How to Find Grants and Tax Credits for Historic Home Restoration

Free tools Windows power users keep installed

Start with two facts that determine almost every funding path: where the house is located and how it is used. Contact the property’s State Historic Preservation Office (SHPO) and local preservation or planning office to confirm whether the building is individually listed, in a registered historic district, or a contributing resource. Then classify its use. The federal Historic Rehabilitation Tax Credit generally applies to depreciable, income-producing historic buildings—not an owner-occupied private residence.

Grants, loans, and state or local tax incentives may still help a private homeowner, but availability, eligible work, matching requirements, and deadlines are jurisdiction-specific. Treat the federal credit, public grants, and local incentives as separate programs until each administrator confirms how they interact.

Begin with the property, not a generic grant search

A search for “historic house grants” produces broad lists, but eligibility is decided locally. Build a one-page property profile before contacting agencies.

Record the address and every relevant jurisdiction

  • Street address, municipality, county and state.
  • Whether the property is individually listed in the National Register of Historic Places.
  • Whether it lies inside a National Register, state or certified local historic district.
  • The name of any local historic district commission, preservation commission or design-review board.
  • The building’s current use and the use planned after restoration.

Ask the local historic district commission or municipal planning office whether the house is a contributing resource. A district boundary alone does not establish eligibility for the federal credit; the building must contribute to the district’s historic character and retain historic integrity. Your SHPO can explain the state’s records and identify the correct local contacts.

Classify use before estimating a federal credit

The federal credit is aimed at buildings used to produce income. An owner-occupied private residence generally does not qualify. Rental housing, apartments, commercial space, offices, agricultural or industrial buildings may qualify if they are depreciable and meet the other requirements. A house with both personal and income-producing space needs project-specific analysis; do not assume that a home office or occasional rental automatically creates an eligible portion.

This classification also helps with grants. Some state or local programs are designed for owner-occupied homes, while others are limited to nonprofit owners, commercial properties, public projects or buildings in a particular district.

Understand the federal Historic Rehabilitation Tax Credit

What the credit provides

Under Internal Revenue Code Section 47, the Internal Revenue Service describes a 20% credit for qualified rehabilitation expenses on an eligible historic building. Current IRS guidance says the credit is generally allocated ratably over five years, so it is not a check issued when construction starts and it is not the same as a grant.

IRS guidance describes rehabilitation as renovation, restoration or reconstruction of an existing building. Enlargement and new construction are excluded. Whether a particular roof, mechanical system, accessibility upgrade or interior finish is a qualified rehabilitation expense depends on the project and the applicable rules; have a tax professional review the cost categories rather than applying 20% to the entire contractor budget.

Federal eligibility conditions

National Park Service (NPS) guidance requires all of the following elements:

  • The rehabilitation meets the Secretary of the Interior’s Standards for Rehabilitation.
  • The building is depreciable and is placed in income-producing use.
  • The owner keeps the building in qualifying use for at least five years after rehabilitation.
  • The completed work receives NPS certification through the required application process.

Historic designation by itself is not a 20% benefit. An owner-occupied private residence fails the income-producing-use condition even if it is listed or architecturally important.

The three-part certification process

NPS uses a three-part application. Coordinate with the SHPO before committing to irreversible work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Part 1—evaluation of significance. Document the building’s significance and appearance, including the historic designation or district status.
  2. Part 2—description of rehabilitation. Describe existing conditions and every proposed treatment. NPS reviews the proposal against the Secretary of the Interior’s Standards, so show how historic materials, proportions and character-defining features will be retained or repaired.
  3. Part 3—certification of completed work. After construction, submit documentation showing that the rehabilitation was completed as approved. NPS approval of Part 3 certifies the rehabilitation.

Changing the scope after Part 2 approval can create a certification problem. Keep photographs, invoices, contracts, change orders and records of concealed conditions so the final submission can be matched to the approved work.

Find grants, loans and state or local incentives

Use a location-first contact list

NPS identifies SHPOs, tribal preservation offices, local governments, private foundations and community-development organizations as potential sources of preservation funding. The most efficient sequence is:

  1. SHPO: Ask about state grants, state rehabilitation tax credits, revolving loans, district programs and current federal opportunities. Confirm whether private homeowners can apply directly.
  2. Local preservation or historic district office: Ask about façade grants, matching grants, low-interest loans, fee waivers, design assistance and local property-tax incentives. Verify whether the house must be in a designated district and whether approval is required before work begins.
  3. Municipal planning, housing or community-development office: These offices may administer housing-rehabilitation, neighborhood-stabilization or community-development funds with their own income, occupancy or matching rules.
  4. Tribal preservation office, when applicable: Ask about programs tied to tribal lands, tribal ownership or culturally significant resources.
  5. State tax agency and grant administrator: Obtain the current forms, definitions, deadlines and rules for claiming or combining incentives.
  6. NPS funding pages: Use the Historic Preservation Fund and related listings to identify program categories, then verify the active cycle with the administering agency.

The NPS funding overview was last updated in 2022, so it is a starting directory rather than proof that a program is open in 2026. Program cycles, appropriations and applicant rules can change.

Questions that reveal whether a program is real for your project

Send the same questions to every administrator and record the answer, date and contact person:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Does the program fund a privately owned, owner-occupied residence, or only income-producing, nonprofit or public buildings?
  • Must the property be individually listed, in a district, or merely documented as historically significant?
  • Which work categories are eligible: exterior repairs, structural stabilization, windows, roofing, mechanical systems, accessibility, code work or interior finishes?
  • Is the assistance a grant, a forgivable loan, a repayable loan, a tax credit or a property-tax reduction?
  • What is the maximum amount or percentage, and is a match or owner contribution required?
  • Must an application or design approval be issued before any work, deposits or demolition begins?
  • Are contractors required to be licensed, bonded or selected through a particular process?
  • What income, occupancy, insurance or maintenance obligations continue after the project?
  • Can the assistance be combined with another public program or the federal credit?
  • What is the current application deadline, and is funding competitive or first-come, first-served?

Compare assistance types before choosing a path

Assistance Typical decision point How money reaches the owner Common constraints to verify
Federal Historic Rehabilitation Tax Credit Income-producing, depreciable historic building with NPS-certified rehabilitation 20% of qualified rehabilitation expenses, generally claimed ratably over five years Historic status, integrity, Secretary’s Standards, five-year qualifying use, certification and tax liability
State historic tax credit State statute and state certification rules Credit against state tax; amount and timing vary State listing or district, eligible owner/use, application sequence and carryforward or transfer rules
Local tax incentive Municipal or county authority approves the property and work Property-tax reduction, exemption or assessment treatment District boundaries, local approval, term of benefit and continued maintenance
Grant Program administrator scores an eligible project Reimbursement or scheduled disbursements; not necessarily an advance Applicant type, matching funds, eligible costs, award cap, deadline and completion period
Preservation loan Lender or public agency underwrites the owner and project Loan proceeds, sometimes at below-market rates or with forgivable portions Repayment, lien, credit underwriting, income limits, eligible scope and resale conditions

Do not treat a tax credit as cash in hand. Its value depends on the owner’s tax position and the credit’s timing. A grant can reduce the amount borrowed but may require upfront spending before reimbursement. A loan creates repayment and lien obligations even when its interest rate is favorable.

Prepare a fundable restoration scope

Separate preservation work from optional improvements

Create a line-item scope with photographs and a condition description for each building element. Identify urgent stabilization first: water entry, structural movement, unsafe electrical systems or other conditions that could destroy historic fabric. Then list repair, replacement and modernization items separately. Enlargement and new construction are outside the federal rehabilitation definition, and a grant may exclude them as well.

For each item, state whether the treatment is repair, limited replacement, restoration or a new addition. Explain why the treatment is necessary and how it preserves the building’s character. Obtain written guidance before removing historic windows, siding, masonry, trim or interior features.

Build a budget that administrators can audit

  • Use contractor estimates that identify labor, materials, permits, design and contingency separately.
  • Mark which costs are expected to be eligible, potentially eligible or ineligible.
  • Show owner cash, committed financing and the required match as separate sources.
  • Include soft costs only when the program administrator confirms they qualify.
  • Reserve a contingency for concealed conditions without assuming the contingency itself will be reimbursed.

For federal tax-credit planning, have a tax professional map invoices to qualified rehabilitation expenses and explain how the five-year allocation affects the owner’s returns. Never label the entire construction contract as qualified without that review.

Sequence applications so you do not lose eligibility

  1. Confirm status and use. Obtain written or clearly documented answers from the local office and SHPO about listing, district contribution and proposed use.
  2. Obtain preservation guidance. Discuss the scope before demolition, ordering custom materials or signing a contract that cannot be changed.
  3. Submit pre-approval materials. File NPS Part 1 and Part 2 when pursuing the federal credit, and submit any state or local pre-application required by that program.
  4. Apply for grants or loans. Follow each administrator’s sequence; a grant application may need to precede construction, while a lender may require an approved scope and appraisal.
  5. Wait for written authorization. Starting work early can make costs ineligible. Ask whether emergency stabilization has a separate exception.
  6. Document construction. Photograph concealed conditions before covering them, retain invoices and change orders, and obtain approval for scope changes.
  7. Close out and certify. Submit grant reimbursement requests, loan draw documents and NPS Part 3 after completion. Keep records for the full compliance period.

Common mistakes and how to correct them

Assuming a historic label guarantees money

Listing or district location establishes only one part of eligibility. Verify contributing status, integrity, use, qualified costs and approval requirements separately.

Starting work before approval

Many grants and tax-credit programs require review before work begins. If work has already started, disclose it immediately and ask whether any remaining scope can still be considered. Do not conceal unapproved work in photographs or invoices.

Using “historic” as a substitute for “income-producing”

The federal credit does not generally cover an owner-occupied private home. Direct your effort toward owner-occupied state or local programs, grants and loans unless the property has a qualifying income-producing use.

Designing for modern convenience without a preservation strategy

Large new openings, removal of character-defining interiors or incompatible exterior materials can conflict with the Standards. Ask for a standards-based treatment before finalizing plans.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting on every program to stack

Some programs prohibit combining awards, duplicate reimbursement or claiming the same expense twice. Give each administrator a list of other applications and obtain a written compatibility decision.

Ignoring long-term obligations

A five-year qualifying-use rule applies to the federal credit, and grants or loans may impose their own affordability, maintenance, resale or lien terms. Read the agreement before accepting funds.

Illustrative decisions for different homeowners

Owner-occupied listed farmhouse

The farmhouse may qualify for a state façade grant, a county rehabilitation loan or a local property-tax incentive, depending on the jurisdiction. It generally does not qualify for the federal rehabilitation credit because it is a private residence. The owner should begin with the SHPO and local preservation office, obtain approval before replacing historic materials and ask whether owner matching funds are required.

Historic duplex with one owner-occupied unit

The income-producing unit may create a potential federal-credit issue, but the allocation between personal and rental use, the building’s depreciability and the project’s qualified expenses require professional analysis. The owner should not claim that the entire building earns a 20% credit. Ask NPS, the SHPO and a tax professional for a project-specific determination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Former commercial building being converted to apartments

An income-producing conversion may fit the federal framework if the building is eligible, remains historically intact and the rehabilitation—not an enlargement or new construction—meets the Standards. The owner should resolve Part 1 and Part 2 issues before finalizing plans and verify how state or local incentives treat the residential conversion.

Use published figures carefully

The NPS page updated July 7, 2026, reports $127.12 billion in private investment and more than 50,000 historic properties preserved since 1976 through the federal historic tax incentive. That is a national cumulative figure, not an estimate of what an individual homeowner will receive. Program administrators determine eligibility and award amounts for each property.

When professional help is worthwhile

A SHPO is the supported starting point and is not a substitute for legal or tax advice. Consider a preservation architect or historic-rehabilitation tax adviser when the project has complex mixed use, extensive structural work, multiple funding sources, unusual ownership, or a significant risk that proposed changes will fail the Standards. Their involvement is optional; obtain and compare scopes and fees before engagement.

A practical decision checklist

  • Have I confirmed the exact listing, district and contributing status?
  • Is the building owner-occupied, income-producing or mixed use after the work?
  • Which agency must approve the design before construction?
  • Are the proposed treatments repairs or restoration rather than enlargement or new construction?
  • What assistance is available locally right now, and who may apply?
  • What percentage, cap, match, reimbursement schedule or repayment applies?
  • What records, inspections and maintenance obligations continue after completion?
  • Has a tax professional confirmed how any credit would be claimed and allocated?
  • Have all administrators confirmed whether the funding sources can be combined?

The reliable route is sequential: document the property, classify its use, consult the SHPO and local office, obtain preservation approval, then apply only to programs whose current rules fit the project. That process prevents the most expensive error—spending on work that a grant or tax-credit administrator cannot recognize.
