The fastest reliable route is to identify the project’s owner and location, then follow its links to the actual construction employers. Large expansions commonly split hiring among the owner, engineering/procurement/construction (EPC) firms, primary contractors, union halls and public workforce agencies. Apply through the employer’s live vacancy system; for unionized craft work, complete the contractor’s process and the required union-dispatch step.
Do not assume that the company announcing an expansion employs everyone on the site. The project’s own hiring instructions, the named contractor and the relevant local union determine where your application belongs.

1. Identify the exact project before searching
“A large industrial expansion” is not a single labor market. Hiring depends on the facility, country, state or province, construction phase, contractors selected and local labor rules. Start by writing down the project’s exact name, owner and work location. Then search the owner’s official website for careers, jobs, join us, construction workforce, EPC, contractor or supply-chain opportunities.

Use the project’s own page as a map rather than as proof that a vacancy exists. It may point to owner jobs, construction contractors, suppliers and early-career programs. HS2, for example, separates careers with HS2 Ltd from supply-chain opportunities and early-career routes on its official careers page, which was updated on 25 August 2026. That structure is a useful model, but its roles and workforce figures apply only to HS2.

What to record
- Project and facility name.
- City, region and country of the worksite.
- Owner’s legal name and official careers URL.
- Named EPC firms, general contractors or primary contract companies.
- Trade, professional discipline or support function you want.
- Any stated hiring phase, shift, rotation, travel requirement or application deadline.
If the project has several sites, confirm that the vacancy belongs to the location where you can legally and practically work. A company may advertise the same job family across different facilities with different requirements.
2. Determine who actually employs construction workers
Owners often employ project managers, engineers, procurement staff, environmental specialists and operations personnel while assigning construction work to EPC firms or primary contractors. The employer named on a project announcement is therefore not necessarily the employer named on a site badge or payroll record.
Read the project’s contractor and EPC information, then open each named company’s own careers page. Golden Triangle Polymers’ official “Be a Part of the Team” page states: “The primary contract companies manage their own hiring during the construction phase of the project.” That is a project-specific instruction, but it illustrates the normal decision you must make: apply to the firm managing the work package, not automatically to the owner.

| Hiring route | What it may cover | What you must verify |
|---|---|---|
| Project owner | Owner staff, project controls, operations, engineering, procurement, graduate or early-career roles | Whether the owner employs the construction role and whether its site has a project alert or application |
| EPC firm | Design, procurement, construction management and some specialist field work | Which project package the firm controls and whether the vacancy is assigned to that site |
| Primary or specialty contractor | Craft labor, supervision, equipment operation, installation, commissioning support and field services | Exact work location, schedule, trade qualifications and the contractor’s application system |
| Union dispatch | Craft roles covered by a local collective-bargaining or dispatch arrangement | Whether dispatch is mandatory, which craft local handles it and whether registration is separate from the contractor application |
| Workforce agency | Resume help, application assistance, training referrals and local employment support | Service area, eligibility and whether the agency is connected to this project |
These routes can overlap. A craft applicant may need to submit a formal contractor application and also obtain dispatch through a union hall. A professional applicant may apply directly to the owner or EPC. Follow the posting’s instructions rather than choosing the route that seems most convenient.
3. Search by trade, job family and construction phase
Search the exact occupation instead of relying only on the project name. Useful terms include electrician, operator, laborer, mechanic, foreman, superintendent, safety, engineering, project controls, quality, warehouse and project support. Add the location and any shift or rotation wording used by the employer.

Separate work by phase. Early civil work may use different trades and equipment than structural erection, mechanical installation, electrical and instrumentation, commissioning or plant operations. A posting can close when one phase is complete and reopen under a different contractor. Do not treat an old listing for one package as evidence that the whole project is still recruiting.
Match your search to your experience
- Craft and field labor: Search the specific craft and check whether the project directs applicants to a union hall.
- Supervision: Look for foreman, general foreman, superintendent and field supervisor postings with the responsible contractor.
- Technical and professional roles: Search engineering, planning, estimating, safety, quality, environmental, procurement and project-controls categories at the owner, EPC and contractors.
- Entry-level and early-career applicants: Check the project’s apprenticeship, trainee, graduate and early-career links rather than applying only to experienced-worker postings.
4. Check whether a union dispatch is required
For some craft jobs, the contractor cannot simply hire through its public careers page. The project may require dispatch through the local union representing the trade and locality. Bechtel’s Thacker Pass Phase 1 recruiting page says: “Any craft professionals looking for work opportunities on this project will be required to be dispatched through the appropriate local union.” That sentence applies to that project and should not be generalized to every industrial expansion.
Trumbull Corporation’s heavy civil construction careers guidance likewise directs applicants to apply to the contractor and contact the union hall for their craft. The exact arrangement varies by project, employer, trade and locality.
How to verify the union route
- Read the project or contractor posting for words such as union dispatch, dispatch list, building trades, local or hall.
- Identify your precise craft and the worksite locality; a general inquiry to the wrong local may delay you.
- Call or visit the union hall using contact details published by the project, contractor or union itself.
- Ask whether registration, referral, apprenticeship status, dues, orientation or additional documentation is required. Do not assume any requirement that the official instructions do not state.
- Complete the contractor’s formal application as well, unless the posting expressly says the union referral is the only application route.
Union dispatch and contractor application are not automatically alternatives. On projects that use both, you need to satisfy both channels and keep evidence of each step.
5. Apply through the employer’s formal system
Open the actual vacancy and read every instruction before uploading a resume. Confirm the employer’s legal name, worksite, schedule, employment type, qualifications and application deadline. If the posting links from a project page to a contractor’s system, use the destination employer’s instructions as controlling.

- Create a project-specific resume. Put your trade, relevant industrial or heavy-construction experience, equipment or systems worked on, supervisory scope and current contact details where the recruiter can see them quickly. Use only qualifications you can document.
- Collect supporting information. Have employment dates, references, licenses, training records and work authorization information available if the form requests them. The precise documents vary by employer and location.
- Complete every required field. An uploaded resume does not necessarily substitute for the employer’s application form.
- Save confirmation. Record the requisition title or number, date submitted, employer, worksite and any stated follow-up route.
- Resolve upload problems through the listed contact. Hampton Roads Connector Partners’ project-specific jobs site illustrates why the project’s own application channel matters. HRCP permits resume email when an applicant has upload problems but still requires the application to be completed; an informal resume email alone may not count.
Do not rely on an informal resume drop
Sending a resume to a general inbox, recruiter or acquaintance can be useful only if the employer permits it. Treat it as an additional contact, not proof of application, until the formal system confirms submission. Keep the confirmation email or reference number with your records.
6. Use workforce-development support when it is available
Public workforce agencies can reduce the practical barriers to applying, especially if you need resume editing, computer access, online application help or a training referral. Look for the agency named on the project’s official workforce or community page, or contact the workforce-development office serving the construction location.
Golden Triangle Polymers identifies Workforce Solutions Southeast Texas as a project-linked resource for free resume counseling, online application assistance and education or training referrals. Its project page says, “Workforce development is essential to the success of this facility, which is why Golden Triangle Polymers Company has collaborated with Workforce Solutions Southeast Texas to provide information and job-readiness resources related to this project.” Services in another region may be different, so verify the local agency, eligibility and appointment process.
What to ask the workforce office
- Can someone review your resume for the target trade or occupation?
- Is there help completing the contractor’s online application?
- Are relevant training or credential programs available or funded?
- Does the office have a project-specific employer or hiring event?
- What documents must you bring to an appointment?
Workforce support does not replace the employer’s application or a required union dispatch. Use it to prepare and navigate the process, then submit through the official route.

| If the posting says… | Your next action | Do not assume… |
|---|---|---|
| The owner is hiring for a named project role | Apply in the owner’s careers system and follow its project-alert instructions | That the owner also hires every craft worker |
| The EPC or primary contractor manages construction hiring | Open that company’s vacancy and apply to the named employer | That registering interest with the owner enters you into the contractor’s queue |
| Craft professionals must be dispatched through a local union | Contact the correct craft union and complete dispatch requirements, then follow the contractor’s instructions | That a public online application alone is sufficient |
| A workforce agency is listed | Use its resume, application or training services while pursuing the formal application | That the agency can hire you or guarantee placement |
| The posting is closed or undated | Look for a current requisition on the employer’s live site and verify by the listed contact | That an old project announcement represents a current opening |
8. Track applications and recheck changing project schedules
Industrial projects change sequence, contractor and staffing levels. Keep a simple tracker with these columns:
- Project and worksite.
- Employer or union local.
- Job title, trade and requisition number.
- URL and date you verified it.
- Date applied and confirmation number.
- Contact person or official follow-up route.
- Next action and date to recheck.
Revisit the owner’s project page, contractor careers pages and union instructions regularly. A staffing estimate is not a vacancy list. Golden Triangle Polymers’ project page describes approximately four years of construction and about 4,500 temporary jobs, plus more than 500 permanent positions expected at startup; those are approximate, project-specific statements from an undated page accessed 13 October 2026, not a forecast for another expansion or proof that all positions remain open.
HS2’s careers page says about 30,000 people were already working on HS2 when the page was updated on 25 August 2026. That figure describes that program at that date and cannot be used to estimate hiring at a different industrial site.
9. What the published project pages cannot tell you
Without a named project, location, trade and employer, no reliable article can state the reader’s current vacancies, wages, application deadlines, work authorization rules, required certifications, union dispatch conditions, travel allowances or per-diem policy. Those details belong to the live posting and the applicable employer or union.

- List every EPC and primary contractor linked from the project.
- Search each employer by trade, job family and phase.
- Read the posting for union dispatch or locality instructions.
- Contact the correct union hall if dispatch is required.
- Use a workforce office for resume, application or training assistance.
- Submit the employer’s complete formal application.

Examples of official hiring models
Owner plus supply chain: HS2
HS2’s careers page presents separate routes for HS2 Ltd, supply-chain opportunities and early careers. The lesson is to follow the route matching your intended employer instead of assuming every project role is an owner position.
Primary contractors during construction: Golden Triangle Polymers
Golden Triangle Polymers’ project hiring page distinguishes its own roles from construction-phase hiring managed by primary contract companies. It also points applicants toward workforce-development assistance. Use that combination—employer identification plus local support—as a model for reading other project pages.
Union dispatch for craft work: Thacker Pass
Bechtel’s Thacker Pass Phase 1 page explicitly requires craft professionals to be dispatched through the appropriate local union. This is why a craft applicant should check the project’s labor route before relying on a standard online application.
