Start with your water utility or municipality. Ask whether your address is listed in the lead-service-line inventory, whether the pipe is confirmed lead or galvanized, which part of the service line the utility owns, and whether a replacement project or financing program covers the private side. There is no single Maryland rule requiring every utility to replace a homeowner’s portion at no cost.
WSSC Water customers should specifically ask about PipeER, a loan for replacing a residential water or sewer service line between WSSC’s service connection and the home. Customers served elsewhere should ask their utility or local government whether an MDE-funded lead-line project is available. Housing programs from the Maryland Department of Housing and Community Development (DHCD) may help with related work, but they do not automatically pay for a lead drinking-water service line.

Follow this Maryland assistance roadmap first
- Identify the serving utility. Use a recent water bill, the service address, or your municipality’s public-works office. The utility—not a general contractor—is the starting point for the service-line inventory and replacement policy.
- Ask for the inventory result in writing. Find out whether the address is classified as lead, galvanized requiring replacement, non-lead, or unknown, and what evidence supports that classification.
- Separate the public and private portions. Ask where the utility’s service connection ends, who owns each segment, and whether the proposed project includes the segment on your property.
- Ask about an active project, consent form, or application. Some work is organized by a utility or municipality rather than by individual homeowners.
- Match the funding type to your situation. WSSC’s PipeER is financing; MDE-backed projects generally flow through utilities or local governments; DHCD programs may be grants for qualifying housing repairs but have different scopes and income rules.
- Keep every document. Save the inventory response, inspection or test results, estimates, consent forms, loan disclosures, grant decisions, and correspondence about filters or water testing.
Ask the utility to identify the current application window and the person responsible for your address. Program names, project boundaries, loan terms, and available funds can change, so an older website description is not a substitute for written confirmation.

Understand the service line
A service line carries water from the utility’s connection to the home. A replacement may involve a utility-controlled segment in the street or right-of-way, a homeowner-controlled segment on private property, or both. Before discussing payment, ask the utility to mark the ownership boundary on a sketch or work order. “The utility is replacing lead lines” does not by itself establish that the private segment is included.

Ask how the material was classified
Use the utility’s inventory status as the primary starting point. Ask whether the line is confirmed lead, galvanized steel that may have been downstream of lead, another material, or unknown. If an inspection is needed, ask who may perform it, whether the cost is reimbursed, and whether the result will be accepted for the utility’s inventory.
Do not assume that a galvanized line qualifies or fails solely because of its appearance. Request the utility’s written definition of an eligible line and the evidence it requires. A contractor’s estimate can document the work needed, but it does not replace the utility’s eligibility determination when a project uses public financing.
Ask what interim protection is available
If the line is confirmed or suspected to be lead, ask whether the utility offers temporary filters, water testing, or other interim measures while replacement is pending. The availability, equipment, maintenance instructions, and eligibility are utility-specific. Get those details in writing rather than assuming that a program includes them.
WSSC Water customers: ask about PipeER
WSSC Water says its PipeER program provides loans to finance replacement of a residential water or sewer service line running from WSSC’s service connection to the home. That description makes PipeER especially relevant when the work extends onto private property, where a utility’s ordinary public-side replacement may not pay for the entire job.

Questions to ask WSSC
- Does the address qualify for PipeER, and is the proposed work a water line, a sewer line, or either?
- Does the loan cover the full route from WSSC’s service connection to the house, including excavation, restoration, permits, and connections?
- What are the current interest rate, term, fees, payment method, and any credit or property requirements?
- Must WSSC approve the contractor, design, inspection, or final connection before funds are released?
- Is lead confirmation required, or can the loan be used for another service-line condition?
- Does the program coordinate with a WSSC replacement project or other public funding?
WSSC’s program description establishes the financing purpose, not a universal promise of a free replacement. Confirm the current loan terms and eligibility directly with WSSC before authorizing work or signing a contractor agreement.
Why WSSC project announcements still matter
In a March 18, 2025 announcement, the Maryland Department of the Environment said more than $40 million was approved for WSSC lead-service-line inventory and replacement in Prince George’s and Montgomery counties. MDE described the initiative as expected to require replacement of about 14,000 lines serving a WSSC system of roughly 2 million customers. Those figures describe a public initiative, not an automatic payment to every homeowner. Ask WSSC whether your address is inside a funded project, what portion is included, and whether you must sign a consent or access form.

Other Maryland utilities: reach MDE funding through the utility
The Maryland Department of the Environment administers infrastructure financing through the Maryland Water Infrastructure Financing Administration (MWIFA) and the Drinking Water State Revolving Fund (DWSRF). These funds are awarded to eligible water-infrastructure projects. Homeowners generally do not submit a stand-alone application to MDE for a private service-line check; they reach the funding through their water utility or local government.

What the FFY25 intended-use list shows
MDE’s FFY25 intended-use table lists municipal lead-line investigations and replacements, including projects in Centreville, Oakland, Denton, Emmitsburg, Thurmont, and other Maryland communities. A community appearing on an intended-use list does not prove that every property is covered or that construction is underway. Contact the named municipality or serving utility and ask whether your address is in the project area, whether the line must be confirmed first, and whether private-side work is included.
Questions for a non-WSSC utility
- What is the address’s inventory classification and date of the last update?
- Is the utility applying for or using MWIFA/DWSRF money for lead-line work?
- Will the project replace only the utility-owned section, or also the homeowner’s section?
- Who applies: the utility, municipality, homeowner, or a combination?
- Are there income, occupancy, owner-consent, easement, or access requirements?
- What happens if the line is galvanized or its material is unknown?
- Will the utility supply testing or temporary filters during the project?
- When is the application or consent deadline, and what happens if the deadline is missed?
Request the answers by email or letter. Funding rules can require documentation that is difficult to recreate after excavation, and a verbal statement that “the project covers lead lines” may not resolve the private-side question.

DHCD programs: related help, not automatic lead-pipe funding
Lead Hazard Reduction
DHCD’s Lead Hazard Reduction programs address lead-based paint and related housing hazards. The current federal grant page identifies a maximum of up to $25,000 for licensed lead-abatement services per eligible property. Its published scope does not promise replacement of a drinking-water service line. If your project includes both paint hazards and a lead pipe, ask DHCD to separate the eligible abatement work from the plumbing work in writing.

DHCD’s 2026 HAF WholeHome Critical Home Repairs announcement describes grants of up to $10,000 for eligible homeowners, including plumbing repairs, with an income limit of 150% of county area median income. “Plumbing repairs” is broader than “lead-service-line replacement,” so do not treat the announced maximum as an approval. Ask whether the proposed service-line work qualifies, whether your household meets the county-based income test, whether owner-occupancy or other conditions apply, and whether the application period is open.

Do not use a paint grant as a substitute for utility approval
A lead-paint program and a drinking-water infrastructure project use different eligibility tests, contractors, and inspection requirements. Applying to one does not enroll you in the other. Coordinate the programs only after each agency confirms its scope and any restrictions on combining assistance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to make the request and protect your options
1. Build an address file
Collect the water account number, parcel or property address, ownership information, occupancy status, photographs of accessible piping, prior inspection reports, and any estimate. Note whether the line enters through a basement, crawlspace, slab, or another location, but do not open walls or excavate solely to create evidence before the utility explains its inspection process.
2. Send a focused written inquiry
Use a subject such as “Lead service-line inventory and private-side replacement assistance — [property address].” Ask for the inventory classification, material evidence, ownership boundary, active project name, eligible costs, application or consent forms, and interim water-safety support. Request the deadline and the name of the staff contact.

3. Obtain the utility’s scope before hiring
Ask for a written description of the segment to be replaced and the restoration responsibilities. Clarify pavement, sidewalks, landscaping, interior entry, shutoff valves, permits, inspections, and reconnection. These details determine whether a contractor’s price is comparable with the funded scope.

4. Apply through the correct party
For PipeER, follow WSSC’s borrower process. For an MDE-funded project, follow the utility or municipality’s property-owner process. For DHCD, use the program’s homeowner application and income documentation. Sending the same estimate to multiple agencies does not create eligibility and can delay a project if each requires a different form of evidence.
5. Read the funding decision before work starts
Confirm whether assistance is a grant, a loan, or project work performed by the utility. Check the approved amount, repayment obligation, lien or insurance language if applicable, required contractor, inspection milestones, change-order rules, and what happens if the actual cost exceeds the approved amount. Do not assume that a maximum award equals the amount your property will receive.
6. Coordinate inspection and completion
Keep copies of pre-work and post-work material identification, permits, inspection approvals, invoices, payment records, and final confirmation that the inventory has been updated. Ask who is responsible for restoring disturbed property and how long that work may take under the project’s terms.

Payment depends on the utility’s ownership policy and the funding agreement. A utility may replace its side under a public project while leaving the private side to the owner, or a project may include both sides when the owner provides consent and meets conditions. PipeER addresses financing for a residential line from WSSC’s service connection to the home, but it is still a loan rather than a blanket free-replacement rule. MDE-backed projects are awarded to eligible infrastructure projects, so the utility or municipality determines how the funds are applied to individual properties.
Ask four separate payment questions: who pays the excavation, who pays restoration, who pays inspection or testing, and who pays any amount above the approved scope. A “replacement covered” answer is incomplete unless it identifies those cost categories.
Common mistakes and how to avoid them
- Calling a contractor first. A contractor can price work, but only the utility can explain inventory status, ownership, and project eligibility.
- Assuming lead means free replacement. Lead identification does not establish that a utility or grant covers the private segment.
- Confusing paint and water programs. DHCD’s Lead Hazard Reduction funding is for lead-based-paint hazards and licensed abatement, not a published promise of service-line replacement.
- Relying on a project announcement alone. The WSSC and MDE figures describe initiatives; they do not prove that a particular address is included.
- Skipping the galvanized question. Ask how the utility treats galvanized lines that may be connected to a former lead line.
- Signing before reading repayment terms. PipeER applicants should obtain current loan terms, fees, and obligations directly from WSSC.
- Missing a consent deadline. Public projects may require access permission or an easement. Ask what happens if the form is late or declined.
- Failing to document the decision. Keep written approvals and denials, not just phone notes, so you can identify the next funding path.
A practical decision tree
- WSSC serves the property: ask about inventory status, the funded replacement initiative, private-side inclusion, and PipeER financing in the same conversation.
- A different utility serves the property: ask whether the municipality is participating in an MDE MWIFA/DWSRF project and how homeowners enroll.
- No utility project is available: ask DHCD whether an approved plumbing repair fits HAF WholeHome Critical Home Repairs and separately whether any lead-paint hazards fit Lead Hazard Reduction.
- The line is not confirmed: request the utility’s accepted inspection or testing method before paying for a private investigation.
- The proposed work exceeds assistance: obtain a written estimate of the owner’s balance and compare it with any loan obligation before authorizing construction.
Questions to put on your call checklist
- What is the inventory status for my exact address, and when was it last updated?
- Is the material confirmed lead, galvanized requiring replacement, unknown, or another material?
- Where is the utility’s service connection, and who owns each segment?
- Is there a current replacement project, and is my address inside its boundary?
- Does the project cover private property, restoration, permits, testing, and interior work?
- What application, consent, easement, inspection, and deadline requirements apply?
- Is the assistance a grant, loan, loan forgiveness, or utility-performed work?
- Are temporary filters or water testing available while I wait?
- Who updates the inventory after replacement, and what completion document will I receive?
The fastest route to assistance is a documented utility determination followed by the funding path that matches your service area. Maryland’s available help is real but program-specific: WSSC customers can investigate PipeER financing, other homeowners can pursue utility-led MDE projects, and DHCD programs may address related housing repairs only when their separate scopes and eligibility rules are met.
