How to Find and Mark Underground Utilities Before Trenching

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before you trench, submit a locate request through 811 (or your area’s one-call service), outline the proposed excavation as required, wait through the local notice period, and verify that every participating utility has responded. Do not treat paint or flags as an exact depth or centerline. Ask about privately owned and non-member facilities, then expose the utility by the locally required safe method as you approach it. Keep access, atmospheric, water, shoring, and inspection controls in place throughout the excavation.

Why locating utilities is a required first step

Excavation can encounter electric, gas, telecommunications, water, sewer, fuel, and other installations that are not visible from the surface. In covered construction employment, OSHA’s excavation rule requires the estimated location of reasonably expected underground installations to be determined before opening an excavation and requires contacting the utility owners or operators. The rule states: “The estimated location of utility installations, such as sewer, telephone, fuel, electric, water lines, or any other underground installations that reasonably may be expected to be encountered during excavation work, shall be determined prior to opening an excavation” (29 CFR 1926.651(b)(1)).

As an Amazon Associate I earn from qualifying purchases.

As the trench approaches a marked facility, OSHA also requires the exact location to be determined “by safe and acceptable means” (29 CFR 1926.651(b)(3)). A locate ticket is therefore a planning control, not permission to dig blindly. Marks show an estimated route; they do not certify depth, ownership, condition, or the absence of additional lines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OSHA’s construction requirements apply directly to employers and employees within its jurisdiction. A homeowner may not be regulated in exactly the same way as a construction employer, but the same locating and excavation hazards exist. Follow your state or local one-call law, the instructions on your ticket, and any requirements imposed by the utility owners.

Step 1: Define and mark the proposed work area

Describe the trench accurately

Before calling, map the complete work area: the trench’s starting and ending points, turns, branches, driveways, buildings, easements, and any widened areas for manholes, tanks, footings, or equipment. A vague description such as “the back yard” can produce an incomplete locate. Have the street address, nearest cross street, site contact, project type, and planned start date ready.

Use white marks when your one-call service requires them

Many one-call systems ask the excavator to pre-mark the planned dig area with white paint, stakes, or flags. Louisiana 811, for example, recommends white marking to outline the proposed excavation so locators can distinguish the work zone. That is a Louisiana instruction, not a nationwide deadline or rule; use the method specified by your own service. Keep pre-marks narrow and legible, and do not paint over existing utility marks.

Step 2: Submit the 811 or one-call request early

Choose the official local channel

Use 811 where it operates, or the state or local one-call notification service that handles locate requests. Most services offer a phone and an online ticket system. Give the route, dimensions, work type, and start date exactly as requested. If the project expands, moves, or adds a branch outside the original description, submit a new or revised request rather than assuming the first ticket covers it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Notice periods are jurisdiction-specific

There is no single national waiting period. Louisiana 811 homeowner guidance asks for at least two business days. Colorado 811 says locators mark within three business days. Those figures describe the respective state services and must not be treated as a universal schedule. Your ticket confirmation and state law control when excavation may begin, including rules for weekends, holidays, emergency work, and requests submitted after business hours.

Do not schedule a crew to start when the notice period merely ends. Allow time for utilities to investigate, mark, update the ticket, or tell you that a facility is not present. A response that is missing, unclear, or marked “unable to locate” is not a clearance to excavate.

Step 3: Make the site accessible and verify positive response

Prepare the property for locators

Unlock gates, secure pets, remove vehicles or stored materials from the route, and provide access to utility easements where permitted. Keep your white pre-marks visible. If snow, mud, vegetation, construction traffic, or weather obscures the area, contact the one-call service for instructions rather than guessing where a mark should be.

Check every response on the ticket

Many systems use a positive-response status showing whether each participating member utility has marked, cleared, or reported a problem. Colorado 811 advises checking the online ticket. Indiana 811 requires homeowners to acknowledge positive response before beginning. Procedures differ by state: some systems require an online acknowledgement, some provide a list to review, and some require a follow-up call when a response is missing. Record the ticket number, response times, and any facility owner that did not respond.

“Clear” normally means that a participating utility reported no facility in the requested area; it does not mean that all possible private lines are absent. Read the response wording and ask the one-call center what each status means locally.

Step 4: Identify coverage gaps before relying on the marks

Public, member, and non-member facilities

One-call centers coordinate the utility owners that participate in that system. They may not represent every municipal department, railroad, pipeline, campus, industrial operator, or other facility owner. Louisiana 811 gives municipal water and sewer in some towns as examples of non-member facilities. Indiana 811 likewise warns that private facilities may not be marked by its members.

Private lines on the customer side of a meter

Common gaps include an electric feeder from a meter to a detached garage, a gas line to an outdoor appliance, irrigation and landscape lighting, private septic components, a well line, a pool connection, or communications installed by a property owner. Ask the one-call service where its responsibility ends and which owners are excluded. Then contact the facility owner directly or hire a locally qualified private utility locator. A private locate is especially important when as-built drawings are missing, a property has changed ownership, or a previous project added service lines.

Keep documentation for every separate locate. A consumer cable or metal detector is not a substitute for the utility owner’s records and locating process; such devices can miss nonconductive pipe, produce false signals, or identify the wrong line.

What utility paint, flags, and colors mean

Marks indicate an approximate route

Paint lines, flags, stakes, and whiskers identify an estimated horizontal route. Colorado 811 describes the APWA color system and cautions that utility depth varies; a depth should be shown only when the locator knows it. Marks can be offset from the actual facility to protect the facility or to fit the surface. A line’s width, dashes, arrows, initials, and symbols may communicate the utility type or the locator’s confidence. Preserve the entire marking pattern, not just one flag.

Use the local color key

The APWA system is widely used, but field conventions and ticket instructions govern. A typical key is:

  • Red: electric power lines, cables, conduit, and lighting.
  • Yellow: gas, oil, steam, petroleum, or other hazardous liquid lines.
  • Orange: communications, alarm, signal, and cable television lines.
  • Blue: potable water.
  • Green: sewer and drain lines.
  • Purple: reclaimed water, irrigation, and slurry lines.
  • White: the proposed excavation area, where the local service asks the excavator to pre-mark it.
  • Pink: temporary survey markings, not a utility type.

This chart is a general reference, not a replacement for your ticket’s legend. Some utilities use additional symbols or different conventions. If a color, abbreviation, or offset is unclear, stop and ask the one-call center or facility owner before disturbing the mark.

How close can you dig to a utility mark?

There is no single nationwide tolerance-zone width. State law and the ticket instructions determine the protected area and the method for exposing the facility. The following official examples illustrate why you must check locally:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Jurisdiction and source Stated tolerance-zone description Important qualification
Colorado 811 18 inches from the utility mark Colorado’s homeowner guidance; depth varies and is not shown unless known.
Indiana 811 Two feet around the facility The page explains that the distance can be adjusted when the marked facility itself is wider.
Louisiana 811 Facility width plus at least 18 inches from each side Louisiana’s homeowner guidance; not a national standard.

Do not measure from a flag as though it were a surveyed centerline unless local instructions say to do so. The mark may be offset, and a wide duct bank or multiple conduits may extend beyond a paint line. Start hand exposure or another locally accepted method before entering the tolerance zone, and maintain the required separation from the exposed facility.

Step 5: Expose the exact location safely

Approach marks as an uncertainty zone

Reduce mechanical excavation as you approach the marked route. The exact transition point depends on the local tolerance-zone rule, the facility type, and the owner’s instructions. Use the method required or accepted in your jurisdiction to expose the facility without damaging it. OSHA’s 2003 interpretation explains that acceptable methods depend on site conditions; in some circumstances, suitably adjusted hydro-vacuum equipment may be acceptable when it will not damage the utility. That is not a blanket recommendation for unsupervised use. Select equipment and operators who are qualified for the facility and soil conditions.

Confirm line, depth, and direction

Expose enough of the facility to establish its horizontal position and depth at the locations that matter to the trench design. A single pothole may not reveal a bend, service connection, or change in elevation. Use the facility owner’s instructions for support, clearance, and exposure length. Never probe blindly with a bar or drive a stake where a line may be present.

Protect an exposed installation

Once exposed, support, shield, or otherwise protect the installation as required by the owner and by the excavation plan. Do not leave a suspended cable, pipe, conduit, or duct bank unsupported. Keep spoil piles, equipment, and workers from loading the exposed facility. If the trench design conflicts with the utility, stop and have the owner or engineer approve relocation, support, or redesign before continuing.

When marks are missing, wrong, or damaged

A utility did not respond

Do not dig on the assumption that a silent member utility has no line. Follow the ticket’s process for a no-response or incomplete response, which may require a retransmit, second notice, or direct contact with the owner. Record the time and person contacted.

Marks are faded or destroyed

Pause work if traffic, rain, mowing, grading, or other activity removes the marks. Ask the one-call service whether a remark or new ticket is required. Utility marking flags and compatible white paint can help keep an approved locate visible, but adding paint does not extend a ticket’s validity or replace a remark.

The discovered line does not match the ticket

Stop excavation, keep people away from the area, and contact the facility owner and one-call service. Treat an unidentified line as potentially energized or pressurized until the owner identifies and controls it. Do not cut, move, pull, or test it yourself.

You strike or damage a facility

Stop immediately, warn everyone away, and call the facility’s emergency number and emergency services when there is a release, fire, electrical hazard, injury, or other immediate danger. Do not operate valves or switches unless directed by the owner or emergency responders. Preserve the area for the owner’s assessment and document the ticket and conditions.

Trench safety continues after locating

A completed locate does not make an excavation safe to enter. OSHA’s trenching guidance requires planning for utilities and adjacent structures, safe access and egress, water control, atmospheric hazards, protective systems, and inspections.

Competent-person inspections

A competent person must inspect the excavation at the start of each shift and after rain or another event that could increase hazards. The inspection should consider soil changes, cracks, sloughing, water, protective-system condition, nearby loads, exposed utilities, and access. Remove workers from an unsafe excavation until the hazard is corrected.

Access, spoil, and nearby loads

Provide safe ladders, ramps, or other access where required, and keep them within the locally required travel distance. Keep excavated soil, materials, vehicles, and equipment far enough from the edge to prevent collapse or falling objects. Adjacent foundations, walls, poles, and pavements may need support or a revised excavation method.

Water and atmospheric hazards

Control accumulated water and inspect after pumping or weather changes. Test the atmosphere when a hazardous atmosphere exists or could reasonably be expected, including where fuel, sewer gas, contaminated soil, or nearby processes create a risk. OSHA 29 CFR 1926.651(g)(1)(i) specifies four feet (1.22 m) as the point at which testing is required in the described hazardous-atmosphere circumstances. Provide ventilation, rescue planning, and respiratory controls when the assessment requires them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protective systems

Use sloping, benching, shoring, or a trench shield appropriate to the soil, depth, loads, and site conditions. A utility locate does not determine whether a trench needs a protective system. Keep workers out of an unprotected trench unless a recognized exception applies and a competent person has evaluated it.

Build a jurisdiction-specific locate plan

Before each project, write down the answers rather than relying on memory:

  • Which one-call service handles the address?
  • How many business days or other notice period is required?
  • When may work begin, and does a holiday change the clock?
  • How is positive response checked and acknowledged?
  • How long do marks or the ticket remain valid?
  • What is the local tolerance-zone width?
  • What exposure method is required near each facility type?
  • Which private, municipal, or non-member owners must be contacted separately?
  • What must happen if marks are obscured, the route changes, or a response is missing?

Keep the ticket, response log, photographs of marks, private-locate reports, and owner instructions with the excavation plan. Reconfirm the route after delays or design changes.

Field checklist before the first bucket enters

  1. Map the full trench, branches, crossings, access points, and work pads.
  2. Pre-mark the proposed excavation in the format your one-call service requires.
  3. Submit the 811 or local one-call request with complete dimensions and timing.
  4. Make the site accessible and keep the ticket information available to the crew.
  5. Check positive-response status for every participating utility.
  6. Identify private, non-member, and customer-owned facilities and arrange separate locating.
  7. Walk the site and photograph the marks, colors, offsets, symbols, and any unclear area.
  8. Confirm the local notice, ticket-validity, tolerance-zone, and exposure rules.
  9. Brief operators and laborers on the marks, stop-work triggers, emergency contacts, and safe approach method.
  10. Have a competent person inspect the excavation and verify protective systems before entry.

What a complete answer looks like on a real project

Suppose a contractor plans a trench from a house to a detached workshop. The contractor outlines the route in the locally required white markings, submits the one-call request, and waits for the state-specific response period. The ticket shows electric and communications responses, but the water department is not a participating member and the workshop’s private feeder is beyond the meter. The contractor contacts those owners or arranges private locating, then checks positive response before mobilizing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On site, red and orange marks cross the planned trench. The crew does not assume the flags identify exact centers or depths. They follow the local tolerance-zone rule, reduce mechanical excavation, and expose each facility by an approved method. The competent person verifies access, soil and protective systems, water control, and atmospheric conditions before anyone enters. If rain washes away the marks or the trench route changes, work stops until the ticket and markings are renewed as required.

That sequence—define, notify, verify, identify gaps, preserve marks, expose carefully, and maintain trench controls—is the reliable way to turn a locate ticket into a safe excavation plan.
