How to Evaluate Apartment Construction Plans Before Buying in a New Development

Do not judge a new apartment from the marketing floor plan alone. Read the dimensioned unit drawing together with the specification schedule, approved building or site plans, disclosure or offering documents, and the proposed purchase agreement. Confirm the measurement basis, legal unit boundary, doors and windows, service spaces, ceiling drops, accessibility, building systems, finishes, fees, warranty and completion terms. Then obtain material answers in writing and have a local real-estate lawyer or suitably qualified building professional review unresolved issues before you sign.

This matters most in a pre-construction purchase. A developer may market a condominium before construction has started, and drawings can change. The legal document that controls those changes depends on the jurisdiction and contract. The checks below use official guidance from Canada, Singapore and New York; none creates a universal rule for every country or city.

Start with the complete document set

A floor plan is one piece of the promise. Before assessing furniture fit or room sizes, ask for the documents that define what is being sold and what the developer may change. Record the date and revision number on every file. If a brochure, show apartment, rendering and technical drawing disagree, ask which document controls and require the answer in writing.

Document What to check Why it matters
Dimensioned unit plan Room dimensions, scale, orientation, doors, windows, balconies, storage and labelled equipment Shows the proposed arrangement, but may not be the legally controlling document
Unit and building plans Unit boundary, common areas, shafts, structural walls, parking and shared facilities Separates private space from areas you do not own or control
Specification and finish schedule Materials, fixtures, appliances, manufacturers or model numbers, options and exclusions Defines quality and inclusions more precisely than an illustration
Disclosure statement or offering plan Developer obligations, budgets, governing documents, phasing and permitted changes May contain the contractual disclosures for the building and units
Purchase agreement Change rights, deposits, completion and occupancy dates, extensions, termination and remedies Sets the enforceable bargain and your exposure if the project changes or is delayed
Approval and planning records Approved building plans, permits and nearby applications where available Lets you compare sales material with the authority’s record and understand the site context

Canada Mortgage and Housing Corporation (CMHC) warns that new condominiums can be marketed before construction is complete or has begun, so buyers may be relying on plans that later change. Its guidance recommends reviewing plans, specifications and governing documents together: CMHC’s condominium buying guide. In New York, the Attorney General explains that the offering plan governs the sponsor’s obligations for a co-op or condominium; review it rather than treating a sales brochure as the contract: New York Attorney General’s buyer guide.

Confirm exactly what “floor area” means

An advertised number is useful only when you know how it was measured. Ask whether it is measured to the inside face of finished walls, to structural wall centres, or by another local convention. Determine whether interior and exterior wall space is included. CMHC specifically advises buyers to ask these questions and verify the unit boundaries: CMHC’s new-condo tips.

Trace the legal boundary

Mark the boundary shown in the declaration, strata plan, condominium plan or equivalent legal drawing. Establish whether it runs along the inside face, centreline or outside face of a wall, and whether windows, doors, balconies, terraces, parking and storage are part of the unit, limited common property or common property. A balcony that appears inside the outline on a marketing image may not be included in the private unit area.

Separate stated area from usable area

Columns, structural projections, mechanical closets, risers, pipe chases, bulkheads and thick partitions can consume space even when the headline area looks generous. Note each obstruction on a copy of the plan. If a dimension is missing, request the dimensioned version rather than estimating from a screen image.

For a printed plan that states a scale, an architectural scale ruler can help you check relationships between spaces. It cannot verify the developer’s dimensions, detect a distorted PDF or prove that construction will match; use the written dimensions and approved plans as the authority.

Walk the plan as if you already live there

Read the drawing in sequence, not room by room in isolation. Start at the entrance and trace the route to the kitchen, living area, bedrooms, bathroom, laundry, balcony and storage. Imagine carrying groceries, moving furniture, accommodating visitors and leaving during an emergency.

Doors, circulation and furniture

  • Draw every door swing and check whether an open door blocks a corridor, cupboard, appliance or another door.
  • Compare passage widths and turning areas with the furniture you intend to use and with any mobility requirements.
  • Look for long corridors or angled walls that consume floor area without providing usable furnishing space.
  • Check whether a bedroom can fit the bed orientation, wardrobe depth and a clear route to the window.
  • Confirm that the kitchen work triangle, appliance doors and dining positions can operate without conflict.

Windows, outlook and privacy

Window symbols do not by themselves establish daylight, ventilation, privacy or a permanent view. Note sill heights, opening directions and which rooms face a corridor, neighbouring building or shared amenity. Check the site’s orientation and surrounding planning information rather than inferring sunlight from a north arrow alone. A future building on an adjacent parcel can change outlook, noise and access.

Storage and daily routes

Locate the entry cupboard, linen storage, pantry, laundry, refuse route and any external locker. Ask whether shelves, doors or mechanical equipment reduce the stated storage dimensions. A plan with a larger living room but no place for coats, cleaning equipment or luggage may be less practical than a smaller plan with dedicated storage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find space that services will consume

Services often explain why a finished apartment feels smaller or has lower ceilings than a sales image suggests. Ask for the locations and dimensions of ducts, pipes, wiring routes, risers, fan-coil or heat-pump equipment, hot-water heaters, ventilation units and access panels.

Ceiling drops and bulkheads

Identify every area where a ceiling may be lowered to conceal ducts, plumbing or electrical work. Request finished ceiling heights in each room, including the height below bulkheads. A lower strip can affect tall furniture, lighting, curtain tracks, kitchen cabinets and the visual connection between rooms.

Mechanical closets and maintenance access

Mark the clearance needed to service filters, valves, meters and equipment. A closet that appears to be general storage may be reserved for a water heater or ventilation unit. Ask who operates and maintains shared mechanical systems, how access is arranged, and whether replacement or servicing costs are charged through common expenses.

  • Portability: Compact and lightweight, ideal for on-the-go use.

Noise and vibration

Locate elevators, pumps, refuse rooms, parking ramps, generators and major plant relative to the unit and bedrooms. The plan can show proximity, but it cannot prove acoustic performance. Ask for the wall, floor and equipment specifications and for any stated sound-transmission targets in the contract documents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check accessibility, heating, cooling, ventilation and odour control

Ask whether the building and the specific unit are accessible to someone with limited mobility, and identify the universal-design features included rather than assuming that a nominally accessible building makes every apartment adaptable. Confirm entry thresholds, lift access, bathroom clearances, turning areas, control heights and the possibility of future grab bars where these needs matter.

Ask how the apartment is heated, cooled and ventilated, where controls and filters are located, and what fresh-air and exhaust strategy serves kitchens and bathrooms. Request written information about energy and water use if those outcomes are important to you. Ask how odours are contained between units and how make-up air is supplied. A drawing may locate a grille or fan, but it cannot establish the system’s performance without supporting specifications.

Read the specification schedule as carefully as the drawing

For important components, request the named material, manufacturer or model number when the documents provide one. Record what is included in the base price and what is an upgrade. A rendering is not evidence that a particular countertop, cabinet interior, appliance, tap, light fitting or floor finish is included.

Finish and selection decisions

  • List flooring, wall finishes, cabinets, worktops, plumbing fixtures, appliances, lighting and hardware supplied in the standard package.
  • Ask which selections are available, their prices, deadlines and consequences if a chosen item is discontinued.
  • Confirm whether a “premium” finish changes dimensions, electrical loads, ventilation requirements or maintenance obligations.
  • Get allowances and exclusions in writing; an allowance is not the same as a specified product.

The New York Attorney General notes that an offering plan may identify component manufacturers and models, allowing buyers to investigate the quality level of specified items. A brand name alone is not proof of overall building quality; installation, maintenance and the rest of the specification still matter.

Verify approvals and the wider project

Compare sales material with authoritative plans

Where the local system provides public approvals, compare the sales plan, model and show apartment with the approved building plans. Singapore’s Urban Redevelopment Authority (URA) says buyers can request approved plans and states that project plans, models and show units must accord with approved building plans under Singapore rules: URA’s property-buying guidance. That is a Singapore-specific regulatory example, not a rule to apply automatically in Canada, New York or another jurisdiction.

Investigate phasing and nearby construction

Ask whether your apartment is one phase of a larger development and which roads, towers, amenities or commercial spaces remain to be built. Seek official planning information for nearby parcels. Future work can affect daylight, outlook, construction noise, traffic, access and the availability of shared facilities. Do not treat a landscaped rendering as a guarantee that the surrounding site will remain unchanged.

Use quality-history information where it exists

In Singapore, the Building and Construction Authority (BCA) points buyers to the Quality Housing Portal for past developer and builder workmanship information. Its CONQUAS descriptions range from Band 1, indicating a very low incidence of major defects, to Band 6, indicating a higher incidence. These bands are Singapore-specific quality indicators, not a universal rating system or a prediction of defects in your individual apartment: BCA’s condominium ownership guidance.

Calculate the full cost and delivery risk

Price inclusions and recurring charges

Obtain a written schedule of what the purchase price includes and excludes. Ask about parking, storage, appliances, connection charges, taxes, registration, utilities and any upgrades. Request the expected monthly or periodic fees, what they cover, how budgets are set and how increases are approved. Investigate long-term leases of building fixtures or equipment that could pass costs to owners.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Completion, occupancy and delay clauses

Read the promised completion and occupancy dates, extension rights and the consequences of delay before arranging financing, ending a current tenancy or booking a move. Identify the date that triggers payment, handover, interest, cancellation rights or liquidated damages. Ask what happens if an approval, utility connection or shared facility is not ready when the unit is offered for occupancy.

Change clauses

Highlight every provision allowing substitutions, dimensional changes, relocation of equipment, reduction of finishes or changes to common areas. Ask how notice is given, whether a material change gives you a remedy and which document prevails if the plan and agreement conflict. A verbal assurance from a salesperson is difficult to enforce unless it is incorporated into the contract or a formal disclosure.

Use a consistent comparison framework for two or more apartments

Rank your priorities before comparing units. Someone who needs a quiet bedroom, mobility clearance or reliable completion may rationally choose a different plan from someone who values a large balcony or an open view. Apply the same axes to every option:

Comparison axis Record for each apartment Decision question
Area and boundary Measurement basis, private area, balcony, storage, parking and obstructions Am I comparing like-for-like usable space?
Layout and circulation Door swings, passage widths, furniture positions, kitchen and bathroom routes Will ordinary activities work without conflicts?
Access and adaptability Entrances, lift route, thresholds, turning areas and future modifications Does it meet present and foreseeable access needs?
Daylight, privacy and outlook Orientation, window positions, adjacent buildings and approved future work What is supported by site information rather than a rendering?
Ceiling and services Finished heights, bulkheads, risers, equipment and maintenance clearances How much space and flexibility do services consume?
Comfort systems Heating, cooling, ventilation, sound and odour-control specifications Are performance commitments documented?
Finishes and inclusions Base products, allowances, upgrades, exclusions and selection deadlines What will I actually receive at the stated price?

A step-by-step review before signing

  1. Collect and label the files. Save the latest unit plan, dimensioned drawing, specifications, building or site plan, disclosure or offering plan and purchase agreement. Record dates and revision numbers.
  2. Identify the controlling documents. Ask which plan is approved, which document governs the unit and how a discrepancy with a brochure or show apartment is resolved.
  3. Mark the legal boundary. Separate private area, common property, balconies, storage, parking, structural elements and service shafts.
  4. Check the measurement basis. Ask what wall faces and other areas are included in the advertised floor area. Use written dimensions, not a visually scaled image.
  5. Furnish the drawing. Place scaled rectangles for your bed, sofa, table, appliances and storage. Test door swings, clear routes and turning spaces.
  6. Annotate services. Mark ducts, risers, equipment, access panels, bulkheads and finished ceiling heights. Ask for dimensions and maintenance clearances.
  7. Review comfort and access. Request written details on accessibility, heating, cooling, ventilation, sound, odour control, energy and water systems.
  8. Audit inclusions and costs. Match every visible finish and appliance to the specification schedule, then list upgrades, exclusions, fees and possible increases.
  9. Check site and approvals. Compare the sales material with official approvals where available and investigate the development phase and planned construction nearby.
  10. Read the risk clauses. Mark permitted substitutions, plan changes, completion extensions, occupancy conditions, warranty exclusions and remedies.
  11. Send written questions. Ask the developer to answer the checklist below and attach clarifying documents to the transaction file.
  12. Obtain independent advice. Have a local real-estate lawyer review the agreement and disclosure documents. A building professional can help interpret drawings and specifications; an inspection later may be useful when its scope matches the property and stage.

Questions to send the developer

  • What is the exact basis for the advertised floor area, and where are the legal unit boundaries shown?
  • Is this the latest dimensioned plan and specification schedule? What can still change, and how will changes be disclosed?
  • Which plan is approved by the local authority, and how can I compare it with the sales plan and show apartment?
  • Where are ducts, service risers, HVAC equipment, the water heater, ventilation equipment, access panels and ceiling drops?
  • What accessibility and universal-design features are included in this unit and the route to it?
  • What measures address sound transfer, odours, energy and water use, and who maintains the mechanical systems?
  • Which fixtures, finishes, appliances and materials are included in the price? What may be selected or upgraded, and at what cost?
  • What warranty applies, what exclusions exist, how long does it run and who administers claims?
  • What construction remains, what is the current delivery forecast and which contract terms permit delay or plan changes?
  • What nearby construction is approved or planned, and is this phase part of a larger project?
  • Which disclosure, budget, governing and offering documents should I review before signing?

Know what a plan cannot prove

A drawing cannot prove that the finished apartment will match it, that workmanship is good, that a ventilation or acoustic system performs as promised, that a view will remain or that the development will finish on schedule. Convert important promises into contractual commitments and retain the authoritative plan records.

After construction, an inspection can help assess condition when the inspector’s qualifications and scope fit the property and inspection stage. CMHC says a qualified home inspector can assess interiors and exterior elements of typical low-rise housing types; that guidance should not be read as proof that every inspector can assess high-rise structure, shared mechanical systems or other apartment-building components: CMHC’s new-condo checklist.

Jurisdiction-specific cautions

Canada

CMHC recommends reviewing plans and specifications, checking fees, warranty, timing and disclosures where legislation requires them, and consulting a lawyer. Provincial and territorial homeowner-protection laws and the contract govern the details. The cited CMHC checklist and tips were published on March 31, 2018, so confirm current rules and forms in the province or territory where the development is located. CMHC’s practical instruction is direct: “Consult with your lawyer before signing any documents.”

Singapore

URA’s approved-plan and show-unit guidance and BCA’s Quality Housing Portal and CONQUAS resources apply to Singapore’s regulatory system. Use the official channels to request or verify records, and do not present those requirements or ratings as legal protection in another country.

New York

The New York Attorney General’s guide addresses co-op and condominium purchases, including the offering plan, construction details, component manufacturers and models, and legal review. Its statements should not be applied outside New York without advice on the local law and transaction documents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the decision from evidence, not presentation

A reliable apartment-plan review links four things: the space you can actually use, the systems and finishes that occupy or support it, the documents that legally define the promise, and the project’s cost and delivery risk. If a material answer is missing, treat it as unresolved rather than filling the gap with a rendering or verbal reassurance. Obtain the answer in writing and have local professional advice before committing.
