A heritage listing, public visibility, historic importance or an unlocked gate does not give you a right to enter. Identify the exact property and its manager, ask about tours or open days, confirm the areas and conditions you may access, and recheck the details immediately before travelling.
Access rules differ by property and jurisdiction. Queensland Government guidance is explicit that a private heritage owner does not have to allow public access and that the public has no right to enter without permission. The examples below show practical access routes, but they do not create a nationwide list of open buildings or a single rule for every state and territory.

What “private” or “restricted” means in practice
Buildings that look similar from the street can have completely different access arrangements. Before planning a visit, decide which category fits the place you want to see.

A private house, farm building, industrial site, office or working business is controlled by its owner or occupier. You need permission for interior access and, unless signs or the owner say otherwise, for grounds or service areas as well. Asking to visit is appropriate; arriving and trying a door is not.

Privately owned heritage place
Heritage registration records cultural significance and may impose conservation obligations. It does not turn the property into a museum. Queensland Government guidance, Owning a heritage place, states that owners are not required to allow public access and that the general public has no right to enter a heritage property without the owner’s express permission. The same guidance says an owner’s rights do not change merely because the property is added to the Queensland Heritage Register.
Some Queensland heritage agreements include public-access terms. The guidance says these agreements are usually recorded on the title and bind later owners. That means an access obligation can exist for a particular property, but you still need to verify the current terms and the areas covered rather than assuming that registration alone opens the building.
Publicly managed heritage building
A government-owned or publicly managed place may offer tours, exhibitions, school programs or events while keeping offices, conservation areas and other rooms closed. “Open to the public” often means selected spaces at specified times, not unrestricted movement through the whole building.
Secure government property
Places such as Government House and Admiralty House are secure, highly regulated properties. Entry is normally tied to an announced program, invitation, booking or official event. Security screening, identity checks, limits on photography and changes to the route are normal conditions.
Park, reserve or site with commercial activity
A visit by an individual or family is different from operating a paid tour, filming activity or other commercial event. The Australian Government Department of Climate Change, Energy, the Environment and Water (DCCEEW) identifies commercial tours and other activities in Commonwealth parks and reserves as activities that may require a permit, licence or other approval. That guidance is aimed at the activity organiser; it should not be read as proof that every ordinary visitor needs the same permit.
Start with the exact property and jurisdiction
“That old mansion” or “the government building near the harbour” is not enough information to make a lawful plan. Record the details below before contacting anyone:
- Official name, street address and, if relevant, a parcel or lot description.
- The state or territory and local government area.
- Current owner, lessee, operator or government agency.
- Whether the place is a private residence, a working business, a public venue, a heritage-listed property or a secure facility.
- Any signs, gates, booking notices or event information visible at the site.
Use the owner’s or manager’s own website, a government heritage register, an official venue page or a clearly identified government agency. A map pin, social-media photograph or an old tourism listing can help you identify a building, but it is not proof that access is currently offered.

Search the owner or venue’s visitor information
Look for pages labelled “Visit”, “Tours”, “Open days”, “Events”, “Public programs”, “School programs”, “Bookings” or “Contact”. For government properties, check the responsible office rather than relying on a travel blog. The Office of the Official Secretary to the Governor-General’s Heritage Strategy 2025–2028, for example, describes visitor programs for Government House and Admiralty House and explains how historical information and tours are presented.
Check announced programs before assuming availability
A recurring program is an access route, not a guarantee that a particular date is running. Event calendars can change because of official business, conservation work, security requirements, weather or health and safety decisions. Treat a strategy document as a description of the program, then confirm the next date and booking process through the venue’s current channels.
Contact the owner when no public program is listed
Send a short, respectful request to the owner, manager, council, heritage officer or government office identified for that property. Explain who you are, the proposed date, the size and age range of your group, the purpose of the visit and whether you want interior access, grounds access, photography or filming. Ask whether a visit is possible and what conditions would apply. A clear request is easier to assess than a demand for “full access”.

Do not treat indirect signs as consent
- A heritage listing is not permission.
- A building visible from a public road is not open for entry.
- An unlocked gate or open door may be temporary, accidental or intended only for staff.
- A previous visitor’s photograph does not establish current access.
- Permission to stand on a footpath or view an exterior does not include permission to enter.
What to include in a permission request
Give the manager enough information to approve, decline or propose a safer alternative. You can adapt this wording:
Hello, I would like to ask whether a supervised visit to [official property name] is possible for [number] people on or around [date]. We are interested in [grounds/particular public rooms/exterior viewing] for [brief purpose]. We would follow all security, safety, photography and accessibility instructions. Could you advise whether an official tour, open day or another form of permission is available, and what booking or identification is required?
Do not attach floor plans, attempt to identify staff personal details or suggest that the property should be open because it is historically important. If the owner declines, accept the decision and ask whether an authorised exterior viewpoint, public exhibition or future open day is available.
Confirm the scope and conditions in writing
“Yes, you may visit” can still leave important questions unanswered. Confirm each item that affects your journey or conduct.
| Question | Why it matters |
|---|---|
| Which date and arrival time are approved? | Permission may apply only to a scheduled session, not the whole day. |
| Which entrance should you use? | Restricted sites may have a visitor entrance separate from the public street frontage. |
| Which rooms, grounds or routes are included? | Access to one room or an exterior area does not establish access to the rest of the building. |
| Is booking or an entry fee required? | Some programs are ticketed, capacity-limited or invitation-only. |
| What identification or security screening is required? | Secure properties may require photo identification, bag checks or screening before entry. |
| Are children, mobility devices or assistance animals permitted? | Stairs, uneven surfaces, narrow doors and security procedures can affect participation. |
| Is photography, recording or sketching allowed? | Permission to visit does not automatically include commercial or unrestricted image use. |
| What clothing, footwear or safety equipment is required? | Working sites and conservation areas may require closed footwear or other controls. |
| Can the arrangement be cancelled or changed? | Official duties, weather, maintenance and security can alter access at short notice. |
Authorised access models you may find
Open days
An open day is a scheduled opportunity for members of the public to enter areas that are normally closed. It may use timed tickets, queues, security screening and a one-way route. Read the current event notice carefully: “open” can refer to selected rooms or grounds only.

Guided tours
A guide can provide access while protecting fragile fabric and keeping visitors away from operational spaces. Tours may have fixed durations, age limits, small-group caps or cancellation rules. Ask whether the tour includes the rooms you want to see rather than relying on a promotional photograph.
School and education programs
Some properties accept school groups or structured educational visits even when they do not offer casual drop-in entry. A school program usually has its own booking, supervision and safety requirements; it is not a route for an unrelated individual to bypass normal controls.
Exhibitions and special events
An exhibition, lecture, concert or community event can provide lawful entry to a restricted building. The event organiser’s ticket or invitation controls the areas you may enter. Do not remain in closed rooms after the event or attempt to explore backstage and staff areas.
Arranged private visit
A private owner may agree to a visit for a researcher, local-history group, architect, student or other defined purpose. The owner may require a written agreement, supervision, identification, insurance evidence or a contribution to costs. Those requirements are property-specific and should be confirmed directly.
Examples of official programs in Australia
Government House and Admiralty House
The Office of the Official Secretary to the Governor-General’s Heritage Strategy 2025–2028 describes both properties as secure and highly regulated. The strategy says the Office has held two public open days per year at Government House and one per year at Admiralty House, and it describes tours, visitor access and school tours. It also states that around 25,000 primary and secondary students take Government House tours annually.
Those figures describe the program in that strategy; they are not confirmation of a particular upcoming event, ticket release or accessible room list. Check the Office’s current visitor information before arranging transport or accommodation. Expect access to be structured around security and the official program rather than casual entry.
Old Parliament House
Old Parliament House’s Heritage Management Plan identifies events and tours as public programs. It says public access to parts of the building and its movable heritage is integral to conserving the place and must be facilitated in a way consistent with the identified sensitivity to change, unless security or health and safety reasons prevent it. The plan also directs management to tailor security so that it has as little impact as possible on visitor access and interpretation programs.
Recommended Free Tools
The phrase “parts of the building” is important. A tour or event does not imply access to every office, collection area, service corridor or roof space. Follow the route and instructions supplied for the particular program.

Plan for security, safety and accessibility
Restricted buildings often combine fragile materials, active workplaces and security controls. Build extra time into your visit and prepare for the following:
- Arrive at the stated entrance, not the most prominent façade.
- Carry only what the venue permits; bags, umbrellas, food and liquids may be restricted.
- Bring the identification specified in the booking confirmation, if any.
- Wear stable, enclosed footwear where surfaces may be uneven or construction or conservation work is occurring.
- Ask in advance about lifts, ramps, accessible toilets, rest points, lighting and tour pace.
- Tell the venue about mobility, hearing, vision or sensory needs early enough for an adjustment to be considered.
- Keep children with the supervising adult and follow barriers and staff directions.
- Do not touch finishes, furniture, collections, doors, controls or building services unless invited.
Historic buildings can have stairs, low thresholds, narrow passages, fragile flooring, poor mobile reception or limited climate control. An accessibility statement may describe the public route without guaranteeing access to every heritage room. Confirm the exact route and any alternative interpretation before arrival.
Photography, recording and privacy
Ask separately about personal photographs, tripods, flash, video, audio recording, drones and commercial publication. A venue may allow a phone photograph in a public room while prohibiting flash, live streaming, staff images or photography of security arrangements. Private owners may also impose privacy conditions covering family areas, business records and neighbouring properties.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing among possible visit routes
Use the route with the strongest authority and the clearest current conditions, not simply the one that appears first in a search result.
| Route | Authority | Typical access scope | Availability | Reliability check |
|---|---|---|---|---|
| Official open day | Owner or venue program | Selected rooms, grounds or a managed route | Scheduled and often capacity-limited | Confirm the current event notice and ticket terms |
| Guided tour | Venue or authorised operator | Rooms and interpretation included in the itinerary | Recurring or occasional sessions | Verify date, route, duration and cancellations |
| Special event or exhibition | Event organiser with venue approval | Areas needed for that event | One-off or seasonal | Check what the ticket actually includes |
| Direct private request | Owner, occupier or manager | Only the areas and times expressly approved | Unscheduled and entirely property-specific | Keep written permission and follow every condition |
| Exterior public viewpoint | Public road, footpath or other lawful public place | Exterior view only | Usually available, subject to public-place rules | Check signs, boundaries, traffic and photography limits |
| Commercial tour in a Commonwealth park or reserve | Operator plus required government approvals | Route specified by the authorised activity | Depends on permit, licence and venue schedule | Confirm approvals with the operator and managing agency |
When a request is refused
A refusal may reflect privacy, insurance, conservation, security, active work or the owner’s simple choice. Do not argue that the property’s listing, taxes or public interest overrides the decision. Ask whether one of these alternatives is lawful:
- An official open day or waiting list.
- A guided tour at a different time.
- A public exhibition, lecture or school program.
- An exterior viewing point from a public place.
- Published photographs, plans or a digital interpretation supplied by the owner.
- A nearby building with a comparable architectural or historical role that is genuinely open to visitors.
If the owner offers only an exterior appointment, treat that as the complete permission. Do not use it as an opportunity to enter the garden, driveway, lobby or ancillary structures.
Common mistakes that create legal or practical problems
Assuming heritage status equals public access
This is the central error. Heritage significance and visitor access are separate questions. In Queensland, the official guidance expressly rejects an automatic public right of entry to privately owned heritage places.

Relying on an old event listing
A date from a previous year, archived calendar or travel article may no longer apply. Confirm the current event through the responsible office and save the confirmation with your booking details.
Confusing a public program with unrestricted entry
A tour can cover only selected rooms. A public event can close galleries, offices or courtyards for operational reasons. Read the route and obey barriers.
Turning a personal visit into commercial activity
Filming for a client, selling tickets, leading a paid group or running a promotional shoot can require separate approval. In Commonwealth parks and reserves, commercial tours are among the activities DCCEEW says may need authorisation.
Arriving without a contingency plan
Security and weather can close a site even after a program has been announced. Have a lawful exterior viewpoint or another confirmed attraction available, and avoid turning a cancelled visit into an unplanned attempt to enter.
A practical checklist for the day before and the day of your visit
The day before
- Recheck the venue’s current event page or contact person.
- Confirm the date, arrival window, entrance, route and cancellation status.
- Review identification, bag, photography, dress and accessibility requirements.
- Save the written permission, ticket or booking confirmation offline.
- Check transport, parking, public-transport disruption and weather.
- Tell every member of your group which areas are approved and which are not.
On arrival
- Use only the stated entrance and identify yourself to the designated staff member.
- Complete screening and follow instructions about bags, phones and photography.
- Stay with the guide or on the marked public route.
- Ask before taking a photograph or moving beyond a barrier.
- Report damage, hazards or lost property to staff rather than handling the problem yourself.
- Leave at the end of the authorised session unless an extension is expressly approved.
How the legal position varies across Australia
The clearest public-facing statement available for this topic is Queensland Government guidance. It addresses Queensland heritage properties and should not be silently converted into a complete statement of trespass, heritage or access law for every state and territory. Other jurisdictions have their own legislation, registers, land-management arrangements and government agencies.
For a particular building, combine the owner’s instructions with the relevant state or territory authority’s information. If the proposed activity involves filming, a paid tour, drones, research access, construction areas or a large group, obtain advice specific to that activity. This article explains practical access planning; it is not property-specific legal advice.
Bottom line
Find the person or organisation that controls the exact building, then use its current tour, open-day or booking channel. If none exists, request permission in writing and define the date, group, purpose and areas sought. Enter only the rooms and grounds expressly authorised, comply with security and safety conditions, and verify the arrangement immediately before travelling. A private owner’s decision and a venue’s current program control access; a heritage listing by itself does not.
