Protect people first, then create a dated record before anything is cleaned, moved or repaired. Keep out of an unstable building, call emergency services when necessary, notify your insurer or agent promptly, and ask where to send photographs, reports and receipts. Your claim is strongest when another person can reconstruct what happened from labeled images, measurements, sketches, inventories and communications.
1. Make the site safe and report the loss
Structural warning signs include rapidly growing cracks, displaced walls, leaning columns, sagging or springy floors, separated connections, exposed framing, shifting foundations, unusual sounds and water entering load-bearing assemblies. Do not enter or investigate a suspected unsafe area. Follow fire, flood, utility and building-official instructions, and arrange an emergency evaluation when life safety is uncertain.

Once immediate hazards are controlled, notify the insurer or agent through the claims number shown in your policy. FEMA’s NFIP checklist puts the priority plainly: “Don’t delay reporting your claim. Call your insurance agent or insurance provider as soon as possible.” Most policies and state rules impose reporting or proof deadlines, so a prompt call protects your options even if the full extent of damage is not yet known.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Record the date and time you discovered the condition, the event you believe caused it and any continuing change.
- Request a claim number, the assigned adjuster’s name and contact details, the inspection date, the proof-of-loss form and the approved method for uploading large files.
- Ask which emergency work is authorized, whether an engineer’s report is required and what items must be preserved for inspection.
- Send a short written notice after the call summarizing what you reported and retain the delivery or upload confirmation.
Describe causes as observations until a qualified professional has analyzed them. For example, write “a 6 mm crack appeared at the basement wall after the storm” rather than declaring that a particular policy peril caused it.

2. Build an evidence package before cleanup
Create one digital and one offline copy of a claim folder. Put the policy declarations, claim number, loss date, known cause, property address and contact list at the front. Use a consistent file name such as 2026-10-17_Kitchen_south-wall_6mm-crack_close.jpg; include the date, location and a neutral description.
Core records
- A chronology covering the event, first discovery, changes in condition, inspections, calls, emails, mitigation and payments.
- A room-by-room inventory listing each damaged component, its location, observed condition, suspected cause stated as an observation, emergency action, estimate and receipt number.
- Measurements, simple floor plans or site sketches, photographs and videos tied to the same room or exterior elevation.
- Inspection reports, contractor proposals, engineer reports, permits, invoices, receipts and proof of payment.
- Every email, letter, text, portal upload confirmation and call note. For each conversation record the date, time, representative, adjuster and subjects discussed.
Save original image and video files rather than relying only on compressed messaging-app copies. Back up the folder to a separate drive or secure storage and keep an index that identifies each file.
Damage matrix
| Field | What to record |
|---|---|
| Component and location | For example, “north foundation wall, 1.2 m east of the corner.” |
| Observed condition | Crack width and length, displacement, moisture line, deflection, missing connection or exposed reinforcement. |
| Timing | When first seen, whether it is growing, and the weather or construction event in progress. |
| Emergency action | Shoring, covering, pumping, isolation of utilities or other temporary measure. |
| Cost evidence | Estimate or invoice number, date, vendor and amount; attach the receipt. |
| Supporting files | Photo and video file names, sketch reference and report page. |
3. Photograph and video the structure systematically
Only document areas that are safe to approach. FEMA advises policyholders with building coverage to take photos and videos of all damage from multiple angles and distances when it is safe to do so. Photograph the condition before moving debris or starting cleanup.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Use three views for every significant defect
- Wide view: Show the whole room, elevation or roof area so the location and relationship to other components are clear.
- Medium view: Frame the wall, beam, connection, foundation segment or floor area with nearby landmarks.
- Close view: Capture the crack, separation, stain, deformation or failed fastener sharply. Place a ruler, coin or other scale beside it without touching or altering the damage.
Use a consistent viewpoint on later visits. Include relevant undamaged areas, such as an adjacent wall or matching connection, to establish the comparison condition. Take exterior elevations, foundation corners, grade and drainage features when they can be reached safely. Do not scrape, widen, paint or otherwise improve a defect just to make a recording.

Make the video useful to an adjuster
Walk slowly from the property entrance to each affected room. State the date, address, room or elevation and what is visible: “October 17, 2026, basement north wall; horizontal crack runs approximately 1.8 metres, with dampness below the crack.” Keep the original file, note the start and end time, and avoid narrating conclusions about coverage or structural capacity. If an area is inaccessible, record the barrier and explain why rather than entering it.
4. Measure and sketch what photographs cannot show
Measurements make a claim auditable and help a professional compare conditions over time. FEMA training materials call for a diagram of the insured building with measurements and for photographs labeled with the date, room location and damage description.
- Measure crack length and width at several points; note the instrument and units.
- Record floor or beam deflection against a nearby reference, wall out-of-plumb distance, settlement difference between points, opening dimensions and water-line height.
- Mark each observation on a simple plan with north arrow, room names, doors, stairs, structural lines and photo numbers.
- Repeat critical measurements on later visits and preserve the earlier values instead of overwriting them.
A laser distance measurer can speed room and elevation measurements, but it does not diagnose structural safety or replace a licensed engineer. For a sketch, note the scale or state that it is not to scale, identify measurement points and attach the corresponding photographs.

5. Preserve materials and control cleanup
Do not discard damaged framing, finishes, appliances or other potentially relevant items before the adjuster sees them unless they are a health hazard or a law requires disposal. Photograph each item in place, label it, store it where it will not deteriorate and tell the insurer where it is located.

After documenting conditions, make only work needed to prevent additional damage or protect occupants. Examples include covering an opening, placing a tarp, pumping standing water, isolating a utility or installing emergency stabilization under qualified direction. Photograph the condition immediately before the work, keep removed components when safe, and save every invoice and receipt. Ask in writing what emergency work is authorized and whether a preferred vendor is required; authorization to mitigate is not necessarily a decision on final coverage.
Virginia’s consumer guide advises taking photographs before cleaning and repairing and keeping cleanup receipts. That guidance is useful elsewhere, but the policy, peril and local law control your duties.
6. Decide when to hire a structural engineer
Use a licensed structural engineer or other registered design professional when there is suspected instability, concealed damage, a disputed cause, or disagreement about whether repair is feasible. An engineer’s role is to document technical facts and provide an opinion within the assignment, not to decide what the insurance policy covers.

| Comparison point | What to verify |
|---|---|
| Credentials | Professional license and authority to practice where the property is located. |
| Scope | Visual review only, invasive probes, testing, calculations, monitoring, repair design or construction administration. |
| Independence | Ownership, referral fees, contractor relationships and other conflicts that could affect conclusions. |
| Deliverables | Sealed report, photographs, marked plans, measurements, calculations, cause analysis and repair recommendations. |
| Timing and fees | Inspection availability, report deadline, hourly or fixed fee, testing charges and payment milestones. |

What a useful report contains
FEMA’s 2025 NFIP Claims Manual says a structural report should identify the inspection and contributing factors, carry the engineer of record’s professional seal or state license number, and remain complete in the claim file with all addenda. Ask the professional to identify inspected areas, limitations, test methods, calculations, observed movement, likely mechanisms, immediate safety measures, monitoring needs and repair options.

New York City’s official structural-condition requirements illustrate a detailed format: building description; inspection date and procedures; mapped deterioration, instability or movement; analysis based on probes and calculations; clearly labeled photographs; plans and sections; an estimated stability period; and a monitoring and repair schedule. Those are New York City requirements, not universal insurance rules, but they are a practical checklist for evaluating a technical report.
7. Handle contractors and conflicting opinions
A contractor can estimate work and perform repairs, but a contractor’s statement that a building is unsafe or unrepairable is not the same as an independent engineering analysis. If a contractor, building inspector and insurer representative disagree, obtain written findings, photographs, measurements and the professional’s credentials. Virginia advises submitting supporting contractor or building-inspector documentation when the insurer’s assessment conflicts with site evidence.
For substantial work, compare more than one established contractor where time and safety permit. Verify licensing where applicable, request references and obtain a written, line-item estimate. The scope should identify demolition, temporary protection, structural work, finishes, permits, testing, schedule, exclusions, change-order process, warranty and payment milestones. Do not sign a major repair contract before the insurer’s representative has assessed the damage and payment scope when waiting is safe. Do not pay in full before satisfactory completion, and be cautious of pressure for cash or immediate signatures.
8. Prepare for the adjuster’s inspection
Keep the site in the documented condition as far as safety allows. Have the chronology, damage matrix, sketches, photo index, receipts and reports ready in a numbered folder. Walk the adjuster through each location and point to the matching file names. Identify areas that were inaccessible, temporarily repaired or removed for safety, and explain what evidence remains.

Ask the adjuster to identify in writing any additional documents, testing or proof-of-loss form required. Request a copy of the inspection findings or estimate when available. If the inspection misses a component, send a written notice promptly with the file names and location rather than assuming it will be added later.
9. Track deadlines without assuming they are universal
Coverage, exclusions, deductibles, notice requirements and proof deadlines come from the actual policy and the law governing the property. Confirm each deadline in writing with the insurer and, when necessary, the state insurance regulator.
| Rule or figure | Where it applies | How to use it |
|---|---|---|
| 60 days to submit required claim documentation | FEMA/NFIP 2025 checklist instruction after a flood, or the timeframe supplied by the adjuster or insurer. | Use the earlier written deadline if the insurer or policy sets one; do not assume every property or peril follows NFIP rules. |
| 60 days to appeal a denial | FEMA/NFIP 2025 checklist instruction after receiving the insurer’s denial letter. | Follow the appeal method and date stated in the letter and policy. |
| 10 working days to acknowledge a reported claim | Virginia State Corporation Commission consumer guide describing Virginia rules in its 2020 publication. | Treat it as a Virginia example, not a nationwide standard. |
| 60 days to inspect and 30 days after inspection to file | New York City Department of Buildings 2025 structural-compromise requirements for the owner’s licensed design professional. | These are building-condition reporting requirements in New York City, not an insurance deadline for all locations. |
Keep a calendar with the policy’s notice, proof-of-loss, suit-limitation, appeal and supplement dates. A regulator can explain the complaint or appeal process, but may not be able to order payment without supporting facts and applicable law.

10. Challenge an incomplete estimate or denial
If the insurer’s estimate omits a damaged component or understates its scope, send a written supplement. Identify the disputed line item, location and reason; attach new photographs, measurements, receipts, the contractor’s line-item estimate and any engineer or building-official documentation. Request reinspection and state the response date you need under the policy or applicable rule. Keep proof of delivery and continue adding dated evidence if the condition changes.
For a denial, compare the letter’s factual findings with your chronology and reports. Ask the insurer to identify the policy language and facts supporting each excluded item. Use the appeal channel named in the policy or denial letter, then contact the state insurance regulator if the issue remains unresolved. Consider independent legal advice for a significant or time-limited dispute; preserve every document for that review.
Quick Recap
11. Common mistakes that weaken structural claims
- Entering a visibly unstable area to obtain a closer photograph.
- Waiting to report until a complete repair estimate exists.
- Submitting unlabeled images with no room, date or scale.
- Removing debris or damaged materials before documenting and asking whether inspection is required.
- Describing a suspected cause as a proven fact without technical analysis.
- Performing permanent repairs that conceal evidence or prevent the adjuster from inspecting.
- Relying on a verbal promise instead of a written authorization, estimate or coverage explanation.
- Signing a large contract, paying in cash or paying the full amount before the scope and completion are clear.
- Allowing an engineer’s report to decide policy coverage rather than limiting it to engineering facts and opinions.
- Missing a policy, appeal or jurisdictional deadline because a general internet timeframe was treated as universal.
12. A practical submission checklist
- Confirm that occupants and responders consider the area safe enough to document.
- Report the loss and obtain the claim number, adjuster contact, inspection date and submission instructions.
- Photograph and video wide, medium and close views before cleanup; include scale, date, location and relevant undamaged areas.
- Measure significant cracks, movement, deflection, settlement, openings and water lines; mark them on a dated sketch.
- Build the room-by-room inventory and damage matrix, linking every item to a file, estimate or receipt.
- Preserve damaged materials when safe and practical; record anything discarded for health or legal reasons.
- Make only necessary temporary repairs, photograph before work and keep invoices.
- Retain a licensed engineer for instability, hidden damage, causation or repairability disputes, and request a sealed, complete report.
- Collect written contractor scopes, references, licensing information and line-item estimates.
- Send the organized package, keep delivery proof and track every response and deadline.
