Before you make an offer, commission an independent condition survey suited to the building’s age, turn its findings into a written scope with an experienced builder or building consultant, obtain comparable local estimates, and express the result as a dated range with clearly identified unknowns. Then add purchase, financing and transaction costs, check permits and heritage controls, and set a bid ceiling that remains affordable at the high end of the renovation range.
A lender’s mortgage valuation is not a condition survey. It may support a lender’s decision, but it is not designed to reveal every defect, explain repair priorities or price a renovation.

Why an old-house renovation estimate is difficult
Age creates uncertainty as well as visible work. A house may have outdated wiring, plumbing, insulation, drainage, roof coverings, foundations or finishes. Access can be restricted, previous alterations may be undocumented, and opening one part of a building can reveal damage in another. Heritage controls can also require specialist methods or approvals.
That is why a single “renovation cost per square metre” or “cost per square foot” is not a reliable way to bid on a particular old house. The reviewed official guidance does not establish a universal rate, a universal contingency percentage or a current price for an unspecified property. Local labour, materials, taxes, access, specification, building regulations and the condition actually found on site can change the result substantially.

The useful output before bidding is a decision-quality estimate, not false precision. It should show:
- what must be done for safety, weatherproofing, structure and basic services;
- what is optional or can be postponed;
- which quantities and conditions have been verified;
- which items remain allowances or provisional sums;
- the lower and higher plausible totals, with assumptions and a date; and
- the maximum purchase price you can afford after allowing for the work and uncertainty.
Historic England’s guidance for prospective older-building buyers puts the purpose plainly: “A survey can help you understand the construction and condition of the property, any defects, the priority of repairing them and the potential costs involved.”
Start by defining the outcome and scope
Decide what “finished” means
Write the intended outcome before asking anyone for a price. “Safe and habitable” is a different brief from “fully modernised with a new layout, high energy performance and premium finishes.” A contractor cannot make meaningful comparisons if one estimate assumes repair and another assumes replacement or if one includes only essential work while another includes every desired upgrade.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Record the target in plain language. For example, identify whether you need the house merely weather-tight and occupiable, or whether you also require a particular number of rooms, accessibility changes, insulation standard, heating system, kitchen specification or finish level.
Separate essential work from improvements
| Work category | Questions to answer before pricing | How to treat it in the bid model |
|---|---|---|
| Safety and hazardous conditions | Are there dangerous electrical, structural, fire, gas, mould or hazardous-material conditions? | Price as a priority item; do not defer a known safety defect merely to make the offer work. |
| Weatherproofing and water control | What is needed for the roof, flashings, gutters, drainage, windows, walls and below-ground moisture? | Separate verified repairs from areas that need opening-up or specialist investigation. |
| Structural work | Are cracks, movement, sagging floors or altered walls supported by a structural assessment? | Use a specialist scope or allowance where the cause and extent are not established. |
| Building services | Will electrical, plumbing, heating, ventilation or drainage systems be repaired, partially replaced or renewed? | State the assumed extent and performance standard; concealed connections often remain uncertain. |
| Regulatory and approval work | Are permits, inspections, listed-building or conservation approvals required? | Include professional fees, application charges and potential design changes. |
| Elective upgrades | Which layout, finish, energy or cosmetic changes improve the brief but are not necessary for occupation? | Show as separate options so they do not hide the cost of essential work. |
Obtain the right inspection before you bid
Commission an independent condition survey
Arrange an inspection for the building’s age, construction and apparent condition rather than relying on the lender’s valuation. In UK guidance for older buildings, Historic England reports the Royal Institution of Chartered Surveyors’ recommendation of a Level 3 survey for older properties. A Level 3 report can address visible defects, risks from hidden flaws, repair options and the consequences of doing nothing; cost estimates may be available as an additional service. Survey names and levels differ by country, so confirm the equivalent local report and its limitations.
Choose an inspector who is independent of the seller and whose terms state what was and was not inspected. Ask whether the inspection covers roofs, subfloors, outbuildings, retaining walls, drainage and services, and whether access restrictions will leave important areas unexamined.
Order targeted follow-up investigations
A general survey cannot diagnose every specialist problem. Commission additional work when the report, the building’s age or what you observe points to a specific risk:
- Structural engineer: large cracks, significant movement, sloping or bouncy floors, sagging roofs or altered load-bearing walls.
- Damp or building-physics specialist: persistent moisture, salt deposits, mould, blistering paint or unexplained decay.
- Pest inspector: suspected termites, wood-boring insects or damaged timbers.
- Electrician, plumber or heating engineer: obsolete, unsafe or inaccessible services where replacement scope is unclear.
- Roofing or drainage specialist: failed coverings, concealed valleys, blocked drains or water entering below ground.
- Hazardous-material assessor: materials that may contain asbestos or another regulated substance, subject to local rules and the building’s history.
Consumer Affairs Victoria, for example, recommends professional building and pest inspections before signing and identifies large cracks as a reason to seek a structural engineer. Its asbestos pointer for some pre-1990 properties is specific to that local context; do not apply that date threshold in another country without checking local guidance.

Walk the property with an experienced renovation professional
YourHome, an Australian Government resource, recommends using an experienced professional consultant, designer or builder to assess a shortlist, identify hidden problems and estimate renovation costs. For a protected or unusually constructed property, look for experience with older buildings and conservation methods. A contractor who understands lime-based materials, traditional roof structures or heritage approval constraints may identify a different scope from a general remodeler.
During the visit, ask the professional to mark assumptions directly on plans or photographs. Note areas that cannot be opened before purchase, such as enclosed wall cavities, buried drainage or covered floor structures. Those limitations become explicit allowances instead of being mistaken for confirmed quantities.
Turn inspection findings into an itemised scope

- room, elevation or building element;
- description and approximate quantity;
- repair, partial replacement or full replacement assumption;
- required performance and finish;
- access, protection and temporary-works assumptions;
- design, engineering, permit and inspection requirements;
- what must be complete before occupation;
- exclusions and owner-supplied items; and
- the evidence supporting the quantity, plus any unresolved condition.
For example, “roof repair” is not a comparable line item. A useful scope says which roof areas are included, whether tiles or slates are to be salvaged, what underlay and flashings are assumed, how scaffolding is handled, whether timber repairs are included, and what happens if concealed decay is found.
Distinguish known costs from allowances
| Estimate status | Meaning | How to display it |
|---|---|---|
| Measured or quoted work | Condition and quantity are sufficiently established for a defined price or quantity-based estimate. | Show the scope, assumptions, quote date and validity period. |
| Allowance | A reasonable planning amount is needed, but the final selection or quantity is not fixed. | State what the allowance covers and what would make it rise or fall. |
| Provisional sum | The work is described, but its extent or method cannot yet be quantified reliably. | Explain the trigger for adjustment and the rate or valuation method. |
| Uninvestigated risk | A credible defect is possible, but there is not enough evidence to price it responsibly. | List the investigation required and show a separate high-case allowance; do not bury it in a confident total. |
YourHome recommends preliminary estimates for each stage, contingency, and provisional sums or agreed hourly rates for unquantifiable work. Keep those items visible. A large unexplained contingency can conceal an incomplete scope, while a tiny one can create a misleadingly low bid.
Get comparable written estimates
Give every contractor the same information
Send the same survey, drawings, photographs, scope, specification and access notes to each bidder. Ask every contractor to identify assumptions, exclusions, taxes, permits, design fees, temporary protection, waste removal, scaffolding, testing and making-good. Canada’s Office of Consumer Affairs says quotes should share specifications and show labour, extra charges, applicable taxes, a project outline and at least a partial breakdown. Its suggestion to meet at least three contractors is consumer guidance, not a universal legal requirement, but more than one comparable estimate helps expose scope gaps.
Compare the estimates on the same axes
| Comparison point | What to check |
|---|---|
| Scope and finish | Are quantities, materials, brands or performance levels equivalent? Is repair being compared with replacement? |
| Labour and materials | Are both included, and are rates or material selections stated? |
| Permits and professional services | Are applications, engineering, inspections and certification included or excluded? |
| Taxes and extras | Are applicable taxes, delivery, waste, protection and temporary works shown? |
| Provisional sums | Which lines are allowances, and how will they be measured or adjusted? |
| Access and schedule | Does the price assume vacant possession, normal hours, easy parking, scaffolding or uninterrupted access? |
| Qualifications and insurance | Is the contractor appropriately licensed where required, insured and experienced in this type of building? |
| Warranty and payment terms | What workmanship warranty, retention, deposit and stage-payment terms apply? |
| Date and validity | When was the estimate prepared, how long is it valid, and how are price changes handled? |
A low total is not necessarily a saving. If it omits roof access, service upgrades, permits or making-good, the apparent difference is simply unpriced work. Ask the bidder to reprice omissions against the common scope rather than averaging incompatible totals.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBuild a range instead of a single number
Use a low case and a high case
Prepare at least two planning cases:
- Lower case: the currently evidenced essential scope, using stated quantities and the least disruptive compliant method.
- Higher case: the same essential scope plus credible consequences of unresolved conditions, incomplete access or more extensive replacement.
Attach assumptions to each case. If a roof covering has been viewed only from ground level, the lower case might cover visible repairs while the higher case includes a stated allowance for concealed substrate or timber work. That is not a prediction; it is a transparent decision range.

The UK Infrastructure and Projects Authority explains that estimates should be presented as ranges because risk and uncertainty change as design, scope and information mature. Applying that principle to a house is an estimating method, not a residential regulation. Your figures should become narrower only when inspections, opening-up, design and contractor information genuinely reduce uncertainty.
Apply contingency to identified uncertainty, not as a magic percentage
Official guidance reviewed for this subject does not prescribe a universal old-house contingency percentage. Instead, list each unresolved item, assign the best available allowance or investigation cost, and explain the basis. Keep a separate reserve for risks that cannot yet be quantified, and state that it is a planning reserve rather than a quoted contract sum.
Do not double-count. If a provisional sum already covers concealed drainage, do not add the same drainage risk again as an unnamed percentage. Conversely, do not treat a contractor’s provisional sum as proof that the risk has disappeared.

Date and localise every figure
Put the location, currency, estimate date, tax treatment and quote validity beside every total. Local wage rates, material prices, travel, waste charges and seasonal availability matter. The Infrastructure and Projects Authority notes that an estimate using a non-current base date needs a documented inflation mechanism. For a house purchase, ask how long the estimate is expected to remain usable and refresh it if the bid, completion or construction start is delayed.
Follow up visible warning signs
Visible clues are prompts for diagnosis, not proof of a particular defect. Consumer Affairs Victoria lists sloping or bouncy floors, damp brickwork, paint blisters that may indicate termites, large cracks, mould, lifting tiles, peeling paint and water in wet areas as signs worth investigating.
Moisture and damp
A moisture meter can screen a suspicious area during a viewing, but a reading cannot establish the cause, extent, hidden damage or correct repair method. Have a qualified professional interpret concerning results. Avoid pricing “damp treatment” from a meter reading alone; the cause could involve plumbing, roof leaks, drainage, condensation, ground levels or incompatible materials.
Termites and timber pests
YourHome states that well over 100,000 Australian homes suffer termite attack each year and that rectification costs range from a few thousand to tens of thousands of dollars. The page gives no publication year for those figures, so they are not a current national average, a quote for your property or a figure to apply outside Australia. YourHome advises a termite inspection before purchase except in the few Australian regions it describes as free of termite risk. Follow the local inspection and disclosure rules where the property is located.
Cracks and movement
Record crack location, width, direction and whether doors or windows bind, but do not infer a structural remedy from appearance alone. A structural engineer may need to determine whether movement is historic, active, moisture-related, foundation-related or caused by an alteration. Price the investigation and a range of possible repairs if the cause is unresolved.

Check approvals, heritage controls and insurance
Planning and building approvals
Contact the relevant local authority before bidding if the work could alter structure, use, drainage, services, external appearance or protected fabric. Verify which permits, inspections and completion certificates are required, who applies for them and how long they may take. Permit requirements and contract rights vary by jurisdiction; do not transplant a rule from another country.
Listed and conservation properties
Find out whether the property is listed, in a conservation area or subject to another heritage designation. Historic England notes that listed buildings may need specialist insurance and that proposed alterations should be discussed with the local authority. Heritage consent can affect materials, repair methods, sequencing, professional fees and the work that is legally possible. Obtain a conservation-oriented surveyor, architect or cost professional when the building warrants it.
Renovation insurance
Ask insurers before exchange or contract signing whether the existing policy covers an unoccupied or actively renovated house, and whether extra renovation, liability or specialist heritage cover is required. Canadian consumer guidance also recommends checking permits, inspections and insurance. Record the answer and any premium or exclusion in the bid model.

Use a transparent affordability equation
There is no universal offer formula. Build your own ceiling from the costs you can evidence:
Maximum affordable purchase price = available funds and finance − transaction costs − renovation allowance − risk reserve − required personal reserve
Run the calculation with both the lower and higher renovation cases. Include financing costs, taxes, professional fees, permits, insurance, temporary accommodation, utilities, storage and any period of overlap between ownership and construction. Then compare the resulting total investment with your affordability limits and the property’s expected value after the planned work. The value comparison is a decision aid, not a guarantee of profit.
Use contract protections where available
Inspection findings may support a lower offer, a request for repairs or a decision not to proceed, but the legal route depends on the contract and local market. In the United States, the Consumer Financial Protection Bureau explains that an inspection contingency may allow negotiation or cancellation subject to the contract terms. Consumer Affairs Victoria similarly notes that a report may help negotiations. Obtain local legal or conveyancing advice about deadlines, disclosure, inspection access and cancellation rights before relying on any condition.

Common estimating mistakes and how to correct them
Using the lender’s valuation as a condition report
Why it fails: a mortgage valuation is not designed to provide a detailed defect diagnosis or renovation scope.

Correction: commission an independent condition survey and targeted investigations.
Accepting a price per square metre as the answer
Why it fails: it ignores construction type, access, specification, approvals, services and concealed conditions.
Correction: price an itemised, property-specific scope and show a range.
Comparing totals with different inclusions
Why it fails: one bidder may include taxes, scaffolding and service replacement while another excludes them.
Correction: issue a common scope and reconcile every inclusion, exclusion and allowance.
Hiding uncertainty inside an unexplained contingency
Why it fails: the buyer cannot tell whether risk has been investigated or simply guessed.
Correction: name each unresolved condition, price the investigation where possible and state the remaining reserve separately.
Ignoring approvals and insurance until after purchase
Why it fails: heritage consent, permit conditions or insurance exclusions can change both cost and feasibility.
Correction: check with the local authority, insurer and appropriate professionals before setting the offer.
What a sound estimate should contain
Before bidding, your cost file should let another decision-maker understand how the number was produced. Include the survey and specialist reports; photographs and access notes; the essential, optional and deferred scopes; comparable written estimates; a schedule of allowances and provisional sums; quote dates and validity; approval and insurance assumptions; the lower and higher totals; and the calculation of your bid ceiling.
That record will not eliminate uncertainty. It will show which uncertainty has been investigated, which has been priced, and which remains a reason to reduce the offer, negotiate a contract protection or decline the property.
