1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe quickest reliable route is to search Find a Tender and Contracts Finder, set alerts around your actual capabilities, and then read every framework notice and supplier document in full. A profile or search registration only helps you find and prepare for opportunities; it does not make your company a framework supplier. You must apply during the permitted entry window, meet the stated conditions and win the framework’s selection process.
If no suitable framework is accepting applications, monitor its next reopening and approach existing appointed suppliers about subcontracting. That can create delivery experience, but it is not the same as joining the framework and does not guarantee later admission or project work.

What a construction framework is—and what it is not
A public-sector construction framework is an agreement under which one or more buyers appoint suppliers for a defined range of works, locations and value bands. The buyer can then award individual projects using the procedure set out in the agreement, rather than running a completely new procurement for every job.

A place on a framework makes your business eligible to compete for call-off work; it does not promise a volume of projects. Individual jobs may be awarded by a further competition, a mini-competition, a direct award where the agreement permits it, or another stated route.

Where to find live and future opportunities
Find a Tender
Find a Tender is the Central Digital Platform for procurement notices under the current arrangements covering England, Wales and Northern Ireland. Search by work type, buyer, geography and notice type, then save searches and create alerts for terms that genuinely match your capabilities. When you prepare a bid, you will also need to register and keep your supplier information current.
Use precise capability terms rather than a single broad search for “construction”. Combine the trades you deliver with the asset type, such as refurbishment, roofing, civils, schools, housing, healthcare or highways. Add the regions in which you can resource work and the buyers you can realistically serve.

Contracts Finder
Contracts Finder is a second official route. It can show current contract opportunities, expected future activity and previous tender or contract information. Its search facility allows you to save searches and receive email updates. Historic notices can reveal which authorities buy your type of work, the likely contract values and the names of incumbent suppliers, all of which can improve your targeting.
Devolved procurement services
Scotland, Wales and Northern Ireland have their own procurement services and arrangements. A company seeking work across the UK should check the relevant national portal as well as the central service. Do not assume that a notice, threshold, form or framework structure used in one nation applies unchanged in another.
Set up a search that produces usable leads
- Write a capability profile. List your principal trades, building types, contract values, delivery locations, available accreditations, maximum simultaneous workload and the evidence you can provide. Include specialist terms buyers may use instead of your internal terminology.
- Choose geographic limits. Record the postcodes, local-authority areas or regions you can cover with your own workforce and supply chain. A national alert that you cannot service will create noise and hide realistic bids.
- Search by notice type. Pipeline notices provide advance visibility of expected procurement. Tender notices indicate that a procurement is seeking responses. Find a Tender publishes notices through the procurement lifecycle, so check the notice type before allocating bid resources.
- Save separate searches. Create one alert for each major service line, geography or buyer group. Separate alerts make it easier to assign an owner and measure which searches produce relevant work.
- Review alerts on a fixed schedule. Assign a named person to review new notices, record deadlines and qualify each lead. An alert is useful only if someone checks the underlying documents quickly.
- Use pipeline information to prepare early. A pipeline notice is not an invitation to bid, but it can give you time to gather project examples, confirm capacity, renew accreditations and line up specialist subcontractors.
Read the framework notice and supplier documents before deciding
Do not rely on the notice title or a short summary. Download the framework agreement, specification, selection questionnaire, pricing schedules, instructions to tenderers and any handbook or clarification log named in the notice. Build a written bid/no-bid decision from the following checks.

Scope and lots
Confirm that your work is within the stated categories. A framework may divide work by trade, building type, project size or a combination. Applying for every lot can dilute evidence and increase the response burden; select only lots for which you can show recent, comparable delivery.
The Department for Education Construction Framework 2025 illustrates why this matters: its lots are organised by geography and value, and its handbook describes how mini-competitions and other awards operate. That structure belongs to that England-specific education framework; it should not be treated as a universal model.
Geography and delivery obligations
Check whether a lot covers a single local area, a region or multiple nations. Read requirements for response times, site attendance, emergency work, mobilisation, social-value activity and supply-chain management. A nominally attractive lot can be unsuitable if its service levels require resources you cannot sustain.
Value bands, term and workload
Record the minimum and maximum project values, the framework term, extension options and any estimated workload. Value bands can determine which evidence, financial information and insurance limits are required. An estimated total value is not a guaranteed order book.
Entry status and dates
Identify whether the agreement is open to new suppliers, closed, or approaching a scheduled reopening. Note the clarification deadline, submission deadline, anticipated award date and framework start date. A late discovery can leave no practical time to obtain a certificate or correct a financial submission.

How work is awarded after appointment
Find out whether call-offs use mini-competition, direct award, rotation, ranked suppliers or another method. Check the scoring split between quality and price, the response time for call-off bids and whether a supplier can decline work without penalty. Admission is valuable only if the subsequent award process fits your estimating capacity and commercial model.
Fees and levies
Some frameworks charge a supplier levy or other fee. Rates vary by agreement, so inspect the commercial terms and model the cost against realistic call-off revenue. Do not assume that a levy used on one framework applies to another.
Closed and open frameworks: when can you join?
| Framework type | When applications are accepted | What to do |
|---|---|---|
| Closed | During the original procurement, before the framework goes live. | Submit before the stated deadline. Once the agreement starts, additional suppliers cannot join that closed framework. |
| Open | At the reopening points specified in the agreement. | Record the next opening date, prepare evidence in advance and follow the reopening instructions rather than sending an unsolicited application. |
Government Commercial Agency guidance says an open framework must reopen at least once in its first three years and at least once during the following five years before the agreement ends. The actual notice controls: check its dates, duration and admission procedure rather than relying on the general rule.
Recommended Free Tools
If a framework is closed and no suitable live route exists, contact appointed suppliers about subcontracting. This can provide relevant experience and relationships while you wait for another procurement, but it does not confer framework status.
Prepare a framework application
1. Register on the named platform
Follow the registration instructions in the notice. Some procurements use Find a Tender’s supplier information; others direct bidders to a separate eSourcing portal. Create accounts early, nominate more than one internal administrator and keep organisation, ownership and contact details current.
2. Download and control the documents
Save the original files, record version dates and monitor clarification updates. Use a compliance matrix with one row per requirement, the response location, evidence owner, word or file limit and completion status.

3. Complete the selection questionnaire accurately
Government Commercial Agency guidance describes a framework-specific procurement selection questionnaire and possible accreditation requirements. Answer every pass/fail question exactly as asked. Where a question seeks a group-company, subcontractor or joint-venture position, state the legal entity that will perform the work and provide the required supporting information.
4. Build evidence that matches the lot
Choose project examples with similar value, complexity, client environment and delivery constraints. Explain your role, dates, measurable outcomes, safety performance and client contact details where permitted. Generic company history is weaker than concise evidence tied to the scored criterion.
5. Draft quality responses to the scoring method
Turn each quality question into a response outline before writing prose. Cover mobilisation, programme control, design coordination, site safety, quality assurance, carbon and waste, resident or stakeholder communication, social value and supply-chain resilience only where the documents ask for them. Use clear responsibilities, controls, records and outcomes instead of unverified promises.
6. Price on the framework’s rules
Check whether the buyer wants rates, percentage adjustments, a schedule of prices, overhead assumptions or project-specific methodology. Confirm which costs are included, how inflation is treated and whether rates are fixed for a period. Have a commercial reviewer test arithmetic, exclusions and consistency between the pricing and quality responses.
7. Check accreditations, insurance and capacity
Verify expiry dates and the exact class or limit required. If an accreditation is mandatory, establish whether an application receipt is acceptable or whether the certificate must exist at submission. Confirm that your workforce, supervisors, plant and specialist subcontractors can support the selected lots without breaching existing commitments.
8. Submit through the stated process
Upload files in the requested formats, use the prescribed naming convention and allow time for portal authentication and virus scanning. Obtain the electronic receipt and retain a complete copy of the submitted response. Questions must go through the official clarification channel; contacting an individual buyer outside that process can breach the procurement rules.

How to compare several framework opportunities
Use a weighted decision sheet before committing senior estimating time. The following headings cover the practical differences that most affect a building business.
| Decision factor | Questions to answer | Evidence to record |
|---|---|---|
| Scope fit | Do the trade, asset type and project methods match your delivery record? | Selected lot, required categories and two or three comparable references. |
| Geographic coverage | Can you meet travel, attendance and mobilisation requirements? | Areas covered, response times and local supply-chain plan. |
| Value band | Are the minimum and maximum project values commercially suitable? | Band limits, insurance and financial-capacity requirements. |
| Admission window | Is the framework open now, closed or due to reopen? | Application deadline or next reopening date. |
| Capability burden | Can you supply every certificate, policy, reference and named resource? | Compliance matrix, evidence owner and expiry dates. |
| Bid effort | Can you produce a compliant response by the deadline? | Question count, page limits, portal and internal review timetable. |
| Commercial terms | Are there levies, fixed rates, insurance obligations or restrictive conditions? | Fee or levy clause, rate validity and key liabilities. |
| Call-off route | How will individual projects be awarded and scored? | Mini-competition, direct-award or other procedure and response times. |
Score each factor against your business plan and document the reason for a no-bid decision. A framework with fewer suppliers is not automatically better if its geography, evidence burden or call-off economics do not fit.
Use pipeline notices without mistaking them for tenders
A pipeline notice can reveal an authority’s expected procurement before the tender notice is published. Use that lead to map likely lots, identify decision dates, refresh references and plan workload. Do not submit a full tender unless the buyer has issued instructions inviting one.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Government Commercial Function guide states that a contracting authority spending more than £100 million on relevant contracts in a financial year must publish a pipeline notice. This is a condition applying to the authority’s spending, not a threshold for an individual construction project or a requirement for your company.
What to do when no suitable framework is open
Track the next admission point
Enter the expected reopening date in your bid calendar, subscribe to the buyer’s updates and review amendments. Use the waiting period to close evidence gaps, renew certificates and obtain audited financial information if required.
Approach existing suppliers for subcontract work
Identify appointed suppliers from award notices or framework information and present a concise capability pack: trades, geography, capacity, accreditations, project examples, safety record and contact details. Ask about their approved-supply-chain process and upcoming call-off workload. Subcontract terms, payment timing, design responsibility and liability should be agreed in writing.
Bid for standalone contracts as well
Contracts Finder and the devolved services may list projects that are not called off from a framework. A standalone contract can provide the references and public-sector systems experience needed for a later framework application.
Common mistakes and practical fixes
- Assuming registration equals appointment. The GCA states: “Registering with these services does not make you a Government Commercial Agency (GCA) supplier.” Fix this by treating registration, application, appointment and call-off awards as separate milestones.
- Applying after a closed framework has started. Check the admission status and timetable before assembling a response.
- Searching only one portal. Run parallel alerts on Find a Tender, Contracts Finder and the applicable devolved service.
- Using the wrong lot. Map each capability and reference to the lot’s exact scope, geography and value band.
- Ignoring clarification updates. Assign document control and replace superseded files in the compliance matrix.
- Submitting generic policy text. Tie each answer to the criterion, the proposed project controls and verifiable outcomes.
- Underestimating portal and review time. Set an internal deadline at least one working day before the official close and complete a final legal, technical and commercial check.
- Assuming appointment guarantees workload. Examine the call-off mechanism, historic activity where available and the number of appointed suppliers before forecasting revenue.
A practical 90-day framework-readiness plan
Days 1–30: establish the system
- Nominate a framework owner and deputy.
- Complete supplier registration on the relevant platforms.
- Build capability, geography, value-band and accreditation records.
- Create separate saved searches and alerts.
- Collect core policies, insurance schedules and three to five strong project references.
Days 31–60: improve bid readiness
- Review current and pipeline notices weekly.
- Create response templates for mobilisation, safety, quality, carbon, social value and supply-chain management, while tailoring each final answer to the question.
- Check financial accounts, insurance limits, certificates and named staff against likely requirements.
- Map specialist subcontractors and confirm their availability and evidence.
Days 61–90: qualify and act
- Score each live opportunity against scope, geography, value, admission status, evidence burden, cost and call-off route.
- Run a bid/no-bid meeting with estimating, operations, commercial and senior management.
- For a go decision, create a compliance matrix, timetable and independent review.
- For a no-go decision, record the gap and a corrective action before the next reopening.
- Where no framework is open, contact suitable appointed suppliers and pursue relevant standalone contracts.
Rules and jurisdiction to keep current
The Procurement Act 2023 arrangements for England, Wales and Northern Ireland began on 24 February 2025. Scotland operates under separate procurement arrangements. Procurement notices, thresholds, standard forms and portal instructions can change, so confirm the live notice and current official guidance for the jurisdiction before relying on a date or threshold.
Framework documents are the authoritative source for each opportunity. If a general guide conflicts with a live agreement, follow the agreement and submit questions through its formal clarification process.
