Search the complete street address first, then try a permit or application number, parcel or assessor number, and date range if the portal supports them. Use the jurisdiction’s map or project tracker to see nearby work. If the online record is missing plans, older files, or status details, contact the agency’s records office or follow its public-records request procedure.
1. Identify the government agency that handles the property
The government boundary is not always the same as the postal city. A mailing address may be in an unincorporated area governed by a county, or in a city where a regional agency handles some permits. Confirm the jurisdiction before searching.

Searching the government site for the property’s address plus “permit” or “development” can locate the correct department, but use the official agency portal for the record itself. Seattle, Fairfax County, Oakland, Miami, Toronto, Sacramento, Calgary, San Diego and Alameda each provide examples of different local systems and terminology.

2. Prepare the identifiers the portal may accept
Have more than one search input ready. Portals differ in what they index and how they format addresses.
- Complete street address: Include the house or building number, street direction, street type and unit or suite when relevant.
- Permit, application, case or project number: A number from a notice, contractor, plan set or agency email is often the most precise search.
- Parcel, assessor, APN or folio number: Some systems index the land parcel rather than the street address. Miami uses a folio field; Alameda supports an assessor parcel number.
- Date range: Useful when searching a large property history or a period of neighborhood activity.
- Work type: Try terms such as new construction, addition, demolition, renovation, alteration or change of use if the portal provides filters.
Try common address variations if the first search fails: omit the unit, use the official street abbreviation, or search the parcel number. A newly assigned address may appear under an older address or a parent parcel.
3. Search the address, then refine the result
Use the address search first
Open the agency’s permit or project-search page and enter the complete address. Review every matching result rather than selecting the first one. A single property can have separate records for planning approval, building work, electrical or mechanical permits, inspections, complaints and older permits.

Try record numbers and parcel identifiers
If an address returns too many results—or none—search by permit, application, case, project, APN, parcel or folio number. Miami’s instructions distinguish searches by process number, project address and folio. Alameda provides address, APN, permit-number and date-range searches. Exact formatting matters; remove punctuation or spaces only if the portal’s instructions require it.
Filter by date and work type
Limit the date range when a property has a long history. A renovation permit from several years ago may be separate from a current addition or demolition application. If the system offers a status filter, inspect both active and closed records so you do not mistake an old permit for current work.
4. Browse a map to see what is being built nearby
Use an interactive map or development tracker when you do not know the project address or want to monitor a neighborhood. Seattle describes map-based browsing for permit activity. Fairfax County’s Development Tracker lets users search active construction sites and land-use items by address.
Map results can reveal the project number or formal address, which you can then enter into the detailed record search. Check the map’s legend and filters: some maps show only active applications, while others include permits, inspections, planning cases or a limited date range. A blank map does not prove that no work exists; the project may fall outside the map’s coverage or have been indexed under another jurisdiction.

Application submitted or under review
An application can exist before a permit is issued. Review labels may include intake, completeness check, plan review, corrections requested, resubmittal or approval. Sacramento’s status guidance illustrates why local definitions matter: a label that sounds positive may still mean that staff are waiting for revised drawings or fees.
Approved or issued
An approved planning case is not automatically a building permit. Likewise, a permit application that has been accepted is not the same as an issued permit. Miami separates permit history from application tracking, and Oakland provides separate searches for planning and building permits. Check the record’s actual stage and permit type before treating it as authorization to start construction.
Inspections
Inspection entries can show requested, scheduled, passed, failed or final status, depending on the jurisdiction. Toronto links users to building-permit application status and inspection information. An inspection history confirms administrative events; it does not necessarily provide a reliable completion date or a contractor’s construction schedule.
Expired, cancelled or closed records
Read the status definition supplied by the agency. A closed record may mean the work was completed, the permit expired, the application was withdrawn, or the file was superseded. If the meaning is unclear, ask the department to explain the code rather than inferring that construction occurred.
6. Know which record answers which question
| Record or tool | What it can show | What it may not show |
|---|---|---|
| Planning or zoning case | Land-use approval, site-plan review, variances and related conditions | That building permits were issued or construction is complete |
| Building permit | Permit type, issuance, review milestones and sometimes approved documents | A guaranteed start date, finish date or final occupancy |
| Permit history | Older and current permits associated with a property | Every archived plan or document, especially for older files |
| Inspection record | Inspection requests, results and sometimes correction notes | A complete construction schedule or continuous progress report |
| Map or development tracker | Projects near an address, often filtered to active work | Full case details or historical coverage outside the tool’s scope |
| Public-records file | Documents or historical material not exposed in the portal | Immediate access; fees, redactions or appointments may apply |
Use the record that matches your question. “Was this approved?” may require a planning case and a building permit. “Did an inspector sign off?” requires inspection information. “What is planned next door?” may require a planning application, site plan and project contact rather than a permit-status screen.
7. Check documents and project contacts
Look for tabs or links labeled documents, attachments, plans, conditions, notices, related records or contacts. Download the file only from the official portal and note the document date. A revised plan can replace an earlier drawing, so compare revision numbers or approval stamps when available.
Some agencies restrict plan access for privacy, security, copyright or technical reasons. Seattle explains that some plans require a written request and that certain plans are not publicly available. A portal may display a permit number and status while withholding the plan set.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIf the record lists an applicant, owner representative or project contact, use that channel for information the permit system does not track, such as anticipated work hours, staging or schedule changes. Treat statements about future work as estimates unless the agency has formally recorded them.

8. Escalate when the online search is incomplete
Ask the records or permit office a focused question
Provide the complete address, parcel number if known, approximate date range, permit or case number, and the type of record you need. Ask whether the file is held by building, planning, inspections, code enforcement or another department. This prevents a general request from being routed incorrectly.
Request specific documents
Instead of asking for “everything,” identify the permit history, approved plans, inspection results, correction notices, certificates or site-plan documents you need. The agency may charge copying or processing fees, redact protected information, or require an appointment for paper files.
Account for older archives
Online coverage is often newer than the property itself. San Diego notes that record availability and procedures have changed over time. Seattle identifies historical microfilm and certain plans that require separate access. Ask whether older files are stored in an archive, scanned under a former address, or available only through a formal public-records process.

9. Interpret what a permit search cannot prove
- No result does not prove no work: The property may be in another jurisdiction, indexed under a different address, or covered by an older or separate record.
- A permit does not prove progress: Administrative status and inspection entries are not a day-by-day construction log.
- An application is not authorization: Do not treat a submitted or under-review application as an issued permit.
- An issued permit does not guarantee completion: Work may be delayed, changed, expired or never started.
- A planning approval is not a building permit: Zoning or land-use approval can be a prerequisite to later building permits.
- A map is not a complete archive: Map tools usually have their own coverage, filters and update schedule.
10. A repeatable neighborhood-monitoring routine
- Save the official permit, planning and development-tracker pages for your jurisdiction.
- Search your address and record the permit or case numbers, status labels and latest update dates.
- Search nearby streets on the map and open each relevant project record.
- Check planning cases separately from building permits and inspections.
- Review newly attached documents and revised status entries on each visit.
- When a record is missing or ambiguous, contact the responsible department with the identifiers and date range you collected.
Keep a simple log with the property address, record number, record type, status, update date and document name. That makes it easier to distinguish a genuinely new update from a duplicate search result or a revised version of an older document.
11. Jurisdiction examples and useful differences
Local systems illustrate why there is no universal permit-search form. Miami exposes process number, project address and folio searches and separates permit history from application tracking. Oakland’s kiosk separates planning-permit and building-permit searches. Toronto connects application status with inspections. Sacramento publishes explanations for status labels. Calgary provides property-research and permit-status information. Fairfax County combines public-record guidance with an address-searchable Development Tracker. Seattle combines project, permit and property research with map browsing but limits access to some plans. Alameda supports address, APN, permit-number and date-range searches and provides a public-records escalation route. San Diego documents changes in online availability and older-record procedures.
These differences affect the fields you should try, the age of records you can expect to find, the detail shown for review and inspections, and whether documents are downloadable or require a request. Follow the instructions displayed by your own agency rather than assuming another city’s labels or coverage apply.
12. What to include in a records request
Use a concise, specific request that identifies the property and the material sought. Include:

Pick the symptom - the matching free tool is one click away.
- Full street address and unit or suite
- Parcel, assessor, APN or folio number
- Known permit, application, case or project numbers
- Approximate date range
- Record types requested, such as permit history, approved plans, inspection results or planning conditions
- Your preferred delivery method, if the agency offers options
Ask whether the agency needs a separate request for building and planning records. If the office says no responsive record exists, ask whether the search included former addresses, archived files and related permits.

13. The fastest decision path
- Know the address: Search the official city or county portal by address.
- Know a number: Search the permit, application, case or project number directly.
- Know only the area: Use the agency map or development tracker.
- Need planning information: Open the planning or zoning function separately from building permits.
- Need proof of construction activity: Review issued permits and inspections, then verify the agency’s status definitions.
- Need older plans or missing documents: Contact records services and submit a focused public-records request.
14. Troubleshoot a failed or confusing search
If an address search returns no result, work through the possibilities instead of concluding that no permit exists. First confirm whether the property is inside the city, county or another permitting jurisdiction. Then try the address without a unit number, with the agency’s street abbreviation, and under a former address or parent parcel. Search the APN, assessor or folio number if the system supports it. Finally, try a wider date range and check both active and closed records.
If the search returns dozens of records, narrow it by record number, date, work type or status. Open related records rather than assuming duplicate entries are errors; planning, building, inspections and specialty permits may be separate files for the same project. Save the formal project address and case number from the first useful result, then use those identifiers in later searches.
A map can also appear empty because its filters exclude older or inactive cases, because the project is outside the displayed area, or because the map covers only a particular record type. Read the map legend, date range and update information before relying on the result.
15. Compare local tools before choosing one
When a government site offers several search pages, compare them by the question you need answered:
| Comparison point | Questions to ask |
|---|---|
| Record type | Does the page cover planning, building, inspections, complaints or only one category? |
| Search method | Can you search by address, parcel, case number, date range and map? |
| Time coverage | Does it show current applications only, or older permit history as well? |
| Status detail | Are review milestones, issuance, inspections and correction entries displayed? |
| Document access | Are attachments downloadable, or must plans and older files be requested? |
| Update cadence | Does the agency state when records or maps are refreshed? |
These checks explain why one local tool may be useful for active construction while another is better for historical files. Use the tool whose record type and time coverage match your question, and note any stated update schedule in your log.
16. Keep an evidence trail for a project
For a renovation, dispute or neighborhood watch, save the record number, status wording, update date and document title each time you check. Preserve the original agency link rather than relying only on a downloaded screenshot. When a status changes, record both the old and new wording and note whether a revised plan or inspection entry was added.
This log helps separate an application from an issued permit, a planning approval from a building authorization and an inspection event from a completion determination. It also gives the records office precise identifiers if you later need an archived file or clarification.
17. Frequently overlooked details
- Separate units can have separate files: Include the unit or suite when searching, then repeat the search without it if nothing appears.
- One project can span departments: Planning conditions, building permits and inspections may not share one status page.
- Revisions matter: A later drawing or correction response may supersede an earlier attachment.
- Closed does not always mean completed: Read the agency’s definition before interpreting an expired, cancelled or closed record.
- Records can be withheld or redacted: A visible status page does not guarantee access to every plan or personal detail.
Frequently Asked Questions
How do I look up a building permit by address?
Go to the official city or county building, planning or development-services portal and enter the complete street address. Review all matching records, then try the address without the unit, the parcel or APN, and any permit or application number. Check whether the result is a planning case, building permit, inspection record or another file.

How can I see what is being built near me?
Use the jurisdiction’s interactive map, project tracker or development tracker. Search the surrounding streets or map area, read the legend and filters, and open each relevant project record. Fairfax County’s Development Tracker and Seattle’s map-based permit tools illustrate this approach, but local coverage and date ranges differ.
Is an application the same as an issued permit?
No. An application may be submitted, incomplete, under review or awaiting corrections before a permit is issued. Check the record’s stage and the agency’s status definitions. Miami separates application tracking from permit history, and Oakland separates planning and building searches.
What if the portal shows no record?
Confirm the responsible jurisdiction, try address variations and former addresses, search the parcel or assessor number, widen the date range, and check active and closed records. If the file is still missing, ask the records or permit office whether it is archived, held by another department or available only through a public-records request.
Can I download approved construction plans online?
Sometimes, but not always. Look for document or attachment links and check revision dates. Some agencies, including Seattle, state that certain plans require a written request or are not publicly available. The agency may apply redactions, fees or appointment requirements.
Does a permit record tell me when construction will finish?
Usually not. Permit portals report administrative stages and inspections, not a guaranteed construction schedule. An issued permit does not prove that work started or finished, and an inspection history does not necessarily provide a completion date.
Which identifiers should I have ready?
Prepare the full address, unit or suite, permit or application number, parcel or assessor/APN or folio number, approximate date range and work type. Miami supports process number, project address and folio searches; Alameda supports address, APN, permit number and date range.
What should I request when older records are missing?
Ask specifically for the permit history, approved plans, inspection results, correction notices, certificates or planning conditions you need. Include the address, parcel number, known case numbers and date range. Ask whether the search covers former addresses, historical archives and related permits, and whether fees or an appointment apply.
The Bottom Line
Use the official city or county portal first: search by address, then by permit, application or parcel identifier, and use the local map for nearby projects. Read planning, building, inspection and permit-history records separately, because each answers a different question. When plans or older files are missing, contact the responsible records office with a focused request and the identifiers you collected.
