First, screen out firms that cannot safely and legally perform the defined work. Then compare the remaining bidders against the same evidence-based criteria. For an oil terminal, the evaluation must connect process-safety obligations, brownfield interfaces, technical execution, schedule capacity, financial resilience, quality controls and subcontractor oversight.
Do not issue a scorecard until the owner has established the project scope, governing jurisdiction, permits, codes, contract model, operating-plant interfaces and risk tolerances. Those facts determine which qualifications are mandatory and how the scored criteria should be weighted.

1. Define the project before inviting contractors
A contractor cannot be evaluated fairly against an undefined job. Prepare a scope and interface register that states exactly which packages are included and which remain with the owner or another contractor.

Write the physical scope
At a minimum, test whether the procurement includes any of the following: storage tanks, transfer and loading systems, process or product piping, utilities, civil and structural works, electrical distribution, instrumentation and controls, fire protection, buildings, roads, drainage, environmental systems, commissioning and start-up support. Treat this as a scoping checklist, not an assumption that every terminal contains every package.

Identify owner-furnished equipment, battery limits, tie-in points, temporary facilities, laydown areas, demolition, contaminated soil or legacy assets, and the records the contractor must deliver at handover. State whether the contractor is responsible for engineering, procurement, construction, pre-commissioning, commissioning or only selected packages.
Record operating-plant interfaces
Brownfield work changes the risk profile. List live equipment, shutdown windows, simultaneous operations, isolation boundaries, hot-work restrictions, confined spaces, hazardous-area classifications, traffic routes, emergency access and the operations personnel who control each interface. If the terminal is greenfield, say so and remove irrelevant interface requirements rather than allowing bidders to price different assumptions.
Fix the governing basis
Before prequalification, document the country and regulator, applicable permits, environmental approvals, electrical and fire requirements, design codes, inspection obligations, local licensing, labor rules, tax treatment, currency, required completion milestones and acceptance evidence. Define the delivery model—such as engineer-procure-construct, construction management, or multiple prime contracts—and explain how design responsibility and change control will work.
State the owner’s risk tolerances for safety, schedule, cost, quality, emissions, reliability and maintainability. These become the basis for minimum gates and scoring weights. A generic weighting copied from another terminal can reward the wrong behavior.
2. Set pass/fail qualification gates
Use gates for conditions that are not negotiable. A low price should never compensate for a missing license, inadequate insurance, inability to finance mobilization or unacceptable safety performance.
| Gate | Evidence to request | Typical decision |
|---|---|---|
| Legal eligibility | Corporate registration, required construction and professional licenses, sanctions or debarment declarations, litigation disclosures and authority to sign. | Pass only when the bidder is legally eligible in the project jurisdiction. |
| Technical capability | Completed projects with comparable tankage, piping, loading, utilities, hazardous-area work, commissioning or operating-plant interfaces. | Require evidence for the packages that drive this project’s risk; do not accept unrelated building experience as a substitute. |
| Safety and process safety | Safety policy, performance history, serious-incident disclosures, training system, hazard controls, emergency arrangements and resources for the stated work. | For work covered by OSHA’s Process Safety Management requirements, evaluate safety performance and programs before selection. |
| Financial capacity | Audited financial information or other permitted evidence, bonding and insurance capacity, available working capital, bank support and current commitment load. | Pass only when the firm can fund mobilization, labor, procurement and potential cash-flow gaps. |
| Integrity | Conflict-of-interest statements, beneficial ownership information, ethics program, investigation history and reference checks. | Escalate material undisclosed issues; require a documented resolution before continuing. |
| Resources | Named personnel, labor plan, equipment list, fabrication or storage facilities, critical-vendor access and availability dates. | Reject plans that depend on unidentified people, unavailable equipment or unsupported future hiring. |
| Insurance and guarantees | Required liability, workers’ compensation, professional, pollution, marine or other project-specific coverage, plus parent or performance guarantees where applicable. | Confirm limits, exclusions, deductibles and effective dates against the contract requirements. |
For a process covered by OSHA PSM, the host employer has a specific duty to evaluate prospective contractors’ safety performance and programs. Construction, demolition, equipment installation and other work that can affect process safety fall within the compliance guidance when performed in or around the covered process. Confirm the exact legal applicability with the responsible safety and legal functions; do not assume every terminal is covered.
3. Build an evidence request that bidders can answer consistently
Send every bidder the same instructions, forms, definitions and submission deadline. Ask for evidence rather than marketing claims.

Request project references
Require at least the owner’s name, facility location, contract value or size, scope performed, dates, delivery model, operating-plant status, major subcontractors, safety record, schedule result, defects or claims and a contact who can discuss performance. Ask for references from projects comparable in hazard, complexity and interface—not merely the largest project the bidder has ever listed.
Name the actual team
Request an organization chart and résumés for the project director, construction manager, engineering manager, discipline leads, process-safety lead, quality manager, commissioning manager and site safety leadership. Each résumé should show the person’s role on comparable work, not just years in the industry. Obtain written confirmation of availability through mobilization, peak construction and commissioning, and disclose any shared personnel proposed for other projects.
Demand a resource and supply-chain plan
Have bidders identify labor by trade, supervision ratios, cranes and heavy equipment, temporary utilities, fabrication capacity, inspection resources, logistics routes and critical materials. Require a procurement schedule that identifies long-lead valves, tanks, electrical equipment, instrumentation, fire-protection items and other owner-defined critical components. The bidder should show how it will qualify vendors, inspect manufacture, manage expediting and recover from a late delivery.
Standardize assumptions and exclusions
Provide a pricing and deviation schedule that forces bidders to state exclusions, owner dependencies, escalation assumptions, provisional sums, taxes, temporary works, testing, commissioning support, spare parts and turnover documentation. A bid that appears cheaper because it omits tie-ins, insulation, painting, fireproofing or start-up support is not comparable.

4. Score only the qualified bidders
After gates are complete, use a disclosed scorecard. Set weights and minimum thresholds from the project’s risk analysis, and apply the same criteria and evidence requests to every bidder. Keep mandatory requirements separate from scored distinctions so a strong presentation cannot override a failed gate.
| Criterion | What to examine | How to verify |
|---|---|---|
| Relevant experience | Comparable scope, process hazards, brownfield work, tie-ins, commissioning and owner interface. | Call references, review completion records and ask what the owner would do differently. |
| People and organization | Capability and availability of named leaders, decision rights, field supervision and discipline coverage. | Interview the proposed team and make key-person commitments contractual where justified. |
| Technical approach | Design-basis understanding, constructability, temporary works, interfaces, isolation planning, management of change and commissioning logic. | Evaluate a bidder-specific execution narrative, drawings or work packs and a response to defined scenarios. |
| Safety and process safety | Hazard identification, permit-to-work, energy isolation, contractor orientation, training, emergency coordination, incident learning and gap closure with the owner. | Review procedures, records, audits, leading indicators and a proposed site safety plan. |
| Quality | Inspection and test plans, welding and inspection qualifications where relevant, material traceability, document control, nonconformance management and turnover records. | Sample completed records, audit findings, weld maps, test packs and closeout indexes. |
| Execution capacity | Labor, equipment, facilities, procurement controls, schedule logic, progress measurement and recovery capability. | Challenge the critical path, resource histograms, productivity assumptions and backup plans. |
| Financial and commercial strength | Ability to fund mobilization and long-lead procurement, exposure to other commitments, bid completeness, contingencies and contract exceptions. | Reconcile the price schedule to the scope and review permitted financial evidence. |
| Subcontractor control | Work proposed for subcontracting, critical subcontractor identity, qualification, supervision, interfaces and replacement plans. | Require named firms for critical work and review their credentials before approval. |
Use a documented scoring scale with written reasons for every rating. Record clarifications, assumptions, conflicts of interest and any changed submission. If a bidder’s score depends on a promise to hire, buy or subcontract later, mark that dependency and make it a pre-award condition or reject the unsupported score.
5. Evaluate safety and process-safety controls in detail
Safety is a qualification issue as well as a scored distinction. OSHA’s guidance emphasizes selecting contractors so work is done correctly with attention to personnel safety and health. For covered process areas, the owner should communicate known fire, explosion and toxic-release hazards, relevant emergency-action-plan provisions and safe-work expectations before work starts.

Compare the two safety-management systems
Map the owner’s safety and health management system against the contractor’s system. Identify differences in permit-to-work, lockout and isolation, confined-space entry, hot work, line opening, gas testing, simultaneous operations, incident reporting, medical response, stop-work authority and emergency communications. OSHA recommends a gap analysis followed by an action plan to close the gaps. Assign an owner, due date and verification method for each action.

Test whether the plan works at the work face
Ask who issues permits, who verifies isolations, who controls contractors during alarms, how shift handovers occur and how subcontractors receive orientation. Review training for task hazards, process hazards, site safe-work practices and emergency arrangements. Require examples of toolbox talks, permit audits, field observations and corrective-action closure rather than accepting a policy manual alone.
Use risk-based oversight during construction
Periodic evaluation should reflect the contractor type, number of contractors and employees, and the hazards of the work. Increase oversight for hot work, confined-space entry, opening process equipment, heavy lifts, energized systems, excavation near services and tie-ins during shutdowns. Define leading and lagging measures, escalation triggers and the authority to stop work. OSHA refinery inspection guidance uses these types of activities as examples of work requiring focused evaluation.
API Recommended Practice 76 is cited by OSHA as a resource for contractor safety management in oil and gas drilling and production operations. Treat it as a reference where appropriate; do not present it as an automatic requirement for every oil-terminal construction project.
6. Challenge the schedule and delivery capacity
A credible schedule explains how the contractor will achieve milestones with the people, equipment, procurement dates and access windows actually available. Ask for a logic-linked baseline schedule, critical path, engineering and procurement interfaces, construction work fronts, commissioning sequence, resource histograms and planned float.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCheck the critical path
Trace permits, design releases, vendor data, fabrication, delivery, civil readiness, tank erection or installation, pressure testing, electrical energization, control-system completion, loop checks, punch-list closure and start-up authorization. Require the bidder to identify activities that cannot proceed until the owner, another contractor or an external authority acts.
Test recovery plans
Give each bidder the same scenarios: a delayed long-lead item, a lost shutdown window, severe weather, failed inspection, labor shortfall or late design change. Evaluate the proposed resequencing, added resources, cost exposure, safety impact and decision authority. A recovery plan that simply adds overtime without addressing permits, supervision, fatigue and material availability is not credible.

Assess competing commitments
Ask for current workload, planned mobilizations, shared equipment and shared key staff. FAR responsibility principles identify adequate resources and the ability to meet the required schedule as relevant responsibility factors. Apply the governing procurement rules, but use the underlying test in any owner-led procurement: can this firm perform this contract when its other obligations are considered?
7. Verify technical, quality and commissioning capability
Require the bidder to explain how it will convert the design basis into safe, inspectable and operable facilities. The response should address constructability reviews, material control, welding or joining qualifications where relevant, nondestructive examination, coating or lining control, pressure and leak testing, electrical and instrumentation checks, calibration, software or configuration control, fire-protection testing and environmental compliance.
Examine quality records
Review a sample inspection and test plan, hold and witness points, material certificates, traceability method, nonconformance report, concession process and turnover index from comparable work. Confirm who can release work, how rejected materials are segregated and how incomplete records affect payment and handover.
Make commissioning part of selection
Ask for systemization, mechanical-completion boundaries, test-pack strategy, pre-commissioning sequence, operator training, operating manuals, spare-parts data, punch-list categories and acceptance criteria. The contractor should identify how it will coordinate with operations during energization, hydrocarbon introduction, performance testing and final handover.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Assess financial and commercial resilience
Price is meaningful only after scope and risk are normalized. Compare each bid’s total price, alternates, exclusions, allowances, escalation, taxes, duties, currency assumptions, insurance, bonds, temporary facilities, testing, commissioning and closeout obligations.
Evaluate whether the contractor can finance payroll, mobilization, equipment, fabrication and long-lead purchases before owner payments arrive. Consider concentration of work, dependence on one client, exposure to claims, currency or commodity volatility and the effect of a major change order. Request only financial information permitted by the procurement rules, and protect confidential data.
Review proposed contract deviations for liability caps, consequential damages, schedule relief, payment security, suspension rights, termination, force majeure, design responsibility, warranties, defect correction, data ownership and subcontracting. A low bid with extensive exceptions may transfer unacceptable risk back to the owner.

9. Control subcontractors and the lower-tier supply chain
Require a work-breakdown structure showing every proposed subcontracted package. Critical scopes—such as tank fabrication, specialized welding, electrical and instrumentation installation, fire protection, heavy lifting, blasting and coating, or commissioning support—should have named firms, qualifications and availability before award.
The prime contractor remains responsible for integrating lower tiers. Evaluate its approval process, safety orientation, quality audits, commercial controls, payment practices, progress reporting and replacement plan. Require flow-down of site rules, permit requirements, inspection obligations, records retention and emergency arrangements. Unidentified subcontracting is a material execution risk, not a routine administrative detail.
10. Decide whether prequalification is appropriate
Prequalification can protect a complex procurement by limiting the competition to firms that have demonstrated capability for the particular contract. Federal defense procurement guidance allows this approach when needed for timely and efficient performance of critical construction projects and limits offers to sources qualified for that specific contract. That rule applies to the relevant defense procurement context; a private owner must follow its own procurement rules and preserve a fair, transparent process.
One current industry example is a September 2024 supplier booklet from Saudi Aramco that describes separate pass/fail safety prequalification and technical and financial qualification reviews. It illustrates a possible structure, not a universal standard or legal requirement. If you use prequalification, publish the criteria, evidence requirements, review method, clarification rules, validity period and appeal or debrief process before submissions are made.
11. Verify claims before award
Do not treat a submitted certificate, project list or safety statistic as self-proving. Contact references independently, confirm the bidder’s actual role and ask about defects, disputes, rework, schedule performance, safety leadership, turnover quality and willingness to rehire the firm. Verify that named personnel worked on the cited projects and are available for this one.
Reconcile the organization chart, schedule, equipment list, procurement plan and price. Look for contradictions: a schedule that assumes more crews than the labor plan shows, a tank installation plan without lifting equipment, a commissioning date before system completion, or a price that excludes listed scope. Record every clarification and make material commitments enforceable through the contract, a condition precedent or a documented rejection.
12. Document the decision and keep evaluating after award
Prepare an evaluation report showing the gates, scores, evidence reviewed, clarifications, conflicts checks, risks, conditions of award and reasons for selection. Preserve an auditable record of how identical criteria were applied. Debrief unsuccessful bidders consistently and avoid disclosing protected information.

Quick Recap
13. Common evaluation failures and corrections
- Choosing the lowest initial price: Normalize scope, exclusions, allowances, schedule and commercial terms before comparing totals.
- Accepting generic experience: Require comparable operating interfaces, hazards, systems and commissioning responsibilities.
- Scoring safety after commercial ranking: Apply safety and legal gates first, then score the quality of the safety system among qualified firms.
- Relying on corporate policies: Test field implementation through interviews, records, audits and scenario exercises.
- Ignoring owner-contractor system gaps: Create a written gap-closure action plan with accountable owners and due dates.
- Leaving key staff unnamed: Require named leaders, availability commitments and approval rights for substitutions.
- Hiding subcontractor dependence: Identify critical lower tiers and evaluate the prime’s supervision and integration controls.
- Overlooking competing commitments: Compare the proposed labor, equipment and schedule with the firm’s existing workload.
- Using a generic score weighting: Derive weights and thresholds from this project’s hazards, interfaces, delivery model and risk tolerance.
- Stopping diligence at contract signature: Continue performance monitoring and trigger corrective action when conditions change.
