Search its official permit or development portal by street address, parcel/APN, permit number, or map. Then check related permits, planning cases, public notices, and—if roads or utilities are involved—the public works agency’s project dashboard. Treat permit-review dates as agency-processing milestones, not proof that construction has started or a reliable completion forecast.
Identify the agency that controls the site
Permit records are local. Before searching, establish which government has authority over the property:
As an Amazon Associate I earn from qualifying purchases.
- Inside a city: begin with the city building, construction, or development-services department.
- Outside city limits: use the county department, often labeled building safety, planning and development, or community development.
- Road, transit, water, sewer, or other public asset: add the relevant city, county, regional, or state public works or transportation agency.
- Large or mixed-use development: search both the building-permit system and the planning or development-review system.
Jurisdiction boundaries matter. A county may issue permits for an unincorporated area while a nearby city handles a project across the boundary. The address, parcel map, or assessor record can help you confirm which government to contact.
Use the right search identifiers
Try more than one identifier because public portals index records differently. Keep a note of every variation that returns a result.

Street address
Enter the complete address first, then try the street number and name without punctuation if the portal’s instructions require it. New lots, corner parcels, and projects spanning several lots may be filed under a different address from the one residents use.
Parcel or APN
An assessor’s parcel number (APN), legal parcel number, or equivalent cadastral identifier is often more stable than an address. It is especially useful when a project has no street number yet or occupies multiple lots.
Permit, record, or project number
Read the construction sign at the site. It may show a building permit, demolition permit, grading permit, planning case, or public-works project number. Search that number exactly, including any letters or hyphens.
Map search
Use the jurisdiction’s interactive map when the address is unknown or the project is shown on a large tract. Map-based research can reveal neighboring parcels and records that an address search misses. Seattle’s official project-research guidance specifically provides address and map research and a portal that accepts an address or record number.
Names and descriptions
If the portal allows it, try the owner, applicant, developer, architect, or contractor name shown in the record. Search distinctive words from the project description, such as “multi-family,” “warehouse addition,” “utility replacement,” or “road widening.” Names can change, so treat them as a secondary search method rather than your only key.
Open every related record, not just the first permit
A major project usually leaves a record trail rather than a single permit. From the first result, capture the record number, description, applicant, current status, application or acceptance date, review milestones, inspection information, available documents, and links to related records.
Building and site records
- Building or construction permit
- Demolition or abatement permit
- Site-development, grading, excavation, or shoring permit
- Electrical, plumbing, mechanical, or fire-trade permits
- Right-of-way, sidewalk, driveway, or street-use permit
Orlando’s permit lookup, for example, exposes permit status, plan-review completion dates, and related permits. Seattle’s portal displays permit activity, inspection status, and related permits. Follow those links: the foundation or demolition work may have its own record and may begin before the main building permit is issued.
Planning and land-use cases
A proposed project can be under zoning, subdivision, design, environmental, or development review before a building permit exists. Search the planning department’s case map, hearing calendar, development-review database, and public-notice page. A planning approval describes land-use authorization; it does not by itself authorize building work.

Public-works projects
Street resurfacing, lane closures, water-main replacement, sewer work, transit construction, and other government projects may not appear in a private-building permit search. Find the public works, transportation, utilities, or capital-improvement-project dashboard and search by street, neighborhood, project name, or project number. Tukwila, for example, directs residents to separate resources for property and permit records, development-review mapping, public notices, and a Public Works Capital Improvement Projects dashboard.
Read the status as a timeline of agency processing
Permit records commonly describe what the agency has done with an application. They do not establish the builder’s actual start date, work sequence, noise schedule, or final completion date.
What each milestone means
| Milestone | What it tells you | What it does not prove |
|---|---|---|
| Submission or intake | An application or package was delivered to the agency. | That the application was complete or accepted for review. |
| Application acceptance | The agency accepted the filing into its process under its stated rules. | That plans are approved or work may begin. |
| First review | Reviewers completed an initial examination and may have issued comments. | That all corrections are resolved. |
| Resubmittal or recheck | The applicant submitted corrections and the agency is checking them. | That the next review will be the final one. |
| Permit issuance | The permit was issued, subject to its conditions. | That construction started, will start immediately, or will finish by a particular date. |
| Inspection | An inspection event was scheduled, passed, failed, or otherwise recorded, depending on the portal’s labels. | That all work is complete or the building is occupied. |
| Final inspection or closeout | The record shows the agency’s final inspection or administrative closeout milestone. | That every construction activity on the site has ended, especially where separate permits remain open. |
Ask what a date represents before using it in an estimate. “Issued,” “approved,” “inspection,” “substantial completion,” and “final” are different events.

A permit timeline generally runs from intake through review, corrections, and issuance. A construction timeline begins with the contractor’s mobilization and may include demolition, excavation, foundations, framing, enclosure, utilities, interior work, inspections, commissioning, and closeout. The two timelines overlap only partly.
Approval can be delayed after an application is filed, and an issued permit can remain unused. Conversely, early site work may be covered by a separate grading, demolition, or utility permit. Never infer that visible activity began on the permit-issuance date.
How to compare published processing figures
When an agency publishes a dashboard, compare these attributes before drawing a conclusion:
- Event: application review, correction review, issuance queue, inspection, construction start, or completion.
- Stage: first review, recheck, issuance, or another defined step.
- Unit: calendar days, business days, weeks, or a percentage of cases.
- Update date: the dashboard’s publication or refresh date.
- Scope: residential, commercial, new construction, alteration, or another category.
- Responsible agency: building, planning, utilities, transportation, or a private developer.
San Diego’s processing-time dashboard is a changing weekly snapshot that separates setup, first review, rechecks, and the issuance queue. Orlando states that plan-review times vary with the review type and the scope of work, including differences among commercial and residential work, repairs, new construction, roofs, and additions. These are local processing measures, not universal construction-duration statistics.

Seattle
Seattle’s Department of Construction and Inspections recommends its Permit & Site History Research Tool and says its Seattle Services Portal can return permit activity from 2005 to the present. The portal may show the applicant team, description, status, inspection status, related permits, and documents. A separate Construction Permit Timeline tool, announced April 30, 2026, includes construction-permit data back to 2018 and visualizes review from intake through issuance.

Seattle also illustrates an important access limit: some plans require an individually written request, and some building plans are not publicly available. The department’s guidance warns that “Finding information often requires consulting multiple resources.” Use that principle in any jurisdiction: a portal result is one part of the record, not necessarily the complete file.
Orlando
Orlando’s Permit Lookup provides status, plan-review completion dates, and related permits. Its guidance explicitly says that review times vary by plan-review type and scope of work. Use the result to understand the agency’s processing history, then seek a separate construction update for start and completion questions.
San Diego
San Diego publishes a processing-time dashboard with separate stages and units rather than one undifferentiated number. Its April 2026 Information Bulletin 110 describes permit, plan, map, and related records and identifies the information useful when requesting them. The bulletin lists an address, plan file number, approval number, permit number, or legal description/APN as possible access identifiers.
Tukwila
Tukwila’s Permit Center separates property and permit records, development-review mapping, public notices, and a Public Works Capital Improvement Projects dashboard. That layout demonstrates why a street-construction question may require a public-works search even when a building-permit search returns nothing.
These examples show available approaches, not a promise that every city or county offers the same tools, coverage period, fees, retention rules, or public access.
Find notices that explain disruption and phasing
If your concern is traffic, noise, dust, lane closures, or utility interruption, search for documents aimed at residents rather than only permit status:
- Construction- or developer-issued neighborhood notices
- Right-of-way and lane-closure notices
- Public hearing and environmental notices
- Construction-management or traffic-control plans
- Project webpages with phasing or milestone updates
- Capital-improvement project dashboards and meeting packets
A notice may provide an estimated start window, work hours, phase, road closure, or contact person. Record when it was published or updated and label the date as an estimate. A posted date can change because of weather, financing, inspections, utility conflicts, materials, or contractor scheduling.

Information to include
- Full street address and, if available, parcel/APN or legal description
- Permit, plan-file, approval, project, or record number
- Approximate project description and nearby cross street
- The specific records requested, such as approved plans, inspection history, notices, or schedule documents
- Your preferred contact method and whether you need electronic copies
San Diego’s April 2026 Information Bulletin 110 identifies an address, plan file number, approval number, permit number, or legal description/APN as useful identifiers. Ask whether a formal public-records request, fee, appointment, or identity verification is required.
Do not assume approved plans are unrestricted. Seattle notes that access to approved plans may require a written request and that some building plans are not public. Agencies may also withhold security-sensitive, personally identifying, copyrighted, or otherwise exempt material under local law.

- Look for a contractor, owner, public-agency project manager, or right-of-way contact on the notice or permit.
- Ask which phase the date covers: mobilization, demolition, excavation, utility work, building enclosure, substantial completion, or final inspection.
- Ask whether the date is an estimate, a contractual milestone, or an agency requirement.
- Write down the publication or update date and the assumptions, such as weather, lane restrictions, or utility coordination.
For a government project, the public agency’s project manager or capital-project page is usually more relevant than a private building-permit record. For a private project, the owner or contractor may have the most current phasing information, while the permitting agency can confirm only regulatory milestones.
Common mistakes and how to correct them
Searching only one portal
Problem: You search building permits and conclude no project exists.
Correction: Add planning cases, public notices, public works, transportation, utilities, and map-based searches. Large developments and street projects commonly use separate systems.
Treating an application as approval
Problem: A submitted application is described as an authorized project.
Correction: Confirm the record’s acceptance, approval, issuance, and inspection statuses separately.

Treating issuance as a start date
Problem: You assume work began when the permit was issued.
Correction: Look for inspection activity, a contractor notice, a right-of-way permit, site observations, or a project update. Issuance alone does not prove mobilization.
Confusing review time with construction time
Problem: A first-review or issuance estimate is presented as the number of months until completion.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCorrection: State the measured stage, unit, update date, and project type. Seek a separate construction schedule.
Ignoring related permits
Problem: You rely on the main building record while demolition, grading, utility, or trade work is tracked elsewhere.
Correction: Open every related-record link and search the parcel for additional records.
Assuming online records are complete
Problem: A missing document is treated as evidence that it does not exist.

Correction: Ask records staff whether the file is online, restricted, archived, or available only by written request.
A repeatable checklist
- Confirm whether the site is in a city or an unincorporated county area.
- Identify the building, planning, and—if relevant—public-works agencies.
- Search the exact address, parcel/APN, posted permit number, and map.
- Save the record number, description, status, dates, inspections, documents, and related permits.
- Search planning cases, public notices, and capital-project dashboards.
- Label every date by event: intake, first review, recheck, issuance, inspection, start, substantial completion, or final.
- Check the unit and update date for every published processing figure.
- Request missing records with the address and known identifiers.
- Contact the project owner, contractor, or public-agency manager for current phasing.
- Report dates as estimates unless an official source clearly defines them as a completed event.
What you can and cannot conclude
Official records can usually establish that an application exists, which agency is handling it, what permits and related records are listed, which review or inspection milestones have been recorded, and whether a public agency has posted a notice or capital-project entry.
They may not establish the actual construction start, daily work sequence, noise duration, contractor’s current schedule, or completion date. No universally applicable statistic predicts how long a nearby project will take. The reliable answer requires matching each date to its event, scope, agency, unit, and update date, then confirming current phasing with the responsible project contact.
