To find a PennDOT transportation project, start with the state’s Transportation Improvement Program (TIP) or Statewide Transportation Improvement Program (STIP) pages if you are looking for planned and funded work. For a specific road or project, find its dedicated PennDOT or regional planning page and follow the latest public notice. The notice—not a general program calendar—sets the applicable deadline, meeting details and accepted ways to comment.

How do I find a PennDOT project near me?

First decide whether you are looking for a project in a regional or statewide transportation program, or for information about one particular project. Those searches lead to different pages and different opportunities to comment.

As an Amazon Associate I earn from qualifying purchases.

A program list is a useful starting point when you know roughly where you are looking but not the project name. A dedicated project page is usually the better place to look when you already know the route, municipality or project title, or when you want details about a study, design or environmental review. The key is to identify the specific decision or document that is open for comment rather than assuming every listing has an active comment period.

Look up the regional TIP

Pennsylvania’s Regional Transportation Improvement Program (TIP) is a four-year program of planned projects and funding. PennDOT’s TIP page points visitors to the Regional TIP Map, which can help identify the Metropolitan Planning Organization (MPO) or Rural Planning Organization (RPO) responsible for a location. Regional MPOs and RPOs develop their TIPs, and their own pages may provide the local project list, participation information and comment dates.

If you know the county, municipality, route or nearby community, use that information to locate the relevant region and then check its page. A project may be listed under a regional program even if the construction site is a short distance from your home or business.

Once you reach the relevant MPO or RPO page, look for its current TIP, public participation or meeting notices. Regional comment windows are arranged by region, so dates and instructions in one region should not be assumed to apply elsewhere. A regional program page can help you identify planned work and the relevant planning process; for details on one specific project, follow any linked project page and its latest notice as well.

If you are unsure which region applies, start with the Regional TIP Map rather than guessing from a nearby city or county name. Then verify that the page you reach covers the location you care about. The map helps route you to the responsible planning organization; that organization’s notice supplies the current participation details.

Search the statewide STIP

The Statewide Transportation Improvement Program (STIP) brings together 24 regional TIPs, two statewide-managed TIPs and an Eastern Federal Lands TIP. PennDOT’s STIP page provides project lists organized by county and separates interstate and statewide projects. Like the TIP, the STIP covers a four-year planning and funding horizon; it is a program of projects, not a single construction schedule.

The county-based lists can help when you know where a project is but do not know its formal name. Check the relevant county list and note whether the project appears among interstate, statewide or other listed work. A listing can help you identify the program context, but it does not by itself tell you that a project-level meeting or comment period is currently open.

The statewide STIP is a compilation: it brings regional and statewide-managed transportation programs together. That broad scope is useful for understanding the statewide program, but it is not a substitute for checking local participation information when you want to comment on a regional program or an individual project. Follow the link or notice for the specific opportunity that matches your concern.

The 2027 draft STIP comment period ran June 15–30, 2026, and has closed. Those dates describe that particular draft review, not a standing annual deadline or the comment period for every PennDOT project.

Find a page for an individual project

If you already know a project’s name, route or municipality, look for its dedicated PennDOT project page or the page maintained by the relevant district or regional planning organization. Open the newest public meeting, hearing, environmental document or comment-period notice. A project can have its own review and deadline separate from both the regional TIP and statewide STIP.

For example, the State College Area Connector project page set a 45-day comment period for its draft environmental impact statement and Section 4(f) evaluation. That period ended April 20, 2026. The example shows why a deadline for one project cannot be assumed to apply to another.

When several pages appear to cover the same project, compare the project name and location, the date of the notice, and the document under review. A project page may contain older meeting information alongside a newer notice. Use the most recent notice that applies to the decision you want to address, and check whether it explicitly gives a comment deadline and submission instructions.

Which PennDOT comment process applies to my concern?

Match the page to the decision you want to influence. A regional or statewide program review concerns a portfolio of planned or funded work. An individual project review concerns a particular study, design or environmental document. A project may appear in a program and also have a separate project-level review, with different materials and dates.

Before you choose a comment path, compare the scope, decision stage, dates and participation instructions. A regional TIP review may be the right place to comment on priorities or the region’s planned program. A statewide STIP review concerns the statewide draft program. A project-level notice is the place to look when your concern relates to a particular project document, meeting or environmental review. The subject of your comment and the document named in the notice should fit together.

Opportunity What it covers Where to look What sets the deadline and submission method
Regional TIP A region’s four-year program of planned projects and funding PennDOT’s TIP page, Regional TIP Map and the applicable MPO or RPO page The current region-specific notice; regional comment periods are not necessarily uniform
Statewide STIP A statewide compilation of regional and statewide-managed programs, including an Eastern Federal Lands TIP PennDOT’s STIP page and its county-based project lists The notice for the particular draft STIP review
Individual project review A specific project, study, meeting, hearing or environmental document The dedicated project page or the latest official project notice The notice for that project and document

The 2027 regional TIP public periods took place between March and July 2026, with dates varying by region. The 2027 draft STIP period was statewide and ran June 15–30, 2026. Both sets of dates have passed as of October 13, 2026. Do not use either schedule as evidence that a new opportunity is open now.

These examples also show why there is no single statewide calendar that can establish the deadline for every concern. The regional TIP periods were held region by region, whereas the cited draft STIP had a statewide window. An individual project can have a different review entirely: the State College Area Connector’s draft environmental review used a 45-day period ending April 20, 2026. These dates are historical examples, not current invitations to comment.

PennDOT’s public participation plan describes ways people may participate in applicable planning processes, including public meetings, surveys, online forms and minimum comment periods for certain planning documents. The exact procedure depends on the particular opportunity. Treat its current notice as the practical guide to the available draft materials, dates, methods, meeting details and assistance contact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I tell whether a comment period is open?

Check the latest notice before drafting or sending a comment. PennDOT planning cycles and project notices change, and a page that describes a past review may remain available after submissions have closed. Finding a project page is not the same as finding an open opportunity.

  • Confirm the document or decision under review. A notice may ask for comments on a program draft, a study, a design, an environmental document or another specific item. Make sure that is the decision your comment addresses.
  • Read the opening and closing dates. Check the year and whether the stated deadline is a postmark, receipt or other cutoff if the notice says so. Do not assume that a date shown on an older page belongs to the newest review.
  • Identify the permitted submission channel. Follow the notice’s instructions rather than assuming that a general contact form or email address accepts formal comments.
  • Check for a meeting or hearing. The notice should give relevant participation information if a public meeting or hearing is part of that opportunity. A meeting date and a written comment deadline may not be the same.
  • Find the contact for questions and assistance. Use the listed project or planning contact if the instructions are unclear or you need accessibility assistance.

PennDOT’s public participation plan describes opportunities that can include public meetings, surveys, online forms and minimum comment periods for applicable planning documents. It also says public notices should explain where to access drafts, how and when to comment, and whom to contact for assistance. For a particular opportunity, use its specific notice as the practical guide to participation.

When a notice is ambiguous, do not fill in the missing details based on another project’s process. Contact the person named in the notice and ask which document is open, what date and time submissions are due, and which channel accepts comments. If accessibility assistance is needed, the notice’s contact is also the appropriate starting point. Confirming these points before sending can help avoid a comment going to the wrong place or arriving after the stated cutoff.

It is also useful to distinguish a public meeting from an open comment period. A notice may announce an event, describe how to attend or participate, and separately identify the dates for written comments. Read the full notice for both. If the meeting has already occurred, check for a newer notice rather than assuming that written submissions are still accepted or that they are no longer accepted.

How do I write a useful comment on a road project?

A useful comment makes it easy to understand what location or decision you mean, what effect concerns you and what question or consideration you want PennDOT to address. The points below are writing guidance, not a claim that PennDOT requires a particular format.

  1. Name the project and location. Use the project name from the notice and identify a route, intersection, segment, municipality or other precise place. If you are responding to a draft document, identify the section, map or design feature when possible.
  2. Describe the issue and its effect. Explain how the proposal may affect travel, safety, access, property, public transit, walking, bicycling, freight movement or another relevant concern. Separate what you have observed from what you are asking the agency to evaluate.
  3. Ask a specific question or request a consideration. For example, you might ask how a proposed access change would affect a nearby destination, or request that a particular safety or mobility impact be evaluated. Keep the request connected to the project and the document under review.
  4. Include relevant supporting details. A clear location, time or condition can help identify the issue. Refer to information in the draft when you can; do not assume a reviewer will know which part of the project you mean.
  5. Use the stated channel before the stated deadline. Follow the current notice, including any directions about online forms, written submissions or meeting comments.
  6. Keep a copy and confirmation. Save the comment and any receipt or confirmation so you can verify what you submitted and when.

For instance, a comment that identifies a specific intersection, describes a concern about turning access or pedestrian movement there, and asks how the draft addresses that effect gives the reviewer a clearer issue to assess than a general statement of support or opposition. Adapt any example to the facts and questions in the actual notice.

For a practical drafting sequence, first copy the project name and location from the official notice so the subject is clear. Next, identify the draft material and the particular feature or issue you are addressing. State the concern in concrete terms, explain who or what may be affected, and then ask a focused question or request that the issue be considered. Keep observations distinct from conclusions: describe what you have seen or what the document shows, then explain what you want the reviewer to evaluate. This helps keep the comment tied to the record and to the specific decision open for comment.

Relevant concerns can differ by location and project. The participation guidance supports comments about effects on travel, safety, access, property, transit, walking, bicycling, freight or other relevant matters; it does not establish a required list or guarantee that a particular alternative will be adopted. You do not need to cover every topic. Focus on the effect that matters to you and make the location and requested consideration easy to identify.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Avoid sending a generic objection that does not identify a project or issue, or copying a deadline from a different regional or project notice. Also avoid assuming that a form or email address is an accepted formal-comment channel unless the current notice says it is. If you have more than one concern, organizing them by location or draft-document section can make each point easier to follow.

Before submitting, compare your finished comment with the notice: Is it about the named project and document? Does it identify the location or feature? Does it state the effect and the question or consideration? Is it going through an accepted channel before the applicable deadline? This is a practical final check, not an official PennDOT checklist or a required format.

What happens after I submit a comment?

PennDOT says it reviews and considers submitted comments before finalizing transportation plans and programs, and that comments are retained as official project documentation. Consideration does not guarantee that a specific comment will change a project, design or program. A final decision may reflect multiple issues and constraints, and the comment process is an opportunity to put a concern on the record rather than a promise of a particular outcome.

PennDOT’s “Transportation Planning in Pennsylvania” FAQ states: “PennDOT reviews and considers each submitted comment before finalizing transportation plans and programs.” That explains the role comments play in the process; it is not a promise that every requested change will be made or that each comment will result in an individual response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep your copy of the submission and confirmation with the project notice or document you commented on. If you need to ask about the process, use the contact named in that notice.

Retaining your copy can help you remember which draft and deadline your comment addressed, and gives you a record of what you sent. If you submit through a channel that provides confirmation, save it alongside the comment. The guidance does not promise a particular response, timeline or outcome, so do not treat a lack of an immediate reply as evidence that the comment was not considered.

Where can I find a public meeting or hearing?

Check the latest notice on the project page or the relevant regional planning page. Meeting and hearing arrangements are specific to the opportunity; a regional TIP page does not establish the schedule for an individual construction project. Read the notice for the event details, how to participate and whether there is a separate written comment deadline.

If a listed meeting date has passed, look for a newer notice or contact the person listed for the project. Do not assume an earlier meeting announcement means that written comments remain open—or that they have closed—unless the notice gives the applicable dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The public participation plan describes meetings as one possible way to participate, alongside other options such as surveys and online forms. Whether any of those options apply to a particular project depends on its notice. Check that notice for the meeting or hearing format and participation instructions, as well as the draft materials and deadline. A public meeting is not automatically a substitute for following written-submission instructions if you want to send a separate comment.

What if I cannot find the right page or the deadline?

  • If you are unsure which planning region covers the location, start at PennDOT’s TIP page and use its Regional TIP Map to identify the MPO or RPO.
  • If you know the county but not the project name, consult the county-based lists on the STIP page, then follow any project-specific information provided there.
  • If you know the project name, route or municipality, search for its dedicated PennDOT or regional page and open the newest notice rather than relying on a general program calendar.
  • If the notice does not make the submission method, deadline, meeting arrangements or accessibility assistance clear, contact the person it identifies before submitting.

Without a named project, it is not possible to identify its current deadline, contact, meeting format or submission address. Those details must be verified in the latest official notice for the specific opportunity.

If you are choosing between several pages, use a simple comparison: Is it the right scope (regional TIP, statewide STIP or individual project)? Does the notice concern the decision or draft you want to comment on? Are its opening and closing dates current? Does it specify an accepted submission channel and any meeting or hearing details? Does it name someone to contact for questions or accessibility assistance? A page that answers these points is a better guide to participation than an old calendar entry or a general project listing.

Remember that the program and project pathways can overlap without being interchangeable. A project may be included in a four-year TIP or STIP and still have a separate project-level meeting or environmental review. If your comment concerns the details or effects of one particular project, check its latest project notice even if you have already found it in a program list. If your concern is about a draft regional or statewide program, use the notice for that program review.

Frequently Asked Questions

How do I find a PennDOT project near me?

For planned work in a regional program, start at PennDOT’s TIP page and use the Regional TIP Map to find the MPO or RPO for the location. Check that organization’s page for local project information and participation dates. For county-based statewide lists, use PennDOT’s STIP page. If you know the project name, route or municipality, look for its dedicated PennDOT or regional page and open the newest notice.

How can I comment on a PennDOT road project?

Find the latest official notice for the project or program, confirm the document under review and the open and close dates, then submit through the channel stated in that notice. A focused comment identifies the project and location, explains the effect or concern, and asks a specific question or requests a consideration. Keep a copy and any confirmation.

Where do I find the public meeting for a PennDOT project?

Check the latest notice on the dedicated project page or relevant regional planning page. Meeting and hearing details are specific to the opportunity. Read the notice for participation instructions and check whether it gives a separate written-comment deadline.

When is the comment period for a PennDOT project?

There is no single deadline that applies to every project. The latest notice for the relevant regional TIP, statewide STIP or individual project gives the applicable dates and submission instructions. The 2027 regional TIP periods held between March and July 2026 and the 2027 draft STIP period of June 15–30, 2026 have passed; they are not current deadlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I comment on a project that is listed in the TIP or STIP?

A program listing helps identify planned or funded work, but it does not by itself show that a comment period is open. Check the current regional or statewide program notice for program comments, and check the dedicated project page for any separate project-level meeting, study or environmental review.

Will PennDOT change a project because I comment?

PennDOT says it reviews and considers comments before finalizing transportation plans and programs and retains comments as official project documentation. That does not guarantee an individual comment will change a project, design or program.

The Bottom Line

To find the right place to comment, match your concern to the right scope: regional TIP, statewide STIP or an individual project. Then read the latest official notice for the specific document, dates, accepted submission method and meeting details. Write a focused comment that identifies the location and effect, submit it by the stated deadline, and keep a copy. PennDOT considers submitted comments before finalizing plans and programs, but no particular outcome is guaranteed.
