Do not begin major rebuilding on an earthquake-affected Syrian home until an authorized structural engineer has established whether it is safe to occupy, documented its weaknesses, and issued a strengthening design that fits the redevelopment plan. The safe sequence is: preserve records, arrange an inspection, use testing only as engineering evidence, select a recognized existing-building method, set a performance target, obtain a certified retrofit package, coordinate every planned alteration with the seismic load path, and complete construction under documented inspection.
This order matters because a new opening, removed wall, added floor, heavy roof, water tank, solar array, or service chase can change how earthquake forces travel through an old stone, masonry, concrete, steel, or mixed structure.

Why retrofit must come before redevelopment
The February 2023 Türkiye-Syria earthquakes caused close to 60,000 deaths, according to a 2025 World Bank document. That figure covers both countries; it is not a Syria-only count. It illustrates why an apparently repairable house needs a structural decision before architectural work resumes.
Redevelopment often starts with demolition, new windows, an extra storey, a replacement roof, room extensions, plumbing chases, or heavier finishes. Each can interrupt a load path that was already weak. An existing building also has unknowns that a new-build design does not: undocumented alterations, hidden corrosion, settlement, poor connections, variable masonry, earthquake damage, and foundations whose condition is visible only after excavation.

ASCE/SEI 41-23 is an existing-building standard rather than a prescriptive recipe for one Syrian house. Its scope includes foundations and geologic hazards; concrete, masonry, steel, wood, and cold-formed steel; architectural, mechanical, and electrical components; and isolation or energy-dissipation systems. The American Society of Civil Engineers states: “Rehabilitation methods used for existing buildings are different from those used in the design of new buildings.”
A 2025 Syria Shelter Cluster rehabilitation guideline provides a practical humanitarian workflow, including documentation, authorized engineering reports, certification by the Syndicate of Engineers, and controls for high-risk buildings. It is not a complete Syrian statutory code. Confirm the applicable municipality, ministry requirements, governorate procedures, and Syndicate process before work starts. BIM Syria can help identify code references, but current legal text and enforcement should be verified locally.

1. Pause intrusive work and secure the record
Stop demolition, wall removal, foundation excavation, slab cutting, roof loading, and other intrusive redevelopment until the engineer has completed an initial safety review. Protect the building from unauthorized entry if there are falling hazards, severe cracking, leaning walls, or damaged utilities.
Collect ownership and approval documents
- Title, occupancy, inheritance, lease, or other documents showing recognized rights to the property.
- Existing permits, completion certificates, municipal correspondence, and any prior rehabilitation approvals.
- Original drawings, structural calculations, soil information, and photographs, even if incomplete.
- Records of extensions, removed walls, roof replacements, repairs, fires, flooding, or changes in use.
- Earthquake damage reports, insurance or aid assessments, and photographs taken immediately after the event.
- Water, electricity, gas, sewer, well, tank, and solar-installation information, including shut-off locations.
The Shelter Cluster guidance says formal buildings should have permits or blueprints and recognized occupancy rights for the cited rehabilitation activity. If documents were lost, ask the responsible partner, municipality, or shelter agency whether official certifications can be restored. Do not treat a missing drawing as proof that the house lacks a permit or that an unrecorded alteration is safe.
Create a current photographic record
Photograph every elevation, roof edge, interior wall junction, stair, foundation exposure, retaining wall, chimney, balcony, tank support, and utility penetration. Include a scale and date where practical. Mark locations on a simple floor plan and record whether cracks are new, widening, displaced, or stable. Photographs help the engineer plan the inspection; they cannot certify occupancy or replace measurements.
2. Establish immediate safety and occupancy status
An engineer must decide whether the home can remain occupied, needs restricted access, or requires temporary relocation. Until that decision, keep people away from visibly unstable areas and do not enter aftershocks or severe weather without local emergency guidance.
Information the first visit should produce
- A statement on whether the building is safe to occupy, safe only with restrictions, or unsafe.
- Locations requiring shoring, fencing, exclusion zones, utility isolation, or temporary relocation.
- A list of conditions needing urgent stabilization before a full retrofit design.
- A record of observed damage, settlement, tilting, water intrusion, exposed reinforcement, and falling nonstructural elements.
- A plan for monitoring cracks or movement while design and approvals proceed.
Do not reopen a damaged house because walls look straight in photographs. Do not remove a load-bearing wall, add a floor, or prop a beam based on a contractor’s visual opinion alone. Temporary works must be designed or approved by the responsible engineer and inspected as the work advances.

3. Commission an authorized structural assessment
Choose an experienced structural engineer authorized to practice in the relevant Syrian jurisdiction and familiar with earthquake-damaged existing buildings. The Syria Shelter Cluster and Syrian Association for Relief and Development guidance emphasize competent assessment and documentation; the certifying authority may require review by the Syndicate of Engineers.
Give the engineer a useful brief
Provide the document file, photographs, occupancy plans, proposed redevelopment drawings, and a written list of what you want to change. Ask the engineer to inspect:
- Foundation type, visible distress, settlement, scour, retaining conditions, and likely soil or geologic hazards.
- Load-bearing walls, frames, diaphragms, roof and floor systems, stairs, balconies, and connections.
- Cracks, out-of-plumb walls, discontinuities, soft or weak storeys, pounding risks, and previous alterations.
- Concrete, masonry, stone, steel, timber, mortar, reinforcement, corrosion, and workmanship where accessible.
- Seismic load paths from roof and floors through walls or frames into foundations.
- Parapets, chimneys, façades, ceilings, partitions, tanks, equipment, and other nonstructural hazards.
- Site access, neighboring buildings, utilities, construction staging, and the feasibility of temporary relocation.
Request a written scope stating what was inspected, what was inaccessible, what assumptions were made, and what additional investigation is needed. A rapid screening can identify urgent danger, but it is not automatically a retrofit design or final certification.

4. Use testing as evidence, not as a stand-alone verdict
Advanced investigation may include ground-penetrating radar, rebound-hammer readings, material stress testing, and seismic-vulnerability mapping. The Shelter Cluster guidance lists these techniques as tools within a professional assessment. Their value depends on selection, calibration, sampling, and interpretation by qualified engineers.
What common tests can and cannot establish
- Ground-penetrating radar: can help locate reinforcement, voids, or changes in materials where conditions permit; it does not by itself prove capacity or reveal every defect.
- Concrete rebound hammer: provides indirect surface hardness readings. Moisture, surface condition, age, mix, and calibration affect results, so a homeowner cannot certify safety from one reading.
- Material stress or strength testing: can support assumptions about concrete, mortar, stone, steel, or other materials when samples and laboratory procedures are appropriate.
- Seismic-vulnerability mapping: places the building in its site and hazard context; it does not replace a building-specific structural analysis.
Ask the engineer to state the test purpose, locations, number of readings or samples, limitations, and how results change the analysis. If a result conflicts with drawings or visible conditions, resolve the discrepancy before selecting strengthening work.
5. Apply a recognized existing-building method
For a formal engineering evaluation, discuss ASCE/SEI 41-23, Seismic Evaluation and Retrofit of Existing Buildings. Its performance-based framework uses a three-tier evaluation process and acceptance criteria rather than prescribing one universal detail for every house. The engineer should explain which tier, procedures, and analysis are appropriate for the building’s complexity, condition, and intended use.
The evaluation should cover the whole system, not only the most visible crack. That includes foundations, soil and geologic hazards, structural members and connections, diaphragms, and hazardous architectural, mechanical, and electrical components. Where appropriate, the design may consider isolation or energy-dissipation systems, but those are specialist decisions, not homeowner upgrades.

6. Set the performance target and identify the weak links
Before comparing interventions, agree on the result the owner and authority require. A target might prioritize life safety during a future earthquake or support continued use with a defined level of damage. The target must reflect occupancy, neighboring risk, available funds, construction access, and the planned redevelopment stage.
Questions the engineer should answer
- Where is the continuous seismic load path, and where is it interrupted?
- Are there weak or soft storeys, torsional irregularities, discontinuous walls, or large openings?
- Which walls, frames, diaphragms, or connections lack reliable strength or ductility?
- Are foundations, soil conditions, retaining structures, or settlement limiting the design?
- Could parapets, façades, ceilings, tanks, equipment, or partitions injure occupants even if the main frame survives?
- Which deficiency must be corrected first to make temporary occupation or the next construction phase safe?
ASCE’s procedures provide a way to evaluate these questions and define acceptance criteria. They do not turn a generic detail into a safe solution for every stone or concrete house.
7. Compare retrofit strategies against the redevelopment plan
The right intervention depends on the building and the work you intend to do next. Ask the engineer to compare alternatives using the same criteria, including the following decision axes.
| Decision axis | What to establish | Why it changes the choice |
|---|---|---|
| Life-safety target | Required performance level and acceptance criteria | A higher target may require more extensive analysis, strengthening, and inspection. |
| Structural system | Stone, masonry, reinforced concrete, steel, timber, or mixed construction | Material behavior, connections, compatible strengthening, and available testing differ. |
| Foundation and soil | Settlement, bearing concerns, retaining conditions, and geologic hazards | Wall or frame work cannot solve a foundation or site problem by itself. |
| Occupancy during work | Rooms that can remain occupied, restricted areas, or required relocation | Temporary works, sequencing, and schedule depend on safe access. |
| Planned openings or added floors | New doors, windows, stairs, storeys, roof loads, tanks, and service routes | Each change can remove resistance or add mass and must be analyzed with the retrofit. |
| Materials and labor | Reliable local supply, skilled crews, testing, lifting, and access | A theoretically effective detail is unsuitable if it cannot be built and inspected correctly. |
| Certification burden | Required drawings, calculations, inspections, and Syndicate review | Approval requirements affect cost, sequence, and the date the home can be occupied. |
| Future adaptability | Whether later phases may alter walls, roofs, services, or occupancy | A reversible or staged solution may avoid damaging the load path during redevelopment. |
Possible intervention families may include strengthening deficient walls or frames, improving connections and diaphragm continuity, addressing foundations or soil conditions, securing nonstructural components, or combining several measures. The engineer must select and detail the actual system. Do not specify universal wall thicknesses, reinforcement sizes, anchor spacing, cement recipes, or waiting periods without building-specific calculations and approvals.
8. Prepare a certified strengthening package
The technical report should be detailed enough that another qualified professional and the approving authority can understand what is being changed and why. At minimum, request:
- Building description, occupancy, history, observed damage, and limitations on access.
- Surveyed plans, elevations, sections, photographs, and a clear damage map.
- Material assumptions, test results, soil information, and the basis for each assumption.
- Structural calculations or analysis appropriate to the selected ASCE/SEI 41-23 procedures and target performance.
- Retrofit drawings, specifications, connection details, temporary works, and construction sequence.
- Required material certificates, field tests, hold points, engineer inspections, and nonconformance procedures.
- Interfaces with architectural, mechanical, electrical, water, solar, and fire-safety work.
- An itemized cost estimate, schedule assumptions, access requirements, and risks.
- A post-construction inspection and certification plan.
The Shelter Cluster guidance states that authorized engineers prepare the report and that the Syndicate of Engineers reviews and certifies it. High-risk buildings may require extensive retrofit before certification. Keep the signed report, calculations, drawings, approvals, and later as-built records together.

The engineer should reassess the whole structure after major architectural changes. A retrofit that was adequate for the existing roof may not be adequate after adding a water tank or masonry parapet. A new doorway may interrupt a wall that was carrying lateral force. A service trench may undermine a foundation. A roof replacement can change mass, diaphragm action, and connections. Treat the redevelopment and retrofit as one coordinated structural package, even if they are built in phases.

Use contractors who can follow engineered drawings and provide traceable materials. Establish hold points before work begins; concealed work should not be covered until the responsible inspector has accepted it.
Typical hold points
- Verify setting-out, dimensions, demolition limits, utilities, and temporary shoring before intrusive work.
- Inspect exposed foundations, soil, existing reinforcement, masonry, cracks, and hidden deterioration against the assessment.
- Approve reinforcement, anchors, connectors, welds, bolts, grout, concrete, masonry units, and other materials before installation.
- Inspect each critical connection, interface, and load-path continuity before concealment.
- Record concrete placement, curing conditions, testing, grouting, welding, bolting, and deviations.
- Check that nonstructural hazards, tanks, façades, parapets, ceilings, and equipment are secured as designed.
- Survey final levels, alignment, cracks, and movement; document approved changes and unresolved items.
Maintain dated photographs, delivery certificates, test results, inspection forms, engineer instructions, and as-built drawings. If field conditions differ from the drawings, stop at that location and obtain a written engineering decision. Do not rely on an informal site conversation for a change that affects the load path.
11. Complete Syrian approvals and closeout before the next phase
Ask the municipal authority and Syndicate of Engineers which documents are required for this property, governorate, occupancy, and rehabilitation category. Confirm whether permits, blueprints, title or occupancy evidence, structural calculations, inspection records, and final certification must be submitted before reopening or proceeding with redevelopment.
Before occupancy or the next major phase, obtain the final structural-integrity certification required by the responsible authority. Retain it with the permit set, maintenance records, monitoring data, and as-built drawings. Schedule future inspections after major alterations, unusual settlement, severe weather, or another earthquake.
Do these 3 things before closing this tab:

- Property, occupancy, inheritance, or lease records.
- Permits, blueprints, prior certificates, and municipal correspondence.
- Original and current architectural or structural drawings.
- Earthquake, repair, damage, and utility records.

- Approved changes, as-built drawings, final certification, and maintenance plan.
Questions to ask the engineer and certifying authority
- What evidence supports the occupancy decision, and which areas remain restricted?
- Which deficiencies control the retrofit cost or schedule?
- What ASCE/SEI 41-23 evaluation tier and acceptance criteria are being used, and why?
- Which tests are necessary, how will they be interpreted, and what are their limitations?
- How will the design accommodate the planned openings, roof, services, tanks, solar equipment, or added floor?
- What temporary works and relocation period are required?
- Which construction stages require the engineer or inspector to be present?
- What documents must the municipality and Syndicate of Engineers review before work and at closeout?
- What future changes would require a new structural assessment?
Common failure modes to avoid
- Starting with demolition: removing a wall before mapping the load path can make later strengthening more expensive and dangerous.
- Using a single test reading: rebound-hammer or radar results are evidence, not a safety certificate.
- Copying a detail from another house: soil, materials, irregularities, damage, and foundations differ.
- Designing only the visible crack: the governing weakness may be a connection, diaphragm, foundation, or nonstructural hazard.
- Separating retrofit and architecture: openings, added mass, service routes, and roof changes can invalidate the structural design.
- Covering work without inspection: concealed defects become costly or impossible to verify.
- Assuming humanitarian guidance is the entire legal code: confirm current local requirements and enforcement with the authority having jurisdiction.
- Promising a universal price or schedule: those depend on the building, target, access, materials, testing, approvals, and relocation needs.
The safest redevelopment plan is therefore staged: stabilize and assess first, design and certify the retrofit, build with hold-point inspection, then proceed only with architectural and service changes that remain within the approved structural scheme.
