Keep the inspection form, original images, messages, and repair records together. This creates a clear move-in timeline; it does not by itself determine who is legally responsible or guarantee a particular remedy.
Inspect the apartment before unpacking
If possible, walk through the apartment before furniture and boxes obscure walls, floors, fixtures, or windows. Check each room and relevant area systematically, and record each condition as a separate item rather than writing a broad note such as “living room damaged.” Include the exact location and what you can see; avoid guessing at the cause or making a professional diagnosis.

- Room and precise location, such as “bedroom, lower-right corner of the window frame.”
- Surface or fixture and visible condition, such as a crack, water stain, gap, loose fixture, unfinished surface, damaged flooring, or door that does not close properly.
- Whether it appears to affect safety or normal use, without treating that observation as a technical assessment.
Check windows and doors for ordinary operation and closure, and note damaged floors or stairs and incomplete finishes. Do not disturb or test anything that may be unsafe.
Complete the move-in inspection form accurately
Ask management for its move-in condition form and a copy after it is completed. HUD lists form HUD-90106 as a Move-In/Move-Out Inspection Form. HUD training material also includes a sample format with room for deficiencies, signatures, and dates.

Do not sign an inaccurate statement that the apartment has no deficiencies. Add the missing items to the form or attach a dated list, note the attachment on the form if possible, and keep a copy of everything you sign. The HUD training sample says listed deficiencies “will be remedied within 30 days of the date the tenant moves into the unit.” That is language from a particular sample form and program context, not a nationwide landlord deadline.
Photograph each condition so its location is clear
For each item, take a wider image that shows where it is in the room and a closer image that shows the condition. For example, photograph a wall crack once with enough surrounding wall to establish its position and again close enough to show the crack. A short video can supplement still images, particularly when showing an observable operating problem, but do not create a safety risk to record it.

Label or note the date and specific location close to the time of capture, and keep original image and video files. Maintain a simple index linking each filename to the corresponding entry in your defect list. The District of Columbia Office of the Attorney General recommends date and location labels and a contemporaneous note; Arizona’s tenant guidance recommends photos or video on the first and last day.

Use the notice method required by your lease and applicable local rules. An email or portal message may leave a useful retained record, but it may not satisfy every jurisdiction’s formal notice requirements. California’s Attorney General recommends written repair requests and keeping documentation such as messages, letters, certified mail records, photos, and video.

- Identify yourself and the apartment, then give the date you inspected it.
- List each condition separately, with its room and precise location.
- Attach the dated defect list and selected overview and close-up images.
- Ask management to acknowledge receipt and provide a repair plan or next steps in writing.
- State when access is available, if a repair visit is needed.
- Save the sent message, attachments, delivery confirmation, and any reply.
Keep the message factual: describe what you observed rather than asserting a cause you cannot establish. California guidance on repair requests and documentation is available from the California Attorney General; Arizona likewise advises tenants to keep records showing that problems were reported to management.
Keep one dated evidence file
Save the signed lease and addenda, inspection form, defect list, original photos and videos, written repair requests and replies, work orders, and later inspection reports together. Keep a backup separate from your phone. If a condition changes or is repaired, add new dated images and a short note describing what changed; preserve the earlier records so the timeline remains clear.

Escalate possible safety problems promptly
If a visible condition may create an immediate risk, do not disturb it or attempt a risky test to gather evidence. Notify management promptly and contact the appropriate local housing or code authority, or emergency services when warranted. HUD’s NSPIRE materials describe a model that prioritizes health, safety, and functional defects over appearance. California’s Attorney General identifies matters such as working plumbing, heating and electrical equipment, floors, stairs, waterproofing, windows and doors, and pest control among habitability conditions. These are triage cues, not a complete code checklist or an engineering assessment.

Check local rules before using a legal remedy
Notice methods, repair duties, deadlines, and tenant remedies depend on the state, city, lease, and sometimes housing program. Do not assume that a generic checklist sets a legal deadline or that you can withhold rent, make a repair and deduct the cost, or terminate a lease based on it. Texas, for example, sets specific written-notice conditions for remedies under Texas law; consult the applicable rules before acting.

USAGov’s tenant-rights resource directs renters to their state tenant agency and identifies a HUD complaint line for properties HUD insures or manages. For conditions that appear structural, involve active water intrusion or electrical hazards, or make the apartment unsafe, seek prompt local official or qualified professional advice.
