How to Find Affordable Housing and Check Eligibility in Phoenix (2026 Guide)

Start with the City of Phoenix Housing Department’s housing options page, then contact each property or program directly. Phoenix’s Housing Choice Voucher (Section 8) waitlist was closed on October 13, 2026, while applications for many City affordable rental communities are handled separately at each site. Arizona’s statewide HousingSearch.AZ.gov directory can broaden the search beyond City properties.

Eligibility is not one universal test. It depends on the program, household size, income calculation, age or disability status, veteran status, property rules and available unit. The steps below show how to identify the right route, verify the current opening and prepare a complete application without relying on outdated income figures or waitlist information.

Choose the right Phoenix housing route first

Phoenix housing assistance is a group of programs rather than one application. The City’s housing options information covers multifamily affordable rentals, senior and disability housing, homeownership assistance and the Housing Choice Voucher program. It says its services reach families, single adults, seniors, veterans, people with disabilities, people experiencing homelessness, victims of domestic violence and people living with HIV/AIDS.

Use the route that matches your situation:

Route How assistance works Where to start
City affordable rental community Income-restricted apartments at a particular property; applications are taken by the individual site. Find a community on the City’s housing options or community list, then call that property.
Housing Choice Voucher (Section 8) A voucher household rents from an eligible private landlord; the program pays the landlord the balance allowed under program rules. Check the Phoenix Housing Choice Voucher waitlist status before preparing an application.
Senior or disability housing Communities or units reserved for households meeting age, disability or accessibility criteria. Use the City’s senior and disability listings and confirm the property’s age, disability and income rules.
HUD-VASH Housing vouchers combined with Veterans Affairs services for veterans experiencing homelessness. Request a referral through a local VA medical center.
Emergency or homelessness services Crisis shelter or housing navigation rather than a long-term affordable-rental waitlist. Use the City’s current Phoenix Family Services Center and Office of Homeless Solutions resources.
First-time homebuyer assistance Home-purchase support rather than a rental subsidy. Review the City’s first-time homebuyer assistance information and its current program requirements.

Why the distinction matters

A household can qualify for one program and fail a different property’s screening. A voucher waitlist, a property-based affordable apartment and an emergency shelter each have different openings, paperwork and timelines. Treat every listing as a separate application unless the program expressly says otherwise.

Find affordable apartments in Phoenix

1. Begin with the City’s housing options page

The City page is the best starting map because it separates multifamily rentals, senior and disability communities, homeownership assistance and Section 8. Use it to identify the program category before calling. The City’s administrative housing information line is 602-262-6794.

2. Contact each affordable community directly

Phoenix says applications for its affordable rental communities are taken at each individual property. There is no single application that automatically covers every City community. From the City’s community list, select properties that fit your location and household, then ask the management office:

  • Are applications being accepted now?
  • Is there an open waiting list, and how are applicants contacted?
  • Which bedroom sizes are available or expected?
  • What income limit and program rules apply to the unit?
  • What documents and screening criteria are required?
  • Are accessible units, senior units or other restricted units available?

The City describes family housing ranging from one to five bedrooms, but the unit sizes and openings at a particular site can change. Confirm current availability with that property instead of relying on a general list.

3. Expand the search statewide

Arizona’s housing resource guide directs residents to HousingSearch.AZ.gov for subsidized and income-based property listings. Telephone assistance is available at 877-428-8844. The Arizona Public Housing Authority explains that listed properties are not owned or managed by the authority; each property must be contacted to verify availability, eligibility and application instructions.

When you call or message a listing, record the property name, contact person, date, unit size, stated income limit, application method and next follow-up date. A directory entry is a lead, not a guarantee that a unit is vacant or that you qualify.

How Phoenix eligibility is determined

Separate program eligibility from property eligibility

“Low income” is not a single Phoenix-wide number. A voucher program may use one set of federal limits, while a tax-credit or other income-restricted property uses the limit assigned to that property and unit. Age, disability, veteran status, household composition, immigration or citizenship rules and criminal or rental-history screening can also vary by program.

Ask the program or property to identify the exact rule for the unit you are pursuing. Confirm the household size used in the calculation, which income sources count, whether assets are considered and whether deductions or exclusions apply. Do not assume that qualifying for one City property qualifies you for another.

General City public-housing screening

The City’s general public-housing information says low-income single people and families below the applicable maximum income limit may qualify. It also identifies these screening points:

  • The household must not owe money to a housing program anywhere in the United States.

These are starting criteria, not an admission guarantee. The property or program makes the final determination after reviewing the household’s information and the unit’s rules.

Income limits change by year and household size

Arizona lists Fiscal Year 2026 Section 8 income limits effective May 1, 2026. The current material does not expose the table’s dollar amounts, so do not copy an older figure or apply one ceiling to every Phoenix property. Open the current Arizona Department of Housing income-limit document and select both the household size and the program type. For a site-based community, ask management which limit governs the specific unit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When comparing two properties, write down the applicable limit and its effective date beside each property. A household near a threshold should ask how fluctuating wages, overtime, benefits, child support, self-employment income and assets are treated before submitting an application.

How voucher rent contributions work

The City’s Section 8 description says participants pay at least 30% of monthly income toward rent to a private landlord of their choice and the program pays the landlord the remaining balance. The City’s housing-options summary describes eligible participants paying up to 30%. Actual tenant rent depends on the program calculation, approved rent, utility allowances and household circumstances; do not promise yourself or a landlord an exact 30% payment.

Current Phoenix Section 8 status

The waitlist is closed as of October 13, 2026

Phoenix’s Housing Choice Voucher waitlist was listed as closed on October 13, 2026. The City says it will announce when the list reopens. Check the official City Section 8 page immediately before taking action because status can change.

The voucher office lists 602-534-1974 and 830 E. Jefferson St., Phoenix, AZ 85034. Calling the office can clarify the current status and how the City will announce a reopening, but a closed list is not an invitation to submit a new pre-application.

Do not confuse the old lottery explanation with a new opening

A City FAQ dated September 26, 2023 says completed pre-applications from that application period were placed on the waitlist using a computer-generated random number, not first-come, first-served order. That explains the previous listed intake; it does not mean a new application period is open in 2026. Do not pay anyone who claims they can move you ahead of a future City lottery or waitlist.

Use the applicant portal or contact the Section 8 office to update information. Read every letter and respond by its stated deadline. The City warns that failing to update contact information or answer a notice can result in removal from the list.

The 2023 FAQ says there was no charge to maintain or update a pre-application or to receive a voucher. That statement concerns the City’s voucher process; fees charged by a private rental property are a separate matter and must be verified with that property.

Step-by-step application plan

  1. Describe your household. Note the number of adults and children, desired bedroom count, total current income, age of each member, disability or accessibility needs, veteran status and whether anyone is experiencing homelessness or another crisis.
  2. Choose the matching program category. Start with the City’s housing options page. Mark whether you are pursuing a property-based apartment, a voucher, senior or disability housing, HUD-VASH, emergency help or homebuyer assistance.
  3. Verify that applications are open. For a City community, call the individual property. For Section 8, check the official waitlist notice. For statewide listings, call the property through the HousingSearch.AZ.gov lead.
  4. Ask for the governing eligibility rules. Get the income-limit year, household-size row, age or disability requirement, bedroom-size rule and screening standards in writing if possible.
  5. Request the exact document checklist. Requirements differ by program and property. Ask how documents should be submitted, whether originals or copies are needed and whether every adult household member must provide information.
  6. Submit only through the verified channel. Use the property’s stated office, portal or mailing address. Do not send money or personal information to an unverified third party.
  7. Record your confirmation. Save the application date, confirmation number, staff contact and a copy of everything submitted.
  8. Keep contact information current. Update the property or voucher office whenever your address, phone, email or household changes.
  9. Track follow-up deadlines. Put recertification requests, interview dates, document deadlines and waitlist notices on a calendar. Missing a deadline can end an otherwise eligible application.

Targeted pathways that may be faster or more appropriate

Seniors and people with disabilities

The City lists communities for people age 55 and older, communities for people age 62 and older, disability-focused housing and ADA-compliant units. These categories can have different age, disability, accessibility and income rules. Ask each property whether the restriction applies to every household member or only to the head of household, and whether an accessible unit is currently available.

Veterans experiencing homelessness

The City describes HUD-VASH vouchers for homeless veterans and directs veterans to a local VA medical center for referral. Its Section 8 information lists 903 vouchers awarded for HUD-VASH housing. Veterans seeking connection to VA and community services can also call 877-424-3838. A HUD-VASH referral route is distinct from joining the general Phoenix voucher waitlist.

People facing an immediate housing crisis

A long-term affordable apartment or voucher waitlist is not an emergency shelter plan. If you need a place to stay now, use the City’s current Phoenix Family Services Center and Office of Homeless Solutions resources and confirm intake hours, eligibility and bed availability directly. Tell the intake worker if you are a veteran, have children, have a disability or are fleeing domestic violence so you can be routed to the appropriate service.

First-time homebuyers

Homebuyer assistance is a separate path from rental assistance. Review the City’s current first-time homebuyer requirements, including any purchase-area, counseling, financing or income conditions, before assuming that a rental program application can be converted into homeownership help.

Compare openings without mixing unlike programs

When several options appear available, compare them on the factors that determine whether an application is practical:

  • Program type: voucher, property-based affordable rental, senior or disability housing, emergency support or homebuyer assistance.
  • Opening status: an open application, an open property waitlist, a closed list or a crisis intake that changes daily.
  • Household fit: household size, bedroom requirement, age, disability, veteran status or other targeted qualification.
  • Income method: the applicable fiscal-year limit, household-size row and rules for counting income and assets.
  • Location and usability: neighborhood, transportation, bedroom size, accessibility and proximity to work, school, medical care or support services.
  • Application and screening: submission channel, required documents, background and rental-history rules, and any property-level interview.
  • Follow-up burden: deadlines, annual recertification, waitlist updates and the consequences of a missed notice.

A property with an open application may be more actionable than a closed voucher list, but it can still have a long property waitlist or a stricter bedroom and income rule. Compare the actual next step, not just the program name.

Common mistakes and how to avoid them

Applying once and waiting for every property

City affordable communities take applications at individual sites. Apply separately to each property that fits your needs and keep a separate record for each one.

Using an old income chart

Income limits change by fiscal year and household size. Use the current FY2026 Arizona table for the relevant program and ask the property to confirm which row applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a directory as a vacancy guarantee

HousingSearch.AZ.gov helps locate listings, but the Arizona Public Housing Authority does not own or manage those properties. Confirm availability and criteria with the property itself.

Assuming Section 8 is an immediate shelter option

The Phoenix voucher waitlist is closed as of October 13, 2026, and even an open list would not provide same-night shelter. Use crisis-intake resources for an immediate housing emergency.

Missing a notice after moving or changing phones

Update every property and the voucher office as soon as contact information changes. A missed deadline can remove an applicant from a waitlist or close an application.

Paying for a place on a City waitlist

The City’s 2023 voucher FAQ said there was no charge to maintain or update a pre-application or receive a voucher. Verify any fee directly with a named property and never pay an unverified person who promises priority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to do today

  1. Open the City of Phoenix housing options information and identify the program categories that fit your household.
  2. Check the official Section 8 status; as of October 13, 2026, the waitlist is closed.
  3. Make a shortlist of City communities and statewide listings that match your bedroom, location and accessibility needs.
  4. Call each property to confirm whether applications are open, which income limit applies and what documents it requires.
  5. If you are a veteran experiencing homelessness, contact a local VA medical center about HUD-VASH referral instead of waiting for the general list.
  6. If you need shelter or crisis help now, contact the City’s current homelessness-intake resources rather than a long-term rental waitlist.
  7. Save every confirmation and keep your address, phone, email and household information current.

Phoenix affordable housing is most manageable when you treat it as a coordinated search: verify the program, confirm the opening, match the exact eligibility rules, apply at the correct site and protect your place by meeting every follow-up deadline.
