction or case type Search keys Original application or appeal? Documents and alerts
Local authority register The council or planning authority responsible for the site Address, postcode, reference and portal-specific filters Original application and council decision Document set varies; some councils provide account features or notifications
GOV.UK postcode service England and Wales Postcode Entry route to the council register Does not itself provide a complete council document archive
Northern Ireland Planning Portal Northern Ireland applications published for public views, including historical records Property, site and reference fields offered by the portal Original application and decision Registered users can track or comment; some legacy files are zipped
Scottish DPEA portal Scottish appeal cases Appeal reference and/or planning authority Appeal Alerts are available for cases or specified developments; it is not the ordinary application register
Planning Inspectorate Appeals Casework Portal England and Wales appeals Case reference, site and authority information Appeal Decision and selected documents may be online; some material may be held by the local authority
Third-party aggregator Cross-authority exploration, where coverage exists Varies by provider; often address, map or keyword Usually a copy or index of application data, not the legal source Coverage and update timing must be checked against the authority record

Using a third-party map or aggregator responsibly

A cross-authority service can help you discover that a record may exist, especially when you do not know which council covers a site. UK PlanIt describes its current self-reported coverage as 420 planning authorities and approximately 20.6 million applications, with 91% locatable on a map. Those figures are provider statements with no publication year established here, so they should not be treated as an independently verified measure of completeness or accuracy.

Use an aggregator as an index, then verify the application number, documents and decision on the responsible authority’s register. A missing map pin, delayed update or simplified status can otherwise lead you to the wrong conclusion. The authority record and formal decision notice remain the references to quote in correspondence.

Alerts, tracking and privacy

Alert features differ by jurisdiction. Northern Ireland requires registration to track or comment on an ongoing application. Scotland’s DPEA portal supports alerts for new or existing appeal cases or specified developments. Other council registers may offer email notifications, saved searches or no account feature at all; do not assume that an alert on one portal covers a later appeal or a separate application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When you comment, read the portal’s publication notice. In Northern Ireland, the commenter’s name and postal address are published while the email address is not. Keep a copy of your submitted representation and the application reference so you can identify it if the page is later redesigned.

When documents are missing or the page changes

Online publication is not the same as a complete administrative file. The Planning Inspectorate and Planning Portal guidance says that not all appeal documents are necessarily published online, and some may be viewed at the local authority offices. Northern Ireland also identifies limits for applications outside the set published for public views and for files transferred from its legacy system.

If a drawing, consultation response or decision notice is absent, note the file name and reference, then contact the authority that holds the record. Ask whether the document is archived, restricted to an office inspection, stored in a legacy download or available under a different revision. Do not treat an empty document list as evidence that the document was never created.

A repeatable workflow for monitoring a proposed development

  1. Create a case note. Write the site address, nearest postcode, authority, search date and every reference found.
  2. Capture the baseline. Save the application description, status, validation date and decision date, and download the decision notice and key plans when available.
  3. Check the consultation record. Note the closing date and any published representations if you need to understand the public process.
  4. Monitor the correct route. Use the council register for amendments or related applications, and the appropriate appeal portal if an appeal is lodged.
  5. Verify changes. Compare new plan revision numbers and decision documents rather than relying on a changed headline status.
  6. Escalate gaps. Contact the authority with your reference and a precise request when a document, archive item or jurisdiction is unclear.

Frequently asked questions

Does planning permission for one application cover later changes to the scheme?

Not automatically. A later change may require an amendment, a variation of condition or a new application. Search the same site and applicant using a wider date range, then read the later decision notice to see which plans and conditions govern the built work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a planning application be visible without a final decision?

Yes. A register can show a submitted or valid application during consultation, an application awaiting determination, or an appeal after the council stage. Use the status and decision-date fields together; the absence of a decision date is not itself a refusal.

Is an appeal decision the same as the council’s original decision?

No. The appeal is a separate case with its own reference and outcome. Keep both records: the council application explains the proposal and local decision, while the appeal record explains the Inspectorate or DPEA process and result.

What should I quote when asking a council about a missing record?

Provide the application or appeal reference if known, the exact site address, approximate submission or decision date and the proposal description. If there is no reference, include a map or the nearest address and explain the searches already attempted.
