For an affordable rented home, start with the housing team at your local council: each council sets its own application and allocation rules, and a place on its housing register does not guarantee an offer. If you are homeless or at risk of losing your home, contact the council’s homelessness team promptly rather than waiting for an ordinary housing-register application. If you want to buy, look separately at shared ownership or the ownership route available where you live; these involve different eligibility checks and costs from social rent.
“Affordable housing” can mean different things, from council or housing-association rent to schemes that help eligible buyers purchase a share of a home. The right route depends on your location, circumstances, urgency and ability to meet both upfront and ongoing costs. The UK does not have one application process or one set of eligibility rules for all these options.

Choose the route that fits your need
Before applying, identify whether you need a rented home, urgent help because you may lose your home, or a route towards home ownership. Those routes are administered differently and should not be treated as interchangeable. Council or social rented housing is allocated under local rules. Shared ownership involves buying a share and paying rent on the part you do not own. Rent to Buy is geographically specific and is not a UK-wide alternative to a council tenancy.

| Shared ownership | Buy a share of a home and pay rent on the remaining share. Service charges may also apply; homes are leasehold. | Check the official scheme information, find an advertised home and contact its provider. | Eligibility, affordability assessment, mortgage and deposit, rent, charges and lease terms. |
| Rent to Buy | A route with different arrangements by location. The GOV.UK application page directs people in England outside London to search through the shared-ownership scheme service; London has London Living Rent. | Use the relevant official route and ask councils or housing associations about local homes. | Where the scheme is available and whether the provider sets additional criteria. |
The official national overview describes ownership routes that differ by nation, so check the scheme that applies where you live rather than assuming an England-specific route is available throughout the UK. The UK government’s overview of affordable home ownership schemes is a starting point for that distinction.

How to apply for council or social rented housing
For council housing, the basic starting point is your local council: GOV.UK states, “You apply for council housing through your local council.” The council’s current allocation scheme and application guidance control the process. Rules, priority systems, property availability and expected waits differ between councils, so guidance from another area cannot establish your likely outcome.
1. Find the local allocation scheme
Search for the housing or council-home page on your local authority’s website, or contact the council housing team. Read the allocation scheme and application instructions before completing a form. Confirm whether you apply directly to the council, through a shared local service, or through another channel named by the authority.
Look for the council’s rules on who may apply, local qualification criteria, how housing need is assessed, what evidence is required, and how a decision can be challenged. The distinction between being legally eligible and qualifying under a council’s scheme matters: England’s allocation guidance treats them as separate questions, and a single UK-wide rule does not settle every applicant’s case. See the allocation guidance on eligibility and qualification. Immigration or other personal-status questions need to be checked against current rules and the council’s assessment, not inferred from a general article.

2. Prepare the information the form asks for
Use the council’s form and evidence list as the authority on what to submit. Applications commonly ask about the people in your household, your current accommodation and circumstances relevant to housing need. If medical or support needs are relevant, describe how they affect your housing situation and provide the evidence the council requests. Exact document requirements are local, so do not assume that a list from another council will be sufficient.
- Answer each question accurately and consistently with the evidence you provide.
- Explain relevant changes or risks clearly, including when they began and what is expected to happen next.
- Keep a copy of your application and the documents you submit.
- Respond to follow-up requests from the council by the stated deadline, or contact it if you cannot meet one.
3. Ask how the council assesses your application
After applying, ask the council what band or points have been awarded, if it uses such a system, and what information informed the decision. Councils may rank applicants using bands or points that reflect housing need, but the criteria and effect of a ranking are local. Ask how to request a review or appeal if you believe information was missed or a decision was wrong, and follow the council’s stated process and deadlines.
Ask for the council’s current estimate of the wait for the type and location of home you can accept. Treat an estimate as guidance, not a promise: availability and priority rules affect when an offer may arise, and a register application does not guarantee one.

4. Keep the application current
Ask whether you must report changes yourself and how to do so. Tell the council if household members, accommodation, health or support needs, or other relevant circumstances change. If a change may affect your priority, ask whether the council needs new evidence and whether it will reassess your application. Keep contact details current and check for messages so that you do not miss a request or an offer.
5. Understand choice-based lettings and offers
Some councils use choice-based lettings. Applicants who have been accepted may be able to express interest in properties for which they are eligible. Councils commonly call this “bidding,” but it means registering interest, not paying money. Use only the council’s stated channel and check the rules for each property, including any restrictions on who can bid.
Before refusing an offer, ask what the consequences are under that council’s policy. The effect can vary; do not assume that declining an offer leaves your application or priority unchanged. Check how an offer is made, how quickly you must respond, and whether you can request a review if you think the property or decision does not follow the council’s rules.

If you are homeless or at risk of losing your home
Contact the local authority housing or homelessness team promptly if you have nowhere safe to stay, are facing eviction, or believe you may lose your home. Do not rely only on an ordinary housing-register application: homelessness advice and prevention are handled through a separate assessment. Explain what has happened, the relevant dates and any immediate safety concern, and ask what to do next.
The homelessness code says the authority must provide free advice and information about homelessness and its prevention to anyone in its district, including people who may be ineligible for other homelessness assistance. That duty to provide advice does not mean that every person is eligible for every form of further help, or that a particular outcome is guaranteed. The assistance available in an individual case depends on circumstances and eligibility. The applicable guidance is set out in the homelessness code’s chapter on eligibility for assistance; contact the council for an assessment of your situation.
How to apply for shared ownership
Shared ownership is affordable home ownership, not social rent. You buy a share of a home and pay rent on the share retained by the landlord. Service charges may also be payable, and shared-ownership homes are leasehold. A lower share price does not by itself establish that the total monthly cost is affordable.

- Check current eligibility. Review the official shared-ownership eligibility information and the requirements for the particular home. Scheme rules and provider criteria both matter.
- Find a home and contact its provider. Ask the provider about the share available, rent on the retained share, service charges and its application process. Confirm that the home and its terms suit your circumstances before making commitments.
- Complete the provider’s assessment. The provider assesses eligibility and affordability. Give the information it requests and ask it to explain the costs and assumptions used in the assessment.
- Review the full costs before reserving. Compare the expected mortgage payment and deposit with rent on the unowned share, service charges and other costs specified by the provider. Check the lease and the terms applying to the particular home.
- Reserve only after checking the terms. The GOV.UK application guidance says a reservation fee may be charged, up to £500. Confirm the actual fee, when it is due and whether it is refundable with the landlord or provider before paying.
- Arrange conveyancing. A conveyancer or solicitor can review the lease and mortgage conditions. Ask about the costs and process for the specific purchase, and do not rely on a general scheme description in place of the property documents.
Official guidance explains how shared ownership works and how to apply. Use the latest guidance and the provider’s current documents together: the scheme overview cannot establish the price, charges or lease obligations for an individual home.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Rent to Buy and other ownership routes
Rent to Buy is not a single UK-wide application route. For England outside London, the GOV.UK Rent to Buy application page directs applicants to the shared-ownership scheme service to search. The page identifies London Living Rent as the separate London route. Councils and housing associations may advertise homes, and providers may apply additional criteria. Check the location, provider and terms of the actual home before assuming that a route is available to you.
Other ownership support also varies by nation and scheme. The national overview notes that new Help to Buy ISAs cannot be opened, while a Lifetime ISA may still be opened for a first-home savings purpose. That is a savings distinction, not a housing allocation route or a guarantee that you will qualify for a particular home. Check the current official scheme information before making decisions based on a savings product.

Common mistakes to avoid
- Applying to the register when you need urgent homelessness help. Contact the homelessness team as well as asking about any housing-register process that may be relevant.
- Assuming UK-wide rules. Confirm the nation, council and provider responsible for the route you are considering.
- Confusing eligibility with qualification or priority. Meeting a scheme’s basic eligibility test does not necessarily mean you qualify under a council’s local scheme or will receive a high priority.
- Treating an estimate as a promise. Ask how waits are estimated and what factors affect them; an application does not guarantee an offer.
- Misreading “bid.” In choice-based lettings, it means expressing interest in an eligible property, not paying money.
- Refusing an offer without checking the rules. Ask the council what happens to your application and priority if you decline.
- Budgeting only for a shared-ownership deposit or mortgage. Include rent on the retained share, service charges where applicable, reservation costs and conveyancing in your assessment.
- Relying on a general eligibility summary for a personal decision. Ask the relevant council or provider to assess your circumstances against current rules.
A practical preparation checklist
- Identify whether you need rented housing, homelessness advice, shared ownership or a location-specific ownership route.
- Confirm the responsible council, scheme operator or home provider for your area.
- Read the current allocation policy or scheme and property guidance before submitting an application.
- Gather the household, accommodation and other evidence the actual form requests.
- Record how to check your application status and report changes.
- For a council application, ask about your band or points, review process, expected wait and offer-refusal rules.
- For shared ownership, obtain the property-specific costs and lease terms before reserving or paying a fee.
- If you may lose your home, contact the council’s homelessness team now and explain the timing.
What to expect after applying
A council application may lead to a decision about eligibility, qualification and priority, followed by a wait for a suitable home or a process for expressing interest in available properties. What happens next depends on that council’s rules and the homes available; a completed application is not an offer. Keep your information current and use the council’s review route if you believe the decision does not reflect the evidence or policy.
For shared ownership, the provider’s eligibility and affordability assessment comes before a purchase proceeds. If you reserve a home, the process then involves the property’s specific reservation terms and conveyancing. For either ownership route, make decisions using the actual provider documents rather than relying on a broad description of a national scheme.
