| You can wait for a subsidized home | Apply to the Social Housing Registry for rent-geared-to-income (RGI) housing. | The subsidy is attached to the unit offered, not to you in any home you choose. | You rent privately and may qualify for a subsidy | Be listed with the Registry and ask about the Canada-Ontario Housing Benefit (COHB) and Ottawa Portable Housing Benefit. | COHB is portable within Ontario; Ottawa’s benefit applies to private rentals in Ottawa. Both are selective programs, not automatic entitlements. City of Ottawa: Rent Supplement Program for tenants |

How to apply for RGI housing
RGI is the main route when you need a subsidized unit and can wait for an opening. Under the City’s current description, eligible households generally pay 30% of adjusted family net income toward rent. If social assistance is the household’s only income, the province sets the rent instead. The subsidy goes with the offered home, so this is not a rent voucher you can attach to a private apartment.
Check the City’s listed limits
The City’s RGI page, checked October 4, 2026, lists household asset limits of $50,000 for one person and $75,000 for two or more people. Its listed income limits depend on the required bedroom size:
| Bedroom size | Listed household income limit |
|---|---|
| One bedroom | $50,000 |
| Two bedrooms | $60,000 |
| Three bedrooms | $72,000 |
| Four or more bedrooms | $92,500 |
These are City figures shown on the page checked October 4, 2026, not a guarantee of eligibility. Rules and limits can change; confirm the current requirements with the Registry. Rent is normally based on 30% of adjusted family net income shown on the annual Notice of Assessment, Line 23600.

Submit a complete application
- Get the affordable-housing application and instructions through the City’s Social Housing Registry.
- Choose the communities and programs you are interested in, including relevant RGI options. Choices affect which vacancies can be considered for your household.
- Include proof of status in Canada, proof of income, and other documents requested in the application.
- Make sure every household member aged 16 or older signs.
- Mail the application or deliver it in person as directed by the City. The current instructions say not to fax or email it.
- Keep your contact information current with the Registry so you can receive correspondence and offers.
The Registry prioritizes applications in this order: Special Provincial Priority, over-housed households, Local Priority Access Status, then chronological order. Local priority examples include confirmed homelessness, specified life-threatening medical circumstances supported by a physician’s opinion, and urgent safety cases. Ask the Registry to assess your circumstances rather than assuming that an example means you qualify.
Can you get help with rent while staying in your apartment?
Possibly, through a portable housing benefit—but being on the Registry does not mean you automatically receive one. Ottawa describes two different routes. COHB can help with private-market rent and follows the household within Ontario. Ottawa’s separate Portable Housing Benefit is for a private rental in Ottawa.

Canada-Ontario Housing Benefit
Ottawa says it considers households from the Registry list and mails invitations to selected applicants. Its listed priority groups include survivors of domestic violence or human trafficking; households with children at risk of homelessness and households experiencing homelessness; seniors aged 60 and older and people with disabilities; and Indigenous persons. Funding is limited and offered first-received-first-served, and eligibility is reviewed annually. An invitation is not assured, and the City does not establish a guaranteed individual benefit amount on the cited program page.
Ottawa Portable Housing Benefit
This benefit is for eligible households renting privately in Ottawa and uses Registry and priority processes. It is distinct from RGI: it is not tied to a particular subsidized unit. Contact the City or Registry for current eligibility and selection details rather than assuming that a Registry application alone brings a benefit.

Below Market Rent: a separate Registry option
The City says Below Market Rent homes are priced at up to 80% of CMHC’s Ottawa average market rent. This is a rent level, not a promise that a home is available or that every applicant will receive one. Apply using the affordable-housing application and indicate the providers you are interested in; vacancies and provider-specific conditions matter. The City’s cited page does not establish a current numerical Ottawa average market rent, so a dollar figure should not be inferred from the percentage.
