How to find out whether planned utility work will affect your building

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the responsible utility or city’s official planned-work, construction, or outage map. Search your building’s street address or postal code, select the planned-work layer rather than only the live-outage view, and read the project details. Then confirm the result against a building or account notice, a project/plan/permit number, or the utility or contractor representative. A marker near your building, an underground locate mark, or a circuit serving your neighborhood is not, by itself, proof that your building’s service will be interrupted.

The exact map, notice period, and contact route depend on your utility and jurisdiction. Use the method below to establish both service impacts and practical effects such as blocked access, parking restrictions, noise, or work on private property.

1. Identify the work and the service it could affect

First determine what you are seeing and which service may be involved. Planned work can concern electricity, gas, water, wastewater, communications, or a road project that happens to expose utility infrastructure. A crew, excavator, spray-painted mark, barricade, or notice may belong to a utility, a city department, or a private contractor working for one of them.

Use the site notice as your first clue

Look for a sign, door hanger, A-frame, or hand-delivered letter. Record the organization name, telephone number, project or permit number, work description, and dates. If no organization is identified, ask the local authority or utility that serves the address. Colored paint or flags are usually underground-locate markings. They identify buried facilities under a local marking system; they do not establish when work will occur or whether service will be shut off.

Separate service work from access work

A project can leave your electricity, water, or communications running while still restricting a driveway, garage, alley, loading area, sidewalk, or parking space. Treat those as separate questions when you investigate.

2. Search the official map, using the right layer

  1. Find the provider’s official website or city project portal. Use the utility named on your bill or notice. For water, sewer, and road projects, also check the municipal construction page.
  2. Enter the exact building address or postal code. An address-level search is more useful than scanning a neighborhood map. If the tool accepts only a postal code, zoom to the parcel and inspect every nearby project.
  3. Turn on planned-work or construction information. Utilities often separate planned outages, emergency outages, construction projects, and road work into different tools or layers. A live-outage map alone may omit scheduled work.
  4. Open each project record. Capture the service, work description, start and end dates, daily work hours, expected interruption, project or plan number, and contact details. Save a screenshot or print the record because schedules can change.
  5. Check the map’s timing rules. Some systems display planned work only shortly before the start date, and some label times as estimates. Do not interpret an empty map as proof that no work is planned.

How much confidence does each source provide?

Source Best geographic precision What it can show How to verify or escalate
Utility account, building notice, or direct notification Specific service address or account Whether the provider expects your service to be affected and the stated timing Reply to the notice or call the listed utility or contractor contact
Official planned-work or construction map Address, postal code, project area, or street Scheduled utility projects, planned outages, and sometimes access restrictions Use the project, plan, or permit number to confirm building-level impact
Live outage map Meter, circuit, neighborhood, or outage polygon Current interruptions and, for some providers, a planned-outage layer Check the account banner or outage record; a circuit or nearby marker is not conclusive
City project list or map Street, block, or project limits Water, wastewater, power, road, and jointly managed public works Contact the city service line or 311 with the address and project number
Posted sign, A-frame, or contractor notice Work site or immediately adjacent properties Local access limits, work hours, contractor identity, and contact information Ask the foreman or listed representative which buildings and services are included

3. Confirm that your particular building is affected

Maps are designed for broad operational awareness; the utility’s account record or written notice is the stronger evidence for a particular building. Log in to the utility account if available and look for a banner, message, or service-alert history. Compare the service address and, in a multi-tenant building, the account or meter reference with the project details.

Use the project, plan, or permit number

When the map lists a number, quote it exactly when you call or write. Ask the representative to confirm:

  • Whether the building’s service address or account is in the work limits.
  • Which service is affected and whether the interruption is certain, possible, or only precautionary.
  • The planned start, restoration window, and any daily work schedule.
  • Whether tenants, a property manager, or a building engineer must provide access.
  • Where updates will be posted if weather or field conditions change the schedule.

Why a nearby map entry can be misleading

Electrical work is often organized by circuit rather than by street frontage. Eversource explains that a project several streets away can affect customers connected to the same circuit, while neighbors close together can have different interruption times. Conversely, a project marker beside your building may concern a different feeder, parcel, or utility.

Meter-based maps have another limitation. Toronto Hydro warns: “Some condos and other buildings are fed by a single bulk meter, which means that an outage may impact more residents than indicated on the map.” A displayed meter count is therefore not a headcount of residents or units.

4. Check effects beyond a service shutoff

Ask about property and access impacts even when the notice says service will continue. Planned work can involve:

  • Temporary closure of a driveway, garage entrance, loading bay, alley, sidewalk, or road.
  • Parking bans, lane changes, detours, or limits on deliveries and waste collection.
  • Noise, vibration, dust, lighting, or night work.
  • Entry to a yard, basement, meter room, easement, or other private area.
  • Removal and restoration of paving, landscaping, fencing, or other surface features.
  • Temporary relocation of vehicles, bins, generators, or building equipment.

EPCOR Edmonton describes possible access, road, parking, noise, vibration, and restoration effects in its project guidance. Toronto Hydro notes that some underground installations can require access to a property, including driveways or other areas. Ask who will restore disturbed surfaces and whom to contact if restoration is incomplete.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

5. Read the notice and map details carefully

Dates and times may be estimates

Toronto Hydro labels outage times as approximate. A date range can describe the construction period rather than a continuous outage. Ask whether the interruption is one event, repeated daily shutoffs, or a contingency if crews encounter unexpected conditions.

Notice may come from a contractor

Utilities sometimes use contractors to deliver advance notices or perform the work. Match the contractor’s project number and telephone details with the utility’s map or account message before sharing account information. If the details conflict, call the utility using the number on your bill rather than an unverified number.

Planned and emergency work are different

Urgent leaks, main breaks, faults, and short jobs may begin before a map entry or written notice is possible. Late-night or early-morning work can also limit door-to-door notification. A missing listing means you should investigate further, not assume the site is unrelated.

6. What to do when the map shows nothing

  1. Inspect the work area. Look for A-frames, signs, door hangers, permit numbers, and contractor names. San Francisco Public Utilities Commission specifically advises residents to look for information posted on A-frames in and around the work area.
  2. Ask the foreman or site representative. Request the project owner, affected addresses, expected service interruptions, and a contact for schedule changes. Do not enter a fenced or active work zone.
  3. Search the city or agency project page. The work may be managed by a transportation, public works, water, or wastewater agency rather than the electric or gas utility.
  4. Call the utility or municipal service line. Give the exact address, nearest intersection, observed work, and any permit or plan number. In many jurisdictions, 311 handles questions about neighborhood water or public works.
  5. Use the emergency route for an active hazard. A water main break, gas odor, sparking equipment, flooding, or loss of critical service should go to the local emergency or outage number, not wait for a planned-work map.

San Francisco Public Utilities Commission says an absent listing can reflect emergency water or sewer repairs, short-duration work, a main break, sewer work, or activity led by another city agency. Calgary Water Services likewise notes that urgent leaks, late-night or early-morning work, or nobody being home can prevent advance notice.

7. Provider-specific examples and limits

Toronto Hydro

Toronto Hydro’s map allows searches by address or postal code and separates construction from planned outages. Its outage schedule is approximate, and its counts are based on meters. Bulk-metered condominiums or other buildings can therefore have more affected residents than the map indicates. Advance notice is attempted for affected customers and may be delivered by a third-party contractor. Locate marks show underground equipment; Toronto Hydro directs residents to its construction map for scheduled Toronto Hydro work.

San Francisco Public Utilities Commission

The San Francisco Public Utilities Commission project list and map cover water, wastewater, and power projects. If a project is absent, check signs and A-frames, permit-number contacts, the foreman, planned night-work schedules, and other city agencies. Its customer guidance directs people with emergencies to the city’s 24-hour 311 route.

Calgary Water Services

Calgary lists active construction, outages, and main breaks through separate pages. Contractor notices may contain a direct contact, and 311 can answer questions about neighborhood water work. Urgent leaks, work at unusual hours, or an unoccupied property can mean that no advance notice was delivered.

EPCOR Edmonton

EPCOR’s hand-delivered planned-work notice states the expected water-service impact and project contacts, while an impact map shows active-area projects. EPCOR says planned temporary shutoffs receive written notice at least 24 hours in advance and that service is restored within eight hours. Those are EPCOR’s local stated terms, not a rule for every water provider. The same guidance warns that access, road, parking, noise, vibration, and restoration may be affected.

San Diego Gas & Electric

San Diego Gas & Electric says planned outages may appear on its outage map up to 72 hours before the scheduled start, and that the map refreshes about every 10 minutes. A circuit shown on the map still does not necessarily mean a particular service is impacted. The six-digit plan number, an account banner, or a direct notice is stronger confirmation.

Eversource

Eversource’s customer guidance says planned interruptions are communicated to impacted customers in advance. Its circuit explanation is useful when interpreting maps: electrical topology can make a project several streets away relevant, while nearby customers can have different interruption times.

8. Prepare once impact is confirmed

After the utility confirms an interruption or access restriction, notify occupants, tenants, visitors, and building management. Protect equipment that could be damaged by a power interruption, arrange access for crews, and move vehicles before posted closures begin. For water work, identify affected fixtures and any building systems that need a controlled shutdown. For communications work, confirm whether temporary service or an alternate entry point is available.

Keep the notice, map screenshot, project number, names of representatives, and promised update time together. If the work lasts beyond the stated window, cite that project number when requesting an update; do not open duplicate emergency tickets unless there is a safety issue.

9. A compact verification checklist

  • Identify the utility, city agency, or contractor responsible.
  • Search the official map by exact address or postal code.
  • Select planned-work or construction layers as well as any outage layer.
  • Record service, dates, work hours, duration, project/plan/permit number, and contact.
  • Check the logged-in account or written notice for building-level confirmation.
  • Ask separately about driveways, garages, parking, roads, alleys, noise, vibration, landscaping, and property entry.
  • Inspect signs and A-frames if the map is empty.
  • Call the foreman, utility, city project office, or 311 with the address and reference number.
  • Use the emergency or outage route for active hazards or unexpected loss of service.

This process distinguishes a neighborhood indication from a confirmed building impact and gives you a documented route to resolve conflicting information.

10. Resolve conflicting information before work starts

It is common for a city project page, utility map, contractor notice, and building manager’s message to describe the same work differently. Compare the project or permit number first; matching numbers are more useful than matching street names. Then check which source was updated most recently and whether it describes the construction period, the daily work window, or the actual service interruption. A road closure can last for days while the water shutoff lasts only a few hours.

Ask the representative to state the answer in building-specific terms: “Is service at this address expected to stop?” and “Which entrance or piece of private property must remain accessible?” If the answer is conditional, ask what event triggers the shutoff and how much warning will be given. Request the next update time and the channel—text, email, account alert, sign, or phone call—rather than relying on an informal promise.

For a multi-tenant building, designate one contact such as the property manager or building engineer. A single bulk meter, shared mechanical room, or common communications entry can make the practical impact broader than an individual tenant’s account suggests. Ask whether elevators, fire pumps, security systems, garage gates, heating equipment, or building access controls depend on the affected service. The utility may confirm only its network interruption; the building operator must explain how internal systems will behave.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On the day of work, recheck the provider’s live status and any account alert. Keep vehicles and deliveries clear of the stated work zone, and do not move barricades or enter an excavation to reach a meter. If the service fails outside the announced window, report it with the project number and address. If there is a gas odor, exposed electrical equipment, flooding, or another immediate hazard, leave the area and use the emergency channel instead of waiting for a project update.

Frequently Asked Questions

Does a nearby construction marker mean my building will lose service?

No. A marker may represent a different parcel, feeder, circuit, or utility, and electrical customers on the same circuit can be several streets away. Confirm the exact service address or account with the utility or contractor using the project, plan, or permit number.

Why can’t I find the work on the outage map?

Planned construction, live outages, water or sewer projects, and road work may use separate maps. Some systems display planned work only shortly before its start. Check the construction layer, city project page, posted signs, and the local utility or 311 line.

How far in advance should I receive notice?

There is no universal period. EPCOR Edmonton states that planned temporary water shutoffs receive written notice at least 24 hours ahead, while other providers use different practices. Urgent leaks, main breaks, short jobs, unusual hours, or an unoccupied property may prevent advance notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do underground paint marks show when utility work will happen?

No. Locate marks identify buried infrastructure under the local marking system. They do not provide a schedule or prove that your service will be interrupted. Use the utility’s construction or planned-work information for timing.

Can planned work affect access even if my utilities stay on?

Yes. Crews may restrict driveways, garages, alleys, sidewalks, parking, loading areas, or roads, and may cause noise or vibration. They may also need entry to a yard, meter room, easement, or other private area and later restore paving or landscaping.

What should I do if the map, notice, and contractor disagree?

Match the project or permit number, check update times, and call the utility using the number on your bill or official website. Ask whether your exact address is affected, the expected interruption window, required access, and where schedule changes will be posted.

The Bottom Line

Use the official provider or city map to locate planned work, but treat it as a starting point. Building-level confirmation comes from the account notice, project/plan/permit number, or a utility, contractor, or city representative. Check access and property effects separately, and use the emergency or outage channel for hazards or unexpected service loss.
