Start with the Construction & Demolition Recycling Association (CDRA) “Find a Recycler” locator, filter for facilities certified by the Recycling Certification Institute (RCI), then verify the candidate in RCI’s current directory. Before arranging delivery, call the facility to confirm it accepts your exact materials and load type, and check its hours, fees, restrictions, and service options. A certification listing is evidence about a facility’s reviewed recycling performance; it is not a guarantee that the site can take your load or is open today.

What “certified” means—and what it does not

RCI oversees a national certification program for construction and demolition (C&D) facilities. Its process includes onboarding, an application, ongoing data uploads, document review, and an onsite evaluation. The program is intended to verify facility material inputs and outputs and provide an objective way to communicate recovery and recycling performance.

Independent third-party evaluation is required to substantiate recovery and recycling assertions in a participating facility’s application. That makes the current facility or processing-line record and its evaluation report more useful evidence than an association membership listing or a general claim that a site recycles construction debris.

Certification is not a live service-status check. It does not, on its own, establish that a facility accepts your particular material, can take a mixed load, offers public drop-off, has space available, is the nearest option, or is open when you plan to arrive. Treat certification and job-specific acceptance as two separate checks: verify the record with RCI, then confirm the load and logistics with the facility.

It is also important to distinguish the facility from the company name. A firm may have more than one site or processing line, and the record for one operation should not automatically be applied to another. Match the RCI record to the specific address where the material would be received. If you are hiring a hauler or arranging a debris box, establish which facility will receive the material rather than assuming that the service provider’s name identifies the certified destination.

Find candidate facilities in the CDRA locator

  1. Search your area. Open CDRA’s “Find a Recycler” locator and enter a postal code or select a state or province. Use the map to judge geographic fit, or the company-name field if you already have a facility in mind.
  2. Select the materials from your job. Choose the material categories that match what you will bring. If the load contains more than one material, select each relevant category rather than searching only for the dominant one.
  3. Turn on the RCI certification filter. Use the locator’s filter for facilities certified with RCI. CDRA’s directory is useful for discovering options, but association membership alone is not proof of current certification.
  4. Record more than the facility name. Note the location, listed materials, certification-filter result, and any service details shown. Keep a short list of candidates in case the closest one does not accept your load or its hours and fees do not work for the project.

Think of the CDRA locator as a way to build a shortlist, not as the final decision. A result may match a broad material category without resolving whether the site takes your material in its particular form, whether it takes mixed loads, or whether it is available to your project. Use the locator’s material selections to avoid missing plausible candidates, then ask the facility about the load itself.

If you already know a recycler by name, the company-name field can help locate its listing, but a name match is not enough to establish that the right location is certified. If you are starting with a location search, check more than one candidate where possible. This gives you another option if the nearest facility does not accept the material, requires a service you cannot use, or has operating details that do not fit the project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A directory can narrow the search, but it cannot answer every local operating question. Do not assume that a listed material category means the facility accepts every form of that material, every quantity, or a mixed load containing it.

Verify the facility in RCI’s current directory

For each likely candidate, check RCI’s current certified-facility directory and open the individual facility profile or evaluation report. RCI says its reports provide facility and processing-line information and evaluation findings. Check that the record corresponds to the site you intend to use, not merely to a company with a similar name or another location.

RCI’s older static certified-facilities page says its information is not current and directs readers to the newer directory. Do not rely on that older page as confirmation of a facility’s present certification status. If the CDRA locator and current RCI record appear inconsistent, contact RCI or the facility for clarification before describing the site as certified or planning a delivery.

What to check on the record

  • Facility identity and location: Match the name and address to the site that will receive your debris. A company may operate more than one location.
  • Facility or line covered: Read the profile or report for the specific facility or processing line, rather than assuming that a record for one operation applies to every site under the same company.
  • Evaluation findings: Review the information RCI makes available about the facility and its evaluation. Do not treat the presence of a report as proof that it accepts a particular load.
  • Reporting period: Note which period the reported performance covers. A report figure belongs to that facility and period; it is not automatically current operating data or an industry-wide average.

Keep a record of what you checked: the facility name and address, the RCI profile or report you reviewed, and the date you confirmed its listing. This is especially helpful when several locations share a company name or when a project manager needs to explain why one receiving site was selected. If the facility cannot be matched confidently to the record, pause and clarify the identity before relying on the certification claim.

Compare reported recovery and recycling data carefully

RCI facility reports may show rates both with and without alternative daily cover (ADC), and identify the reporting period. Keep the rate definition, ADC treatment, facility, and covered period together when reading or comparing figures. Two percentages are not meaningfully comparable if one includes ADC and the other does not, or if they cover different reporting periods.

For example, a Certified Blue Recycling report record accessed October 9, 2026, lists a 12-month reporting period from October 2025 through September 2026 and distinguishes rates with and without ADC. Those are figures for that named facility and reporting period, not a promised result for another site, a current guarantee, or a C&D industry average. Use any facility report you review in the same limited way.

Reported performance can help distinguish candidates after you have established that they are certified and can take your material. It should not outweigh a basic mismatch in material acceptance or an impractical delivery arrangement: a higher reported rate does not make a site suitable for a load it will not accept.

When you compare reports, write down the exact rate label and period as displayed rather than copying a percentage by itself. The ADC distinction matters because the figures describe different treatments of material; the reporting-period distinction matters because figures from separate windows do not describe the same span of facility activity. If a report does not give you enough context to interpret a figure, do not infer a definition or make a ranking from it.

A report is one input in a practical choice, not a promise about the next load. The most useful order is to establish that the receiving facility is the one listed, confirm that your materials and load condition are accepted, and then consider performance information alongside distance, service type, hours, fees, and restrictions. This avoids letting a single percentage obscure whether the site is actually usable for the job.

Call before you book or load the truck

Contact the receiving facility directly. Ask about the material as it will actually arrive, including whether it is separated or mixed and whether it contains other materials. Local acceptance policies and logistics can vary, and a national directory does not establish every site’s current rules.

Before calling, make a short description of the planned load. List each material category, whether the load is sorted or mixed, and any other contents that could affect acceptance. You do not need to assume a facility’s rules from the listing: the purpose of the call is to describe the load accurately and get an answer for that particular site. If your description is uncertain, explain that rather than reducing the load to its dominant material.

Questions to ask

  • Do you accept this exact material? Describe each material in the load, not just the broad category used in a directory.
  • Will you accept it in the condition and combination planned—for example, sorted or mixed? Are there materials that must be removed before delivery?
  • Do you require presorting, and what should be separated at the job site?
  • Can this project use public drop-off, or do you provide hauling or debris-box service? Which options are available at this location?
  • What are your current operating hours and any appointment or arrival requirements?
  • What fees apply to this type of load? Ask whether the charge depends on material, load size, or another condition that the facility specifies.
  • Are there load restrictions, such as limits on quantity or how a load must be presented? Ask what happens if the load does not meet them.
  • Does the project need any documentation, such as a receipt or other facility record? Ask what the facility can provide and what information it needs.

Make the service arrangement concrete. A location that accepts a material may not offer every way of delivering it, so distinguish public drop-off from hauling or debris-box service and confirm which option is available at that site. Ask about the expected arrival process and any appointment requirement before you schedule a truck or arrange a collection. The directory is not a substitute for those details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fees, operating hours, load limits, and documentation requirements are local details. Get the facility’s current answer rather than relying on a listing, an old receipt, or another project’s experience. If you need a project record, ask what documentation the facility can provide and what information it needs; do not assume that every site produces the same records.

Write down the name of the person who confirmed acceptance, the date, and the details they gave you. If the load changes after the call, contact the facility again; approval for a clean, separated load may not apply to a mixed load or one containing additional material.

Choose the facility using both certification and job fit

Compare candidates on four dimensions rather than choosing by distance alone. A practical comparison keeps the evidence and the unresolved questions visible:

What to compare What to verify Why it matters
Material fit Acceptance of the exact materials, load condition, and presorting needs, confirmed with the facility. A category in a directory may not settle whether a particular mixed or unsorted load is accepted.
Certification evidence A current RCI facility or line record and the available evaluation report. A membership listing or stale directory entry is not equivalent to current certification evidence.
Reported performance The rate definition, whether ADC is included, and the reporting period. Like-for-like context prevents misleading comparisons between different facilities or periods.
Logistics Distance, drop-off versus hauling, hours, fees, load limits, and documentation. A certified facility may still be impractical or unsuitable for the project’s schedule and delivery plan.

Use the comparison to identify the best workable option, not to create a ranking from one number. First eliminate sites that cannot take the load or whose certification record cannot be verified. Then weigh reported performance and practical delivery details among the remaining candidates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A simple candidate sheet can keep the decision transparent. For each site, record its address, the RCI record checked, materials confirmed by phone, whether presorting is required, available delivery service, current hours and fees, and any restrictions or documents discussed. Mark questions that are unanswered instead of treating them as confirmed. This makes it easier to compare sites on the same terms and to revisit a candidate if the job plan changes.

Distance still matters, but it is only one part of logistics. A nearby option that does not accept the actual load is not a workable choice; a farther option may also be unsuitable if its service mode or operating instructions do not fit the project. Compare the practical route and arrangement only after confirming that the facility and the receiving operation match the plan.

If the search finds few certified options

First check that the search area and material selections match the job. A narrow postal-code search or an omitted material category can hide otherwise relevant results. Search a broader area if hauling distance permits, and use the map or company-name field to inspect candidates you already know about. Verify any candidate in RCI’s current directory rather than inferring certification from a general listing.

If a search produces no obvious match, revisit it systematically: check that the postal code or state/province is correct, include every relevant material category, and look at the map for nearby options outside the narrowest search area. A broader search can surface leads, but it does not remove the need to verify a candidate’s individual RCI record or confirm acceptance with the facility.

If few certified facilities appear, EPA’s C&D organization resources can help identify reuse and deconstruction options. EPA describes Build Reuse as maintaining a directory of organizations related to used building materials, contractors, deconstruction, and reuse. These may provide alternatives for suitable materials, but a listing there does not establish RCI certification.

EPA’s Disaster Debris Recovery Tool is another location-based resource for finding recyclers and landfills. EPA reported that the tool’s dataset and web map were updated in August 2026. It is a broader debris resource, not an RCI certification register, so treat its results as leads to check independently.

These resources serve different purposes. CDRA helps discover C&D recyclers and filter for RCI certification; RCI is where you confirm the facility or line record; EPA’s tools can broaden the search to reuse, deconstruction, recyclers, and landfills. Do not present a reuse-directory entry or a disaster-debris tool result as proof of RCI certification.

A simple sequence to use on your project

  1. Describe the load. List each material, whether it is separated or mixed, and any condition that could affect acceptance.
  2. Find nearby options. Search CDRA’s locator by postal code or state/province, select the material categories, and apply the RCI certification filter.
  3. Check the evidence. Confirm each promising site in RCI’s current directory and read its facility profile or evaluation report.
  4. Compare relevant details. Keep the report period and ADC treatment attached to any performance rate; compare distance and available services.
  5. Call the facility. Confirm material acceptance, sorting requirements, service type, hours, fees, load limits, and documentation.
  6. Confirm the plan before delivery. Make sure the load you prepare matches what the facility agreed to receive and that your arrival plan fits its current instructions.

This sequence separates three questions that are easy to conflate: where a recycler is, whether its facility is currently listed as RCI certified, and whether it can handle your particular load on the day you need service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep those checks in that order. A directory result is a lead; a current RCI profile or report is certification evidence for a particular operation; and a direct confirmation from the facility resolves the project-specific questions. If any part of the load, destination, or delivery arrangement changes, repeat the acceptance check rather than relying on an earlier conversation about a different plan.

Frequently Asked Questions

How do I find a certified construction waste recycler near me?

Search CDRA’s “Find a Recycler” locator by postal code or state/province, choose the relevant material categories, and turn on its RCI certification filter. Then check promising locations in RCI’s current certified-facility directory and call each facility to confirm it accepts your exact load and delivery plan.

Does a listing in the CDRA directory prove that a recycler is RCI certified?

No. CDRA’s locator is useful for finding facilities, but an association directory listing or membership is not proof of current RCI certification. Use the explicit certification filter and corroborate the facility or processing-line record in RCI’s current directory.

Does RCI certification mean a facility will accept my mixed construction debris?

Not necessarily. Certification concerns the reviewed facility and its declared performance under the program; it does not establish acceptance of a particular material, mixed-load condition, or quantity. Describe the load to the facility and ask about acceptance and presorting.

Free tools Windows power users keep installed

What should I confirm with a recycler before delivery?

Ask whether it accepts each material in your load and whether it accepts the planned sorted or mixed condition. Confirm presorting requirements, drop-off versus hauling or debris-box options, hours and arrival requirements, fees, load restrictions, and any project documentation the facility can provide.

Can I compare recovery rates from different RCI facility reports?

Compare them cautiously. Keep the facility name, rate definition, whether ADC is included, and the reporting period together. Figures from different periods or with different ADC treatment are not direct like-for-like comparisons, and a facility-specific rate is not an industry average or a promise for another site.

What if I cannot find an RCI-certified facility nearby?

Check that the search location and material categories are correct, then broaden the area if hauling distance permits. EPA’s Build Reuse directory and Disaster Debris Recovery Tool may provide additional reuse, deconstruction, recycler, or landfill leads, but their listings do not establish RCI certification.

The Bottom Line

Use CDRA to discover candidates, verify the specific facility or line in RCI’s current directory, and call the receiving site before delivery. Confirm the exact materials and load condition, service option, hours, fees, restrictions, and documentation. Certification evidence and reported rates can inform your choice, but only the facility can confirm whether your planned load and delivery arrangement will work.
