How to Find Affordable Senior Housing and Check Eligibility in 2026

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The fastest reliable way to find affordable senior housing is to match your needs to the right program, search HUD’s housing resources, and then verify eligibility, rent, accessibility, and waitlist status with the local housing agency or property manager. Section 202 is the principal federal program aimed specifically at low-income older renters, but public housing, Housing Choice Vouchers, rural rental assistance, and other subsidized apartments may also fit.

Eligibility is decided locally. A listing in HUD’s locator is a lead, not an approval or a promise that a unit is available. Use the steps below to identify realistic options and get a definitive answer from the organization that processes applications.

Start with the type of housing you need

“Senior housing” can describe several different arrangements. Before searching, decide whether you need an age-restricted apartment, a rent subsidy attached to a particular building, a voucher that can be used with participating landlords, public housing, a rural property, or a home that combines housing with supportive services. The correct search route and eligibility rules depend on that choice.

Section 202 supportive housing

Section 202 is HUD’s dedicated supportive-housing route for very-low-income older households. Properties generally combine independent rental apartments with services or service coordination intended to help residents remain independent. HUD’s tenant criteria require at least one adult household member to be 62 or older and household income below 50% of the area median income for the property’s location.

Public housing

Public housing is operated through local public housing agencies (PHAs). Some developments are designated for older adults, while others serve mixed-age households. The PHA—not a national HUD call center—accepts applications, applies its local policies, and determines eligibility.

Housing Choice Vouchers

A Housing Choice Voucher generally assists an eligible household with rent in a qualifying private-market unit. The local PHA manages the application and waitlist. A voucher is different from a building-based subsidy: the assistance may follow the household when the program and local rules allow, whereas a building-based subsidy is tied to a particular apartment.

Rural rental assistance and other subsidized apartments

Rural rental programs and privately owned subsidized or tax-credit properties can provide additional choices. They may have their own age, income, household-size, preference, and application rules. A property’s label alone does not establish that you qualify, so confirm the rules with its management office.

Section 202 eligibility: the core rules

Question What HUD’s program description says What to confirm locally
Age At least one adult household member must be 62 or older. Whether the property has additional household or occupancy rules.
Income Household income must be below 50% of the area median income for the property’s location. The current income limit, which household members and income sources are counted, and how the property calculates income.
Rent Residents typically pay 30% of adjusted income toward rent, with federal support covering remaining costs. The exact calculation, utility allowance, deposits, fees, and which utilities are included.
Application decision HUD describes the program; individual properties handle leasing. Who accepts applications, whether the list is open, and how applicants are selected.

The 50% threshold is not a single nationwide dollar amount. Area median income and the resulting limits vary by location and household size, and they can change. Use the income-limit information associated with the property’s area, then ask management to confirm the current limit and the definition of “household income” used in its screening.

The 30% figure is a typical program description, not a quote you should assume applies identically to every household. Adjusted income, utility allowances, minimum rents, non-rent charges, and property-specific policies can affect the amount you actually pay. Request a written estimate before accepting an offer.

How public housing and vouchers decide eligibility

For public housing and Housing Choice Vouchers, your local PHA is the decision-maker. HUD identifies annual income, household composition or size, and citizenship or eligible immigration status among the factors used in eligibility determinations. Asset information may also be requested as part of the application and verification process.

Older age alone does not guarantee a place on a public-housing or voucher program. A PHA may maintain separate preferences, waiting lists, bedroom rules, and verification procedures. Ask whether older adults receive a preference, whether the list is currently open, and whether you must apply separately for more than one program.

Find properties and the agency that handles applications

  1. Write down your requirements. Note the preferred location, maximum affordable monthly payment, need for an elevator or other accessibility features, transportation needs, household members, and whether supportive services are important.
  2. Use HUD’s Resource Locator. Search by city, county, or ZIP code and select the elderly and special-needs housing option when appropriate. The locator can also surface subsidized apartments, public housing, tax-credit properties, and rural housing resources.
  3. Separate leads by program. Mark each result as Section 202, public housing, a voucher-related agency, a privately owned subsidized property, or another type. Do not assume that one application covers all categories.
  4. Contact the correct decision-maker. For a specific Section 202 or other listed building, call the owner or management office. For public housing or a voucher, contact the local PHA. HUD does not conduct Section 202 leasing for individual properties.
  5. Record every response. Keep the property name, phone number, contact person, date, application method, list status, documents requested, and next follow-up date in one place.

A locator entry is useful for finding organizations, but it does not show live vacancies, determine eligibility, reveal a property’s selection preferences, or describe every accessibility feature. Only the manager or agency can provide those answers.

Questions to ask before you apply

Use this script when you reach a property or PHA. Ask the questions in the same call if possible, and request links or written instructions for anything that cannot be explained by phone.

  • Is the waitlist open now? If it is closed, when and how will applications reopen?
  • How do I get on the list, and is the application online, by mail, in person, or available in an alternative format?
  • What minimum age, income, household-size, and immigration-status rules apply here?
  • Which income limit applies to my household size, and how do you calculate annual and adjusted income?
  • Which income sources and assets must I report?
  • What documents do you need, and is there any application fee?
  • Are accessible units available, and can you describe the specific features rather than simply saying the building is accessible?
  • How are rent and utilities calculated? Which utilities are included, and what deposits or recurring charges are separate from rent?
  • Does the property offer service coordination, meals, transportation, or other supportive services? Which services are optional and which cost extra?
  • Are there preferences, such as local residency or another qualifying circumstance, that affect selection order?
  • How will you notify me if my application is incomplete, my position changes, or a unit becomes available?

These are verification questions, not universal rules. A property may not use every criterion, and two buildings with the same program name can have different procedures.

How to check a waitlist instead of guessing

Ask whether the list is open

“No vacancies” and “waitlist closed” are different. A manager may have no immediate unit but still accept applications, or may pause applications because the list is long. Ask which situation applies and whether the property maintains a separate list for accessible units or different bedroom sizes.

Ask how selection works

Find out whether applicants are contacted strictly in order, selected through a preference system, or screened when a unit is expected to open. Ask what events require you to update your application, such as a change in address, household members, income, phone number, or accessibility need.

Get proof of submission

After applying, request a confirmation number, receipt, or written acknowledgment. Save copies of the application and any emails or letters. If the office says it cannot provide a position number, ask how you can verify that your application remains active.

Follow up without losing your place

Use the follow-up schedule the agency gives you. If no schedule is provided, ask how often applicants should update contact information and whether failing to respond to a letter or call can remove an applicant from the list. Keep proof of every update.

Prepare for the eligibility review

Each agency or property tells you exactly which documents it will accept. Before applying, assemble a folder—paper or electronic—with current contact information for every household member and a list of all income sources, assets, and household changes. Ask whether copies, originals, or third-party verification are required and whether the office provides language, disability, or mail-based accommodations.

Be consistent. Report the same household members and income information on every related application, and notify the agency promptly if circumstances change. A difference between an initial estimate and verified information can delay processing or change the rent calculation.

If an office says you are ineligible, ask for the reason in writing, the rule it applied, and the deadline and method for requesting a review or appeal. An informal phone explanation is not a substitute for the agency’s formal notice.

Compare real options on the factors that affect daily life

Factor What to compare Why it matters
Total monthly cost Tenant rent, utility responsibility, allowances, deposits, and recurring fees. A low advertised rent can become unaffordable when utilities or mandatory charges are added.
Subsidy structure Whether assistance is tied to the unit or can move with the household, and which agency administers it. The structure affects your choices if you need to move.
Eligibility Age threshold, income limit, household-size rules, status requirements, and preferences. A property that looks suitable may not accept your household type.
Waitlist Open or closed status, application method, selection order, and update requirements. Knowing the process prevents a missed notice or an application that was never completed.
Location Distance to family, health care, groceries, transit, and community services. Transportation costs and isolation can erase the benefit of cheaper rent.
Accessibility Elevators, step-free entry, bathroom configuration, visual or hearing features, and accessible parking. “Accessible” is not one universal design; match features to the resident’s needs.
Supportive services On-site or coordinated services, eligibility for them, schedule, and any separate charges. Services can support independence but may not be included in rent.

Accessibility and supportive services: verify the details

Tell the property exactly what you need rather than relying on a general accessibility label. Ask about the entrance route, elevator, door widths, bathroom layout, kitchen controls, visual alarms, communication methods, parking, and whether modifications can be requested. Ask which features are in the specific unit offered, not merely elsewhere in the building.

Section 202 is described as supportive housing, but the services available and the way they are delivered can differ by property. Ask whether a service coordinator is on site, what help is voluntary, whether outside providers may visit, and whether any service has a separate eligibility test or cost.

Get individualized help from a HUD-approved counselor

Housing rules become difficult when income is irregular, a household includes a caregiver, immigration documentation is complex, or an applicant needs an accommodation. HUD advises older adults and family members to talk with a HUD-approved housing counselor about their particular situation. HUD lists 800-569-4287 as a way to locate a participating counselor.

A counselor can help you identify the most suitable program route, prepare questions for a PHA or property manager, understand notices, and organize next steps. Counseling does not replace the local agency’s eligibility decision, and it cannot create a vacancy or move an applicant ahead of a lawful preference system.

Common mistakes and how to recover

Relying on a listing as proof of availability

Problem: The locator shows a property, so an applicant assumes an apartment is open. Fix: Call the property and ask for current vacancy and waitlist status; record the answer and date.

Applying to the wrong organization

Problem: An applicant contacts HUD about leasing a particular Section 202 building or sends a voucher application to a property manager. Fix: Contact the building manager for that building and the PHA for public housing or vouchers.

Using a national income number

Problem: An applicant compares income with a limit from another county or a different household size. Fix: Ask which local area-median-income limit and household definition the property uses.

Assuming age is the only test

Problem: A person meets an age threshold but overlooks income, household, status, or preference rules. Fix: Request the complete screening criteria and ask which items must be verified before placement.

Failing to update contact information

Problem: A waitlist notice goes to an old address, phone number, or email. Fix: Notify the agency in the method it specifies and keep confirmation that the update was received.

A practical search plan for the next seven days

  1. Day 1: Define location, household members, affordability ceiling, accessibility requirements, and need for services.
  2. Day 2: Search HUD’s locator and create a list separated by Section 202, public housing, voucher agency, rural, and other subsidized properties.
  3. Days 3–4: Call each organization using the question list. Eliminate entries with closed lists or requirements your household cannot meet, but keep a record of the reason.
  4. Day 5: Submit applications to every suitable open list and obtain confirmation of each submission.
  5. Day 6: Contact the PHA about public housing and vouchers even if you applied to a building, because those are separate routes.
  6. Day 7: Review unanswered questions, update your tracking sheet, and call a HUD-approved counselor at 800-569-4287 if you need help interpreting the options.

Repeat the search periodically. Waitlist status, local income limits, vacancies, and application procedures can change, so a closed list today may reopen later and a property that was suitable may change its available unit types.
